The Hebrew root for "banished" is "nadach," which implies being driven away or cast out. Historically, this reflects the periods of exile experienced by Israel, such as the Babylonian captivity. Theologically, it underscores God's justice in response to sin but also sets the stage for His mercy and redemption.
to the farthest horizon
The "farthest horizon" is a poetic expression indicating the most distant places on earth. The Hebrew term "qetseh" refers to an extremity or end. This phrase emphasizes the vastness of the dispersion, suggesting that no matter how far the Israelites are scattered, they are not beyond God's reach. It reflects the omnipresence of God and His ability to gather His people from the ends of the earth.
He will gather you
The promise of gathering is central to the covenant relationship between God and Israel. The Hebrew word "qabats" means to collect or assemble. This gathering is not just a physical return but also a spiritual restoration. It signifies God's unwavering commitment to His people, highlighting His role as a shepherd who seeks out His lost sheep.
and bring you back
The phrase "bring you back" is a continuation of the promise of restoration. The Hebrew "shuv" means to return or restore. This is a powerful assurance of God's redemptive plan, not only for Israel but also as a foreshadowing of the ultimate restoration through Christ. It speaks to the hope and future that God promises to those who repent and turn back to Him.
Ellicott's Commentary for English Readers
(4) If any of thine be driven out.--In the LXX., "If thy dispersion be."
Unto the outmost parts of heaven.--The LXX. version of these words is traceable in Matthew 24:31, "From the one end of heaven to the other."

Pulpit Commentary
Verses 4, 5. - Consequent on this deliverance would be the gathering of Israel from all the places of the dispersion and their return to possess the land which their fathers possessed, in greater numbers than their fathers were. This last statement suggests doubt as to the literal interpretation of this prediction, for, as Keil remarks, "If there is to be an increase in the num-bet of the Jews when gathered out of their dispersion into all the world, above the number of their fathers, and therefore above the number of the Israelites in the time of Solomon and the first monarchs of the two kingdoms, Palestine will never furnish room enough for a nation multiplied like this." The reference in the following verse to a spiritual renewal suggests the inquiry whether the reference here is not to such a gathering and restoration of Israel as that which St. Paul describes in Romans 11, when the branches that had been broken from the olive tree shall be again grafted into it, and all Israel shall be saved after the fullness of the Gentiles shall be, brought in. To Moses, and indeed to all the Old Testament prophets and saints, the Israel of God presented itself as a nation dwelling in a land given to it by God; but as the national Israel was the type of the spiritual Israel, and as Canaan was the type of the spiritual kingdom of God, the full import of what is said concerning the former is only to be perceived when it is viewed as realized in the latter. Certain it is that it was on this principle that the apostles interpreted the fulfillment of the Old Testament declarations concerning Israel, of which the explanation given by St. James of Amos 9:11, 12 may be noted as an instructive example (Acts 15:15-17). If the rebuilding of the ruined tabernacle of David is to be effected by "the residue of men" being brought to "seek after the Lord, and all the Gentiles upon whom his Name is called," we need not shrink from interpreting this prophecy of Moses as referring to the restoration of Israel by the bringing in of Jew and Gentile into the one fold under the one Shepherd, the Shepherd of Israel (John 9:16).

Parallel Commentaries ...

Hebrew
Even if
אִם־ (’im-)
Conjunction
Strong's 518: Lo!, whether?, if, although, Oh that!, when, not

you have been banished
נִֽדַּחֲךָ֖ (nid·da·ḥă·ḵā)
Verb - Nifal - Participle - masculine singular construct | second person masculine singular
Strong's 5080: To impel, thrust, banish

to the ends
בִּקְצֵ֣ה (biq·ṣêh)
Preposition-b | Noun - masculine singular construct
Strong's 7097: End, extremity

of the earth,
הַשָּׁמָ֑יִם (haš·šā·mā·yim)
Article | Noun - masculine plural
Strong's 8064: Heaven, sky

He
יְהוָ֣ה (Yah·weh)
Noun - proper - masculine singular
Strong's 3068: LORD -- the proper name of the God of Israel

will gather you
יְקַבֶּצְךָ֙ (yə·qab·beṣ·ḵā)
Verb - Piel - Imperfect - third person masculine singular | second person masculine singular
Strong's 6908: To gather, collect

and return you
יִקָּחֶֽךָ׃ (yiq·qā·ḥe·ḵā)
Verb - Qal - Imperfect - third person masculine singular | second person masculine singular
Strong's 3947: To take

from there.
מִשָּׁ֗ם (miš·šām)
Preposition-m | Adverb
Strong's 8033: There, then, thither

Links
Deuteronomy 30:4 NIV
Deuteronomy 30:4 NLT
Deuteronomy 30:4 ESV
Deuteronomy 30:4 NASB
Deuteronomy 30:4 KJV

Deuteronomy 30:4 BibleApps.com
Deuteronomy 30:4 Biblia Paralela
Deuteronomy 30:4 Chinese Bible
Deuteronomy 30:4 French Bible
Deuteronomy 30:4 Catholic Bible

OT Law: Deuteronomy 30:4 If any of your outcasts are (Deut.
