נעם-לב רוסתם וישי צבי. יואב בתפקיד ראש מכינת בארי בארבע השנים האחרונות.גדל בקריית שמונה ובוגר המכינה הקדם-צבאית "בית ישראל". עם סיום המכינה, התגייס עם חברים נוספים במסגרת גרעין משותף לגדוד 13 של חטיבת גולני. שירת כלוחם מפקד כיתה, ומפקד מחלקה. עם שחרורו מצה"ל, המשיך ללימודים גבוהים במסגרת תכנית המצטיינים פכ"מ (פילוסופיה, כלכלה ומדע המדינה) באוניברסיטת תל אביב ולתואר שני בתכנית המצטיינים במדיניות ציבורית של האוניברסיטה העברית. את עבודת התזה שלו כתב על ההתחדשות היהודית בישראל.  במהלך השנים האחרונות, עסק יואב, בתחומים של נוער, קהילות, חינוך ומדיניות ציבורית במסגרת ארגונים שונים ובמגזר הציבורי. חברתיים - טכנולוגיים. בן השנים 2015-2022 היה מנהל המכינה הקדם צבאית עז שלמה,  בשנים אלו סייע להתפתחות המכינה ביוזמות חינוכיות, שיפור התשתיות והקמת השלוחה החדשה באור יהודה. כיום חבר בועד המנהל של המכינה. בנוסף, החל מ-2017 שי נציג המכינות המשלבות "נוער פריפריה- חברתית/גיאוגרפית" בועד המנהל, מכינות המאמינות בטוב שבכל תלמיד, ובפוטנציאל להצליח ולהנהיג. שי מאמין ביחד המשותף של עולם המכינות, כמודל והקליטה של תלמידים במערכת החינוך ועל תוכנית חפציב"ה- חינוך יהודי ציוני בברית המועצות, שהיה בין מייסדיה ומעצביה. בשלהי שנת 1996 בנוסף לתפקידים הנ"ל, הקים וניהל את מפעל המכינות הקדם צבאיות במשרד החינוך,
