The arrest took place at the Pallel police station in Kakching district. The gold bars weighed 166 gm each.<br /><br />The driver, identified as Prakash Khetri (23) from Moreh town bordering Myanmar, said he had smuggled the gold bars from his hometown in Tengnoupal district. Khetri and the seized gold bars have been handed over to the customs department for necessary action.<br /><br />The police said the van coming from the border town was intercepted and searched based on intelligence received on gold smuggling.<br /><br />Apart from drugs, gold and precious stones are also being smuggled through Manipur which has become a conduit for all kinds of contraband goods including sophisticated weapons.<br /><br />On Wednesday evening, a combined team of police personnel from the 43 Assam Rifles had made a significant arrest of three drug traffickers from Assam, police sources said. Brown sugar worth ₹1.44 crore in the international market was recovered from them, who were identified as Sahidur Aslam, Alimuddin Khan and Alam Ali. Hailing from Karimganj district of Assam, they are reported to have come to Moreh to buy drugs.<br /><br />They are said to have confessed to procuring the substance from a tribal drug trafficker and Moreh resident Peter Khambilien who was also nabbed. All of them have been handed over to the Moreh police.<br /><br />Also on Thursday, the police recovered 684 gm brown sugar packed inside 60 concealed soap cases from a jeep coming from Moreh at the Kondong Lairembi checkpost. The alleged traffickers were travelling from Moreh towards Assam.<br /><br />Manipur Chief Minister N. Biren SIngh expressed happiness over the seizure of drugs and the arrests in the State in the past few days. Not so long ago, a heartwarming video from Arunachal Pradesh a little girl consoling her emotional classmate, who was crying.<br /><br />This time, a photo of a 10-year-old Manipuri girl attending school with her younger sister in her lap has drawn the attention of netizens and Manipur Power, Forest, and Environment Minister Th. Biswajit Singh.<br /><br />The 10-year-old student of class 4, identified as Meiningsinliu Pamei, went to school on the day while babysitting her little sister because her parents were tied up with farming duties.<br /><br />The moving photo drew the attention of Biswajit Singh, who wrote: "Her dedication for education is what left me amazed! Spoke to her family that I will personally take care of her education till she graduates. Proud of her dedication,” Singh tweeted.<br /><br />According to reports, Meiningsinliu family resides Tamenglong district in northern Manipur. She studies at Dailong primary school in Tamenglong district of Manipur.<br /><br />The photo has left a lasting impression on netizens, who lauded the little girl for her dedication to education and the Hmar Inpui and who held that responsibility for two terms, left us for his eternal home at his residence at, Churachandpur on Sunday Morning, the Hmar Inpui said in a message, and shared the sorrow with the bereaved family. We wish them peace and comfort from God, it added. </p> <p>“Being the steadfast leader of the Hmar community in its trying times, his contributions towards the betterment of the Hmar people are enormous. Remembering the undaunted efforts during his tenure as the president, the Hmar Inpui has to bid him adieu with highest regards,” it added. </p> <p>Apart from his responsibilities in the Hmar Inpui, his selfless efforts during communal flares in Churachandpur and in Assam will never be forgotten. His contribution towards the running of Hmar National Union, a Hmar-centric Political Party, is also well accounted for, the message sadi.</p> <p>In a message, the Kuki Inpi Manipur said that it is saddened to hear the demise of Hmangkhum Joute after a prolonged illness. </p> <p>During his tenure as president, he made immense contributions for peace and unity among the different Kuki tribes especially during the 1997-98 conflict in Churachandpur, the message said. </p> <p>“The Kuki Inpi Manipur expresses its anguish and condolence on his demise. Being a great and steadfast leader, his death is an irreparable loss and has created a great vacuum in the Kuki community which is  hard to fill,” it added. </p> <p>Former MP Mani Charenamei and his family, in a message said that Joute was a soft spoken, understanding and committed leader. Joute was a true teacher and his selfless service for the sake of the marginalised  tribal communities will be always remembered in all the years to come, it added. </p> <p>“His demise is a great loss not only for the Hmar Community but also for  the tribal community as a whole. In such a situation, insisting that they first answer for admitted violations of our domestic laws…would be palpably inhuman,” the bench observed.The High Court of Manipur on Monday ordered safe passage to seven Myanmar nationals, stranded at a border town in Manipur, to travel to the United Nations High Commissioner for Refugees (UNHCR) in New Delhi.</p> <p>It is learnt that three of the seven Myanmar nationals are journalists working with Mizzima News, while the rest are their kin.</p> <p>The order was issued by a division bench comprising Chief Justice Sanjaykumar and Justice Lanusungkum Jamir, in response to a petition filed by one Nandia Haksar. The petitioner approached the court to pass an order for safe passage to the seven Myanmar nationals to seek protection from UNHCR.</p> <p>In the course of the hearing, the bench noted that though India has no clear refugee protection policy or framework, it does grant asylum to a large number of refugees from the neighbouring country. It further noted that India usually respects UNHCR’s recognition of the status of such asylum seekers, mainly from Afghanistan and Myanmar.</p> <p>Citing this, the court observed that the seven in question are not ‘migrants’, as normally understood, but are ‘asylum seekers’.</p> <p>“They did not enter our country with the clear-cut and deliberate intention of breaking and violating our domestic laws. They fled the country of their origin under imminent threat to their lives and liberty. They aspire for relief under International Conventions that were put in place to offer protection and rehabilitation to refugees/asylum seekers. In such a situation, insisting that they first answer for admitted violations of our domestic laws, as a condition precedent for seeking ‘refugee’ status, would be palpably inhuman,” the bench observed.</p> <p>In his argument, S Suresh, Assistant Solicitor General, cited the provisions of the Foreigners Act, 1946; the Foreigners Order, 1948; and the Registration of Foreigners Act, 1939; in support of his contention that these seven persons, who admittedly entered the country illegally, should first face the consequences of their unlawful acts.</p> <p>The counsel further asserted that the Constitutional freedoms available under Article 19 are limited to citizens and these seven persons cannot claim such freedoms under Articles 19(1)(d) and 19 (1)(e), with regard to moving freely or residing/settling in any part of the territory of India.</p> <p>The petitioner, on the other hand, stated that after a military coup in the neighbouring country in February, the military junta banned Mizzima news and arrested several journalists. As such, the journalists, with their family, fled their country. Manipur-based journalists said the trio had been apprehensive about being pushed back into Myanmar by the Indian security forces. </p><p class="atd-ad">“The union appeals to the Manipur government to make necessary concessions to allow the journalists to come to (State capital) Imphal and all facilities be extended to them so that they can proceed to Delhi to seek the protection of the UNHCR,” the statement said. </p><p>After the coup in February, the Myanmar military had revoked Mizzima’s licence, arrested several of its journalists, raided its office in Yangon and froze its bank account. </p><p>The AMWJU alluded to a letter by the Ministry of Home Affairs to the north-eastern States bordering Myanmar not to let “illegal migrants” from that country in. “That letter is with reference to illegal migrants but the Mizzima journalists at Moreh are obviously refugees seeking asylum within India due to prosecution in their country,” the union said. </p><h2>Myanmar lawmakers </h2><p class="atd-ad">More Myanmar nationals are fleeing to adjoining Mizoram than Manipur. Officials in Mizoram capital Aizawl said a majority of some 2,200 people who have crossed over are police and fire service personnel and teachers. </p><p>Among them are 14 lawmakers from ethnic minority groups in Myanmar. A few of them are members of that country’s Parliament while the others represent a lower House equivalent to the Assembly of a State in India. </p><p>“People are coming in every day, but we cannot turn them away on humanitarian grounds. Many are hiding in the jungles along the border waiting for an opportunity to cross over,” V.L.T. All these months we could not earn anything. We could not send our children to schools. It was quite a struggle to arrange two square meals a day”.</p><p>The women leaders told reporters that the government had closed down the markets in an attempt to contain the pandemic. However, they could not understand the government’s logic of allowing greengrocer bubbles to do thriving business a little away from the markets. The women greengrocers at lanes and small fields in some localities do not observe the standard operating procedures, including the use of face masks.</p><p class="atd-ad">Recently, Chief Minister N. Biren had reopened the three women’s markets in the Imphal city. He said that during the closure of the markets loans were given to the women retailers. Manipur police arrested three persons in the case – Lisham Iboshana Meitei alias Jojo, Konsam Manithoi Singh and Huidrom Sangba, all having links with the banned outfit UNLF.</p><p>The central intelligence agencies believe that the attack was planned in Myanmar after which the cadres were activated here in Imphal.</p><p>NIA officials familiar with the case said they will take custody of the three arrested UNLF members and ask them about those who gave them directions for the attack.</p><p>Even as Indian government is holding peace talks with most of the insurgent groups from the north-east, several commanders of outfits like UNLF have been hiding in Myanmar. UNLF chairperson Rajkumar Meghen was released from Guwahati Central Jail in November 2019 after serving a decade-long sentence.</p><p>The central anti-terror probe agency has investigated several cases related to north-east insurgent groups in the last 11 years and has secured conviction against several ultras.</p><p>As reported by HT on March 2, insurgency-related incidents in the northeastern (N-E) states have dipped by 80% and civilian deaths by 99% in 2020 compared to 2014, according to MHA data. The deaths of security forces’ personnel also came down by 75%.</p><p>Several officials and experts said that fewer insurgency-related incidents in the N-E was due to majority of insurgent groups, including the National Socialist Council of Nagaland (NSCN) and its factions, having signed ceasefire agreements with the government. They added that regional diplomatic cooperation between India and neighbouring countries, including Bangladesh, Bhutan and Myanmar, have denied insurgents safe havens. Speaking at the occasion, Chief Minister Singh said that agriculture is an important sector that has largely contributed to the economy of the country.</p><p>"As such the State Government had taken up certain measures to save agricultural land with coordination among various departments of the government. Stating that possession of tool kits as a priority for developing any product, he announced that the financial assistance given to handicraft artisans would be increased to Rs. 20,000 from next year," he said.</p><p>He also informed about an exhibition of the local product "Mai-own 2021" that will be organised from March 16 to March 22 at Hapta Kangjeibung. Biren Singh said on Wednesday that schools may be arranged by the State government for “refugees from Myanmar,” but since it was a bilateral issue, they were awaiting directions from the Ministry of Home Affairs (MHA).</p><p>Mr. Singh told <em>The Hindu </em>on the phone that several persons from Myanmar “attempted to sneak” into India from the Manipur border but returned on seeing the presence of large number of security personnel. Manipur shares a 398 km border with Myanmar.</p><p>More than a dozen foreign nationals including policemen and women from Myanmar have fled to neighbouring Mizoram fearing a military crackdown. </p><p>“I have requested Home Minister Amit Shah to tell us what to do. If you ask me it is a humanitarian issue but since it is a bilateral issue between India and Myanmar, I have to speak to the Centre,” Mr. Singh said.</p><h2>Schools planned</h2><p>When asked if arrangements have been done to house the people fleeing the Myanmar military, Mr. Singh said, “Schools etc. may be arranged, we are almost ready but awaiting directions.”</p><p class="atd-ad">“We had alerted the border and deployed additional security forces there. There is no exodus so far but we are expecting many people to come here,” he said, adding, “We are prepared to give shelter to any civilian.”</p><p>MHA has refused to comment on the future course of action pertaining to the refugees from Myanmar.</p><p>The Mizoram government has also rued lack of instructions from the Centre on the issue. Mizoram’s Environment and Transport Minister T.J. Lalnungtluanga had told <em>The Hindu </em>on Tuesday, “There is no proper instruction from the Centre, and it is not fair. I am ready to help the people in my individual capacity and from the government on humanitarian grounds.”</p><h2>Chief Secy in Delhi</h2><p class="atd-ad">Mizoram Chief Secretary Lalnunmawia Chuaungo flew to Delhi on Tuesday even though the legislative Assembly is in session. margin-right: auto; max-width: 960px;"><figcaption class="caption-collapse" data-id="m-0" style="max-width: 960px;"><br /></figcaption></div></figure><p><strong>Here's why you should visit the floating islands in Manipur </strong></p><p>Northeastern states in India are unique for their picturesque backdrops, lush greenery, and mountainous terrains.</p><p>But little is known about the mesmerizing Loktak Lake in Manipur, which is home to unique islands called <em>phumdis</em>.</p><p><em>Phumdis</em> are floating masses of vegetation, spanning 40 sqkm, that are of different geometrical shapes, floating around the lake surface.</p><p>Read on to know more about these interesting islands.</p><p><strong>Ecosystem: Home to over 400 animal species, 100 bird species </strong></p><p><em>Phumdis</em> are formed naturally when the foliage floating in the water piles up together over the course of many years.</p><p>These islands are also home to over 400 species of animals, 100 species of birds, and 200 species of aquatic plants.</p><p>The floating lakes are a source of livelihood to over 100,000 people who resort to fishing and other activities on the islands.</p><p><strong>Floating park: Comprises the world's only floating park, Keibul Lamjao National Park </strong></p><p>One of the largest masses of <em>phumdis</em> comprises the world's biggest and only floating park, Keibul Lamjao National Park, which is home to endangered species like brow-antlered deer.</p><p>It is interesting to note that the soil of the park is considered neither too marshy nor too hard to walk and the area can be visited by a boat ride passing by colourful water plants.</p><p><strong>Division: The lake is divided into northern, central, and southern regions </strong></p><p>Loktak Lake is divided into northern, central, and southern regions. Her body stuffed in a gunny bag was found on November 12.</p> <p>Eventually, Nando was arrested by a special team and remanded in judicial custody.</p> <p>Later, he was lodged in the security ward of J.N. Institute of Medical Sciences, Imphal, as he had complained of illness.</p> <p>Nando escaped from the security ward on March 26, 2019. The latest agitation was carried out six days ago after a local newspaper published in Imphal was threatened by a militant group.</p> <p>The protest was the fallout of ongoing rivalry between two rival groups which are vehemently opposed to publication of news related to one another. The tussle between the same groups had resulted in a similar protest in November 2020.</p> <p>“The media fraternity are caught in between the devil and the deep sea. We have no options left but to resort to cease work,” said Khwairakpam Naoba, general secretary of All Manipur Working Journalist Union (AMWJU).</p> <p>A joint emergency meeting of AMWJU and Editor’s Guild Manipur (EGM) was held Wednesday night after one of the two rival groups issued a press statement, another top functionary of the union said. However, the meeting remained inconclusive when the rival group, as usual, was opposed to publication news related to the outfit who issued the press statement.</p> <p>On Thursday, the matter was discussed at an emergency general body meeting of the union. The meeting resolved to organise a public convention on the matter along with the participation from civil society organistions of Manipur.</p> <p>The public convention will discuss the future course of action followed by a protest rally in Imphal.</p> <p>Media fraternity in Manipur often comes under attack and gets intimidated over the rivalry between different militant factions.</p> <p>In 1999, H A Lalrohlu, the editor of a local newspaper ‘Shan’ in Hmar dialect, was shot dead at New Saikot in Churachandpur district. Days after the killing, Hmar Revolutionary Front (HRF) owned the responsibility for the act, alleging that he was “working against the interest of the outfit”.</p> <p>A similar incident occurred in 2000 when a local daily editor Thounaojam Brajamani was gunned down in Imphal. It is said that Brajamani had expressed his views against some “armed groups”. The journalist and the company have been asked to furnish relevant documents to show that the organisation is complying with the new rules, “failing which steps as deemed fit shall be initiated without further notice.”</p><p class="_yeti_done" dir="ltr">The online discussion, called Kanasi Neinasi, was uploaded on the Facebook page of TFM on February 28. Incidentally, the discussion was held to talk about the new IT rules and was titled ‘Media Under Siege: Are Journalists Walking A Tight Rope.’ The panellists were Paojel Chaoba, who is the Executive Editor of TFM, Grace Jajo, an independent journalist, and Ninglun Hanghal, who is a columnist and freelance journalist. The event was hosted by Kishorchandra Wangkhemcha, who is the Associate Editor of TFM. </p><p dir="ltr">A day after the hour-long discussion was uploaded, Paojel received the notice from Naorem Praveen Singh, who is the District Magistrate of Imphal West District. The notice, addressed to ‘Publisher/Intermediary, Khanasi Neinasi,’ states that since they are providing online services on news and current affairs on the social media platform through their Facebook page, and “As such, you are hereby directed to furnish all the relevant documents showing that you ensure compliance of the provisions of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021: failing which steps as deemed fit shall be initiated without further notice.” The notice seems to have been sent under Chapter V of the new rules. </p><h3 dir="ltr"><span style="color: maroon;">What the new rules state</span></h3><p dir="ltr">As per Chapter V of the new IT Rules, “a publisher of news and current affairs content and a publisher of online curated content operating in the territory of India, should inform the Ministry about the details of its entity by furnishing information along with such documents as may be specified, for the purpose of enabling communication and coordination.”</p><p dir="ltr">The rules say that the information should be furnished within a period of thirty days of the publication of these rules, or within thirty days from the date of start of its operations in India. The rules add that the news outlet needs to publish a periodic compliance report every month mentioning the details of grievances received and action taken and that the Union Information and Broadcasting Ministry can ask for information from time to time. </p><h3 dir="ltr"><span style="color: maroon;">‘Systematic attack on media and digital media’</span></h3><p dir="ltr">Speaking to TNM, Paojel says the police reached his doorstep on Monday and handed him the notice. “The notice is quite vague. We don’t know what 'steps' will be taken against us. They may be thinking of blocking our website or pages,” he says, adding that while the notice is addressed to a ‘Facebook page,’ he is part of a digital media outlet that is a fully licensed company. </p><p dir="ltr">“We have been quoted as a Facebook page but we are a digital website. We have an online news portal and we have tied up with another digital media outlet called 7 Salai and we jointly host weekly discussions. Four such sessions have been held and the most recent session was held on February 28, where the new code and IT rules were discussed. 7 Salai is a fully licensed company and an online digital portal and we have been coordinating with 7 Salai for these discussions as we have been using their studio and digital services,” Paojel tells TNM. </p><p dir="ltr">In the notice, TFM has been asked to submit the following documents: “Due Diligence, Code of Ethics and Procedure and Safeguards in relation to Digital Media, Self Regulating Mechanism, among others.”</p><p dir="ltr">Paojel has called the notice issued to him a “systematic attack on media and digital media.” </p><p dir="ltr">“Who is the appellate officer who is overseeing the furnishing of information? Why is the magistrate sending notice? And if you are verifying information in general, do you send the police? Why do the police have to come and deliver this to our house? We are not breaking any laws. This shows we are being oppressed by the regime, we are being slapped with such notices. It is intimidation, systematic harassment and repression,” Paojel says. </p><p dir="ltr">He shares that he and another editor of The Frontier Manipur were arrested earlier in January under charges of sedition and the stringent Unlawful Activities (Prevention) Act over an article that had <a data-saferedirecturl="https://www.google.com/url?q=https://indianexpress.com/article/north-east-india/manipur/manipur-journalists-arrested-under-uapa-sedition-charges-7150632/&source=gmail&ust=1614763986878000&usg=AFQjCNHlFgCGQNFDZg4V9TrHYBHdRNO1zA" href="https://indianexpress.com/article/north-east-india/manipur/manipur-journalists-arrested-under-uapa-sedition-charges-7150632/" target="_blank">criticised</a> the state’s militancy movement. Paojel says he was also sent a breach of privilege notice from the Manipur Assembly for publishing an article titled "State has no say regarding AFSPA, it is under the purview of union govt, says CM Biren" on February 18, 2021. The notice, accessed by TNM, said that The Frontier Manipur had “misled the public by wrongly reporting the proceedings of the Sitting held on 17th February, 2021 during the Question Hour.” Paojel told The News Minute that they had merely published the version that the Department of Information and Public Relations (DIPR) of the Manipur government had released. </p><h3 dir="ltr"><span style="color: maroon;">‘Comply or face action’</span></h3><p dir="ltr">Apar Gupta of the Internet Freedom Foundation (IFF) told TNM that every news publisher and outlet has to mandatorily follow the new rules issued by the government, since a gazette notification has been issued, and there is no or very little mechanism of redressals under the rules. </p><p dir="ltr">“All online news portals, newspapers which have websites and content about the e-newspapers, as well as individual creators of current affairs and political commentary who conduct any systematic business activity will essentially now be required to comply. If they fail to do it, they will arguably face censure or blocking of online websites. There is very little recourse in terms of appeal provided within the rules and it is arguably unconstitutional, as the parent legislature — the IT Act, 2000 — does not provide the power to create these rules in the first instance,” Apar told TNM. The original text of the IT Act does not recognise digital media at all. </p><p dir="ltr">Digital media outlets had earlier voiced concerns about how the new IT rules will affect the freedom of the press in India. As per the new rules, a multi-ministry government body can ultimately decide what content can and cannot be published by these organisations and the media organisations have no choice but to comply. Since March last year, after the coronavirus outbreak led to a nationwide shutdown in India, the 48-year-old who runs a grocery shop in Moreh, the last Indian town before the international border between India and Myanmar, has struggled to make ends meet.</p> <span class="custom-caption"><img alt="" class="wp-image-7176970 size-full" data-lazy-loaded="true" src="https://images.indianexpress.com/2021/02/Moreh-1.jpg" /> Mohammad Faizal sits outside his grocery shop located close to the India-Myanmar border. (Photo credit: Sonboi)</span> <p>Just when Faizal had expected his financial troubles to ease, with the proposed start of cross-border trade on February 1, Myanmar’s military seized power on that very day, in a coup against the democratically elected government of Nobel laureate Aung San Suu Kyi. In early morning raids, Suu Kyi was detained along with other leaders of her party. The international border gates at Moreh that were scheduled to open on that day, remained closed.</p> <p>In his small grocery shop that almost abuts the integrated check post at the Indo-Myanmar border, Faizal sells everything from milk and rice to vegetables and dried betel nuts. In the 20 years that he has run his little business, he has never seen a situation this dire. “Don’t even ask about what I am going through. Earlier I would earn Rs. 600 per day; now I am earning almost nothing. I am eating using my savings,” he says.</p> <p>It is his three children for whom Faizal is most concerned. “For the past eight to nine months, I have only been feeding them <i>dal</i> and water.”</p> <span class="custom-caption"><img alt="" class="wp-image-7176973 size-full" data-lazy-loaded="true" src="https://images.indianexpress.com/2021/02/Moreh-2.jpg" /> Mohammad Faizal stands inside his grocery shop located close to the India-Myanmar border in Moreh, near the integrated check post on Indian territory. (Photo credit: Sonboi)</span> <p>The extended border closures have resulted in the loss of business for the approximately 200 shops tightly packed around the integrated check post on the Indian side. According to these shopkeepers, after the Indian government lifted several public health restrictions last year, business had just started getting back on its feet. Then, the coup in Myanmar brought everything to a screeching halt.</p> <p>Moreh is an important international border crossing and a major trade route that connects South Asia, Southeast Asia and ASEAN economies. In the region, Myanmar is an important trade partner and it is also the only ASEAN country with whom India shares both a land and a maritime boundary. Although seasonal agriculture provides income for some residents, it is the international trade, a significant part of which is illegal, that sustains Moreh’s local economy, according to a 2016 report by India’s Ministry of Commerce and Industry.</p> <p>“Historically, unregulated trade has always existed between Manipur and Myanmar through this border,” explains Dr Arambam Noni, Assistant Professor, Department of Political Science, DM College of Arts, Imphal. According to the 2016 report, border trade between India and Myanmar stands at approximately $50 million, up from about $15 million in 2005-2006.</p> <p>Bilateral trade between Indian and Myanmar is supported by New Delhi’s 2010 free trade agreement with AESEAN nations. The trade of 62 designated items are at present allowed after the agreement was updated in 2012.<br /> </p> <p>Although official trade routes were closed following the coronavirus outbreak in March last year, unregulated and illegal trade on a smaller scale continued between Moreh and Tamu, the first border town in Myanmar’s territory, till the coup occurred.</p> <p>“Mostly only illegal trade happens along the India-Myanmar border. The official trade is negligible in comparison,” says a source familiar with the operations, requesting anonymity.</p> <p>S. Saikhom has been running an electronics store in Moreh near the integrated check post for some 15 years now, and would regularly travel back and forth between India and Myanmar buying and selling products before the gates closed. Everything has changed for small traders and shop owners like him. “Things have become very expensive. Costs have increased and there is a ban on transporting goods. The customers are not coming,” he says.</p> <p>In Moreh, the Indo-Myanmar Friendship Gate provides two points for entry into Myanmar, Gate 1 and Gate 2, where the latter serves as the informal entrance most frequently used by small traders and daily-wage earners crossing the border every day. (Photo credit: Sonboi)</span> <p>However, transporting medium to large sized items across the border has never been easy, the shopkeepers say, as border guards would stop them citing regulations. Now with Myanmar completely sealing its border, movement has become impossible. “On some days, (Indian) security forces would let us take one or two medium to large-sized goods across to Myanmar and on other days they wouldn’t. What can we do?” asks one shopkeeper in Moreh. “I am having a hard time paying my staff salaries but I still have to, because otherwise how will they eat?”</p> <p>But sources familiar with the operations at the border dismiss these claims. “They don’t pay any taxes or customs duty. A five-minute rickshaw ride from the integrated check post in Myanmar’s territory is Namphalong market, which at first glance appears to be almost an extension of the marketplace in Moreh. Tamu, the nearest border town, is another 3 kilometers down the road.</p> <p>While vendors selling everyday essentials like fruits, vegetables and grains have returned to the marketplace in a trickle over the past few months, it has been harder for shopkeepers like 27-year-old Khin Maung Myint (name changed upon request). “Namphalong market is open but the Indians are not coming,” he says during a phone interview, requesting anonymity. Shopkeepers like him are entirely reliant on customers from across the border, he says. “I have not opened my electronics shop in almost one year. Each unit is not larger than 3×4 feet in width. “Goods are being sold across the border in India using illegal routes and I am just about managing to run my household through the income I earn from these kinds of sales,” admits Khin Maung Myint. Although the Myanmar government has been distributing rice to residents in the area, it isn’t enough, he explains.</p> <p>Over the past year, his friends were forced to find alternate sources of income that come with their own set of dangers. “In the dead of the night, they smuggle clothes, cosmetics, things like that, across the border in India. They are paid Rs. 250 to <i>coolie</i>—smuggle—these goods across,” he says of the porous borders between the two countries.</p> <p>This “<i>coolie</i> work” is illegal, dangerous and difficult, but Myanmarese nationals living near the border here say they have little choice. “<i>Coolie</i> work starts at 11 p.m. and goes on till 4 a.m.,” he says. They fear getting caught by border forces, but they continue engaging in this kind of work.</p> <p>Officials familiar with smuggling and illegal trade operations at the Indo-Myanmar border, requesting anonymity, told indianexpress.com that despite the closure of the gates at Moreh and Tamu, illegal trade has continued along the more porous sections of the borders between the two countries. (Photo credit: Sonboi)</span> <p>Community leaders on both sides of the border have urged their respective governments for assistance, says Dr. Noni, but little has changed. “Livelihood (for locals) hasn’t been secured and now the coup has added more uncertainty. The Indian embassy in Myanmar has asked Indian citizens to avoid unnecessary travel and it appears that it will take time for the border to reopen.”</p> <p>Security forces intensified vigil earlier this week along the 398 km-long Indo-Myanmar border in Manipur, following the coup in Myanmar. “The impact of the coup is yet to be felt in the border areas in India, but national security is of course a concern. It will be in national interest if trade is completely stopped for a while. Adhikari sits surrounded by shoes and sandals in different colours and styles, and is less concerned about the closure of the borders and its impact on cross-border unregulated trade. “I’m not worried. I’ll see what happens,” he says.</p> <p>A few doors down, despite his everyday worries, Mohammad Faizal is hopeful. “Myanmar will solve its problem in one month.” Long-term observers of Myanmar aren’t as certain that it will. The vaccine is being administered on priority to the healthcare workers in the 1st phase, followed by the Frontline workers in the 2nd phase, to persons above 50 years of age in the 3rd phase, followed by people below 50 years of age but with co-morbidity in the 4th phase.<br /><br />In the law and order front, she said 258 drug-related cases were registered during the year and 357 persons arrested. Large quantities of drugs like heroin powder and (contraband)WY tablets were seized and over 2,800 acres of poppy plantation destroyed.<br /><br />On the other hand, in the power sector, the government decided to set up a 100 MW capacity solar power plant on 600 acres of land identified at Jiribam.<br /><br />Realising the potential of organic farming, central government has allocated additional 50 Farmer Producer Companies with new area expansion of 25,000 hectares during 2012-24 for organic cultivation of nine crops-pineapple, king chilli, ginger, turmeric, kiwi, passion fruit, black aromatic rice, maize and high yielding variety rice, she said.<br /><br />Brahmaputra Board has agreed to prepare a master plan for Manipur river basin for bringing out a long term solution to the problem of floods, she added.<br /><br />To achieve the mission of providing functional household tap connection by 2024 under Jal Jeevan Mission, she said the government is taking up implementation for covering 4,51,566 households at a total cost of over Rs 4524.6 crores.<br /><br />Later the speaker of the assembly Yumnam Khemchand adjourned the house session which was held as per existing COVID 19 protocols for 15 minutes for a group photograph session. The meeting was attended by the governors and chief ministers of all the northeast states and MDoNER (ministry of development of north eastern region) minister Dr Jitendra Singh and other Union ministers.</p><p>Expressing his heartfelt thankfulness to the Union home minister for his prompt assistance in controlling the fierce wildfire at Dzuko seen recently, Biren also requested Shah to introduce a special scheme to provide poppy growers with alternative livelihood options besides approval for the Ordinance on Psychotropic Substances Amendment, which had already been forwarded to the President by the governor of Manipur.</p><p>Pressing for an early completion of Jiribam-Tupul railway project and development of its main station at Imphal, he also sought assistance from the Centre in developing the Indian National Army Memorial Complex at Moirang in Manipur as a world-class memorial site on the land being acquired for expansion of the present complex.</p><p>Urging to extend the Hill Area Development Programme to the remaining eight hill districts of the state, the CM also requested for Centre’s intervention in facilitating necessary World Bank funding for Integrated Sewerage System, Loktak Lake Eco-Tourism and the rejuvenation of Lamphelpat water body.</p><p>He also sought approval for the proposal to expand the potential areas under horticulture, submitted to DoNER ministry, for the development of value chain systems and integrated farming in shifting cultivation areas.
