Barkin became the eighth president and chief executive officer of the Federal Reserve Bank of Richmond on January 2, 2018. In this role, he is responsible for the Bank’s monetary policy, bank supervision and regulation, and payment services — as well as oversight of the Federal Reserve System’s information technology organization. In addition, he serves on the Federal Reserve’s chief monetary policy body, the Federal Open Market Committee. <br /> <br /> Barkin is a native of Tampa, Florida. He attended Harvard University, where he earned his undergraduate, masters of business administration, and law degrees. <br /> <br /> Prior to joining the Richmond Fed, Barkin was a senior partner and chief risk officer at McKinsey & Company, a worldwide management consulting firm, and previously served as the organization’s chief financial officer. He oversaw McKinsey’s offices in the southern United States, led multiple functional areas, and provided strategic counsel to a diverse portfolio of clients. He also served on the board of directors for the Federal Reserve Bank of Atlanta from 2009 to 2014, and was the board’s chairman from 2013 to 2014. <br /> <br /> Barkin has served on the executive committee of Metro Atlanta’s Chamber of Commerce, the Atlanta Committee for Progress, the Commerce Club and the Emory University Board of Trustees. He is resident in the Firm’s Boston and New York offices. An acclaimed trial lawyer, Mr. Frank represents companies and individuals in investigations by regulators and law enforcement authorities in the United States and around the world, as well as in high-stakes civil litigation, including securities, patent, antitrust, and other commercial disputes. Mr. Frank also provides advice and counsel to corporate entities in connection with the design, testing, and implementation of corporate compliance programs. <br /> <br /> Prior to joining Quinn Emanuel, Mr. Frank served for nearly 17 years as a federal prosecutor in New York and Boston, where he served in various leadership capacities, including as the longtime Chief of the Securities, Financial & Cyber Fraud Unit of the U.S. Attorney’s Office for the District of Massachusetts. In that role, he led a team of more than a dozen federal prosecutors and investigators responsible for investigating and prosecuting a variety of complex financial crimes, including securities and investment fraud, tax fraud, money laundering, and violations of the Foreign Corrupt Practices Act (FCPA).<br /> <br /> While at the Department of Justice, Mr. Frank served as lead trial counsel in some of the most significant white collar prosecutions of recent years, including “Operation Varsity Blues,” a groundbreaking case that secured the conviction of more than 50 individuals in the largest college admissions scandal ever prosecuted, for which Mr. Frank received the Attorney General’s Award for Distinguished Service. Mr. Frank also led the investigation and prosecution of a prominent Russian businessman in one of the largest hack-to-trade cases ever charged, and the prosecution of several senior executives of the world’s largest custody bank in connection with a scheme to overcharge pension funds for billions of dollars’ worth of securities trades. In the course of his work, Mr. Frank oversaw corporate resolutions with numerous multinational companies. At the U.S. Attorney’s Office for the Eastern District of New York, Mr. Frank was a member of the Organized Crime and Racketeering Section, where he was part of the trial team that secured the conviction and life sentence of the acting boss of the Bonanno Crime Family.<br /> <br /> Earlier in his career, Mr. Frank was an award-winning financial reporter at the Wall Street Journal and CNBC, where he appeared regularly on the network’s flagship morning program, Squawk Box. A graduate of Harvard College and Harvard Law School, Mr. Frank was only the third person in Harvard University history to be selected to deliver both the undergraduate and graduate orations at the university-wide Commencement ceremonies. He works closely with CSPI’s Board of Directors and represents CSPI before the public, funders, and the press.<br /> <br /> Previously, Lurie was the Associate Commissioner for Public Health Strategy and Analysis at the Food and Drug Administration, where he worked on antimicrobial resistance, transparency, caffeinated beverages, arsenic in rice, fish consumption by pregnant and nursing women, expanded access to investigational drugs, and prescription drug abuse. Prior to that, he was Deputy Director of Public Citizen’s Health Research Group, where he addressed drug and device issues, coauthored the organization’s Worst Pills, Best Pills consumer guide to medications, and led efforts to reduce worker exposure to hexavalent chromium and beryllium. He directs the Strobe Talbott Center on Security, Strategy and Technology, and is the inaugural holder of the Philip H. Knight Chair in Defense and Strategy. He co-directs the Africa Security Initiative as well. He is an adjunct professor at Columbia and Georgetown universities, and a member of the Pentagon’s Defense Policy Board; he was also a member of the external advisory board at the Central Intelligence Agency from 2011-12. In 2023, O’Hanlon published a book entitled “Military History for the Modern Strategist: America’s Major Wars since 1861.” The paperback version of the book with a preface covering the American Revolution as well as the declared wars of the 19th century came out in 2024.<br /> <br /> O’Hanlon’s other books include “The Art of War in an Age of Peace: U.S. Grand Strategy and Resolute Restraint” (Yale, 2021); “Defense 101: Understanding the Military of Today and Tomorrow” (Cornell, 2021); “The Senkaku Paradox: Risking Great Power War over Limited Stakes (Brookings, 2019); “Beyond NATO: A New Security Architecture for Eastern Europe” (Brookings, 2017); “The Future of Land Warfare” (Brookings, 2015); “Strategic Reassurance and Resolve: U.S.-China Relations in the 21st Century” (with Jim Steinberg, Princeton University Press, 2014); “Crisis on the Korean Peninsula” (with Mike Mochizuki, McGraw-Hill, 2003); “Winning Ugly: NATO’s War to Save Kosovo” (with Ivo Daalder, Brookings, 2000); and several other books. His articles have appeared in Foreign Affairs, The National Interest, Survival, Washington Quarterly, Joint Forces Quarterly, and International Security, among other publications; he has also written hundreds of op-eds in major newspapers. Recent articles include a detailed analysis of the U.S. defense budget, a military assessment of a possible Chinese blockade of Taiwan, and a proposal with Georgetown Professor Lise Howard for a new security architecture for eastern Europe. O’Hanlon has appeared on television or spoken on the radio more than 4,000 times since September 11, 2001.<br /> <br /> O’Hanlon was an analyst at the Congressional Budget Office from 1989-1994, where he won the Director’s Award in 1992. His doctorate from Princeton is in public and international affairs, where he was awarded a National Science Foundation fellowship. His bachelor’s and master’s degrees, also from Princeton, are in the physical sciences. He served as a Peace Corps volunteer in the Democratic Republic of Congo from 1982-1984, where he taught college and high school physics in French. Earlier, he worked on a dairy farm in Upstate New York, where he grew up. She also spends time advising venture capital as well as contributing to the media as a medical correspondent for NBC News.<br /> <br /> Previously, Dr. Patel served in the Obama Administration as director of policy for the Office of Intergovernmental Affairs and Public Engagement in the White House, where she played a key role in the design of health care reform legislation. As a Senior Aide to Valerie Jarrett, President Obama’s Senior Advisor, Dr. Patel helped lead the mission in policy development and evaluation of policy initiatives and connected to health reform, financial regulatory reform, and economic recovery issues.<br /> Dr. Patel also has a deep understanding of Capitol Hill from her time spent on the late Senator Edward Kennedy’s staff. As deputy staff director on health, she served as a policy analyst and trusted aide to the Senator and was part of the senior staff of the Health, Education, Labor and Pensions (HELP) Committee under Senator Kennedy’s Leadership. Her legislative efforts also include drafting the 21st Century ALERT Act, which was a comprehensive cancer care reform bill, enacting a waiver for Massachusetts that allowed the state to pursue payment reform policy, and legislation related to agency reauthorization of the Food and Drug Administration.<br /> <br /> A graduate of the University of Texas at Austin, Dr. Patel earned her masters in public health from the University of California at Los Angeles (UCLA) and her medical degree from the University of Texas Health Science Center. Dr. Patel completed her training in internal medicine at Oregon Health and Sciences University where she also served as Chief Resident of Medicine. After that, she entered and completed the Robert Wood Johnson Clinical Scholars Program. A Clinical Scholar at UCLA, Dr. Patel focused her research on mental health care disparities in African American populations in Los Angeles.
