气候谈判中概述的该协议的签署国包括加拿大、英国和德国。中国和印度是世界上最大的煤炭消费国，但目前还不是该协议的支持者，美国也不是。</p> <p>在阿塞拜疆峰会上，美国、欧盟等国敦促各国重申并执行一年前签署的摆脱化石燃料的协议，并宣布这一消息。</p> <p>欧盟气候行动专员沃普克·胡克斯特拉在声明中表示：“大多数国家已经放弃了煤电，转而选择价格实惠、可靠、清洁的能源，但全球煤电仍在增长。”“新的煤电是实现 1.5C 温控目标的最大威胁之一，”他说。</p> <p>该计划的支持者将敦促其他国家在明年巴西举行的 COP30 会谈前就煤电问题做出类似的承诺。</p> <p>根据 4 月份发布的全球能源监测报告，尽管减排的紧迫性日益增强，2021 年格拉斯哥气候峰会上全球承诺“逐步减少”煤炭，但这种污染最严重的化石燃料的使用量却激增，并在去年创下了历史新高。该研究公司表示，2023 年煤电装机容量将增长 2%，其中三分之二的新增装机容量来自中国。</p> <p>根据《巴黎协定》，各国应在明年 2 月份之前提交新的承诺，即到 2035 年减少温室气体排放的国家自主贡献。</p>
