İbn Mes‘ûd ve Mukātil’den gelen bazı rivayetlerde Medine’de indiği belirtilmişse de muhteva ve üslûbu dikkate alındığında Mekke döneminde indirilen sûrelerle benzerlik gösterdiği anlaşılır. Adını ilk âyette geçen “rahmân” kelimesinden alır. Sûrenin hemen hemen tamamında ilâhî rahmetin yansımalarından söz edildiği için bu adlandırma aynı zamanda içeriğiyle uygunluk gösterir. Yetmiş sekiz âyet olup fâsılaları iki âyette <span class="arapca" dir="rtl">ر</span>, yedi âyette <span class="arapca" dir="rtl">م</span>, diğerlerinde <span class="arapca" dir="rtl">ن</span> harfleridir. Rahmân sûresinde ikil (tesniye) bir anlatış biçimi hâkimdir. Bunun sûrede otuz bir defa tekrar edilen, “Rabbinizin nimetlerinden hangisini yalanlayabilirsiniz?” meâlindeki hitabın insanlara ve cinlere yönelik olmasından kaynaklandığı söylenebilir. Sûrenin baş tarafında insanın ve cinlerin yaratılışından söz edildikten başka (âyet 14-15) daha sonra da insanlara ve cinlere birlikte hitap edilir (âyet 31-36). </p><p> Tabiatın yaratılışı ve işleyişini, insanların ve cinlerin hizmetine verilişini, Allah’ın huzurunda mükellef tutulan bu iki türün âhiret âlemindeki hayatını konu edinen sûrenin muhtevasını iki bölüm halinde ele almak mümkündür. Birinci bölüm Allah’ın insana verdiği değerin vurgulanmasıyla başlar ve yaratıcının ihsan ettiği nimetlere dair bazı örnekler verilir. Bunların başında Cenâb-ı Hakk’ın insana okumayı, düşünüp anladığı ve duyduğu şeyleri anlatmayı öğretmesi gelir. Bu nimetler arasında belli bir hesap ve düzen içinde insana hizmet için görevini yerine getiren güneş, ay, yıldızlar, gök ve yer, ağaçlar, bitkiler, çeşit çeşit meyveler, yer küresinin su kısmını oluşturan denizlerde hâkim olan düzen ve bunların hayat için sağladığı faydalara temas edilir. Ardından yeryüzünde bulunan herkesin öleceği, sadece azamet ve kerem sahibi Allah’ın bâki kalacağı, göklerde ve yerde mevcut herkesin O’ndan talepte bulunduğu, tabiatı O’nun yönettiği ve tabiatın işleyişine kimsenin müdahale edemeyeceği belirtilir (âyet 1-36). Sûrenin ikinci bölümünde kıyametin kopmasına değinilerek suçluların (inkârcılar) kötü âkıbeti kısaca tasvir edilir (âyet 37-45); daha sonra dünyada iken rabbinin huzuruna çıkma endişesini taşıyan müminler zümresinin cennet hayatı anlatılır. Bu tasvirler arasında çeşit çeşit ağaçlar, meyveler, pınarlar, kalınacak yerler ve hûrilerden söz edilir (âyet 46-78). </p><p> Rahmân sûresi, Kur’ân-ı Kerîm’de sûre başlarındaki besmelelerle birlikte 169 defa tekrarlanan ve her şeyi kuşatan ilâhî rahmeti remzeden “rahmân” ismiyle başlar; Allah’ın azamet, kerem ve lutuf sahibi oluşunu ifade eden “zü’l-celâli ve’l-ikram” ismiyle sona erer. Mekke döneminin sonlarında nâzil olduğu anlaşılan Rahmân sûresi uyarının yanında düşündürücü, özendirici ve ufuk açıcı hitapları, gönülleri etkileyen lafız ve mâna sanatlarıyla sevgi, esenlik ve barış dini olan İslâm’a çağrısını bir defa daha tekrarlar. </p><p> Câbir b. Abdullah’tan nakledilen bir rivayete göre Hz. Peygamber ashabına Rahmân sûresini okumuş, onların sükût etmesi üzerine de, “Ben bu sûreyi kendilerine mahsus gecede cinlere okuduğumda sizden daha güzel bir karşılık verdiler. ‘Rabbinizin nimetlerinden hangisini inkâr edebilirsiniz?’ âyetlerine geldiğim zaman onlar, ‘Hayır, ey rabbimiz, senin nimetlerinden hiçbirini inkâr etmeyiz, hamd ve şükür sana mahsustur’ dediler” buyurmuştur (Tirmizî, “Tefsîrü’l-Ḳurʾân”, 55; İbrâhim Ali, s. 320-321). Bazı tefsir kitaplarında Übey b. Kâ‘b yoluyla Hz. Peygamber’den nakledilen, “Rahmân sûresini okuyan kimse Allah’ın kendisine lutfettiği nimetlerin şükrünü yerine getirmiş olur” mânasındaki rivayetin (meselâ bk. Zemahşerî, VI, 19; Beyzâvî, IV, 229) mevzu olduğu kabul edilmiştir (Muhammed et-Trablusî, II, 722; Zemahşerî, I, 684-685). </p><p> Angelika Neuwirth bir makalesinde (bk. bibl.) Rahmân sûresinde yer alan ikili formların ve özellikle “cennetân” (iki cennet) ifadesi üzerinde durmuştur. Sûre hakkında yapılan diğer çalışmalar arasında Şevkī Dayf’ın <span class="eser">Sûretü’r-Raḥmân ve süver ḳıṣâr</span> adlı eseri (Kahire 1971), yan yana bulundukları halde birbirine karışmayan ve her birinden inci ve mercan çıkan iki denizin (âyet 19-22) coğrafî yeri hakkında Muhammed Mütevellî’nin makalesi ve Angelika Neuwirth ve M. A. S. Abdel Haleem’in makaleleri (bk. bibl.) zikredilebilir. </p><p> Celvetî şeyhi Abdülhay Celvetî, <span class="eser">Tefsîr-i Ba‘z-ı Süver-i Kur’âniyye</span> adlı Türkçe eserinde açıkladığı on bir sûreden biri de Rahmân sûresidir (İÜ Ktp., TY, nr. 9771, vr. 23<sup>b</sup>-26<sup>a</sup>). Halûk Nurbâki de pozitif bilimin verileri ve bazı teorilerden faydalanarak yaptığı sûre tefsirlerinden birini Rahmân sûresine ayırmıştır: <span class="eser">Kur’an’ın Hârika Mesajları I, Rahmân ve Vâkıa Sûreleri Yorumu</span> (İstanbul 1988, s. 7-75).
