new US estimate of the number of Iraqis killed seven years after the US-led invasion serves as a reminder that civilians are dying on a daily basis in Iraq, writes <b>Salah Hemeid</b></p> <p>Former US secretary of state Madeleine Albright’s famous quotation apparently justifying the deaths of half a million Iraqi children as a result of the Washington- backed and UN-imposed sanctions against Iraq in the 1990s has often been remembered as a cold-blooded assertion of US policy objectives.</p> <div style="border-right: black 1px solid; padding-right: 5px; border-top: black 1px solid; its first official compilation of data on Iraqi casualties, more than seven years after its invasion of the country.</p> <p>The report, posted on the US Central Command website in July, drew little notice until last Thursday, when media outlets published details showing that 63,185 civilians and 13,754 members of the Iraqi security forces had been killed from early 2004 to August 2008.</p> <p>It is not clear why the figures did not include casualties from the immediate aftermath of the US-led invasion in 2003, or from the period after August 2008. It is not clear either how the data were compiled and using what methodology.</p> <p>The figures seem to represent a "policy engineered" anti-climax as the Obama administration, facing a mid- term election challenge, tries to bring an end to America’s misadventure in Iraq.</p> <p>The number of Iraqis killed during the US-led invasion and its aftermath has long been hotly debated, estimates ranging from fewer than 100,000 to more than a million.</p> <p>Knowing how these latest US figures were arrived at would speak volumes about how the United States is faring as it prepares to exit from Iraq.</p> <p>The casualty figures released by Washington are lower than those from Iraqi government sources. Last year, the Iraqi Ministry of Human Rights reported that 85,694 Iraqis, including military and police personnel, had been killed from the beginning of 2004 through to October 2008.</p> <p>In January 2008, the World Health Organisation (WHO) estimated that 151,000 deaths had taken place in the country due to the violence, with a 95 per cent confidence estimate of between 104,000 and 223,000 from March 2003 through to June 2006. The figures were based on the results of an Iraq family health survey published in the <i>New England Journal of Medicine</i>, a respected US journal. </p> <p>Another estimate from the Iraq Body Count, a non- governmental organisation based in Britain that uses media accounts, has put the number of civilian dead in Iraq at 47,668 during the same period as the WHO study. The group’s latest figures for civilian deaths from violence in the country until September 19 2010 stood at between 98,252 and 107,235.</p> <p>A 2006 survey in <i>The Lancet</i>, a British medical journal, estimated that more than 600,000 Iraqis had died as a result of the war, a figure more than 10 times higher than other estimates at the time. </p> <p>Iraq has not officially reacted to any of the studies, though many Iraqis have rejected the new US figures on the number of civilian deaths in the conflict, saying that they are well below the actual numbers who have died. </p> <p>The numbers are misleading, critics say, because they are not based on a well- defined methodology dealing with all violence-related deaths, including assassinations and in operations conducted by the US military.</p> <p>Estimates of casualty figures during the US-led invasion and occupation of Iraq have been controversial because of the high political stakes involved and the possibility of manipulation aimed at swaying public opinion. The recent report was prompted by a Freedom of Information Act request from the National Security Archive at George Washington University. </p> <p>Scepticism has arisen about these latest figures not only because of possible discrepancies and the mysterious standards used to establish the magnitude of the casualties, but also because the parties involved have been reluctant to tell the truth about this human tragedy.</p> <p>A fundamental question is why the US military, which bears primary responsibility for the conflict, failed to address the issue start from the start and why it did not keep accurate records on the victims of the invasion and occupation.</p> <p>The military’s apparent incapacity to provide statistics about the causalities of US air bombardments and other related operations is a real and pressing concern.</p> <p>Another question of concern is why the US media, omnipresent in Iraq since the 2003 invasion, has not capitalised on its high standards of professionalism to gather accurate data about the human tragedy in Iraq.</p> <p>The Associated Press kept a record for the period from 28 April 2005 to 30 September 2010 listing some 49,416 deaths.</p> <p>Yet, even more disturbing than these US failures has been the failure by successive Iraqi governments to establish an efficient process of data collection to register the deaths of Iraqi citizens and to compensate their families.</p> <p>Failure to collect data and dodgy statistics are not the only problems. There is also the problem of how to count deaths that are directly related to the war and occupation, separating them from deaths as a result of violence in the country.</p> <p>Absent from the debate is any explanation of the humanitarian crisis that has struck Iraq since the 2003 US-led invasion, including increasing poverty, unemployment, the deterioration of health services and the destruction of the country’s ecological system.</p> <p>Statistics such as those released by the US military have also largely ignored Iraqi fatalities caused by a lack of clean drinking water and a breakdown in utilities.</p> <p>Humanitarian agencies like the International Committee of the Red Cross have warned that the country’s healthcare facilities face grave shortages of staff and supplies, with the water, sewage and electricity infrastructure being in critical condition.</p> <p>Rates of cancer, leukemia and brain tumours, widely believed to have been caused by US weaponry, have been on the rise, some research suggesting that they rival those reported among survivors of the nuclear attacks on Hiroshima and Nagasaki.</p> <p>The US military’s report on the death toll in Iraq comes at a time when US President Barack Obama has reached his lowest ratings in US opinion polls ahead of crucial mid-term elections next month.</p> <p>The release of the statistics while Obama embarks on a campaign to drum up support for Democratic Party candidates cannot be a coincidence.</p> <p>By publishing a limited number of casualties in Iraq, the Obama administration may be hoping that it can go ahead with its policy of "turning the page" in Iraq, ending the US military presence in the country by the end of next year.</p> <p>Exiting from Iraq would benefit the Democratic Party, whose president vowed to end the legacy of the Republican Party and its president in Iraq. </p> <p>If all goes to plan, Iraq will no longer be front-page news in America, as US soldiers pack up to leave in order to help Democrats achieve some sort of hoped-for victory in next month’s elections.</p> <p>However, the very day this article was sent to print, a spate of bomb attacks across Iraq killed and wounded many people, serving as proof that the threat of death remains a part of daily life in the country.</p> <p>If Albright’s idea that the price paid by Iraqi civilians for US policy "is worth it" can serve as any sort of reminder in this sad chapter of Iraq’s history, then it should be that the US-led invasion has turned into a humanitarian tragedy, as well as an American national predicament.</p> align="right"> <p>أسلحة فسفورية، وأخرى كيماوية، وثالثة بايلوجية، غاز خردل، ومثله للأعصاب، قنابل قذرة، وأخرى ذكية، ثم جاءت الغبية، تعددت الأسماء، وجميعها رموز للديمقراطية، أما الهدف، فأطفال بعمر الزهور، جل ذنبهم أنهم ولدوا في زمن الاحتلال والفجور.</p> <p>أطفال العراق يتساءلون عن أي ذنب يقتلون!؟ ولأي سبب يترنحون!؟ فبعد شظايا الحصار والجوع، يقتسمون اليوم موتهم مع أمهاتهم وإخوانهم، وينادون: عار على زمن الحضارة، فقد صار ترويع الشعوب وسام عز وافتخار، لدى أمريكا ومن معها، ممن اشتركوا في جريمة إبادة الشعب العراقي، لكنهم لا يدركون أن عمر الحضارة لن تعيش بدون قلب أو ضمير!!</p> <p>أمراض الحرب التي خيم ظلها على براءة الأطفال حولت حياتهم إلى جحيم لا يطاق، وأفقدت الأهل على إثرها فرحة أنجاب الأطفال، وفرحة النظر إليهم، وهم ينمون ويكبرون، مثل شجرة وارفة الظلال، بعد أن تحولت أحلامهم الوردية إلى سراب، وهم يشاهدون فلذات الأكباد يصارعون، ويقاسون، ويتألمون، بانتظار قاطف الأرواح، الذي يحصد زرع الآباء، والسبب أسلحة الفتك والدمار !!</p> <p>أطفال صغار، لكل واحد منهم قصة، أخذ الحصار منهم مأخذه، ثم تبعته سنوات الحرب، حرب لم تعتبرهم صغاراً، بل عدتهم جنود حرب في سوح الوغى، عليهم ما على الجند من نصيب الموت، والقتل، والتجويع، والقهر، والاضطهاد، فأصبحوا هدفاً لأسلحة محرمة دولياً، وممنوعة عالمياً!</p> <p>"أسامة" قلبت الحرب كيانه، فحولت القلب من الشمال إلى اليمين، وشلت حركته بخمس فتحات في البطين والأذين، وجاءت الرئة لتضيف إلى هم القلب هماً مضاف.. ضحكاته وابتساماته لم تخف آلامه ودمعاته، ونظرات والده تجعلك تدرك أن لا أمل لأسامة في "النصر" على علله، ولا حتى بعلاجه خارج البلاد، إذ لا بارقة أمل له في النجاة!</p> <p>"مخلد" طفل هو الأخر أحد ضحايا الأسلحة المحرمة، التي استخدمت بكثرة في حروب الاحتلال والتدمير.. ينظر "مخلد" بحسرة إلى أخوته الصغار وهم يلعبون ويدورون حوله، وكم يتمنى لو أن ساقيه أسعفتاه وحملتاه كي يجاري الصغار، ويتقافز معهم، بدلاً من زحفه على بطنه ويديه، وكم ود لو أن قدميه تأخذانه إلى المدرسة، كأقرانه، فضاع حلمه في العودة من المدرسة، عند الظهر، إلى داره، وعلى قدميه!</p> <p>والدة "مخلد" أكدت أن أثنين من أبنائها فقدتهم بالمرض نفسه ، متحسرة على ثالثهم الذي يبدو أن سيلتحق بسلفيه!! وظلت الأم تذرف الدمع على مستقبل مبهم ومجهول ومظلم لصغيريها، وهي تستغيث وتستنجد، ولا من مجيب، والجاني يصول ويجول أمام عينيها كل يوم!!</p> <p>الأب ناشد المنظمات الإنسانية والهيئات الدولية التدخل، ليس لعلاج أبنائه، بل لإنقاذ أطفال العراق جميعاً، الذين تفاقمت أوضاعهم الصحية بتأثير جو ملوث، وماء ملوث، وحياة ملوثة في ظل احتلال بغيض، صدّر إلينا إلى جانب البؤس والشقاء والمرض، الموت والهلاك وبأبشع صورهما!</p> <p>"علي" طفل آخر فقد الإحساس بمن حوله فتخشب، وأصبح ميتاً حي، وهو الذي نما وكبر ومشى ونطق، قبل أن يعود حبواً، ثم زحفاً، فرقوداً ثم جماداً، بانتظار أن يلاقي مصير شقيقه، الذي أصيب بالداء نفسه، بعدما صعب عليه الدواء!</p> <p>"عدي" و"معتز" شقيقان يمثلان مأساة عائلة عراقية أخرى، تكالبت عليها الأمراض، فحرمتهما نشوة الحياة، وراحة البال، ودفعتهما إلى حافة الفقر والإفلاس، فالوالد جاهد كثيراً، وهو يحاول إعادة رسم البسمة على شفاه "عدي"، وتألم أكثر لأنه لم يفلح في إنقاذ صغيره "معتز".</p> <p>"محمد" و"هناء" هما أيضاً شقيقان، يعاني كل واحد منهما من مرض يختلف عن الثاني، فـ"محمد" فقد بصره بعد ولادته بأيام، و"هناء" ولدت إلى هذه الدنيا بلا أطراف عليا، جحيم عاشه الأب والأم، فهم عجزوا عن رد البصر لصغيرهما "محمد"، ولا يملكون حلاً لمأساة "هناء".</p> <p>طفل آخر بحجم قبضة يد رمزاً للطفولة الجديدة التي يريدها لنا الاستعمار، طفل لا يحمل من سمات الطفولة سوى الاسم فقط، أطرافه لا تختلف عن أطراف عصفور صغير، سوى بهيئتها الآدمية، ولولا صرخاته واستغاثاته، التي يطلقها من شدة آلامه، لحسبه الناظر دمية لا غير !!</p> <p>تلك نماذج يسيرة، هي مثال حي لأبسط ما خلفته حرب لا أخلاقية، استخدمت فيها كافة أنواع الأسلحة المحرمة دولياً، حرب لا هوادة فيها، استهدفت إلى جانب الأرض والسماء، والماء والهواء، الإنسان نفسه، وأي إنسان، إنسان وادي الرافدين، الذي بنيت على يديه ونشأت أولى حضارات هذا الكون.</p> <p>حرب مدمرة تلك التي تعرض لها العراق، ولا يزال، شمل تأثيرها جميع مساحته الجغرافية، وامتد هذا التأثير إلى عمق المناطق المجاورة.</p> <p>حرب تميزت بنوعية الأسلحة الفتاكة المستخدمة فيها، أسلحة ذات تأثير عشوائي، وتدمير تدمير جماعي، وقنابل فراغية، وأخرى عنقودية، وأسلحة فسفورية، غازات سامة، أسلحة كيماوية، وأسلحة حديثة، جربت للمرة الأولى في هذه الحرب، كما تميزت بكمياتها الضخمة، والتي تبين أن القصد من وراء استخدامها بهذا الشكل والحجم هو ترك هذا الأثر المفجع من تدمير متعمد لبيئة العراق، وللإنسان العراقي مع ما يحمله ذلك من انتهاك صارخ للقوانين الدولية التي حظرت في البرتوكول الإضافي الأول الملحق باتفاقيات جنيف، في مادته الخامسة والثلاثين، التي تحظر استخدام وسائل أو أساليب للقتال، يقصد بها أو قد يتوقع منها أن تلحق بالبيئة الطبيعية أضراراً بالغة، واسعة الانتشار، وطويلة الأمد، وهذا التدمير المنظم ستمتد آثاره السلبية لقرون قادمة، وذلك بحسب الكثير من الدراسات العلمية المهتمة بهذا الخصوص، فكيف إذا كان الضرر يصيب الإنسان نفسه، فحينها ماذا يمكننا ان نطلق على مرتكب هذا الجريمة ؟!!</p> <p>اليوم وبعد سبعة عشر عاماً من بداية شن الولايات المتحدة لحربها السافرة على العراق، وبعد ست سنوات من الاحتلال الفعلي، نشأ جيل جديد من الصغار والفتية، جيل يعاني ويقاسي ومصاب بشتى أنواع الأمراض والأوبئة، بعد أن أصبح الطفل العراقي حقلاً لتجارب كافة أنواع الصواريخ والقنابل الذكية منها والغبية إلى جانب ما جادت به العنجهية الأميركية وآخر ما توصلت إليه عقول علمائهم في مجال الأسلحة الكيماوية والفسفورية والجرثومية، والتي أثبتت نجاحها بامتياز، ضد أطفال العراق.</p> <p>وقد حاولت مادلين أولبرايت وزيرة الخارجية الأمريكية في عهد جورج بوش الأب أن تبرر ذلك عندما سُئلت عن إن الأطفال الذين ماتوا في العراق خلال الحصار هم أكثر مِن الأطفال الذين قُتِلوا في هيروشيما، فأجابت: نعتقد بأن النتيجة تستحق كل ذلك.</p> <p>لقد خلفت الحرب الكارثية الأميركية_البريطانية على بلادنا تلوثاً إشعاعياً نجم عن ذخائر اليورانيوم المشعة، إلى جانب وجود آَلاف المواقع الملوثة في العراق، والتي سمحت قوات الاحتلال للناس بدخولها واخذ مخلفاتها وحاوياتها حتى وصل عدد المواقع الملوثة نتيجة تعمد القوات المحتلة السماح للجهلة بدخولها أكثر من ثمانمائة موقع في بغداد وحدها، بشهادة برنامج الأمم المتحدة للبيئة UNEP.</p> <p>وتؤكد الوثائق الأرشيفية أن الولايات المتحدة أطلقت حوالي 1.5 مليون قذيفة من أسلحة اليورانيوم على العراق، أي مئات أضعاف القذائف التي ألقيت على يوغسلافيا السابقة، وفي حرب البوسنة.</p> <p>وقد أصيب أكثر من 60 ألف جندي أميركي بالسرطان فقط، بعد مشاركتهم في حرب عام 1991، ما يؤكد أن الإدارة الأميركية لا تعبأ حتى بأرواح جنودها في حروبها المدمرة ضد الشعوب الأخرى في معاركها اللا أخلاقية تلك! إلى جانب تأثير الغبار السام والمشع الصادر عن الأسلحة المحرمة التي استخدمتها أمريكا ضد العراق لسنوات طويلة في الجسم البشري، وهو ما يؤكد وجود هدف خفي وراء هذه الحرب غير السبب المادي والاقتصادي، وهو هدف لم يقرأه الناس بين السطور بل تحدث عنه جنرالاتهم وقادتهم السياسيون كالسيناتور الأمريكي بول ويلتون الذي كشف عن حقيقة استخدام بلده للأسلحة المحرمة دولياً ضد العراق إذ يقول:</p> <p>كنت أعتقد أن غزو العراق كان للسيطرة على منابع النفط الذي يعتبر حاجة مهمة للولايات المتحدة , ولكن قناعاتي تغيرت الآن, فأعتقد أن الحرب النووية التي شنتها الولايات المتحدة هو لتقليل عدد نفوس الأمة العربية, فأن تعريض كل هذه الأعداد من المدنيين العرب لهذه الجرعات اليومية من اليورانيوم المشع تسبب في زيادة عدد الموتى والإصابات المرضية الخطيرة.</p> <p>أن الإصابات السرطانية تضاعفت بعد الحرب مباشرة، وقد ظهرت حالات غريبة لم تكن معروفة قبل عام 1990، مثل سرطان الثدي لدى الفتيات بعمر دون الاثنى عشر عاماً، وسرطان العظام لدى الأطفال الصغار، وسرطان المجاري البولية لدى المراهقين، والأورام السرطانية في المجاري التنفسية لدى الأطفال الرضع، إلى جانب ارتفاع عالي في الإصابة باللوكيميا واللمفوما وسرطان العظم، بينما معدل عمر مرضى السرطان هو أقل من السابق، بمعنى تسجيل إصابات في عمر مبكر بشكل مناقض للمعايير الدولية، فضلاً عن وقوع إصابات ببعض أنواع السرطان التي لم تكن معروفة أو مألوفة في العراق سابقا، مثل سرطانات الدماغ والكبد، التي تم تسجيلها بأعداد متزايدة، إضافة إلى حصول عدد كبير من التغيرات الفسيولوجية والخلوية في بعض المرضى، وهي إشارة لكونهم قد تعرضوا لمخلفات اليورانيوم المنضب.</p> <p>فبحسب تقارير وأبحاث أجريت حول تأثير الأسلحة المحرمة على أطفالنا وجد أن البويضات تكون مختزنة في مبيض النساء وعند خروجها بعد سنة أو سنتين أو عشرة سنين أو أكثر من المبيض تكون معيبة ومشوهة وتؤدي في النهاية إلى حمل معيب أو مشوه قد ينتهي بالإجهاض أو يفضي إلى ولادة مولود به عيوب خلقية، ولهذا فأن الخطورة الأكبر التي ستواجه العراقيين هي أن الأطفال والإناث اللاتي سيولدن بعد الحروب قد ينتج عنهن أطفال مشوهين وذلك أن أرحامهن تختزن بويضات تعرضت للإشعاع أثناء وجودهن في أرحام أمهاتهن.</p> <p>ما اغرب هذا المحتل، الذي ينادي ويجاهر بالدعوة للاهتمام بحقوق الحيوان، في حين أنه يهدر حقوق أطفال ونساء ومستقبل العراقيين.. إن ما أُرتكب بحق الشعب العراقي وبحق بيئته كان عن سابق إصرار وترصد وإرادة مما يعد جرائم حرب من الدرجة الأولى، بحسب تعريف القانون الإنساني لجريمة الحرب.</p> <p>إن ما مر على العراق من حرب إجرامية، ينطبق عليها وصف الحرب اللا نظيفة، ترك آثاراً لا يمكن أن تمحى ولا حتى بعد ملايين السنين، فتلوث الهواء والتربة والمياه قد وصل مستويات قياسية بحسب تقارير دولية ومع ذلك لم يتم حتى الآن التصريح بهذه النتائج رسميا، لمحاسبة المتسببين بها نتيجة لسيطرة القوى المحتلة للعراق على القرار الدولي والتي ليس من مصلحتها بالتأكيد انكشاف حجم الكارثة، ولكن إلى متى سيظل هذا الوضع قائماً، فالحقيقة لابد ان تظهر وتتكشف، وخطيئة أطفال العراق لن تذهب سدى!</p> <p>العراق اليوم يعيش كارثة بيئية وصحية كبيرة تسببها إشعاعات ذخائر اليورانيوم المنضب،وتداعياتها لن تقتصر على الجيل الحالي، بل وستطال الأجيال القادمة، ليس في العراق وحده، فاليورانيوم لا توجد شرطة حدود أمام انتقاله، فهو ينتقل بحرية من بلد إلى آخر بفعل قدرة الرياح على نقل جزيئاته المشعة وحتى يصبح اليورانيوم بلا إشعاع، علينا أن تنتظر من أربعة إلى خمسة مليارات عام ليصبح خطره آمناً على أطفالنا وعلى حياتنا في بلاد الرافدين، فهل عرف العالم الآن أي عدو نقاتل، وأي وحش كاسر هذا الذي غزا بلادنا، وأي بلد هذا الذي صنع تاريخه على جماجم شعب بأكمله هو شعب الهنود الحمر، وأي حضارة هذه التي أنتجتها التكنولوجيا اللا أخلاقية لأمريكا ؟!!</p> <p>ولا يزال قطار الأموات يخطف في كل يوم أرواح الكثير من أطفالنا، والحبل على الجرار كما يقال، نتيجة إجرام أمريكا، والعالم من حولنا يغط في نوم وسبات وفساد.. فمن يوقظ النائم إذا غفا، ومن يقاضي المحتل على الإجرام !!؟</p> <p><a The American army used depleted uranium during the last war and this was confirmed by a German team who visited Irak recently and were able to obtain a missile which proved after checking that the نادر البني ووزير الموارد المائية عبد اللطيف جمال رشيد ووزير البيئة والغابات التركي فيصل اغولو على القول ان اجتماعهم في دمشق تميز بالتفكير الجماعي لاستثمار الموارد المائية المشتركة بين الدول الثلاث. وقال وزير الموارد المائية عبد اللطيف رشيد ان نتائج الاجتماع الوزاري ترجمت الى اتفاقيات لتقاسم المياه المشتركة واصفا نتائج اجتماع اللجنة بانها ايجابية ومن شأنها ان تؤسس الى تنسيق وتعاون مستقبلي في كافة المجالات المائية والتجارية والاستفادة من الخبرات . وقد وقع الوزراء الثلاثة في ختام اجتماعات اللجنة الوزارية على محضر تضمن التأكيد على ضرورة تطوير استخدام مصادر المياه واقامة مشاريع مائية مشتركة واستدامة المياه للبلدان الثلاثة.</p> <h2>مصادر: تسمم مياه الشرب في بعقوبة بديالى </h2> <p>قال مصدر طبي في محافظة ديالى، السبت، ان ثلاثة اشخاص تعرضوا الى حالات تسمم جراء تناولهم مياه الشرب من انابيب الاسالة العامة. فيما ذكر مصدر امني ان السلطات المحلية، اغلقت مشروع الماء في مدينة بعقوبة، بهدف التاكد من نتائج الفحوصات المختبرية.<br/>واوضح المصدر الطبي الذي طلب عدم الكشف عن اسمه، للوكالة المستقلة للانباء (اصوات العراق)، أن “ردهة الطوارى في مستشفى بعقوبة استقبلت مساء اليوم (السبت) ثلاثة اشخاص تعرضوا الى حالات تسمم بسبب تناولهم مياه الشرب من انابيب الاسالة العامة.”<br/>من جانبه، ذكر مصدر امني مسؤول في المحافظة، أن “تعليمات مشددة تم اصدارها الى مديرية ماء ديالى، تتضمن غلق المشروع الرئيسي لماء الشرب في حي جبينات (وسط قضاء بعقوبة) الذي يغذي القضاء بالكامل بمياه الشرب.” مشيرا الى ان فترة الاغلاق غير محددة، لحين التأكد من نتائج الفحوصات المختبرية لمياه مشروع الاسالة.<br/>وعلى صعيد ذي صلة، قال شهود  عيان من سكنة حي بعقوبة الجديدة لـ(اصوات العراق) أن مفارز امنية انطلقت مساء السبت داخل مناطق بعقوبة، تدعو المواطنيين عبر مكبرات الصوت الى عدم استخدام ماء الاسالة، حتى يتم التأكد من الفحوصات المختبرية.<br/>وتقع مدينة بعقوبة، مركز محافظة ديالى، على مسافة 57 كم إلى الشمال الشرقي من العاصمة بغداد.</p> <h2>أمانة بغداد :الماء سينقطع عن الرصافة ليومين لأغراض الصيانة</h2> <p>أعلنت أمانة بغداد، السبت،عن احتمال انخفاض مستوى تدفق الماء الصافي أو انقطاعه عن فرع الرصافة من العاصمة بغداد ليومين، ابتداء من الأحد، لأغراض الصيانة.<br/>وقال عبد الكريم المحمداوي، مدير بلدية الماء – الرصافة في أمانة بغداد للوكالة المستقلة للأنباء (أصوات العراق) إن ” من المحتمل انخفاض مستوى تدفق الماء الصافي أو انقطاعه عن فرع الرصافة من بغداد ليومين وابتداء من يوم غد (الأحد) ، الثالث عشر من الشهر الجاري، لأغراض الصيانة.”<br/>ودعا المواطنين إلى “تخزين المياه،لاحتمال انخفاض في تدفق المياه أو انقطاعها خلال هذا الأسبوع في الرصافة لغرض أعمال الصيانة.”  <br/>وتعاني مناطق مختلفة من بغداد العاصمة بين فترة وأخرى من انقطاع ضخ مياه الشرب بسبب أعمال الصيانة التي تقوم بها أمانة بغداد.</p> <h2>مقتل تسعة اشخاص واصابة ثمانية اخرين حصيلة الوضع الامني حتى مساء السبت</h2> <p>قالت مصادر أمنية أن ما لا يقل عن تسعة اشخاص قتلوا، وأصيب ثمانية اخرون ، فيما اعتقلت القوات الامنية (49) اخرين، وعثرت على ستة جثث، وحررت مختطفا واحدا، اضافة الى مقتل جندي امريكي وجرح اثنين، وذلك في إطار أعمال العنف التي وقعت في مناطق متفرقة من العراق خلال الأربع والعشرين ساعة الماضية وحتى مساء السبت.<br/>وقال الناطق الرسمي باسم خطة فرض القانون، العميد قاسم عطا السبت، ان قوات الامن في بغداد، تمكنت من تحرير مختطف في منطقة الكاظمية شمالي بغداد، فيما اعتقلت اربعة مسلحين في مناطق غرب وشرق الرشيد جنوبي بغداد، وثلاثة اخرين في منطقة التاجي شمالي بغداد. كما جرح اثنان من افراد الشرطة خلال الـ 24 ساعة الماضية. كما عثرت الشرطة العراقية السبت، على جثتين، احداهما في حي زيونة في الجانب الشرقي من بغداد، والثانية في حي الدورة في الجانب الغربي من العاصمة. <br/>الى ذلك، اعلن الجيش الامريكي في العراق، في بيان له السبت، مقتل احد جنوده في حادث غير قتالي مساء الجمعة في محافظة الانبار غربي العراق. وبمقتل هذا الجندي ترتفع حصيلة خسائر القوات الأمريكية في العراق، منذ آذار مارس من العام ( 2003) وحتى الآن، إلى (3922) قتيلا، حسب البيانات الرسمية للجيش الأمريكي، فيما قال في بيان اخر، السبت، إن قواته اعتقلت 15 شخصا وصفتهم بـ”الإرهابيين” خلال عمليات استهدفت شبكات تنظيم القاعدة وسط وشمالي العراق. <br/>اما في صلاح الدين، قال مصدر في شرطة المحافظة، أن مسلحين يعتقد انهم من تنظيم القاعدة داهموا السبت، احد المنازل السكنية، فقتلوا ضابطا في الجيش العراقي السابق يدعى (المقدم زياد إبراهيم) وابنه، دون معرفة الاسباب، كما أطلق مسلحون اخرون النار السبت، على منزل سكني آخر في قرية الداودية شرق الضلوعية التابعة لمحافظة صلاح الدين، فقتلوا رجلا وثلاثة من أبنائه.<br/>وفي ديالى شمال شرقي العراق، قال مصدر امني في المحافظة، ان اربعة اصيبوا السبت بجراح، جراء مفخخة انفجرت بالقرب من احدى نقاط التفتيش في ناحية الوجيهية العائدة لقضاء المقدادية شمالي شرقي المحافظة. كما ذكر مصدر امني في محافظة ديالى، أن قوات مشتركة تمكنت السبت، من اعتقال سبعة مسلحين مع ضبط مخبأ كبير للأعتدة والأسلحة، خلال عمليات دهم وتفتيش في قرى بزايز شروين العائدة لناحية المنصورية في قضاء المقدادية شمال شرق بعقوبة.  <br/>في نينوى شمال غربي العراق، قال مصدر في شرطة المحافظة، ان قوة عراقية امريكية مشتركة اعتقلت السبت، ثلاثة من المشتبه بهم، في عملية امنية على منطقة برطلة وكرمليز غربي قضاء الحمداية شرقي المحافظة. كما إن شرطة المحافظة ابطلت، صباح السبت، مفعول عبوة ناسفة في حي التحرير شرقي الموصل مركز المحافظة، فيما تم ابطال مفعول سيارة مفخخة في منطقة سهل نينوى شرقي المدينة. وقال مصدر امني في شرطة نينوى، إن امراة اغتيلت السبت، عندما اقتحم مسلحون دارها في منطقة شارع الكوير شرقي الموصل مركز المحافظة، وقتل مدني اخر في منطقة الدركزلية شرقي المدينة. <br/>وفي كركوك شمال غربي العراق، قال مسؤول غرفة عمليات المحافظة،  ان الشرطة عثرت السبت، على جثة حارس بناية مقر الحزب الشيوعي الواقعة في منطقة المحاكم وسط مدينة كركوك مركز المحافظة. اما في البصرة، جنوبي العراق، قال مصدر امني في المحافظة السبت، ان شرطيا قتل واصيب اخر بنيران مسحلين مساء الجمعة، في بوابة المستشفى التعليمي وسط مدينة البصرة مركز المحافظة.<br/>وفي دهوك شمالي العراق، قال مصدر مسؤول في قوات حرس حدود المحافظة، إن المدفعية التركية قصفت السبت، مناطق حدودية تابعة لقضاء العمادية شرقي المحافظة، دون ان يذكر فيما لو أسفر القصف عن خسائر ام لا.<br/>في ميسان جنوبي العراق، قال مدير غرفة العمليات في دائرة صحة المحافظة الدكتور علي محمود، ان دائرة الطب العدلي في المحافظة، تسلمت السبت، ثلاث جثث محترقة نتيجة اصطدام احدى المركبات بصهريج محمل بالنزين في مدينة العمارة مركز ميسان. وفي بابل وسط العراق، قال آمراللواء الثاني للجيش العراقي العميد الركن عبد الأمير كامل، إن جنديين أمريكيين أصيبا السبت، فضلا عن إصابة ضابط عراقي، فيما القي القبض على 13 مسلحا، أثر قيام قوة مشتركة بمداهمة أوكار لمسلحين في الشاخة رقم 4، شمال مدينة الحلة مركز المحافظة.</p> <h2>البرلمان يصادق على قانون المساءلة والعدالة </h2> <p>صادق مجلس النواب اليوم السبت على قانون المساءلة والعدالة الذي يعد بديلا لقانون اجتثاث البعث واثار سابقا سجالات واسعه حوله.<br/>وقال عضو لجنة اجتثاث البعث في البرلمان النائب رشيد العزاوي ان 140 من اعضاء البرلمان حضروا جلسة المجلس اليوم السبت مايعني تحقق النصاب القانوني.<br/>واضاف ان التصويت على القانون تم في الجلسة بالاغلبية الامر الذي يسمح بتمريره ورفعه الى مجلس الرئاسة للمصادقة عليه.<br/>من جانب اخر اعتبر مجلس النواب في جلسته التي عقدها اليوم السبت الوان العلم العراقي الحالية بانها تمثل الحضارة الإسلامية وان النجوم الثلاث تعبر عن مبادىء السلام والتسامح والعدالة.<br/>وقال رئيس لجنة الثقافة في المجلس مفيد الجزائري ان عبارة (بخط الرئيس القائد صدام حسين) الواردة في المادة الأولى تحذف من القانون رقم 6 لسنة 1991 الذي اصدره مجلس قيادة الثورة المنحل وتحول الى عبارة( بالخط الكوفي وبالون الأصفر).<br/>وطالب الجزائري خلال قراءته مقترحا جديدا حول العلم بتغيير لون كلمة (الله اكبر) التي تتوسطه من اللون الأخضر الى الأصفر تلبية لرغبة كتلة التحالف الكردستاني.<br/>واضاف الجزائري ان الأنظمة ذات الصلة بالقانون ستعدل كافة ويعمل بالتعديل المقترح من تاريخ نشره في الجريدة الرسمية وخلال فترة لاتتجاوز السنة ولحين إصدار قانون العلم العراقي الجديد.<br/>ويعترض القادة الأكراد على رفع العلم العراقي الحالي في اقليم كردستان ويقولون إنه يرمز إلى نظام حكم صدام حسين السابق.</p> <h2>مصرع 6 اشخاص في هجومين منفصلين شمالي بغداد </h2> <p>اعلن مصدر امني اليوم السبت عن قيام مسلحين يعتقد بانتمائهم الى تنظيم القاعدة بقتل ستة اشخاص بينهم ضابط بالجيش العراقي السابق وعنصرين من الصحوة في هجومين منفصلين شمالي بغداد.<br/>وقال المصدر ان “مسلحين يشتبه بانتمائهم الى تنظيم القاعدة داهموا احد المنازل السكنية في قرية الداودية شرقي الضلوعية وقتلوا ضابطا في الجيش السابق يدعى المقدم زياد ابراهيم وابنه البالغ من العمر 14 عاما دون معرفة الاسباب”.<br/>واوضح المصدر ان المسلحين قاموا باطلاق النار على منزل سكني اخر فقتلوا رجلا وثلاثة من أبناءه حيث يعمل رب المنزل واحد من أبناءه في قوات الصحوة.</p> <h2>محافظة كربلاء حاليا لدى الجيش العراقي</h2> <p>قال وزير الخارجية التركي علي باباجان ان وزارته استفسرت من الجهات ذات العلاقة عن مصير آلاف الأسلحة والذخائر العسكرية المفقودة حاليا لدى الجيش العراقي.<br/>واضاف باباجان انه “تم العثور على كثير من الاسلحة التي لم يتم تسجيلها في الجيش العراقي حين تسلمها لدى حزب العمال الكردستاني”.</p> <h2>اختفاء 15 رياضيا عراقيا في قبرص</h2> <p>ذكرت الشرطة القبرصية التركية انها فتحت اليوم السبت تحقيقا حول اختفاء 15 من اعضاء الفريق العراقي للفنون القتالية.<br/>وكان الرياضيون العراقيون قد قدموا الى الجزء التركي من جزيرة قبرص الذي لا تعترف به دول العالم باستثناء تركيا بناء على دعوة جاسم الحياني بان السفارة العراقية طلبت من الحكومة الاردنية تمديد العمل بالجواز المذكور بغية تسهيل قدوم ومغادرة العراقيين بدلاً من الجواز الجديد فئة (جي) الذي يشتمل على بصمة لقزحية العين.<br/>مشيراً الى ان الحكومة الاردنية وافقت على الطلب مرجعاً اسباب تقديم هذا الطلب الى طول فترة عملية اصدار الجوازات من بغداد والتي تستغرق اكثر من شهر اضافةً الى تاخر تزويد السفارة في عمان باجهزة حديثة لغرض اصدار الصحفيين </h3> <p>تعرض مراسل قناة الحرة الفضائية محمود فؤاد للسب و الشتم من قبل جندي امريكي في احد مداخل المنطقة الخضراء ، صباح الجمعة ، و على صعيد متصل تعرض كذلك عدد من الصحفيين و الإعلاميين إلى اعتداء من قبل موظفي وزارة الصحة ، امس الخميس، أثناء مؤتمر صحفياً عقدته الوزارة ، مما أدى إلى انسحابهم دون تغطية المؤتمر إعلاميا.<br/>وقال مراسل قناة الحرة محمود فؤاد انه و عندما كان يهم لدخول المنطقة الخضراء لتغطية نشاط رئاسة الوزراء اعترضه جندياً امريكياً و مترجمته اللبنانية و بدء بشتمه بكلمات نابية و معيبة جداً بحجة عدم اخراج فؤاد بطارية هاتفه من بعد 10 امتار ، و اضاف فؤاد ان المترجمة كانت تحث الجندي على مهاجمته و مواصلة شتمه ، مما جعل فؤاد يتخوف من وضعية الجندي الا طبيعية و يتراجع عن الدخول لاتمام عمله.<br/>فيما تعرض ، امس الخميس ، عدد من الصحفيين و الإعلاميين إلى الاعتداء والاهانه من قبل من قبل  بعض موظفي وزارة الصحة ، مما اضطرهم للانسحاب من مؤتمر صحفي كانت الوزارة قد دعتهم لتغطيته .  <br/>وقال زياد نهاد مراسل قناة الحرة ، لمرصد الحريات الصحفية ، ان موظفي الوزارة لم يكونوا بالمستوى الثقافي المطلوب حيث انهم تفوهوا بمفردات لا تليق بالموظفين الحكوميين ، و اضاف نهاد انهم و عندما كانوا يطلبون من الاعلاميين تغير اماكن معداتهم الصحفية بعد ان هيأها الصحفيون لتغطية المؤتمر و بعد اعتذارنا من تغير مكان المعدات الى المكان الذي اردوه و هو لم يكن مجهز بتقنيات العمل ،  قال الموظفون ” الذي لا يرغب بهذا فليخرج من القاعة ” .<br/>و كان عدد من الصحفيين قد اشتكوا في اوقات مختلفة عن  تعرضهم  إلى اعتداءات من قبل موظفي وزارة الصحة.<br/>مرصد الحريات الصحفية يدين بشدة هذه الاعتداءات ، ويدعو الجهات كافة الى احترام الصحفيين و توفير السبل المناسبة لاداء مهامهم بحرية و دون عراقيل ، كما و يحمل  المرصد الحكومة العراقية و القوات الامريكية مسؤولية هذه الانتهاكات حيث يتوجب عليهما  تثقيف عناصرهما على احترام الصحفيين الذين يمثلون السلطة الرقابية في المجتمع .</p> <p><a المالكي.<br/>واضاف العليان في تصريحات لصحيفة الشرق الأوسط اللندنية نشرت في عددها الذي صدر اليوم السبت ان “التحالف الجديد سيضم مجلس الحوار الوطني وجبهة الحوار الوطني بزعامة صالح المطلك والقائمة
