left; unicode-bidi: bidi-override; direction: ltr"> <p>Little less than six months away from a scheduled U.S. troops&#8217; withdrawal, Iraqi public cannot wait to see the occupiers leave and their national sovereignty restored. Yet unwillingly they expect a continued U.S. presence as few believe the Americans will leave such a deeply-invested and strategically-important place. </p> <p>For Iraqis, the debate on U.S. troops&#8217; departure is intertwined with national dignity, security uncertainty and wariness of its coveting neighbors. Some doubt Iraqi security forces have the capability to curb insurgents and defend the country on their own while others fear a residual American force could sanction continued violence by militias. </p> <p>Quite a few worry neighboring countries will swoop in and exploit the vacuum left by the U.S. whereas a considerable number think the U.S. will manipulate the fragile government behind scenes &#8211; قالت هيومن رايتس ووتش في تقرير أصدرته اليوم إن حقوق المواطنين الأكثر استضعافاً وعرضة للخطر، لا سيما النساء والمحتجزين، يتم انتهاكها بشكل متكرر مع الإفلات من العقاب. أجرت هيومن رايتس ووتش بحوثها في سبع مدن في شتى أنحاء العراق أثناء عام 2010 وانتهت إلى أنه مع استمرار العنف والجريمة في العراق، فإن انتهاكات حقوق الإنسان تقع بوفرة.</p> <p>تقرير &quot;<a المتحدة</a>&quot; الذي جاء في 102 صفحة يدعو الحكومة إلى حماية حقوق الجماعات والفئات المستضعفة وإلى تعديل قانون العقوبات وجميع القوانين الأخرى التي تميز ضد النساء وتخرق الحق في حرية التعبير. ويدعو التقرير أيضاً بغداد إلى فتح تحقيقات نزيهة ومستقلة في جميع مزاعم الإساءات بحق المحتجزين والأقليات والصحفيين.</p> <p>وقال جو ستورك، نائب المدير التنفيذي لقسم الشرق الأوسط وشمال أفريقيا في هيومن رايتس الأمني أدى لعودة بعض ممارسات العدالة التقليدية والتطرف السياسي المدفوع بتوجهات دينية، مما كان له أثر سلبي على حقوق النساء، داخل البيت وخارجه، كما تبينت هيومن رايتس ووتش.</p> <p>روجت الميليشيات لأفكار كراهية المرأة واستهدفت النساء والفتيات بالاغتيالات والترهيب لإبعادهن عن المشاركة في الحياة العامة. وبشكل متزايد تتعرض النساء والفتيات للوقوع ضحايا في بيوتهن نفسها، بسبب جملة من التعديات المتصورة للمرأة على شرف الأسرة أو المجتمع. وتنتشر ظاهرة الإتجار بالنساء والفتيات داخل وخارج العراق لأغراض الاستغلال الجنسي.</p> <p>وقال جو ستورك: &quot;تحملت النساء والفتيات العراقيات أكبر الأعباء في هذا النزاع وما تلاه من انعدام للأمان&quot;. وتابع: &quot;بالنسبة للنساء العراقيات المتمعات ببعض أعلى مستويات تدابير الحماية الحقوقية والمشاركة الاجتماعية في المنطقة قبل عام 1991، كان ما حدث غصة مريرة في الحلق يصعب تحملها&quot;.</p> <p>رغم التحسن الذي طرأ على الحالة الأمنية منذ عام 2008 مما أدى لانخفاض معدلات قتل العاملين بالإعلام، إلا أن الصحافة مهنة خطيرة في العراق، على حد قول هيومن رايتس ووتش. قام متطرفون ومعتدون مجهولون بقتل صحفيين وتفجير مقارهم ومكاتبهم. وتزايد تعرض الصحفيين للمضايقات والترهيب والتهديد والاحتجاز والاعتداءات البنية من قبل قوات الأمن التابعة للمؤسسات الحكومية والأحزاب السياسية. كما يسارع المسؤولون الحكوميون بمقاضاة الصحفيين ومطبوعاتهم إذا كتبوا عنهم موضوعات انتقادية.</p> <p>وقال جو ستورك: &quot;مع مشاهدة ما حدث في شوارع مصر وتونس، على الحكومة العراقية أن تتخذ خطوات ملموسة من أجل حماية حرية التعبير&quot;.</p> <p>كما انتهت هيومن رايتس ووتش إلى أن المحققين العراقيين لجأوا بشكل ممنهج إلى الإساءة للمحتجزين، بغض النظر عن طائفتهم، وفي العادة يسيئون إليهم لانتزاع الاعترافات. ورغم معرفة وجود خطر التعذيب الواضح، فإن السلطات الأمريكية أحالت آلاف المحتجزين العراقيين إلى الحبس طرف السلطات العراقية، التي استمرت في ممارسة التعذيب القائم منذ عصر صدام حسين وقوات التحالف من بعده.</p> <p>بينما أصدرت الحكومة قوانين لحماية بعض جماعاتها المُهمشة، وفي بعض الحالات بادرت بفتح برامج مساعدات هامة، فإنها ما زالت تخفق في حماية بعض أضعف الفئات من المواطنين العراقيين، على حد قول هيومن رايتس ووتش. الأشخاص النازحون داخلياً والأقليات وأصحاب الإعاقات من بين الأكثر عرضة للخطر. الكثير من المساعدات الحكومية وبرامج الحماية لا تعمل بكامل طاقتها أو غير كافية لبلوغ أكثر من يحتاجون إليها.</p> <p>وقالت هيومن رايتس ووتش إن هناك أكثر من 1.5 مليون عراقي فروا من أحيائهم السكنية مع تمزيق العنف الطائفي لتجمعاتهم السكنية في عامي 2006 و2007. الآلاف من النازحين داخلياً يعيشون حالياً في بنايات مهجورة استوطنوها، دون توفر الضروريات الأساسية لديهم، مثل المياه النظيفة والكهرباء والصرف الصحي، على حد قول هيومن رايتس ووتش.</p> <p>أما الجماعات المسلحة التي تتبنى الأفكار المتطرفة فقامت بتنفيذ هجمات على الأقليات، أدت إلى ضرر بالغ لحق بجماعات من السكان الأصليين في العراق، وأجبرت الآلاف على الفرار إلى خارج البلاد دون نية للعودة. أخفقت الحكومة أيضاً في وقف الهجمات التي استهدفت الصابئة المندائيين والمسيحيين والأزديين، بالإضافة إلى جماعات أخرى.</p> <p>واكتشفت هيومن رايتس ووتش أن الآلاف ممن بُترت أطرافهم والجرحى خلال سنوات النزاع المسلح وجدوا أنفسهم وقد تحولوا إلى هامش المجتمع، غير قادرين على The report also urges Baghdad to open independent and impartial investigations into all allegations of abuse against detainees, minorities, and journalists.</p> <p>&quot;Eight years after the US invasion, life in Iraq is actually getting worse for women and minorities, while journalists and detainees face significant rights violations,&quot; said Joe Stork, deputy Middle East director at Human Rights Watch. &quot;Today, Iraq is at a crossroads &#8211; either it embraces due process and human rights or it risks reverting to a police state.&quot;</p> <p>The 2003 invasion and its resulting chaos have exacted an enormous toll on Iraq&#8217;s citizens. The deterioration of security has promoted a return to some traditional justice practices and religiously inflected political extremism, which have had a deleterious effect on women&#8217;s rights, both inside and outside the home, Human Rights Watch found.</p> <p>Militias promoting misogynist ideologies have targeted women and girls for assassination, and intimidated them to keep them from participating in public life. Increasingly, women and girls are victimized in their own homes for a variety of perceived transgressions against family or community honor. Trafficking in women and girls in and out of the country for sexual exploitation is widespread.</p> <p>&quot;The women and girls of Iraq have borne the biggest brunt of this conflict and resulting insecurity,&quot; Stork said. &quot;For Iraqi women, who enjoyed some of the highest levels of rights protection and social participation in the region before 1991, this has been an enormously bitter pill to swallow.&quot;</p> <p>Although improvements in security since 2008 have reduced the murder rate of media workers, journalism is a hazardous occupation in Iraq, Human Rights Watch said. Extremists and unidentified assailants kill journalists and bomb their offices. Increasingly, journalists find themselves harassed, intimidated, threatened, detained, and physically assaulted by security forces attached to government institutions or political parties. Senior politicians are quick to sue journalists and their publications for unflattering articles.</p> <p>&quot;Watching what&#8217;s happened in the streets of Egypt and Tunisia, the Iraqi government should take meaningful steps to protect freedom of speech,&quot; said Stork.</p> <p>Human Rights Watch also found that Iraqi interrogators routinely abuse detainees, regardless of sect, usually to coerce confessions. Despite knowing there was a clear risk of torture, US authorities transferred thousands of Iraqi detainees to Iraqi custodians, who have continued a tradition of torture that was also the case under Saddam Hussein and coalition forces.</p> <p>While the government has passed laws to protect some of its marginalized communities, and in some cases has instituted significant assistance programs, it is still failing some of its most vulnerable citizens, Human Rights Watch said. Internally displaced persons, minorities, and persons with disabilities are among those at risk. Many of the government&#8217;s assistance or protection programs are sub-operational or are insufficient to reach those who need it most.</p> <p>More than 1.5 million Iraqis fled their neighborhoods as sectarian violence tore up their communities in 2006 and 2007. Thousands of internally displaced persons now live in squatter settlements without access to basic necessities such as clean water, electricity, and sanitation, Human Rights Watch said.</p> <p>Armed groups proclaiming intolerant ideologies carry out assaults on minority communities, causing grave harm to Iraq&#8217;s indigenous populations and forcing thousands to flee abroad with no plans to return. The government has failed to stop attacks targeting Sabian Mandaeans, Christians, and Yazidis, among other groups.</p> <p>And the thousands of amputees wounded during years of armed conflict find themselves relegated to the margins of society, unable to find work, access adequate medical care, or even to obtain new prostheses and wheelchairs, Human Rights Watch found.</p> <p>&quot;Iraq&#8217;s future as a democratic society based on respect for fundamental human rights will in large part depend on whether Iraqi authorities will adequately defend those rights,&quot; Stork said. &quot;To do so, Iraqi authorities need to establish a credible criminal justice system meeting international standards with respect to torture, free expression, and violence against women and other vulnerable Religious freedom is basically a reporting matter and no more.”<img style="display: block; float: none; margin: 0px auto 5px" height="286" src="https://web.archive.org/web/20130126041932im_/http://gorillasguides.com/images/UNHCRstartstohelphundredsofIraqiChristia_33C/20081024_christian_refugee_child_syria.jpg" width="359"/></p> <p>&quot;Iraqi Christians represent only 3 percent of the population, they account for 20 percent of the Iraqis who have emigrated abroad.&quot;</p> <p>&quot;That’s largely because they have the connections to Western churches and family members who are already abroad in places like Detroit, Toronto, Los Angeles and elsewhere and therefore have a better chance of getting out.&quot;</p> </p></div> <p>WASHINGTON — A steady exodus of Christians from the Middle East and — most dramatically — from Iraq since the October slaughter of 57 churchgoers in Baghdad, has a long and layered history.</p> <p>The diminishing Christian presence in the land where the faith began some 2,000 years ago is an issue about which anyone — of any faith, or of no faith — who is concerned about the future of the Middle East, should care deeply.</p> <p>But when it comes out of a simple, emotional response by a Christian West wanting to defend a Christian minority in the East during Christmas time, it leads down a dangerous road in history. It’s a perilous path that sets out from the Crusades, when England and France marched off to save the Holy Land and its Christians from Muslim conquest, and one littered with moral hazards and potential for even greater violence.</p> <p>The whole message of the New Testament would be to care about all who are suffering in war-torn Iraq, not just Christians. And there are lots of people suffering in Iraq.</p> <p>So the starting point to understanding the lessons of the recent Iraqi Christian exodus is to not allow the religious extremists — neither Muslim nor Christian nor any other faith — to exploit the attacks and present them out of context as a “clash of civilizations,” that self-fulfilling prophecy coined by the late Harvard University historian, Samuel Huntington.</p> <p>A glimpse of the writing on the wall can be seen along the back alleys in the Iraqi Christian neighborhoods of Baghdad and Mosul. That’s where a militant fringe has for years been scribbling anti-Christian hatred in the form of graffiti.</p> <p>A particularly ominous anti-Christian bit of graffiti, which I first saw spray-painted on walls at least 12 years ago in Egypt when Islamic fundamentalists were targeting Coptic Christians, has reportedly resurfaced in Iraq in recent months. The translation from the Arabic slogan is this: “First the Saturday people, then the Sunday people.”</p> <p>The phrase is an overt threat intended to say that Muslims, who worship on Friday, have already pushed many Jews, who worship on Saturday, out of the Middle East and that now they will do the same to the Christians.</p> <p>Long before Sept. 11 and the “War on Terror,” it often felt like Selma, Ala. circa 1960 in many Christian minority communities of the Middle East.</p> <p>This climate of threat and intimidation and sometimes violence has been boiling to the surface in places around the world where the Muslim majority collides with a Christian minority, such as Egypt, Pakistan, Sudan, Iran, Nigeria and elsewhere.</p> <p>But nowhere is a palpable sense of fear and a Christian exodus from the Middle East more dramatic right now than Iraq, where analysts estimate that fully half of the country’s Christians have left since 2003.</p> <p>It was Oct. 31, a Sunday, at the Syrian Catholic Church of Our Lady of Salvation in Baghdad that the climate of fear was made horrifyingly real and where it became clear that Al Qaeda-inspired elements were going to go right to the third rail of the Western influence in the Middle East by targeting indigenous Christians — trying to break the 2,000-year continuum of a living Christian presence in Iraq.</p> <p>It was at the very end of an All Saints Day mass, when eight heavily armed men, purportedly inspired by Al Qaeda, invaded the church in the heart of Baghdad just as Wassim Sabih, the priest, was about to conclude the service with the words, “The Mass has ended, go in peace.”</p> <p>According to published reports based on eyewitness accounts, Sabih never got the words out as the militants opened fire. They pointed their weapons at him and silenced him as he began pleading for the release of his parishioners.</p> <p>They took the parishioners hostage and demanded the release of two Muslim women who were supposedly held by Egyptian Coptic Christians. Iraqi Security Forces responded and in the wild gun battle that ensued, grenades were thrown by the militants, and in the end of that Sunday’s mass, 57 people were dead, including two priests.</p> <p>A group calling itself The Islamic State of Iraq claimed responsibility for the attack. Believed to be an offshoot of Al Qaeda in Mesopotamia, the group issued a bulletin, saying, “All Christian centers, organizations and institutions, leaders and followers are legitimate targets.” And that they will kill Christians “wherever they can reach them.”</p> <p>In the historical comparison of Selma, the Ku Klux Klan, which in this context would be Al Qaeda, has always been menacing, but now it is on the rise and openly attacking churches.</p> <p>It is attempting to stoke the emotional fury of a Christian West to defend the indigenous Christians, and draw it deeper into a fight, to draw us into an understanding that this is indeed a “clash of civilizations.”</p> <p>That is precisely how Al Qaeda sees this historical moment. And it is precisely why it’s wise for the United States and the West to avoid seeing it that way. Al Qaeda is a tiny criminal, terrorist organization with a warped, 12th-century ideology.</p> <p>It is not a civilization.</p> <p>Drew Christiansen, editor of &quot;America,&quot; a national Catholic weekly magazine published by Jesuits, said that too often there is an overreaction or selective reaction to these attacks, and too little done by U.S. policymakers.</p> <p>“What is often unnoticed in the Middle East is the devastating effect of U.S. policy on Christians in the region,” he said. “U.S. policymakers have never taken the plight of Christians seriously, whether in Iraq or in Lebanon. There may be protests of specific violations, but not in those areas where the U.S. or Israelis have other strategic interests. For all the communication with U.S. government over the past 20 years, I have seen no serious action from any administration to improve protection for Christians. Religious freedom is basically a reporting matter and no more.”</p> <p>Predictably, there are often shrill responses to these kinds of attacks on churches, particularly from the Christian right and at times from right-wing Jewish groups that see peril in the whole message of Islam and are quick to see these attacks as evidence of that.</p> <p>Here&#8217;s an example. I recently sat with John Eibner, head of something called Christian Solidarity International, which is a Washington-based advocacy group focusing on the persecution of Christians around the world, said on the Christians in Iraq, &quot;Only the U.S. can save them and if we don&#8217;t, the U.S. will be responsible for what amounts to genocide.&quot;</p> <p>&quot;The human rights community doesn&#8217;t want to touch this because it is not politically correct,&quot; he said.</p> <p>There&#8217;s a kernal of truth in that and no reason to doubt Eibner is well intentioned, but overreacting to events in the Middle East can often conflate the problems and calling the violence and intimidation a &quot;genocide&quot; is ridiculous.</p> <p>Prince Turki Al Faisal, the longtime head of Saudi intelligence and the former ambassador to Washington, was in the United States in November and participated in an interfaith dialogue with Christian groups. In an interview with GlobalPost, he referred to the attacks in Iraq, saying, “It’s Al Qaeda being Al Qaeda. They are making a concerted strategy knowing it would cause a reaction and an overreaction in the West. They absolutely know what they are doing … We have to be careful not to let them succeed by overreacting.”</p> <p>The truth is just about everyone lives in fear in Iraq, and just about everyone has suffered violence. Many religious and ethnic groups have been targeted in much larger numbers in the violence and chaos that followed the 2003 invasion.</p> <p>Just two days after the church attack, a spate of bombs in Sunni and Shia neighborhoods killed 68 people and wounded hundreds. An article in Monday’s editions of<a href="https://web.archive.org/web/20130126041932/http://www.nytimes.com/2010/12/13/world/middleeast/13iraq.html?_r=1&amp;ref=middleeast" class="external" target="_blank"> The New York Times</a> [2] provides an important piece of context to focus on: While Iraqi Christians represent only 3 percent of the population, they account for 20 percent of the Iraqis who have emigrated abroad.</p> <p>That’s largely because they have the connections to Western churches and family members who are already abroad in places like Detroit, Toronto, Los Angeles and elsewhere and therefore have a better chance of getting out.</p> <p>More than half of the Iraqi Christian community, estimated to be 800,000 prior to the 2003 U.S.-led invasion, have left, according to the Center for Religious Freedom at the Hudson Institute.</p> <p>But the threat to Christians and the violence they are suffering is just as bad as the threat to Shia or Sunni Muslims, who are also trying to be part of a new Iraq — one where violence is beginning to subside and where the governing crisis is finally settling down. Those Iraqis care about their Christian neighbors and friends and know the important role they play in Iraq moving forward. Those are the Iraqis who don’t want the Christians to flee.</p> <p>In 2006, I had a chance to actually ask Samuel Huntington about his 1996 book, &quot;The Clash of Civilizations,&quot; and about whether it’s central premise might actually be self-fulfilling, particularly in the wake of Sept. 11. He often felt that his scholarship was taken out of context, he said, and he confided that he wished he had titled it differently, perhaps “Clashes of Civilizations” or something not to allow people to so easily misinterpret his work.</p> <p>Huntington passed away, but we have a chance to not allow people to misinterpret history or the events unfolding around us, and that’s how best to ponder the ليكسب محبة الله&quot;. <br/>وأوضح رجل الدين هذا، الذي اكتفى بذكر الحروف الأولى من اسمه خوفاً من تعرضه للانتقام، أن الطريقة الوحيدة لكسب الحرب ضد الإرهاب والطائفية في العراق هي إبقاء الشباب بمنأى عن المتطرفين. <br/>ففي أواخر عام 2007، بدأ تنظيم القاعدة في العراق بتجنيد النساء لجمع المعلومات الاستخباراتية ونقل الأسلحة وتنفيذ هجمات انتحارية مما دفع السلطات لتجنيد وتدريب حارسات عند نقاط التفتيش بحثاً عن متفجرات مخبأة تحت ثياب النساء. <br/>وفي محاولة منهم لتجاوز هذه التدابير الأمنية المشددة، لجأ المتمردون السنة إلى تجنيد المراهقين لتنفيذ الهجمات باعتبارهم لا يثيرون الشبهات عند اقترابهم من الصواب وما هو الخطأ علنا نساعد التائهين منهم في سلوك السبيل الصحيح&quot;. </p> <p><strong>&quot;طيور الجنة&quot; </strong></p> <p>وفي عام 2008، شكلت القاعدة تنظيم &quot;طيور الجنة&quot; لتجنيد الأطفال الأولاد يرتدون أحزمة ناسفة ويتمرنون على كيفية إنزال رجل من على دراجته واختطافه. وفي مشهد آخر كان الأولاد يقدمون البيعة لتنظيم القاعدة في العراق. <br/>وفي شهر أبريل 2010، ألقت قوات الأمن القبض على ولد في العاشرة من عمره قبل لحظات من محاولته تفجير نفسه بحزام ناسف عند نقطة تفتيش في مدينة الفلوجة، التي تقع على بعد حوالي 660 كلم غرب العاصمة وتشكل المعقل السابق لتنظيم القاعدة في العراق. </p> <p>وكان والد الصبي مقاتلاً في تنظيم القاعدة وكنه لقي حتفه في العام السابق. وحسب الملازم أحمد صبحي، أخبر الصبي المحققين أنه بدأ عمله مع التنظيم بمساعدة المسلحين في نقل القنابل والأسلحة الصغيرة ثم اضطر بعد ذلك لتنفيذ عملية انتحارية. <br/>وأفاد مسؤول مكافحة الإرهاب أنه يتم إرسال الأطفال الذين تم إعدادهم ليكونوا انتحاريين إلى مراكز احتجاز الأحداث حيث يجري استجوابهم وإدراجهم في برامج إعادة تأهيل قبل أن إطلاق سراحهم. وأوضح أن تسعة مراهقين قاموا بتنفيذ هجمات انتحارية منذ مطلع عام 2009 وأنه تم ضبط ما يقرب من اثني عشر مراهقاً آخر قبل تنفيذ عملياتهم. </p> <p><strong>تدابير غير فعالة </strong></p> <p>وأوضح الطبيب النفسي في بغداد، أحمد خليل ناصر، أن معظم هؤلاء الأطفال يعيشون في مناطق نائية وينحدرون من أسر فقيرة وغير متعلمة، مما يجعل من الصعب جداً على العاملين في مجال الصحة أو المسؤولين العثور عليهم وتقديم أي شكل من أشكال إعادة التأهيل لهم بعد إطلاق سراحهم من سجن الأحداث. <br/>وعلق ناصر على ذلك بقوله: &quot;أولاً، علينا أن نتأكد من أن جميع الأطفال في مثل هذه المناطق مسجلون في المدارس للحصول على التعليم المناسب حتى لا يكونوا فريسة للمتطرفين. وثانياً، لا بد من وضع برامج تستهدف أولئك الذين انضموا إلى صفوف المتمردين ومعالجتهم وفقاً للأسباب التي دفعت بهم للقيام بذلك. وفي غياب مثل هذه البرامج، سوف مقرها في بغداد، أن الحكومة والمنظمات غير الحكومية تقوم بتنظيم بعض البرامج التي تهدف لإعادة تأهيل الأطفال المقاتلين ومساعدتهم على الاندماج في المجتمع ولكن فعاليتها محدودة. <br/>وأشارت إدوارد إلى أن &quot;هناك بعض البرامج الحكومية لإعادة تأهيل هؤلاء الأطفال داخل مراكز الاحتجاز وتعليمهم المهن مثل النجارة والحدادة ولكن دور المنظمات غير الحكومية ما زال ضعيفاً بسبب القوانين التي تفرضها الحكومة على He is&#160; one of those accused of being behind the bloodbath of the <a href="https://web.archive.org/web/20130126041932/http://gorillasguides.com/2009/08/19/"><strong>Ministry bombings of August 19th 2009</strong></a>. I have a personal interest in this case team members and the children of team members were among those killed and wounded in those bombings. This isn&#8217;t a new story and the problem is well known to Irakis — Camp Bucca like the rest of the American prison system in Irak, rapidly became an academy for terrorists in general, and fighters for the al-Qaeda linked &quot;Islamic State of Irak&quot; in particular.</p> <p>The American habit of engaging in collective punisdhment of the civilian population by conducting sweeps and mass arrests and then leaving those whom they had arrested for no other reason than being Iraki and living in an area in which there was fighting is giving its gruesome payback. Angry confused and resentful young men the vast majority of whom were completely innocent were left to fester in squalid conditions in America&#8217;s prison camps. They became the perfect fodder for indoctrination into an ideological mindset that considers terrorist activity to be legitimate and meritorious. He said 86 former inmates of the US prisons, known as Camp Cropper and Camp Bucca, have been rearrested since 10 March.</p> <p>&quot;I say to you emphatically that 80% who have been released from Bucca have returned to work with the terrorists and have in fact become stronger,&quot; said General Saedi, whose area of command has been increasingly under attack over the past two months.</p> <p>&quot;We ask them, did they finish their time in prison rehabilitated psychologically and they say &#8216;no, it was the perfect environment to reorganise al-Qaida&#8217;.&quot;</p> <p>Authorities have become increasingly concerned at the type of recent violence, as much as the rising number of attacks, with numerous cases of families being killed in areas that three years ago were seen as lost causes.</p> <p>Some of the carnage has stirred ghosts of the same lethal and lawless period at a time when the security gains of the past two years are being undermined by a lingering political vacuum.</p> <p>Last week, in a village in the Diyala province, 60 miles north of Baghdad, a76-year-old Shia, Abdullah Jassim Shakour, was beheaded in his home. Three days earlier he had spoken out against a resurgent al-Qaida presence.</p> <p>In the Diyala police station that has detained one of the alleged killers, Captain Aamar Ahmed confirmed he recently had been released from US custody. &quot;I can tell you that 100%,&quot; he said. &quot;He had not been out of prison long. There are many others like him.&quot;</p> <p>A second man, Yassir Sami, also a former US detainee, was then presented. He was released in early 2009 after being picked up during a US security sweep and has since allegedly confessed to a role in the first of a series of al-Qaida bombings that destroyed the foreign and finance ministries in Baghdad on 19 August last year.</p> <p>Of greater concern to Iraqi authorities are revelations that the men accused of being the principals behind the August blasts and the four waves of savage attacks that followed, are also US prison veterans.</p> <p>One of them, Munaf Abdul-Rahim al-Rawi, has told his jailers that much of the key planning behind the carnage was done in prison.</p> <p>&quot;He said &#8216;we appointed our leaders inside Bucca&#8217;,&quot; said Saedi. &quot;It was a very useful time for them.</p> <p>&quot;The head of finance for al-Qaida, Ali Naema al-Salmoon, was also in there with him. We caught him two weeks ago and he had been funding the bombings ever since he was released in 2009.&quot; The US is handing over the last of its two prisons to the Iraqi government. Camp Bucca in southern Iraq closed last August and Camp Cropper, near Baghdad airport, is now down to 3,000 inmates. At their peak, the two prisons held as many as 25,000 detainees.</p> <p>An adviser to Major General Nelson Cannon, deputy commander of the US detention programme said all US detainees were first handed over to Iraqi authorities before being freed.</p> <p>&quot;All of them are then being released by the Iraqi government on the strength of the cases against them,&quot; he said. &quot;We are constantly asking Iraqi parliamentarians or leaders to visit our processing centre and understand how we do things. We carried no weapons. Nevertheless, we were targeted,&quot; said Maha Tuma, a schoolmate of Shibib. </p> <p>&quot;May God rest her soul and give patience to her family,&quot; Tuma said, sobbing at Shibib&#8217;s burial early on Tuesday at the cemetery of Bahnam and Sara church in Qaraqush. </p> <p>Numbering some 750,000 in a predominantly Muslim nation of about 30 million, Christians are trapped in the crossfire of sectarian strife and a simmering feud in disputed northern areas over land and some of the world&#8217;s richest oilfields. </p> <p>Hundreds of thousands of Christians &#8212; who Pope Benedict called &quot;the most vulnerable religious minority in Iraq&quot; in a Vatican appeal for better security &#8212; have left their country since the U.S.-led invasion that toppled Saddam Hussein in 2003. </p> <p>The United Nations said around 4,100 Christians fled the restive northern city of Mosul, perhaps Iraq&#8217;s most dangerous place, between Feb. 20 and 27 after attacks in which eight Christians died; shot in the street, or at work. </p> <p>The four buses that carried Sandy Shibib and other students were travelling from the largely Christian district of Qaraqush, in the town of Hamdaniya, to Mosul, 390 km (240 miles) north of Baghdad, when the bombers attacked. </p> <h3>ORIGINAL SETTLERS </h3> <p>Qaraqush is located among the mostly Christian towns of the Nineveh plain. Christians believe they were the first settlers in the area, their roots tracing back hundreds of years before Christ to the Assyrians, one of the most famous civilizations born in Mesopotamia, the historical name of Iraq. </p> <p>&quot;Christians are the original people of this area,&quot; said Louis Marqush Ayoub, a member of the Hamdaniya municipal council. &quot;We Christians have not been a part of any conflict concerning power in Iraq. What is going on is a part of political, foreign and regional agendas.&quot; </p> <p>The Nineveh plain includes disputed areas that Kurds want to fold into the virtually autonomous northern region known as Iraqi Kurdistan. Those demands have been rejected by the central government in Baghdad and by Iraqi Arab factions. </p> <p>The disputed areas include Kirkuk, a city with an unsettled mix of Arabs, Kurds, Turkmen and others that sits atop what U.S. officials say may be 4 percent of the world&#8217;s oil reserves. </p> <p>&quot;The majority of Christians are living in the disputed areas. Because of this, they are now under the agenda of the internal groups, especially Kurds and Arab Sunnis,&quot; said William Warda, chairman of the Hammurabi Human Rights organization. </p> <h3>&#8216;WEAKEST LINK&#8217; </h3> <p>Christians have tried to keep a low profile during the sectarian warfare between Shi&#8217;ite and Sunni Muslims unleashed by the U.S. invasion but they have come under attack nonetheless. Bombers target churches and kidnappers hold priests for ransom. </p> <p>It is frequently unclear who is attacking Christians and why. Some see an official hand at work. Others say the motive could be as simple as robbery or extortion. </p> <p>Sunni Islamist extremists may despise them because they are Christians. Kurdish factions may covet their land or want to prevent them from voting for opponents. </p> <p>&quot;There is a kind of plan to move the Christians and to put pressure on them &#8230; Christians do not have protection, nor do they have a militia,&quot; Warda said. &quot;They are the weakest link in the chain.&quot; </p> <p>Because of the attacks, the Christian students of Hamdaniya have stopped going to Mosul University, the only university in Nineveh province. By Uthman al-Mukhtar in Fallujah. </p> <p>The provincial council has launched a women’s committee that will meet weekly with female Anbar residents, and has already provided jobs, free healthcare, financial aid and legal support for two widows featured in IWPR’s reports.</p> <p>Rabiyaa Nael, a provincial council member who serves on the committee, said IWPR’s reports on widows in Anbar had pushed the council to address the needs of women. The council had created a women’s committee but it did not meet until March, after the Anbar provincial council office passed along IWPR’s reports to council members.</p> <p>The committee is tasked with providing support for women and, Nael said, that after reading IWPR’s reports, the provincial council decided to formally launch it to “solve and understand women’s issues in the province”.</p> <p>&quot;We had a committee to address women’s issues, but it was not activated until the Anbar provincial council’s media office sent us a copy of IWPR’s reports,” she said. </p> <p>Experts interviewed for IWPR Iraq’s report <a href="https://web.archive.org/web/20130126041932/http://www.iwpr.net/index.php?apc_state=hen&amp;s=o&amp;o=l=EN&amp;p=icr&amp;s=f&amp;o=360085" class="external" target="_blank">Impoverished Women Vulnerable to Extremists</a>&#160; warned that war-ravaged Anbar’s destitute women – many of them widows – could fall prey to promises of money, revenge and martyrdom from extremists intent on destabilising Iraq. </p> <p>Insurgent groups have used Iraqi women as suicide bombers to attack public institutions, markets and security checkpoints. </p> <p>The report followed another IWPR story <a href="https://web.archive.org/web/20130126041932/http://iwpr.net/?p=icr&amp;s=f&amp;o=358721&amp;apc_state=heniicr2010" class="external" target="_blank">Widows Silent Victims of Ramadi Attacks</a> which featured female victims of a devastating truck bombing in Anbar.&#160; Dozens of poor widows and mothers were queuing to receive their benefits when the suicide bomber struck. </p> <p>Thirty-year-old Anbar resident Halema Hashem, a widowed mother of four, was among the victims interviewed for the IWPR piece.&#160; Provincial council committee members contacted her as well as another widow featured by IWPR, Elaf Muhammed, after reading the stories. </p> <p>Muhammed secured a job, legal aid and healthcare through the provincial council after meeting with Nael in late March. Nael, who gave her 300 US dollars, also quickly arranged a job interview for her at a sewing factory, where she recently began working. </p> <p>Muhammed, 31, says the job will allow her to keep her three children. Her late husband’s family threatened to take custody of the children in part because she could not support them. The provincial council also promised to provide Muhammed with free legal aid if she faces a custody battle. </p> <p>She said she was grateful to IWPR for writing about her life as a widow and said her life had “changed for the better”. </p> <p>Meeting with Nael “is a big change”, she said. “Being heard is more important than money.” </p> <p>The provincial council also sent a case worker from Anbar’s social welfare department to visit Hashem and raised her monthly government benefit from 100,000 to 175,000 dinars (85 to 145 dollars). They also provided Hashem, who is still suffering from injuries sustained in the bombing, with free medicine. </p> <p>“We are quite serious about stopping the bad guys from manipulating women’s suffering,&quot; Nael said. </p> <p>Sabah Al-Ani, general director of Anbar’s psychological health department, said the IWPR stories broke new ground, as this was the “first time that women’s issues in Anbar have been tackled in such depth. </p> <p>“Journalists in Anbar don’t pay attention to women’s issues and their rights because they are part of a society that believes that women were created only to serve men and do housework.” </p> <p>The stories, he went on, focused “on their personal situation and gave them the chance to speak for themselves, instead of their parents, brothers, or uncles [speaking for them]. It is unusual to have private conversation and talk freely with [women in Anbar]”. </p> <p>Ani said the report inspired him to “urge journalists and media activists to act more bravely by covering [women’s] issues in the media, with the hope of prompting change”. </p> <p>Firas Sami, a parliamentary candidate for with Iraqiya coalition in Anbar, said the IWPR stories gave weight to an Iraqiya report addressing widows’ issues which was submitted to parliament earlier this year.&#160;
