Judge <strong>Stanley Sporkin</strong>'s investigative into the missing and/or botched evidence in the <a href="http://web.archive.org/web/20091205161211/http://www.washingtoncitypaper.com/topics/pershing-park/">Pershing Park</a> case has been released. The 18-page report is not a whitewash as <a href="http://web.archive.org/web/20091205161211/http://www.washingtoncitypaper.com/blogs/citydesk/2009/11/24/pershing-park-case-will-sporkin-report-be-a-whitewash/">we had speculated it would be</a> (mea culpa, Judge Sporkin). While the judge failed to name names and definitively conclude what exactly happened to the running resume and the erased radio dispatches concerning the mass arrests on Sept. 27, 2002, the report has much to offer.</p> <p>For too long, the <strong>Office of the Attorney General</strong>---and AG Peter Nickles---had downplayed the evidence problems in the Pershing Park cases. Sporkin does no such thing. He suggests that in the case of the now missing running resume that it may have been destroyed on purpose.</p> <p>"I try to be as surgical as possible," Sporkin tells <strong>City Desk</strong>. "Just [follow] the facts where they are and at the end of it just look at them. Does it make sense?"</p> <p>Sporkin says that the D.C. Police were willing participants in his endeavor. "There is nobody that didn't talk to me straight," he says, but added: "There's inconsistencies. I have a nominee.</p> <p>On November 23, the District <a href="http://web.archive.org/web/20091205161211/http://www.washingtoncitypaper.com/blogs/citydesk/2009/11/23/district-settles-2000-mass-arrest-case-for-13-7-million/">settled a class-action lawsuit for $13.7 million</a>. The suit had alleged that more than 600 citizens were falsely arrested surrounding the anti-globalization protests in April 2000. Not only were these citizens falsely arrested, but a raid on one of the protesters' offices was proved to be bogus. At the time, D.C. <a href="http://web.archive.org/web/20091205161211/http://www.greenspun.com/bboard/q-and-a-fetch-msg.tcl?msg_id=002yry">police brass alleged</a> that they found Molotov cocktail materials.</p> <p>Both the raid and the arrests have proven to be very costly mistakes for the District and lead to policies that set the stage for <a href="http://web.archive.org/web/20091205161211/http://www.washingtoncitypaper.com/topics/pershing-park/">Pershing Park</a>. Now, WaPo is stuck with an editorial that got it all so wrong. Police data [<a href="http://web.archive.org/web/20091205161211/http://mpdc.dc.gov/mpdc/frames.asp?doc=/mpdc/lib/mpdc/publications/Bias_related_crime_2009.pdf">PDF</a>], there has been a total of 36 hate crimes committed in the District as of September 30. That's about the same for 2008 and 2007's totals of 38.</p> <p>By far, the majority of hate crimes have revolved around sexual orientation. As of Sept. 30, there have been 31 such crimes reported. There could be many more. As WTOP's <strong>Mark Segraves</strong> pointed out on his must-listen <a href="http://web.archive.org/web/20091205161211/http://wtop.com/?nid=596&sid=1830312">Ask The Chief</a> segment, sometimes officers do not report hate crimes as hate crimes. [In a recent hate-crime incident I did some reporting on, D.C. cops did not report it as a hate crime].</p> <p>On the WTOP segment, Police Chief <strong>Cathy Lanier</strong> did admit that since the report was issued, sexual-orientation based hate crimes have jumped to 35.</p> <p>Numbers can be debated. Donahue Peebles</strong> is starting to sound more and more like a man who's running for mayor.</p> <p>On the same morning that <em>Washington Times</em> reporter <strong>David C. Lipscomb</strong> revealed that several Peebles-related Internet domains <a href="http://web.archive.org/web/20091205161211/http://www.washingtontimes.com/news/2009/dec/04/developer-close-to-decision-on-mayor-bid/">have been quietly snapped up</a>, the megadeveloper <a href="http://web.archive.org/web/20091205161211/http://www.wtop.com/?sid=611202&nid=524">appeared on WTOP's Politics Program</a> this morning to address the mayoral scuttlebutt.</p> <p>Under questioning from host <strong>Mark Plotkin</strong>, Peebles said he was "giving some serious consideration" to announcing a mayoral run, and that he'd have a decision in seven to 10 days.</p> <p>If there's any doubt in Peebles' mind, he certainly did not express it. In September, City Desk <a href="/web/20091205161211/http://www.washingtoncitypaper.com/blogs/2009/09/03/neighborhood-watch-ward-8-and-the-washington-highlands-library/">reported</a> that some residents were unhappy with the new Washington Highlands Library’s futuristic pod design. The plan is still to raze the old library on <a href="http://web.archive.org/web/20091205161211/http://dcpl.dc.gov/dcpl/cwp/view.asp?a=1266&q=565834">115 Atlantic St. SW</a> and replace it with the new design in 2011. But some are making a last ditch effort to save the old library. They argue that the <a href="http://web.archive.org/web/20091205161211/http://dc.gov/index.asp">D.C. Public Library</a> (DCPL) went ahead and closed it before the neighborhood had a chance to have its say. Couple things I came away with:</p> <p>1)<a href="http://web.archive.org/web/20091205161211/http://www.washingtoncitypaper.com/blogs/citydesk/2009/11/02/allen-v-roig-franzia-from-the-beginning/">Henry Allen really is a cocksucker</a>. Charticles are hard as balls.</p> <p>2)Charticles don't work real well in the pro-visionary online format. <a href="http://web.archive.org/web/20091205161211/http://www.washingtoncitypaper.com/display.php?id=38187">See for yourself</a>! But charticles are grand in print. So pick up an analog copy of City Paper now. Patronize the advertisers therein! You'll not only be helping save this newspaper, you'll be giving the charticle a future!</p> <p>This particular charticle deals with how Redskins fans can spend all that money they save by giving up season tickets. Sure, season tickets used to be harder to get around here than a legitimate invitation to a state dinner. But from everything I've heard and read and felt and tasted lately, I'd bet there's going to be a waiting list to get rid of Skins tickets after this season.</p> <p>I'm still suffering from sticker shock after reporting this charticle -- and, yes, I'm going to use "charticle" as often as possible henceforth, because it's the greatest word I've learned since "jism." Thousands of families in this area have given Dan Snyder tens of thousands of dollars a year for years just to attend Redskins games. I mean, I guess I always knew that. But seeing these figures in print left me stunned: Using essentially the same template as <a href="http://web.archive.org/web/20091205161211/http://www.teammarketing.com/fancost/nfl/">Team Marketing Report</a>, the godfather of fan-expenditure surveys, I calculated that a family of four spends about $24,190 per season to sit in the Loge section of FedExField.</p> <p>Depression? What depression?</p> <p>The biggest rush I got out of reporting the charticle(!) was the chance to talk to Gerry Bessell.</p> <p>Redskins fans might not know Bessell's name, but they sure know his work. He's the guy who kickstarted Joe Jacoby's acting career by hiring the biggest Hog to be <a href="http://web.archive.org/web/20091205161211/http://www.youtube.com/watch?v=NlvPBo_HalI">the spokesmodel for TheaterVision</a>, the Rockville-based big-screen TV retailer that Bessell owned.</p> <p>(AFTER THE JUMP: <em>How come we don't have TheaterVision commercials anymore? During the past few years, the redevelopment of that district has brought a flurry of new businesses and patrons. Who can resist the balls at <a href="http://web.archive.org/web/20091205161211/http://www.stickyricedc.com/">Sticky Rice</a> or dancing the night away at the <a href="http://web.archive.org/web/20091205161211/http://www.rockandrollhoteldc.com/portal/home/">Rock & Roll Hotel</a>? Council for approval of the plan. Myers adds: 'Billionaire developer <strong>Don Peebles</strong>...has reportedly offered up to $1 million in campaign cash for anyone willing to tackle Fenty. Gray said he hadn't talked to Peebles about cash, but didn't rule out the possibility of being bankrolled by him.' In WaTimes, <strong>David C. Lipscomb</strong> <a href="http://web.archive.org/web/20091205161211/http://www.washingtontimes.com/news/2009/dec/04/developer-close-to-decision-on-mayor-bid/">has the juicier bit on Peebles</a>, reporting that the Internet domains including 'peeblesformayor.com' and 'peeblesfordc.com' have been reserved; he also quotes a Peebles spokesperson saying that the man is 'inching' toward a decision. And: Peebles appeared on WTOP this morning taking up his impending decision.</p> <p>LL'S 2010 INTEL---Peebles, make no mistake, wants to run himself---not serve as someone's bankroll---and if he makes a move, it will come before Dec. 15. He has to move fast because he, along with Gray and the Browns, are all smart men: They know none of them can beat Fenty in a split field. And for Peebles in particular, being the second entrant will raise spoiler charges. So while Gray dithers, Peebles will get in fast and make the case that he can win and that Gray can better serve the city by keeping his current position. Oh, and that million-dollar bankroll for Gray? Forget it.
