licensed electronic resources by Chulalongkorn University and the Office of the Permanent Secretary, Ministry of Higher Education, Science, Research, and Innovation (OPS, MHESI), these guidelines are established to ensure proper use in compliance with the contracts and agreements made between Chulalongkorn University, OPS, MHESI, and publishers and/or electronic resource providers. These agreements include various terms and conditions, which differ across resources. The Office of Academic Resources hereby announces the following guidelines:</p> <ol class='padding_left margin_top'> <li><b>Scope of Electronic Resources</b> <p class='indent margin_top'> These guidelines apply to licensed electronic resources such as journal databases, e-book databases, full-text databases, and bibliographic databases that Chulalongkorn University and OPS, MHESI have subscribed to for specified periods as agreed with publishers and/or electronic resource providers.</p> <li class="margin_top"><b>Eligible Users</b> <p class='indent margin_top'> Authorized users are individuals with a Chulalongkorn University Network Account (CUNET Account) who have received permission to access the university network.</p> <li class="margin_top"><b>Usage Compliance</b> <p class='indent margin_top'> The use of electronic resources must comply with the agreements between Chulalongkorn University and/or OPS, MHESI and the publishers and/or electronic resource providers. These agreements are typically outlined in documents such as: <ul class='padding_left2 margin_top'><li>Terms & Conditions</li> <li>Acceptable Use Policies</li> <li>Conditions of Use</li></ul> <p class='indent margin_top'> Each resource may have different rules regarding permitted and prohibited uses. This includes bulk downloading of entire journal issues.</li> <li>Using electronic resources for commercial purposes, including selling, redistributing, or republishing the content for profit.</li></ol> <li class="margin_top"> <b>Consequences of Violations</b> <p class='indent margin_top'> If any violations of the agreements between Chulalongkorn University, OPS, MHESI, and the publishers and/or electronic resource providers are detected—whether through Chulalongkorn University’s network monitoring system or notifications from publishers/providers—access to electronic resources may be suspended for the individual user or the entire institution. Additionally, publishers and/or providers may terminate access to the resource(s) without refunding subscription fees to Chulalongkorn University and/or OPS, MHESI.</p> <p class='indent margin_top'> การศึกษาและทำความเข้าใจเอกสารข้อกำหนดและเงื่อนไขของสำนักพิมพ์และ/หรือผู้ให้บริการทรัพยากรสารสนเทศอิเล็กทรอนิกส์แต่ละรายการ รวมถึงการใช้งานที่เป็นไปตามข้อกำหนดและเงื่อนไขเหล่านั้น เป็นหน้าที่และความรับผิดชอบของผู้ใช้งาน </p> <p class='indent margin_top'> แนวปฏิบัติโดยทั่วไปของการใช้งานทรัพยากรสารสนเทศอิเล็กทรอนิกส์ที่ยอมรับได้และเป็นไปตามเงื่อนไขของผู้ให้บริการ ครอบคลุมถึง <ol class='padding_left2 margin_top'> <li>การสืบค้นและการค้นคืนรายการทรัพยากรสารสนเทศอิเล็กทรอนิกส์ที่ได้รับอนุญาต</li> <li>การดูข้อมูลทรัพยากรสารสนเทศอิเล็กทรอนิกส์ที่ได้รับสิทธิ์ในการเข้าถึงของสำนักพิมพ์และ/หรือผู้ให้บริการทรัพยากรสารสนเทศอิเล็กทรอนิกส์</li> <li>การพิมพ์หรือการดาวน์โหลดรายการทรัพยากรทีละรายการเพื่อใช้งานเป็นการส่วนบุคคล (ซึ่งครอบคลุมการใช้งานเพื่อการเรียนการสอน การศึกษา และการทำวิจัย)</li> <li>การส่งหรือเผยแพร่ลิงก์ที่อยู่ของรายการทรัพยากรจากแหล่งข้อมูลต้นทางไปให้ผู้ใช้งานที่มีสิทธิ์ที่ได้รับอนุญาตได้</li></ol> <p class='indent margin_top'>ทั้งนี้ การใช้งานต่อไปนี้อาจเข้าข่ายละเมิดข้อตกลงกับสำนักพิมพ์และ/หรือผู้ให้บริการทรัพยากรสารสนเทศอิเล็กทรอนิกส์ <ol class='padding_left2 margin_top'> <li>การให้ผู้อื่นเข้าใช้บัญชีของตนเอง หรือใช้บัญชีผู้อื่นในการใช้งานทรัพยากรสารสนเทศอิเล็กทรอนิกส์</li> <li>การส่งต่อหรือเผยแพร่ไฟล์ทรัพยากรที่พิมพ์หรือดาวน์โหลดไปให้ผู้ที่ไม่มีสิทธิ์ในการใช้งาน</li> <li>การใช้เทคโนโลยี หุ่นยนต์ โปรแกรมหรือระบบอัตโนมัติ เพื่อการดาวน์โหลดข้อมูล ไม่ว่าจะเป็นข้อมูลบรรณานุกรม ข้อมูลสารบัญ รายการอ้างอิง เอกสารฉบับเต็ม เป็นจำนวนมากในคราวเดียว รวมถึงการดาวน์โหลดเอกสารฉบับเต็มจากวารสารทั้งฉบับ </li> <li>การนำทรัพยากรสารสนเทศอิเล็กทรอนิกส์ไปใช้เพื่อผลทางการค้า (เช่น การขายต่อ การแจกจ่าย หรือการตีพิมพ์ซ้ำ)</li></ol> <p class='indent margin_top'>หากพบว่ามีการใช้งานที่ละเมิดข้อตกลงที่จุฬาลงกรณ์มหาวิทยาลัย และสำนักงานปลัดกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัย และนวัตกรรมได้ตกลงร่วมกับสำนักพิมพ์และ/หรือผู้ให้บริการทรัพยากรสารสนเทศอิเล็กทรอนิกส์ ไม่ว่าจะเป็นการตรวจพบจากระบบเครือข่ายของจุฬาลงกรณ์มหาวิทยาลัยหรือได้รับแจ้งจากสำนักพิมพ์และ/หรือผู้ให้บริการทรัพยากรสารสนเทศอิเล็กทรอนิกส์ อาจทำให้ผู้ใช้บางคนหรือทั้งหน่วยงานไม่สามารถใช้งานทรัพยากรสารสนเทศอิเล็กทรอนิกส์ได้ อีกทั้งสำนักพิมพ์และ/หรือผู้ให้บริการทรัพยากรสารสนเทศอิเล็กทรอนิกส์อาจยกเลิกการให้บริการทรัพยากรสารสนเทศอิเล็กทรอนิกส์โดยไม่มีการคืนเงินให้กับจุฬาลงกรณ์มหาวิทยาลัยและ/หรือสำนักงานปลัดกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัย และนวัตกรรม ผู้ใช้งานที่ละเมิดข้อตกลงที่จุฬาลงกรณ์มหาวิทยาลัย และสำนักงานปลัดกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัย และนวัตกรรมได้ตกลงร่วมกับสำนักพิมพ์และ/หรือผู้ให้บริการทรัพยากรสารสนเทศอิเล็กทรอนิกส์ อาจต้องรับผิดชอบในความเสียหายอันเกิดจากการฝ่าฝืนข้อกำหนดในประกาศนี้ จึงเรียนมาเพื่อถือปฏิบัติโดยทั่วกัน </p>
