Zu lange sei zu wenig passiert, sagt Claudia Major von der Stiftung Wissenschaft und Politik.</p></div> <div class="entryBlock entry--text"><p>Die Sicherheitsexpertin sieht drei zentrale Herausforderungen für Europa: Die politische Führung müsse gestärkt, die militärische Masse aufgebaut und Schlüsselfähigkeiten wie Luft- und Raketenabwehr verbessert werden.</p></div> <div class="entryBlock entry--quote"><blockquote><span>"Die Amerikaner können auf einen Schlag Tausende Soldaten entsenden – Europa nicht."</span></blockquote><div class="quote__origin"> <cite>Sicherheitsexpertin Claudia Major, Stiftung Wissenschaft und Politik</cite> </div></div> <div class="entryBlock entry--text"><p>Besonders im Bereich Aufklärung und Zielerfassung habe der Kontinent große Defizite. </p> <p>Major führt aus, die Abhängigkeit von den USA bestünde fort, weil es an diesen entscheidenden Fähigkeiten fehle. Ihr zufolge müsse Europa dringend in Schlüsselfähigkeiten investieren, um sich eigenständig verteidigen zu können.</p></div> <div class="entryBlock entry--headline"><h2 id="eine-neue-sicherheitspolitische-realität">Eine neue sicherheitspolitische Realität</h2></div> <div class="entryBlock entry--text"><p>Gleichzeitig stellt sich für Major eine Grundsatzfrage: "Sind die USA noch Verbündeter, nur noch Vermittler oder schon ein Gegenspieler gegen europäische Interessen?"</p></div> <div class="entryBlock entry--quote"><blockquote><span>"Sind die USA noch unser Verbündeter oder eher Vermittler – oder gar ein Gegenspieler?"</span></blockquote><div class="quote__origin"> <cite>Sicherheitsexpertin Claudia Major, Stiftung Wissenschaft und Politik</cite> </div></div> <div class="entryBlock entry--text"><p>Major betont, dass die Verhandlungen zwischen den USA und Russland ohne Beteiligung Europas ein alarmierendes Zeichen seien.<br><br>Die Sicherheitsexpertin erklärt zudem, dass Europa Gefahr laufe, nur noch eine Randfigur in geopolitischen Entscheidungen zu sein. Wenn es nicht handlungsfähig werde, drohe es aus zentralen sicherheitspolitischen Prozessen ausgeschlossen zu werden.<br><br>Sie sieht diese Entwicklung als drastisch als katastrophal an. Sie habe bereits vorhergesehen, dass die Amerikaner mehr Eigenverantwortung von Europa fordern würden, aber die drastischen Töne und die Konsequenzen dieser Haltung seien besorgniserregend. Ihrer Meinung nach müsse Europa nun realisieren, dass es selbst handlungsfähig werden müsse.</p> <h3 id="europa-muss-in-verteidigung-investieren">Europa muss in Verteidigung investieren</h3> <p>Im jetzt bei Verhandlungen nicht weiter am Rand zu stehen und wieder ernst genommen zu werden, schlägt Claudia Major für die europäischen Staaten folgendes Handlungskonzept vor:</p> <ul><li>Die Ukraine fundamental stärken, damit sie sich behaupten und möglicherweise inakzeptable Vorschläge ablehnen könne. Sie regte an, wirtschaftlich über die Nutzung der eingefrorenen russischen Vermögenswerte und weitere Sanktionen gegenüber Russland zu sprechen.</li><li>Die europäischen Staaten könnten sich verpflichten, einen bestimmten Teil ihrer Wirtschaftskraft solange in die Ukraine zu investieren, wie der Krieg andauere.</li><li>Militärisch sollten die Staaten ihre nationalen Spielräume voll ausschöpfen, um zu prüfen, was sie noch an die Ukraine liefern und wo sie industriell zusammenarbeiten könnten.</li><li>Politisch müsse klar sein, dass das Ziel aller Verhandlungen eine unabhängige Ukraine sein solle.</li><li>Die Europäer sollten zudem einen Plan vorlegen, wie sie sich einen Waffenstillstand vorstellten: Wo die Waffenstillstandslinie verlaufen solle und was sie zur Absicherung beitragen könnten. Es brauche einen Fahrplan und ein Gesamtkonzept, das die europäische Idee darlege, da man sonst nicht an den Verhandlungstisch zurückkehren könne.</li></ul></div> <div class="entryBlock entry--headline"><h2 id="bundeswehr-einsatz-in-der-ukraine">Bundeswehr-Einsatz in der Ukraine?</h2></div> <div class="entryBlock entry--text"><p>Während Großbritannien bereits signalisiert hat, Soldaten für eine mögliche Ukraine-Mission bereitzustellen, wird in Deutschland noch diskutiert. Norman Böhm, Bundeswehroffizier, sieht die Bundeswehr prinzipiell in der Lage, sich an einer solchen Mission zu beteiligen. Er warnt jedoch davor, die Situation zu unterschätzen.</p></div> <div class="entryBlock entry--quote"><blockquote><span>"Die Bundeswehr wäre bereit. "Erst dann könne beurteilt werden, ob und wie deutsche Soldaten beteiligt werden könnten."<br><br>Böhm erklärt, dass bisher kaum jemand in der Truppe über dieses Szenario gesprochen habe. Auch auf politischer Ebene werde darüber noch zu wenig diskutiert. Er sei erstaunt, dass dieses Thema nicht längst ausführlich behandelt werde. </p> <p>Seiner Meinung nach müsse sich die Politik frühzeitig auf mögliche Einsätze vorbereiten, sonst werde man in Zukunft wieder überrascht.
