border-top: black 1px solid; border-right: black 1px solid; padding-top: 5px"> <p><strong>شرطي تحت تأثير المخدر يهاجم طبيبة ويصيبها بجروح بليغة</strong> </p> <p>هاجم شرطي يعمل في حماية المنشآت الحيوية في المثنى، طبيبة في احدى نواحي المحافظة، وأصابها بطلق ناري بعد أن أضرم النار في دارها وذكر مدير عام صحة المثنى </p> <p>الدكتور أحمد الزيادي في حديث صحفي " ان طبيبة في المستوصف الصحي بناحية النجمي تعرضت لهجوم من قبل أحد عناصر حماية المستوصف، ما أدى الى إصابتها بجروح بليغة نقلت على إثرها للمستشفى.وأضاف ان الشرطي اقتحم منزل الطبيبة، وطعنها بسكين كان يحملها معه، ما دفع الطبيبة الى اللجوء لإحدى غرف الدار وأوصدت بابها بشكل محكم.وتابع الزيادي انه تعذر على الشرطي اقتحام الغرفة، فقام بفتح اسطوانة للغاز المسال واضرم النار في الغرفة لتضطر الطبيبة الى الهرب الى خارج الدار حيث كان الجاني بانتظارها وقام بتصويب سلاحه من نوع كلاشنكوف نحوها واصابها بجروح بليغة نقلت على اثرها الى المستشفى لتلقي العلاج.وبين مدير المستشفى ان أهالي المنطقة هرعوا الى مكان الحادث اثر سماع صوت العيارات النارية، وألقوا القبض على الشرطي وسلموه بعد ذلك الى القوات الأمنية التي وصلت بعد حين الى الموقع.من جانبه، أشار مصدر فضل عدم الاشارة له بالاسم "، الى ان الشرطي المكلف بحماية المركز كان تحت تأثير المخدر اثناء اقدامه على الفعل، من دون أن يشير إلى وجود خلاف بينه وبين الطبيبة.</p> </p></div> <p><font color="#800000"><strong>أخبار عالمية</strong></font></p> <p><strong>حريق في فندق وسط كربلاء وحالات اختناق لعدد من النزلاء </strong></p> <p>شب حريق في احد الفنادق الاهلية وسط مدينة كربلاء نتيجة تماس كهربائي ونقل مصدر من مكان الحادث ان الحريق نشب قبل ظهر اليوم الاحد في فندق المنتظر بشارع العلقمي وسط كربلاء واسفر عن خسائر مادية فقط </p> <p>واضاف ان سيارات الاطفاء والحريق هرعت الى مكان الحادث لاطفاء الحريق ونقل المصابين الى المستشفى موضحا ان نزلاء الفندق واغلبهم من الزوار الباكستانيين تعرضوا الى حالات اختناق شديدة نتيجة الحريق مما استدعى نقلهم الى المستشفى</p> <p><strong><span style="font-size: 1.5em"><font color="#800000">الاخبار الامنية </font></span></strong></p> <p><strong>إصابة مختار قرية ومدني بانفجار عبوة ناسفة في بعقوبة </strong></p> <p>اصيب مختار إحدى القرى ومدني ، الأحد، بانفجار عبوة ناسفة داخل سوق شعبي شمال شرق بعقوبة. واوضح المصدر إن "عبوة ناسفة كانت موضوعه قرب محل تجاري في سوق </p> <p>قضاء المقدادية القديم (35كم شمال شرق بعقوبة)، انفجرت، صباح اليوم، مما أسفر عن إصابة مدنيين اثنين أحدهما مختار قرية سلامة، شرق المقدادية، يدعى أكرم محمد فرمان، وإلحاق أضرار مادية بعدة محال تجارية قريبة من موقع الحادث". وأضاف المصدر، الذي طلب عدم الكشف عن اسمه، أن "قوة أمنية نقلت المصابين إلى مستشفى قريب لتلقي العلاج، فيما فرضت طوقا في محيط الحادث ومنعت الاقتراب منه.</p> </p></div> <p> <a Today, as their dependence on a crumbling social structure grows, many find themselves struggling to make ends meet. The ICRC is helping them get back on their feet.</p> <p>A great many women in Iraq are facing challenges in the task of caring for their families, earning income and taking part in community and professional life. Since widespread violence erupted in 2003, they have been increasingly caught in the crossfire, killed, wounded or driven from their homes. As their menfolk have been killed or taken away in large numbers, the entire burden of running the household has been suddenly thrust upon them.</p> <p>"Regardless of the circumstance of loss, the mere fact that there is no traditional breadwinner directly affects the family’s financial situation," said Caroline Douilliez, head of the ICRC’s Women and War programme in Iraq. "The ICRC’s observations across Iraq have led us to the distressing conclusion that the lack of regular and sufficient income over the years has cast a huge number of families into severe poverty."</p> <div style="border-right: black 1px solid; padding-right: 5px; border-top: black 1px solid; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; border-left: black 1px solid; width: 300px; padding-top: 5px; border-bottom: black 1px solid"> <p>30-03-2011 Operational Update </p> <ul> <li><a href="https://web.archive.org/web/20130125170603/http://www.icrc.org/eng/assets/files/2011/iraq-update-01-02-2011-icrc-eng.pdf" target="_blank" class="external"><strong>Download full document: "Iraq: women struggle to make ends meet"</strong></a> PDF 368 KB </li> </ul></div> <p>According to ICRC estimates, between one and two million households in Iraq today are headed by women. This figure includes women whose husbands are either dead, missing (some since as far back as 1980) or detained. Divorced women are also taken into account. All these women were wives at one time, and today remain mothers to their children and daughters to their parents, and sometimes ultimately breadwinners and caregivers for all these people. Without a male relative, they lack economic, physical and social protection and support. Often they struggle with harrowing memories of the circumstance of death or disappearance of their husband. Displaced women face the added challenge of coping with the loss of a home that they had to leave because of threats to their safety, or for lack of income.</p> <p>"With no job opportunities, with no help from relatives themselves too poor to provide it, and with no assistance from the State social-security system, these women’s daily struggle revolves around putting food on the table and paying for shelter, schooling and medical care," said Ms Douilliez. "Sometimes their only option is to take their young boys out of school and send them out to earn a few dinars for the family. As a result, future generations pay the price of today’s difficult times. Without a proper education, today’s youth will not be equipped to face their own challenges once they have families of their own."</p> <p>In response to this emergency, the ICRC has launched programmes aimed specifically to assist women heading households alone. Since 2008, the organization has focused on finding ways to help women attain self-sufficiency.</p> <p>At the same time, the ICRC closely monitors the effects of efforts made by the State to improve social-welfare benefits for women facing particular hardship. The ICRC can attest to the struggle required to increase budgetary allocations and other resources for this vulnerable group. Ms Douilliez stresses the scale of the problem and the need for a comprehensive approach by the Iraqi government.</p> <p>The ICRC is engaged in dialogue with parliamentarians and other central and provincial policy-makers to ensure that the social-welfare system for vulnerable women receives the resources it needs.</p> <p><b>Assistance:</b> Between 2009 and 2010 the ICRC assisted around 4,000 women heading households who have been displaced from their homes. Food parcels and hygiene items were distributed to women in Baghdad, Diyala and Ninawa governorates.</p> <p><b>Micro-economic initiatives:</b> The ICRC provides in-kind grants to help finance income-generating projects. The grants are extended to women who are willing and able to run such projects, which are often home-based businesses such as small shops, trade projects or food production. The projects, which have been initiated in Najaf, Basra, Missan and Baghdad since 2009, are conducted in partnership with local NGOs and monitored for several months to ensure sustainability.</p> <p><b>Social welfare benefits:</b> The ICRC, working in partnership with local NGOs, helps women handle the formalities associated with applying for social-welfare benefits. As the cost of travel to gather documents is high, especially for women who have very limited resources, it reimburses the travel expenses incurred by women in Baghdad, Anbar, Basra and Missan who have not previously applied for the allowance. In addition, the ICRC has provided the agency in charge of administering the benefit with technical support.</p> <h4>Bringing aid to people facing hardship</h4> <p>The ICRC has maintained its support for people struggling to earn a living, such as women heading households, people with disabilities and the displaced. During the months of January and February, the ICRC:</p> <ul> <li>provided emergency winter assistance for more than 44,000 displaced people in Ninawa, Kirkuk, Diyala, Baghdad, Wassit, Babil, Anbar, Salah Al-Din, Dohuk and Sulaimaniya; </li> <li>awarded 82 grants to disabled people and women heading households in Baghdad, Kirkuk, Ninawa, Sulaimaniya and Erbil to enable them to start small businesses and regain economic self-sufficiency. Around 900 households headed by women and the disabled have received such assistance since 2008. The grants have benefited over 5,000 people. </li> </ul> <h4>Assisting hospitals and physical rehabilitation centres</h4> <p>Because health-care services in some rural and conflict-prone areas are still struggling to meet the needs of the civilian population, the ICRC continues to help renovate the premises of health-care facilities and train staff. To help disabled people reintegrate into the community, the ICRC also continues to provide limb-fitting and physical rehabilitation services. In January and February:</p> <ul> <li>192 new patients were fitted with prostheses and 1,010 with orthoses at 10 ICRC-supported centres throughout Iraq; </li> <li>17 doctors and 44 nurses took part in a course on emergency services given in Sulaimaniya and Najaf for medical personnel from Koya, Erbil, Dohuk, Khanaqin, Sulaimaniya, Kirkuk, Babil, Muthanna, Diwaniya, Kerbala and Najaf. </li> </ul> <p>In 2010 the ICRC began providing on-site support for eight primary health-care centres in Diyala, Ninawa, Kirkuk, Babil and Diwaniya. By agreement with the local authorities, the ICRC visits the centres on a regular basis to maintain and, where necessary, upgrade water supply networks. The ICRC also provides advice for emergency stabilization and referral services. In addition, it helps local health administrations to ensure that stocks of medicines and vaccines are adequate and that these items are always readily available.</p> <p>Over 280,000 people, including internally displaced people, now have better access to basic health-care and emergency services in the eight primary health-care centres. By mid-2010, the ICRC was providing the centres with enhanced support for various services. Local health authorities appointed additional female doctors to work in some facilities and provided additional ambulances and beds.</p> <h4>Providing clean water and sanitation</h4> <p>Access to clean water remains difficult in much of Iraq. ICRC engineers continue to repair and upgrade water, electrical and sanitary facilities, especially in places where violence remains a concern and in rural areas to improve the quality of services provided in communities and health-care facilities. In January and February, these activities included:</p> <h5>Emergency assistance:</h5> <p>The ICRC delivered water by truck:</p> <ul> <li>to al-Sadr City (sectors 52 and 53), Husseinia and Ma’amil area in Baghdad governorate to over 4,840 internally displaced people; </li> <li>to al-Zeidan primary health-care centre in Abu Ghraib, Baghdad governorate. </li> </ul> <h5>Support for health-care facilities:</h5> <p>The ICRC completed the following works:</p> <ul> <li>upgrading the water storage capacity in al-Shirqat General Hospital (100-bed capacity) in Salah al-Din governorate; </li> <li>renovation of the sanitary facilities in three buildings (Zainab, al Kindy and al Razi) in al- Rashad Psychiatric Hospital Phase 2 Stage 2 (1,300-bed capacity) in Baghdad governorate; </li> <li>renovation of a primary health-care centre in al-Sadr City (300 patients per day) in Baghdad governorate. The area served by the centre has a population of 50,000; </li> <li>installation of specialized equipment in al-Sadr Teaching Hospital (200 bed capacity), Najaf governorate. </li> </ul> <h5>Drinking-water supply:</h5> <p>The ICRC completed 10 main projects benefiting over 612,250 people throughout the country:</p> <ul> <li>renovation of Qaim water treatment plant in Anbar governorate, serving about 170,000 people; </li> <li>renovation of a compact unit in Za’faraniya, Baghdad governorate, serving about 200,000 people; </li> <li>transfer and reinstallation of a compact unit from al-Quds to al-Rasheed in Baghdad governorate, serving about 15,000 people; </li> <li>upgrade of five compact units in Abu Ghraib district, Baghdad governorate, serving about 74,000 people; </li> <li>renovation of a compact unit in al-Shirqat, Salah al-Din governorate, serving about 20,000 people; </li> <li>renovation of a compact unit in Diyala governorate serving about 40,000 people; </li> <li>supply of a generator for Mendili and Qaratapa water treatment plants in Diyala governorate, serving about 42,000 people; </li> <li>upgrade of water supply system in Qosh villages, in Ninawa, serving about 45,000 people; </li> <li>upgrade of water supply system in Khanaqin, Diyala governorate, serving about 6,000 people; </li> <li>renovation of a compact unit in Missan governorate serving about 250 people. </li> </ul> <h5>Renovation of infrastructure in places of detention:</h5> <p>● electro-mechanical works completed in Kadhimiya maximum security prison in Baghdad governorate; <br/>● improvement of the women’s yard in Hilla Prison (No. 2), Babil governorate, serving about 50 detainees.</p> <h4>Visiting detainees</h4> <p>In January and February, ICRC delegates visited detainees held by the Iraqi Correctional Service under the authority of the Ministry of Justice, the Ministry of the Interior, various branches of the Kurdish Regional Government and the United States government in 27 places of detention in 14 governorates. The delegates monitored the conditions in which detainees were being held and the treatment they received.</p> <p>The ICRC shared its observations and recommendations with the detaining authorities with a view to bringing about improvements where needed.</p> <p>In some of the places of detention, the ICRC gave detainees mattresses, blankets and recreational items such as books and games.</p> <p>The ICRC makes a special effort to restore and maintain ties between people held in detention facilities and their loved ones. In January and February over 350 Red Cross messages were exchanged between detainees and their families in Iraq and abroad. The ICRC also responded to over 750 enquiries from families seeking information on detained relatives or requesting other types of information, for instance on missing relatives. In addition, in Iraq, Iran and Kuwait, the ICRC issued close to 1,000 certificates of detention to former detainees and prisoners of war from previous international armed conflicts. The voluntary repatriation of two released detainees took place under the auspices of the ICRC. The organization also issued travel documents to 13 persons, mainly refugees, to enable them to resettle abroad. In February, the ICRC made arrangements for a three-day visit for seven Iraqi families (19 persons) to visit their loved ones detained in Kuwait Central Prison.</p> <h4>Clarifying the fate of missing people</h4> <p>During the months of January and February, the ICRC, in its role as a neutral intermediary, chaired a meeting between Iraq and Iran during which joint field work undertaken with a view to recovering the remains of soldiers killed during the 1980-1988 Iran-Iraq War was discussed. It also chaired one meeting of the Technical Sub-Committee dealing with missing persons from the 1990-1991 Gulf War, and participated in technical meetings with the parties concerned with a view to preparing joint field exhumations.</p> <p>The mortal remains of 38 persons, presumed to be Iraqi soldiers killed during the Iran-Iraq War, were handed over by the Iranian to the Iraqi authorities under ICRC auspices.</p> <p>The ICRC continued to provide the Iraqi Ministry of Human Rights and Baghdad’s Medical-Legal Institute with the technical support they require to exchange information and build up their capacity in the area of forensics. In January, the ICRC provided training in forensic anthropology for 27 members of the Medico-Legal Institute.</p> <h4>Promoting compliance with international humanitarian law</h4> <p>Reminding parties to a conflict of their obligation to protect civilians is a fundamental part of the ICRC’s work. The organization also endeavours to spread knowledge of international humanitarian law by organizing presentations for various audiences, including military personnel, prison staff, students and deprivation in Iraq</strong></p> <p>I recently learnt that there’s a famous saying attributed to Napoleon Bonaparte that armies travel on their stomachs. It should not be surprising that the other type of armies associated with warfare the armies of refugees refuse to travel to back to a place where there is no chronic food insecurity, chronic unemployment, housing shortages, and very shaky security.  </p> <p>A large part of the reason for this marked reluctance to return by refugees is highlighted in the report <strong>"Food deprivation in Iraq" </strong>published yesterday by the government as a condition for getting aid from the UN. Even the executive summary I have posted here paints a picture of a country a significant portion of whose population do not have a reliable source of food. The first three paragraphs are grim but unsurprising reading:</p> <blockquote><p>A majority of Iraqi refugees who have returned from exile to Baghdad regret their decision, saying they face insecurity, a lack of jobs and inadequate health care, the United Nations refugee agency said on Tuesday. </p> <p>Some 61 percent of those interviewed were sorry they had left Syria and Jordan, while one in three was unsure of staying in Iraq, according to its recently-completed survey of 2,353 Iraqis who returned to the capital between 2007 and 2008. </p> <p>"UNHCR staff were informed by returnees of numerous instances of explosions, harassment, military operations and kidnapping occurring in their areas of return," Melissa Fleming, spokeswoman of the U.N. This is equivalent to an estimated 2.1 million Iraqis. In light of the history of conflict in Iraq and the current state of instability, this prevalence is rather low especially when compared to the overall prevalence of food deprivation within the Near East and North Africa region (7 percent in Iraq compared to 8 percent in the region). </p> <p>The national prevalence, however, is not equally distributed at the sub national level as disparities exist between the Iraqi governorates. Although food insecure households exist in nearly all governorates of Iraq, they are found to be concentrated in Diyala, Babylon Basrah, Salah al Deen, Kerbala and Muthanna governorates where the prevalence of food deprivation ranges from 51 to 17 percent. The highest level of food deprivation is observed in Diyala governorate, where around one half of people were food deprived. The high prevalence of food deprivation in Diyala is attributed to disruptions in food distributions through the Public Distribution System caused by the incidence of violence and military campaigns during the data collection period. </p> <p>The Public Distribution System (PDS) was established in 1991 to guarantee a provision of a minimum consumption needs to the Iraqi population through distribution of rations comprising of wheat flour, rice, sugar, vegetable oil, pulses, adult milk, infant formula and tea as well as other non food items at a highly subsidized price. The average daily dietary energy consumption in Iraq is 2580 kilocalorie per person, over half of which is acquired through the PDS. </p> <p>At the level of household characteristics, food deprivation is concentrated within population groups characterized by low income, large households, whose head is over 50 years of age and is illiterate, involved in agricultural activities or unemployed. </p> <p>Expenditures on food represents slightly more than one third (35 percent) of total household expenditures, of which, 80 percent is dedicated to commercial food purchases and the remaining twenty percent represents the value of the nominal payment required to receive the PDS food rations, the value of food produced and consumed by households and food purchased and consumed away from the home. </p> <p>Despite having a share of 80 percent of all food expenditures, food purchased from the commercial markets provides only 44 percent of the kilocalorie consumption at the national level. Accordingly, the contribution of dietary energy from the PDS plays a critical role from the food security perspective while the contribution of purchased food plays an important role from the expenditure structure perspective and dietary energy acquired from food from own production is negligible. The high reliance of Iraqis within the lower income strata on food rations renders them vulnerable to any irregularities in the distribution system and market fluctuations. </p> <p>The market price of 1000 kilocalories in Iraq is valued at 610 Iraqi Dinars on average. Accordingly, daily per capita expenditure on food is valued at 1590 Iraqi Dinars. When accounting for actual expenditures, subsidized prices of food provided through the PDS renders the cost of 1000 kilocalories to be 520 Iraqi Dinars on average, bringing daily per capita out of pocket expenditure on food down to 1360 Iraqi Dinars. </p> <p>In general, the Iraqi diet is balanced from the perspective of macro nutrient consumption as the distribution of energy acquired from fat, carbohydrates and proteins is 26, 62 and 12 percent respectively. However, consumption of fat is nearer to the higher bounds and protein nearer the lower bounds of the FAO/WHO/UNU recommendations. Average daily cereal consumption of around 400 grams per person provides 53 percent of total dietary energy consumed, followed by oils and fats (12 percent) and sugar (11 percent). </p> <p>Animal protein (meat, dairy products, eggs and fish) contributes 10 percent to the total dietary energy consumption. Food consumption is not equally distributed amongst all Iraqi households, as households of higher income group consume on average twice the quantity of dietary energy than that consumed by households in the lowest income group. High Commissioner for Refugees (UNHCR), told a news briefing. </p> <p>Although many returnees said they had left their host countries because they could no longer afford the cost of living there, some 87 percent said their income in Iraq was insufficient to cover their families’ needs. </p> <p>"One of the principal challenges we found for Iraqi returnees is finding regular employment, making them reliant on irregular jobs, which are often not available," Fleming said. </p> <p>Separate polls of a total of 3,500 Iraqi refugees living in Syria and Jordan, released on October 8, found most still reluctant to return home on a permanent basis, according to the UNHCR. </p> <p>Refugees cited political uncertainty and insecurity in Iraq, as well as poor educational opportunities and housing shortages. Syria and Jordan host some 180,000 registered Iraqi refugees. </p> <h3>FORCED DEPORTATIONS </h3> <p>While violence has plunged from the height of sectarian bloodshed in 2006-2007, explosions and attacks happen daily. Bombs destroyed the home of a senior Iraqi police commander on Tuesday, killing at least 11 people in the northern city of Tikrit, hometown of former dictator Saddam Hussein, police said. </p> <p>The UNHCR does not promote returns to Iraq, due to insecurity, and its guidelines to all governments strongly recommend that Iraqis should not be sent home to five central provinces, including Baghdad, seen as too dangerous. </p> <p>However, it helps refugees who voluntarily want to go home, providing them with transport costs and a small cash grant. </p> <p>Fewer than 3,000 have taken up the offer since 2007, though many have returned without its support, according to the agency. </p> <p>"Iraqi refugees are the best judges of when to go back. Basically they are voting with their feet," said UNHCR spokeswoman Sybella Wilkes. </p> <p>The UNHCR also said that it remained concerned by forced deportations of failed Iraqi asylum seekers from five countries in Europe (Britain, Denmark, Netherlands, Norway and Sweden). </p> <p>It knew of seven chartered flights, coordinated by the European Union border agency FRONTEX, believed to have flown several hundred Iraqis back to their homeland since June. </p> <p>"We would very much like to have a fuller picture of who is being returned and where," Wilkes said. href="https://web.archive.org/web/20130125170603/http://www.irinnews.org/report.aspx?ReportID=90616" class="external" target="_blank">IRIN</a>) – The UN Refugee Agency (UNHCR) has expressed concern about the growing number of deportations of Iraqi asylum-seekers from Western Europe in the last two months. <p>Special charter flights to take failed asylum-seekers home have increased in frequency, and Iraqis are being returned to parts of the country which are still unsafe, in contravention of UNHCR guidelines for the handling of Iraqi asylum applications, it says. </p> <p>The deportations are handled by Frontex, a Warsaw-based agency set up to coordinate operations between European Union (EU) member states in the field of border security, and their planes can carry returnees from several different countries. The most recent (on 22 September) had failed asylum applicants from Sweden, Norway, the Netherlands and the UK. </p> <p>One of the UNHCR’s complaints is that the information provided by those countries is usually sketchy, varies from country to country and is given only very late in the process. In the case of last week’s flight, Sweden told the UNHCR the names and dates of birth of those being sent home, but not their destinations. The UK provided details of where its rejected claimants were going but not their identities. </p> <p>No country told the UNHCR how many of the passengers being put on board the plane were going home voluntarily, and how many were being deported against their will, but reports from Baghdad say police had to be called to escort some of them off the plane. </p> <p>A spokesperson for the UNHCR, Sybella Wilkes, called for states sending home asylum-seekers to be more transparent. “We are aware when a flight is leaving,” she told IRIN, “but we don’t know until the last minute who is on board or which countries they are coming from.” </p> <p>The organization does not oppose people being sent back to Iraq in every case. “It’s possible that some people on the plane were going back voluntarily,” Wilkes said. “It’s possible that some were going to areas where we don’t have issues about security. But we don’t know. Having full information would be in everybody’s best interests.” </p> <p>What they do know is that among the passengers leaving Sweden were two women and four children. The British government said all those it was sending last week were single adult males, but their destinations included Baghdad, Ninawa, Kirkuk and Salah ad-Din – all areas the UNHCR considers unsafe. </p> <p><strong>Five governorates unsafe</strong> </p> <p>“We are very clear in our guidelines,” said Sybella Wilkes. “Baghdad, Diyala, Kirkuk, Ninawa and Salah ad-Din are still not safe, in view of serious human rights violations and continuing security incidents in those areas. We specifically ask governments not to return people to those five governorates, and we are disappointed they are ignoring our guidelines.” </p> <p>The general secretary of the International Federation of Iraqi Refugees, Dashty Jamal, blamed the rise in forced removals on the electoral success of right wing parties in a number of European countries. He told IRIN: “Most of the EU countries’ right-wing parties have united together to change their immigration policy, and deport back all Iraqis who apply for asylum in their country.” </p> <p>He said that as well as the charter flights run by Frontex, individual refugees are being sent back almost every night on scheduled flights to Jordan. “I believe that no part of Iraq is safe, even Kurdistan. It is like the UN saying that Berne in Switzerland is safe but Zurich is not safe. This is not the time to send people back. They are playing with the lives of innocent people.” </p> <p>Contacted by IRIN, the UK’s border agency denied there had been any overall policy recently to deport more Iraqi asylum-seekers. Detailed figures of deportations over the past two months are not yet available, but a spokesperson insisted that every case is looked at individually and considered on its merits. “We only ever return those whom the Border Agency and the courts are satisfied are not in need of our protection, and who have failed to comply with a request to leave.” </p> <p>Are the Agency and the courts ignoring the UNHCR guidelines on safe and unsafe areas? “A whole range of factors are taken into account,” the spokesperson told IRIN. “And from the UK’s point of view we have to be satisfied that they don’t need our protection.” </p> <p>The UNHCR has been lobbying since June against the forced removals to Iraq, but says so far they have not seen any shift in position by Western European governments. Sybella Wilkes says she is disappointed. “I would like them to consider that they have a minority of Iraqi asylum-seekers in their countries. And this is not a very positive example when Iraq’s neighbours have much greater numbers, and have been much more generous and welcoming.” </p> <p>Dashty Jamal told IRIN on 28 September that a number of Iraqis in the UK had received tickets for a flight back to Iraq on 6 October, and that a demonstration was being planned that day outside the Iraqi embassy in London to protest at the way returnees are treated when they get to Baghdad.<br/> <table style="margin: 5px; The photograph below was taken on the shores of Lake Sawa which is about 25 kilometres north of Samawah the capital of Al Muthanna Governorate. </p> <p>If you look at the photo you can see that the shore is ringed with a crust of salt from evaporation. It’s a dead lake because evaporation makes the water so salty that fish can’t live in it. There is a local industry of salt collection and this is where my mother bought our salt from when I was a child. And I remember learning in school that there is no clear source for the water in the lake. It does not seem to be linked to any river and it is not some surviving part of a sea from before recorded history. In those geography lessons the teacher told us that this lake is very unusual because all the water is <em>above</em> ground level. The water is so salty that if the banks of the lake get broken in some place the flow of water and fast evaporation means that the banks repair themselves.</p> <p>But what I remember best about this lake is my mother telling us to watch the birds very carefully and we would see a very strange thing. I remember watching them and seeing the birds land and they did not sink! They birds were walking on the surface of the lake as if it was ground! I remember mother laughing, I suppose at the expression on our faces. Instead of ordering an independent inquiry, Prime Minister Nuri Kamal al-Maliki has dismissed the torture accounts as "lies" and "a smear campaign." He told the state-run Iraqiya television that the detainees inflicted the scars on themselves "by rubbing matches on some of their body parts."</p> <p>But the wounds that my colleague and I witnessed last Wednesday, when we interviewed 42 of the men who had been held in that place, could not have been self-inflicted. Huge scabs on their legs matched detainees’ descriptions of being suspended upside down with their lower legs trapped between bars. Deep welts on their backs were consistent with cable whipping. These scars were just the beginning of the horror the men, and the evidence on their bodies, revealed.</p> <p>We hadn’t been in Wing 5 of Baghdad’s Al Rusafa detention facility for more than a few minutes before dozens of detainees pressed against the 19 overcrowded cage-like cells to which 300 of the men had been moved after the secret prison was exposed and began re-enacting the dreadful abuses that interrogators at Muthanna had subjected them to. They lifted their shirts and pant legs to reveal fresh scars, bruising, scabs and disfigurements. Each wanted to share his story, and each story was horrifically like the ones before. We had been in Iraq for about a month recording human rights violations through interviews with victims of torture and other abuses across the country, but nothing prepared us for this encounter.</p> <p>The 42 men the two of us were able to interview in the three hours we spent there recounted in appalling detail interrogation sessions that lasted three or four hours each. They described how their torturers kicked, whipped, beat and tried to suffocate them, gave them electric shocks, burned them with cigarettes and pulled out their fingernails and teeth. The prisoners said that interrogators sodomized some detainees with sticks and pistol barrels. Some young men said they had been forced to perform oral sex on interrogators and guards and that interrogator forced detainees to molest one another. </p> <p>If the detainees still refused to confess, interrogators would threaten to rape the women and girls in their families. </p> <p>The detainees were among about 430 who had been kept for months in the secret facility, which was run by the Baghdad Operations Command, one of several regional security commands set up by the prime minister that answer directly to him. All were transferred or released, with 300 of them moved to Al Rusafa, after the Human Rights Ministry inspected Muthanna in March and reported abuses to the prime minister. Until then, the detainees had no access to their families or lawyers. They didn’t even receive a case number, never mind formal charges. An investigative judge questioned many of them individually in a room just down the hall from one of the torture chambers.</p> <p>The Iraqi Army had detained them between September and December 2009 during sweeps in and around Mosul, a Sunni militant stronghold, accusing them of aiding and abetting terrorism. They were forced to sign false confessions but even after they confessed, many said, torture persisted.</p> <p>If the Iraqi government wants to avoid comparisons with U.S. abuses at Abu Ghraib and the appalling practices of the former government of Saddam Hussein, it needs to stop stonewalling.</p> <p>The sooner it brings those responsible to justice, the better for these victims, the government’s حصل بعد عد وفرز 63 في المائة من الأصوات على 219657 صوتا تلاه في المرتبة الثانية الائتلاف الوطني العراقي الذي يتزعمه السيد عمار الحكيم، بـ 121497 صوتا، وجاءت الكتلة العراقية التي يترئسها اياد علاوي في المرتبة الثالثة بـ 36093 صوتا. <br/>وكان ائتلاف دولة القانون حقق المركز الأول حسب النتائج الأولية الجزئية في كل محافظات النجف وكربلاء وبابل والمثنى وبغداد وذي قار وواسط. <br/>من ناحية اخرى أعلنت المفوضية أن التحالف الكردستاني الذي يضم الحزبيين الكرديين الرئيسيين حصل على المركز الأول في محافظة دهوك شمالي العراق، وهي المحافظة الكردية الثانية التي يحقق التحالف التقدم فيها. <br/>وأظهرت النتائج الجزئية لـ 55 في المائة من مجموع الأصوات حصول التحالف الكردستاني على 170690 صوتا وحل بالمرتبة الثانية الاتحاد الاسلامي الكردستاني بـ 31053 صوتا، وجاءت حركة التغيير بالمركز الثالث بعد حصولها 12570 dir="rtl" align="right">اعلن الجهاز المركزي للاحصاء التابع لوزارة التخطيط والتعاون الانمائي، الاربعاء، ان هناك سبعة ملايين عراقي يعيشون تحت خط الفقر وان محافظة المثنى هي الأفقر بين مدن العراق وذلك خلال العام الماضي، وفق ما نقل مصدر اعلامي في الوزارة. <br/>وقال إن الجهاز المركزي للإحصاء نفذ مسحا شاملا  اظهر ان السكان الذين يقعون تحت مستوى خط الفقر يبلغ حوالي سبعة ملايين..وان افقر ثلاث محافظات هي المثنى ونسبة الفقر فيها 49% تليها محافظة بابل ونسبة الفقر فيها 41% ثم محافظة صلاح الدين وقد بلغت نسبة الفقر فيها 40%. <br/>ولفت الى ان نتائج هذا المسح اظهرت ان قيمة خط الفقر الوطني بلغت (77) الف دينار للفرد شهريا، وهذا يعني ان (23%) من السكان يقعون تحت خط الفقر، واردف ان هؤلاء السكان يتوزعون بواقع (39%) في الريف اي (3,4) مليون فرد، وفي الحضر (16%) اي (3,5) مليون فرد. <br/>واضاف ان النتائج اظهرت ان معدل البطالة بين السكان بعمر (15 سنة واكثر) بلغ (15%) لكلا الجنسين  ويشكل معدل البطالة بين الذكور (14%) وبين الاناث (19%)”، لافتا الى ان اكبر معدل للبطالة كان في الفئة العمرية (15 – 19) سنة، اذ بلغ (34%). <br/>واشار الى ان اقل معدل للبطالة كان بين الذي يحملون شهادة الدكتوراه فأعلى حيث بلغ حوالي (3%)”، منوهاً الى ان هذه النتائج تظهر وجود انخفاض بنسبة (12%) عن معدلات عام 2006 حيث كان معدل البطالة (17%) عام 2006 وبنحو عام فان معدلات البطالة شهدت انخفاضا واضحا في معدلاتها خلال السنوات الماضية ففي عام 2003 كانت نسبة البطالة (28%) انخفضت الى (26%) عام 2004 والى (18%) عام 2005.</p> </div> </div>
