It was assumed that by the intentional action of submission and help pages stating the policies of archival availability of submissions, a license equivalent to <code><a href="http://arxiv.org/licenses/nonexclusive-distrib/1.0/">http://arxiv.org/licenses/nonexclusive-distrib/1.0/</a></code> was granted by the act of submission.
