align="right"> <p> </p> <blockquote><p>Violence in Iraq may have abated. But in the northern region of Kurdistan, women continue to suffer. A <a href="https://web.archive.org/web/20120514151154/http://www07.grants.gov/search/search.do;jsessionid=BLKQMhMRxv8MT2J1vcG4qrD0QJSnQl8BCTJqFjP1khhjTQ2wTFrt%211129125330?oppId=54695&mode=VIEW%20%20%20" class="external" target="_blank">new report</a> by Human Rights Watch, out this week, calls for a ban on the widespread practice of female circumcision in Kurdistan. </p> <p>Known locally as "xatana" and described as a "harmful traditional practice" by the United Nations, the procedure is brutal and sometimes enforced on girls as young as 3. Typically, the child is taken to the midwife’s house and, while several women hold the girl down, the midwife cuts her clitoris with a sharp razor that is sometimes unclean or used to cut several girls in succession. Girls who hear the screams and try to run away are dragged back for their turn. Most women recall the intense pain for many years.</p> <p>The new report from HRW, "They Took Me and Told Me Nothing: Female Genital Mutilation in Iraqi Kurdistan," examines the complex reasons-cultural, social, and religious-as to why women subject their daughters and other female relatives to this practice.</p> <p>Many women in Kurdistan refer to FGM as "sunnah," an action to strengthen one’s religion. The girls and women told us that when they were young, their relatives would tell them that they must undergo xatana, or the food and water from their hands would be <em>haram</em>-forbidden. A striking number of older women firmly believe that Islam demands this practice.</p> <p>However, the Quran does not mention FGM, nor is it practiced in many countries with a Muslim majority. And many clerics in Iraqi Kurdistan have acknowledged that FGM is not a religious requirement.</p> <p>Sadly, only a few have been courageous enough to take this message public. In 2004, a group of leading Islamic scholars meeting in Egypt to discuss the subject concluded that FGM is not a religious requirement and called on Muslims everywhere to stop the practice.</p> <p>The clerics aren’t the only ones with an important role in halting this practice. The Kurdistan Regional Government needs to take a clear stand. Although the government has vowed to make eliminating violence against women a priority and has taken significant steps, including abolishing a penal code article that reduced penalties for so-called honor crimes, lawmakers have failed to pass a draft law prohibiting FGM. It also has inexplicably delayed a public awareness campaign on FGM and its health consequences.</p> <p>Instead of quietly tolerating this practice that blights the lives of so many girls and women, the government needs to move swiftly to adopt a law to ban FGM, and to begin an awareness campaign that targets men, women and families, clerics, health-care providers, and traditional midwives. The government should also ensure that health-care services, including mental-health services, are available for women who suffer pain and emotional distress as a result of FGM.</p> <p>This is a huge challenge, but the regional government should know that it has an important ally in the United States. Vice President Joe Biden is a strong proponent of combating violence against women, both at home and abroad, and he has longstanding friendships with key players in the Kurdistan Region.</p> <p>And there are other ways the U.S. can help: by passing the <a href="https://web.archive.org/web/20120514151154/http://www.state.gov/r/pa/prs/ps/2010/02/136508.htm%20" class="external" target="_blank">International Violence Against Women Act</a>, which is currently before Congress. This bill would offer American assistance to governments to help curb domestic violence and other forms of gender-based violence, including female genital mutilation.</p> <p>When I was growing up in Kurdistan, a shroud of secrecy concealed the widespread nature of female genital mutilation. I was spared because my mother realized its negative consequences,  but after my father married again, all my sisters by his second wife were cut, and some in my family still believe in the practice.</p> <p>Six years ago, I joined a mobile health team funded by the Association for Crisis Assistance and Development Co-operation, a German nongovernmental organization working in Iraqi Kurdistan. We would travel to remote areas of Kurdistan to visit women in their homes and speak directly to them about health issues.</p> <p>At first, we didn’t talk about FGM directly because the subject was still taboo and it was difficult to start these types of conversations in these socially and religiously conservative places. Instead, we talked to them about general health problems, and in the course of these conversations, the women began to open up. It soon became clear that FGM was the source of many of their physical, emotional, and sexual problems.</p> <p>When I speak to women in the villages about the physical and psychological consequences of FGM, they assure me that they won’t cut their daughters. Right now we are in the process of evaluation. We found some remarkable results, among these the FGM rate: </p> <p>The average mutilation rate we found is higher than expected: 72,7% of the women are genitally mutilated in the areas of Arbil, Suleymaniyah and Garmyan/New Kirkuk. </p> <p>We had to leave out the region of Dohuk because we had difficulties with the polling procedure and moreover the data collected seemed to be inconsistent. We found only 4% mutilation rate, which might be right or wrong – we cannot prove it. </p> <p>In Arbil governorate the rate is comparatively low (63%), in Suleymaniyah it is as high as 77,9% and in Garmyan it reaches even 81,2%. </p> <p>Women today seem to have a greater chance to escape FGM than women had some decades ago. The rate among women younger than 20 years old is 57% whereas the rate among women between 50 and 59 is nearly 85%. In Arbil, even among women above 80 years the rate is “only” 80%, but in Garmyan from 60 years onwards it is 100%. </p> <p>In Suleymaniyah and Garmyan, we find a sharp decline in the mutilation rate of about 20% among women younger than 20 years old. This is indicating a positive trend. In Arbil, this positive trend seems to have taken place earlier. For instance, Alan Daudey (28) a Kurdish student from Holland, says that the rates are too high. “This happens in maybe rural regions, but not in the cities. Perhaps they have to exaggerate the numbers a little bit, otherwise nothing happens.”</p> <p>Swedish sociologist Minoo Alinia notes that the rates are ‘too high off course’. “Unfortunately there are always people who deny it, but there are many other who admit that the problem exists. For example a woman who used to work as a teacher told me in an interview that almost all of the students (females) in her school were exposed to FGM.” But Alinia was hopeful that the practice will fade away. “There is hope because of the fact that it is decreasing even if it is still very high. align="right"> <p>يثيرُ انتشار ظاهرة ختان الفتيات في شمال العراق الكثير من الانتقادات من قبل المنظمات المدافعة عن حقوق النساء والمؤسسات الحكومية التي تعتبرها انتهاكا لا يمكن غض الطرف عنه.وكشفت دراست حديثة أجرتها منظمات أجنبية في 190 قرية ومدينة في شمال العراق أن نسبة تتراوح من 70-95 في المائة من النساء تعرض للختان.ورغم أن الظاهرة تغذيها معتقدات اجتماعية، إلا أنها تمارس في السر. وتنفذها قابلات العملية بمبالغ زهيدة لا تتجاوز دولارين.وتؤكد ناشطات أن وجود ظاهرة الختان، بصرف النظر عن حجمها، يثير الكثير من المخاوف نظرا لآثارها النفسية والاجتماعية المتفاقمة.وتقول إحداهن إن الدقائق القليلة التي تستغرقها العملية، تتبعها معاناة تستمر مع الفتاة طوال حياتها.وتشير طبيبة إلى أن العملية تجعل من الصعب على الفتاة ممارسة علاقة زوجية طبيعية لأن الجنس يرتبط في ذاكرتها بالعنف والألم</p> <p>من جانبها شكلت نبيلة برزاني لجنة لمنع ختان الاناث في شمال العراق </p> <p>نبيلة وهي ابنة مسعود برزاني وزوجة نجيرفان برزاني قالت ان تعرضها وهي طفلة لعملية ختان ليس هو السبب في تشكيل هذه اللجنة بل لمنع هذه الظاهرة غير الحضارية والمنتشرة في شمال العراق بشكل واسع</p> </p> <h3>الختان… كابوس الفتاة الكرديّة!</h3> <p><strong></strong></p> <p>قفزت شيلان أنور عمر، فتاة كردية خجولة في السابعة من عمرها، فرحاً وهي متوجّهة إلى منزل الجيران والابتسامة تعلو ثغرها. فهي تنتظر بشوق الحفلة التي وعدتها بها أمها.</p> <p>سارعت امرأة من السكان المحليين إلى إغلاق باب أحمر صدئ وراء شيلان، التي بدت حائرة عندما أمرتها أمها بخلع ملابسها الداخلية. بدأت الفتاة تبكي ثم راحت ترتجف، فيما باعدت النساء رجليها ورفعت قابلة موسىً في الهواء. وقالت: «باسم الله!».عندما اقتطعت القابلة أجزاءً من أعضاء شيلان التناسلية، أطلقت الفتاة الصغيرة صرخة مدوية سُمعت في مختلف أرجاء الحي. ابتسمت الوالدة بفخر وهي تحمل طفلتها الباكية وتعود أدراجها إلى البيت.</p> <p>توضح عيشة حميد، والدة شيلان: «الختان عادة يمارسها الاكراد  منذ القدم». وتضيف ربة المنزل هذه التي تعيش في بلدة مختلطة تقع شمال بغداد على بعد نحو 160 كيلومتراً: لا نعلم ما الهدف منها، لكننا لن نتخلى عنها لأن الإسلام وكبار قومنا يفرضونها</p> <p>تشويه</p> <p>المناطق الكردية هي الجزء الوحيد من العراق الذي تُمارس فيه عادة ختان الإناث. وهي أحد الأماكن القليلة حول العالم التي تنتشر فيها هذه العادة. فنحو 60% من النساء في المناطق الكردية في شمال العراق مختون، وفق ما ذكرته دراسة أجريت العام الفائت. وفي منطقة واحدة على الأقل من الأراضي الكردية، خضعت 95% من النساء لهذه التجربة التي تصفها مجموعات حقوق الإنسان بتشويه الأعضاء التناسلية.</p> <p>ويشير المدافعون عن حقوق المرأة إلى ارتفاع نسبة جرائم الشرف وانتحار النساء بحرق نفسهن في شمال العراق العام الفائت، معتبرين هذه الوقائع دليلاً إضافياً على أن المرأة في هذه المنطقة لا تزال تواجه عقبات كبيرة، على رغم الجهود الرامية إلى زيادة الوعي العام بشأن الختان والعنف ضد المرأة.</p> <p>ثقافة</p> <p>تندر ممارسة ختان الإناث في المناطق العربية من العراق، حسبما تؤكد المجموعات النسائية. وهي تجهل سبب انتشار هذه الممارسة، التي تشيع في بعض أجزاء أفريقيا والشرق الأوسط، بين العراقيين الأكراد دون سواهم.</p> <p>مناصرو عادة ختان الإناث فيعتبرون أن هذه الممارسة، التي تشكل جزءاً من ثقافتهم منذ أجيال، تستمد جذورها من أقوال تُنسب إلى النبي محمد / ص / مع أن علماء دين كثيرين يشككون في دقة هذه الأقوال. وقلما يتدخّل الرجال في هذه الممارسة. إنها شأن نسائي. فالنساء يجرينها والنساء يخضعن لها.</p> <p>يوضح الأكراد المدافعون عن ختان الإناث أن لهذه العادة هدفين: ضبط رغبات المرأة الجنسية، وجعلها طاهرة روحياً كي يتمكن الآخرون من تناول الوجبات التي تعدها.</p> <p>تقول هورميت كتاب (91 عاماً): «لا أتناول الطعام من يدي امرأة لم تختن». تعيش كتاب في قرية كالار في منطقة كردية حيث تنتشر عادة الختان. وقد خضعت هي وبناتها لهذه العملية، وتدّعي أنها لا تتسبب بأي ألم.</p> <p>«تقطع القابلة جزءاً صغيراً». بهذه الكلمات تصف كتاب عملية الختان، واضعة إصبعها على رأس مفتاح لا تلبث أن تسقطه أرضاً. </p> <p>تعمل المجموعات المدافعة عن حقوق المرأة بدأب لتغير مفهوم أن هذه العادة غير مؤذية ويفرضها الإسلام. فتقصد المناطق الريفية، حيث تنتشر هذه العادة بقوة، وتخبر النساء ورجال الدين بما يلحقه الختان الجسدي والنفسي من أذى. ويؤكد خبراء الصحة أن هذه العملية قد تؤذي المرأة وتسبّب لها مضاعفات طبية مثل العقم والألم الدائم وارتفاع المخاطر أثناء الولادة.</p> <p>تذكر هامجين شاكر، فتاة في الثالثة عشرة من العاصمة الكردية أربيل، أنها لم تتخلص بعد من تأثير يوم ختانها. تجلس وساقاها مشدودتان إحداهما إلى الأخرى ويداها متشابكتان بإحكام على حرجها. وتخبر أنها تحلم أحياناً بأن القابلة التي ختنتها عادت لتجري لها هذه العملية مجدداً.</p> <p>كانت في الخامسة حين أرسلتها أمها لتشتري البقدونس ثم احتجزتها في باحة منزلهم الأمامية برفقة ست فتيات أخريات. تنبش شاكر في ذاكرتها وتقول: «علمت أن أمراً سيئاً سيحدث، لكنني لم أدرك أي أعضاء سيقطعون. وراح أفراد العائلة يطمئنونني قائلين إن هذه عادة اجتماعية نمارسها منذ القدم».</p> <p>وتابعت بصوت مخنوق: «ثبتوني إلى الأرض ورحت أصرخ من دون انقطاع. كنت مصعوقة من كل ما يحدث. لكنني أدرك اليوم أنهم يريدون منع المرأة من العيش حياة طبيعية». </p> <p>توضح والدتها، شكرية اسماعيل جرجيس، ربة منزل في الثامنة والثلاثين، أن قريباتها والنساء المسنات في مجتمعها أرغمنها على إجراء هذه العملية لابنتها. تضيف والدموع تترقرق في عينيها: «ارتكبت خطأ فادحاً. تشتكي ابنتي اليوم من ألم دائم في حوضها. أنصح بناتي ألا يختن مطلقاً بناتهن».</p> <p>تأمل شاكر بأن تصبح عاملة اجتماعية تركز على قضايا المرأة، خصوصاً الفتيات اللواتي يعانين من صدمة ختان الإناث: «أريد أن يفهم العالم أن لا أحد يستطيع إسكات المرأة بهذه الطريقة».</p> <p>تتحدث سوزان فارس رشيد، رئيسة فرع أربيل لاتحاد النساء الكرديات، عن العاصمة مؤكدةً أن ثلث الفتيات في هذه المدينة يُختن. وتتابع موضحة: «عندما يتمسك الأكراد بعادة ما، لا يتخلون عنها بسهولة.</p> <p>الواعظ في المسجد الكبير في كالار ورئيس اتحاد المشايخ  حمه أمين عبد القادر حسين كان ينادي سابقاً بضرورة ختن الفتيات. أما اليوم فصار يقول إنها ممارسة اختيارية، ما أدى إلى انخفاض نسبة الفتيات اللواتي يختن من 100% إلى 50%، حسبما يعتقد حسين. ويوضح حول هذه المسألة: «إذا كانت هذه العادة تشتمل على مخاطر، فعلينا الامتناع عن ممارستها».</p> <p>على الرغم من الجهود التي تُبذل، وجدت دراسة شملت نساء من ثلاثمئة قرية كردية، أجرتها المنظمة غير الحكومية الألمانية WADI التي تندد بختان الإناث، أن 62% خضعن لهذه العملية.</p> <p>طقوس</p> <p>تعلّمت محروب جواد نوجاس (40 سنة) أكثر القابلات شهرة في منطقة طوز خرماتو، الختان من والدتها التي كانت تجريها مجاناً. لكن نوجاس تتقاضى اليوم نحو 4 آلاف دينار عراقي (أي 3.50 دولارات تقريباً) لأن زوجها عاجز ولا يستطيع العمل. وخلال العقدين الماضيين، ختنت نحو 30 فتاة سنوياً.</p> <p>حين حلّ يوم ختان شيلان، بدأت القابلة طقوسها بفرش كيس بطاطا فارغاً على الأرض ليكون مكان عملها. كانت البنادق الرشاشة تتدلى على جدران البيت الإسمنتي المليء بالغبار، وتحتها اصطفت حبات البطيخ.</p> <p>عندما دخلت شيلان الغرفة، أجلستها نوجاس وأمها وإحدى الجارات على كرسي خشبي صغير. وضعت القابلة مادة معقمة صفراء على منطقة حوضها وحقنتها بمادة اللغنوكايين المخدرة. راح الأولاد الصغار يسترقون النظر من النافذة ليستطلعوا سبب الضجة.</p> <p>همست والدة شيلان: «لا بأس! لا بأس!»، فيما راحت الفتاة تصرخ بصوت عالٍ واحمر وجهها. حاولت أن تدفع بتنورتها فوق حوضها وتغطي تلك المنطقة بيدها، لكن النساء أبعدن يديها.</p> <p>بعد ذلك، تلت نوجاس صلاة، وبسرعة قطعت جزءاً من أعضاء الفتاة التناسلية ونقلتها في الحال فوق كومة من الرماد لتتحكم في النزف. لم تستغرق هذه العملية أكثر من عشر دقائق.</p> <p>في المنزل، كانت شيلان ممددة أرضاً وهي عاجزة عن الحراك أو الكلام. أمسكت بين يديها كيساً فيه زجاجة من عصير البرتقال وبعض السكاكر. وبالكاد تفوهت بأي كلمات غير عبارات التأوه والألم.</p> <p>لكنها ازدادت حيوية عندما سئلت عما إذا كانت فرحة بعد العملية لأنه صار بإمكان أصدقائها وجيرانها تناول الطعام من يديها بطمأنينة. همست ببطء: «أنا مستعدة لفعل أي شيء كي أتخلص من هذا الألم، حتى لو عنى ذلك أنهم لن يتناولوا الطعام الذي أعدّه. أتمنى لو أستطيع العودة إلى ما كنت challenges facing those trying to end the controversial practice in Iraqi Kurdistan. </p> <p>I became an activist to stop female genital mutilation last year after reading a shocking survey from a secondary school in Rania, a town in Sulaimaniyah province. Every single one of the girls in the school reported that their genitals had been cut. </p> <p>Female genital mutilation is an epidemic in northern Iraq, particularly in remote and rural areas. In villages, it is a common practice frequently carried out in unsanitary conditions by women without medical training. The highest rates are in Grmyan, a mostly rural region that runs along the Iranian border. </p> <p>The practice pre-dates Islam yet is defended as a cultural and religious tradition, a type of Islamic ritual. </p> <p>But I believe that female genital mutilation is the same as any other type of physical violence against women, and that it leaves lifelong psychological scars. </p> <p>I visit the villages three times a week to raise awareness about the practice, and constantly hear horror stories from the women I meet. </p> <p>One 30-year-old woman told me that, at the age of eight, she and her nine friends were lured to a house from where they were told they would be taken clothes shopping. </p> <p>The woman said the girls were instead grabbed by other women from the village, their mouths stuffed with cloths so their screams could not be heard. She said they were taken to an elderly lady who, her hands shaking, cut them with a dirty razor. </p> <p>The woman who recounted the story said she refuses to circumcise her girls, but convincing others to stop the practice is not easy. </p> <p>While younger women are vocal in their opposition to female circumcision, older ones have told us we are spreading immorality and defaming Islam. </p> <p>Women are circumcised in the name of Islam, even though the practice is not sanctioned by the religion. Village lore says that food prepared by women who are not circumcised is not Halal because they have not followed Islam. </p> <p>A documentary we show to women in villages includes two mullahs who state that the practice is not Islamic; and a doctor who speaks of the health problems it can cause. </p> <p>Once taboo to discuss, female genital mutilation is increasingly aired publicly after the local press began covering the issue. In addition to Wadi’s work on the ground in villages, a television advertising campaign has also helped raise awareness. </p> <p>But lawmakers have been hesitant to debate the issue in parliament, stalling legislation that would make female circumcision a crime. </p> <p>Under the proposed law, those found guilty of carrying out the practice would face between six to 15 years in prison and a fine. The parents of the victim could also face prosecution. </p> <p>Foreign organisations such as Wadi are taking the lead against female circumcision, but it is difficult to persuade a majority-Muslim community to stop a practice seen as a religious ritual. </p> <p>It is important for the parliament to pass legislation punishing those who circumcise women. The proposed law has not moved forward, even though 14,000 people signed a letter supporting a ban on the custom. </p> <p>The government could also push religious leaders and the ministries of health and education to raise awareness. </p> <p>Mobilising public opinion against female genital mutilation will have an even bigger impact than legislation. align="right"> <p>بغداد: «الشرق الأوسط» -  حذرت ناشطات عراقيات من تصاعد معدلات جرائم الشرف وغسل العار والختان في صفوف النساء في مدن اقليم كردستان ومناطق عدة من وسط وجنوب العراق، كما طالبن في ندوة جمعتهن امس بمشاركة عدد من عضوات البرلمان وشخصيات نسوية فاعلة ومنظمات الدفاع عن حقوق المرأة في نادي الصيد وسط العاصمة بغداد بتعديل بعض القوانين التي ما زالت تشكل عائقا امام اعطاء المرأة كامل حقوقها ومساواتها بالرجل. <br/>الناشطات النسويات تدارسن اوضاعهن اليومية وسط المصاعب والمحن التي تعترض تطوير الواقع النسوي في ظل سطوة المتشددين ورجال الدين على كثير من مفاصل الحياة بالرغم من التحول اللافت والانفتاح المهم الذي اتاح لهن فرصة المشاركة السياسية بشكل لافت والخروج من شرنقة التهميش والتضييق على حرياتهن الشخصية مع عدم اغفال المحددات الاجتماعية والتقليدية التي تحول دون نيل حقوقهن بشكل كامل. <br/>وقالت فائزة بابا جان عضو الجمعية الوطنية سابقا (البرلمان العراقي) والناشطة في مجال الدفاع عن حقوق المرأة ان «من يمارس القتل ضد المرأة بذريعة (غسل العار) لا بد من ان يخضع للقضاء كما من المهم تعديل القوانين التي تعطي الحق للزوج او احد المحارم بقتل المرأة المتهمة في عائلته». وبينت بابا جان ان «الحالات التي تندرج تحت اطار (الانتحار) في صفوف النساء سجلت تصاعدا ملحوظا في كردستان خصوصا، حيث سجل العام الماضي عددا بلغ نحو 142 حالة انتحار بينها 77 حالة انتحار حرقا و26 حالة قتل و20 حالة غرق و22 حالة حروق وتشويه للمجني عليها»، موضحة ان «هذه الحالات ظاهرها انتحار لكن في الحقيقة ان اغلبها عنف مقصود ضد المرأة يبادر المتورطون به الى حرق المرأة او اغراقها لاخفاء معالم الجريمة والادلة». وتابعت انه «رغم توجه برلمان اقليم كردستان بتعديل بعض القوانين التي تخص المرأة الا ان ذلك يصطدم بالعادات والموروثات الاجتماعية والقبلية مما يعيق تطور مسيرة الاصلاحات في مجال حقوق المرأة فعندما نرى منظومة قانونية متطورة جدا مقابل الطبائع الاجتماعية المنتشرة فإن فجوة كبيرة بينهما ستظهر وبالتالي تعيق التطور السريع للمجتمع». وطالبت بابا جان بـ«تغيير القوانين وتوجيهها بالشكل الذي يحقق على ارض الواقع مفهوم مبدأ المساواة بين الرجل والمرأة ومن بينها اعطاء الام حق ولاية ابنائها بعد وفاة والدهم، كما من المهم اجراء تغييرات في قانون الاحوال الشخصية وشمول الرجل بحكم النشوز وعدم اقتصاره على المرأة التي لا يمكن لها الزواج الا بعد مرور سنتين،ففي اقليم كردستان توصل المشرعون الى امكانية اعتبار الرجل ناشزا». <br/>وتعمل الكثيرات من الناشطات النسويات على تغيير بعض مواد قانون الاحوال الشخصية من خلال الضغط على البرلمان العراقي كي يخرج بتشريعات تتماشى مع قوانين العالم الحر وتلافي معدلات زيادة العنف ضد المرأة وتحقيق طفرات في هذه القوانين عبر التنسيق مع رجال الدين بهذا الشأن وضمان اتاحة الفرصة لعمل المنظمات العالمية المختصة بشؤون المرأة بهدف معالجة المعاناة التي يشهدها واقع المرأة في العراق. وترى النائبة الكردية في البرلمان العراقي تانيا طلعت ان «العنف ضد المرأة ليس جديدا، لكن الانفتاح الذي شهده المجتمع العراقي بعد سقوط النظام السابق اتاح عرض المسألة بشكل اوسع، كما ان بعض النساء يشعرن بوجود بعض التغييرات في القوانين مما مكنهن من رفع اصواتهن والتحدث بشأن ما تتعرض له المرأة من عنف واغتصاب وتحرش جنسي». وقالت «لا اعتقد وجود زيادة في معدلات العنف بشكل مخيف، ونحن نتابع مسألة العنف ولا نحاول تغطيتها من خلال تقارير تردنا والتي تشير الى وجود مشكلة حقيقية لا بد من ان نضع لها المعالجات عبر العمل على تغيير القوانين التي تمنع الاقتصاص من مرتكبي الجرائم بذريعة الشرف» مشددة على ضرورة «التحرك على المجتمع من اجل حماية المرأة». وتبين التقارير الصادرة من البعثة الاممية في العراق وجود جهود حثيثة لالغاء التمييز والعنف ضد المرأة، ففي كردستان مثلا شكلت لجنة لدراسة اسباب العنف، فيما تكشف معلومات ان النساء في بعض قرى وارياف كردستان يتعرضن الى عمليات الختان الذي بات منتشرا بشكل كبير في تلك المناطق، وتوضح الارقام انه في مناطق مثل(رانية) و(قلعة دزة) او في قرى يتجاوز عددها 54 قرية تعرض نحو 98 % من نسائها الى الختان فمن اصل 1198 امرأة اجريت عملية الختان على 1175 امرأة مما يعد احد اوجه العنف ضد المرأة. وتشدد الناشطة النسوية ميساء عبد الهادي من منظمة الافق للمرأة على ان «اصدار قوانين خاصة بحماية المرأة والتركيز على حقوقها واعطائها الدور الكافي وتحقيق المساواة بين الرجل والمرأة كفيل بإيقاف اعمال العنف التي يتعرضن لها». وانتقدت دور بعض المنظمات النسوية العراقية واصفة اياه بـ «الخمول السلبي» مطالبة بالعمل على «توسيع دور المرأة السياسي والمشاركة الفاعلة في الحياة البرلمانية من خلال زيادة مقاعدها في البرلمان وتفعيل دور وزارة المرأة العراقية».</p> <p><a <p>BAGHDAD, April 29 (<a href="https://web.archive.org/web/20120514151154/http://www.alertnet.org/thenews/newsdesk/LT869223.htm" target="_blank" class="external">Reuters</a>) – The vast majority of Iraqi women face domestic violence on a regular basis and many commit suicide because of it, the United Nations said on Wednesday. </p> <p>Iraq and the semi-autonomous region of Kurdistan should take measures to stop violence against women, including honour killings and genital mutilation, the UN mission in Iraq, known as UNAMI, said in a regular report on human rights. </p> <p>"The sensitivity of Iraqi communities to issues concerning women is such that families are frequently not reporting to the authorities incidents of violence against women," it said. </p> <p>To "escape the cycle of violence", many women turned to suicide. </p> <p>Iraq should "investigate incidents involving gender-based violence, in particular the so-called ‘honour crimes’ perpetrated against women, and take measures to ensure that persons found responsible for committing these crimes are held accountable and brought to justice", UNAMI said. </p> <p>UNAMI said it was concerned about threats against women because of the way they dressed, and it repeated a statement from November that women were threatened by rape, sex trafficking, forced and early marriages, murder and abduction. The 2003 U.S.-led invasion triggered a ferocious Sunni Islamist insurgency and sectarian bloodletting between once dominant Sunnis and majority Shi’ites. Religious extremists filled a vacuum of lawlessness, imposing conservative policies that were particularly intolerant of women’s rights. </p> <p>The violence has fallen sharply and, as extremists retreated, their influence waned. </p> <h3>PLIGHT IN KURDISTAN </h3> <p>The U.N. report, which covered the second half of 2008, said it paid special attention to the plight of women in Kurdistan, an area where ethnic Kurds, who are mostly Muslims, have enjoyed virtual independence since the end of the first Gulf War. </p> <p>It said 139 cases of gender-based violence were recorded in the second half of the year in Kurdistan, which comprises three of Iraq’s 18 provinces. </p> <p>"Out of the total number, 77 women were seriously burned, 26 were victims of murder or attempted murder and 25 were cases of questionable suicide," the report said. </p> <p>A total of 163 women were killed as a result of domestic violence in Kurdistan in 2009, compared to 166 in 2007. </p> <p>Honour killings were a significant concern, it said. </p> <p>The report cited an example of a father who shot and killed his 16- and 22-year-old daughters when he found out one of them was having a relationship. The father was not arrested. </p> <p>The report expressed concern about female genital mutilation in Kurdistan, where many people think it is harmless and required by Islam. Sharia law is being used to underpin government rule, denying women their most basic human rights. </p> </blockquote> <p>At first glance Shawbo Ali Rauf appears to be slumbering on the grass, her pale brown curls framing her face, her summer skirt spread about her. But the awkward position of her limbs and the splattered blood reveal the true horror of the scene. </p> <p>The 19-year-old Iraqi was, according to her father, murdered by her own in-laws, who took her to a picnic area in Dokan and shot her seven times. Her crime was to have an unknown number on her mobile phone. Her “honour killing” is just one in a grotesque series emerging from Iraq, where activists speak of a “genocide” against women in the name of religion. </p> <p>In the latest such case, it was reported yesterday that a 17-year-old girl, Rand Abdel-Qader, was stabbed to death last month by her father for becoming infatuated with a British soldier serving in southern Iraq. </p> <p>In Basra alone, police acknowledge that 15 women a month are murdered for breaching Islamic dress codes. Campaigners insist it is a conservative figure. </p> <p>Violence against women is rampant, rising every day with the power of the militias. Beheadings, rapes, beatings, suicides through self-immolation, genital mutilation, trafficking and child abuse masquerading as marriage of girls as young as nine are all on the increase.</p> <p> <a
