The first Green Revolution, she suggests, was mostly publicly funded (by the Indian Government). This new Green Revolution, she says, is driven by private (and foreign) interest—notably MNCs like Monsanto—as encouraged by <a href="/wiki/Neoliberalism" title="Neoliberalism">Neoliberalism</a>.
