كردستان، الأحد، أن سلطات كردستان الأمنية منعت دخول اللاجئين السوريين إلى كردستان بعد يومين على انتهاء قمة عدم الانحياز. <br/>وقال المصدر في تصريح نشرته انباء الرأي العام إن الجهات المعنية الأمنية في كردستان قررت منع دخول النازحين السوريين إلى كردستان عبر منطقة بيشخابور المحاذية للحدود السورية غرب دهوك، وأصدرت تعليماتها بذلك. <br/>وأضاف المصدر، الذي طلب عدم الكشف عن اسمه، أن الأسر السورية ما تزال ردت الحكومة على بيان وزارة الخارجية الذي استثنى الاقليم وأكدت ان الاقليم يتحمل تبعات تلك الزيارة.وقالت وزارة الخارجية في بيان لها أن الزيارة هي نوع من الانتهاك الذي لا يليق بتصرف وزير خارجية دولة جارة ومهمة مثل تركيا وهو يشكل فضلاً عن ذلك تدخلاً سافراً بالشأن الداخلي العراقي وعلى تركيا تحمل نتائج هذا العمل أمام الشعب العراقي وما يمكن أن يفرزه من آثار سلبية على العلاقات بين البلدين وعلى عموم الشعب العراقي وأهالي كركوك خصوصاً واضافت ايضا نستغرب من موقف حكومة الإقليم التي سهلت هذه الزيارة دون علم الحكومة الاتحادية وهي بذلك تخالف مسؤولياتها الدستورية.لكن موقف الحكومة جاء مغايرا لموقف وزارة الخارجية الذي لم يحمل حكومة الاقليم تبعات تجاوز تركيا. وقالت الحكومة على لسان الناطق باسمها علي الدباغ إن زيارة وزير الخارجية التركي تمتدون موافقة الحكومة الاتحادية وهي تجاوز خطير لسيادة العراق. واضاف أن اقليم كردستان يتحمل تبعات التجاوز.</p> </p></div> </p> <h3>حكومة الاقليم : اوغلو دخل كردستان بتاشيرة رسمية من السفارة العراقية</h3> <p>أعلنت رئاسة دائرة العلاقات الخارجية في اقليم كوردستان عن دخول الوفد التركي إلى الاقليم بتاشيرة رسمية من السفارة العراقية في انقرة فيما أكدت على أن هذه التأشيرة تمنحهم الحق في زيارة أية محافظة في البلاد ومن ضمنها كركوك بيّن أن زيارة الوفد لاحدى المناطق المتنازع عليها يأتي من حرصه للحفاظ على نسيج مكونات الشعب العراقي فيها.وقال رئيس دائرة العلاقات الخارجية في حكومة اقليم كردستان العراق فلاح مصطفى في بيان له ان حكومة الاقليم تكن كل الاحترام والتقدير لسيادة العراق فاقليم كردستان جزء من العراق وشعبنا جزء مهم من الشعب العراقي وان سيادة البلد تهمنا كما تهم الحكومة الاتحادية وتهم اي عراقي حريص على وطنه.وكشف مصطفى عن ان الوفد التركي الزائر برئاسة احمد داود أوغلو وزير خارجية تركيا وصل الى عاصمة الاقليم عبر مطار اربيل الدولي بعد ان حصل على تاشيرة دخول(فيزا) رسمية من السفارة العراقية في انقرة تاكيدا على حرص المسؤولين الاتراك على احترامهم لسيادة ووحدة الاراضي العراقية ومعرفتهم بالبروتوكولات الرسمية المعمول بها.واضاف مصطفى أنه لم يكن هناك اي انتهاك لسيادة العراق بزيارة السيد أوغلو لمدينة كركوك كونها محافظة عراقية وان كانت ضمن المناطق التنازع عليها، وتقع داخل الاراضي العراقية وان تاشيرة الدخول التي حصل عليها الوفد الزائر تعطيهم الحق بزيارة اية مدينة عراقية اذ ليس من المعقول ان ياخذوا تاشيرة دخول الى كركوك او اي مدينة اخرى.وأشار مصطفى إلى الى ان هدف زيارة اوغلو الى كركوك كان من اجل التعبير عن حرص المسؤول التركي على جميع مكونات المحافظة وانه يقف على مسافة واحدة من جميع المكونات الاكراد والعرب والتركمان وليس هدفا سياسيا على الاطلاق.وتمنى رئيس دائرة العلاقات الخارجية في حكومة اقليم كردستان على الحكومة الاتحادية ببغداد ان تأخذ الامور بصورة طبيعية بعيدا عن التشنج خاصة وان تركيا دولة جارة وترتبط مع العراق بعلاقات تاريخية واقتصادية وان هذه الزيارة تصب في تمتين هذه العلاقات وتاتي لخدمة مصلحة العراق والشعب العراقي.وكان وزير الخارجية التركي قد وصل أول امس الاربعاء الى اربيل على رأس وفد ضم كلا من نائب رئيس العدالة والتنمية الحاكم في تركيا عمر جليك ومستشار وزير الخارجية سنر اوغلو والسفير التركي لدى بغداد والقنصل التركي في اربيل وعددا اخر من المسؤولين ليتوجه بعد اختتام زيارته في الاقليم إلى محافظة كركوك.واثارت زيارة وزير خارجية تركيا احمد داود اوغلو المفاجئة والنادرة لمسؤول تركي الى كركوك امس غضب بغداد التي اتهمته بانتهاك سيادتها في اشتباك دبلوماسي جديد يعمق الازمة السياسية بين البلدين.وفي بيان نشرته وزارة الخارجية العراقية على موقعها امس قالت فيه ان زيارة احمد داود اوغلو لكركوك جرت بدون علم وموافقة وزارة الخارجية ومن دون اللجوء الى القنوات الرسمية والدبلوماسية.واضافت الوزارة في بيانها ان هذه الزيارة نعتبرها نوعا من الانتهاك الذي لا يليق بتصرف وزير خارجية دولة جارة ومهمة مثل تركيا وهو يشكل فضلا عن ذلك تدخلا سافرا بالشأن الداخلي العراقي.ورأت وزارة الخارجية العراقية انه ليس من مصلحة تركيا او اي جهة اخرى الاستهانة بالسيادة الوطنية وانتهاك قواعد التعامل الدولي وعدم الالتزام بابسط الضوابط في علاقات الدول والمسؤولين.كما استغربت في الوقت ذاته موقف حكومة الاقليم التي سهلت هذه الزيارة دون علم الحكومة الاتحادية معتبرة انها تخالف بذلك مسؤولياتها الدستورية.بينما اكد محافظ كركوك ان وزير خارجية تركيا وصل الى المحافظة من اربيل وبرفقته السفير التركي لدى العراق الذي مقره ببغداد ولا بد وان تكون وزارة الخارجية على علم بتحركات اي وحكومة الإقليم. وقال وكيل الوزارة جلال كريم إنه لا توجد معلومات لدى وزارة الداخلية في حكومة إقليم كردستان بشأن الأنباء التي تشير إلى محاولة نائب رئيس جمهورية العراق الفرار من الإقليم.وأكد كريم أن أمر تسليم الهاشمي إلى المحاكم مرتبط بقرار من رئاسة الإقليم وحكومته.وكشفت وزارة الداخلية العراقية اليوم الأحد عن سعي نائب رئيس الجمهورية طارق الهاشمي للهروب إلى خارج العراق فيما جددت مطالبتها لوزارة داخلية حكومة إقليم كردستان بتنفيذ أمر القبض الصادر بحق الهاشمي وتسليمه إلى الجهات القضائية.وأكد القيادي في التحالف الكردستاني محمود عثمان اليوم الأحد أن قضية الهاشمي أصبحت أكثر تعقيدا بعد تدخل السياسيين Iraqi authorities should stop the attacks and charge or release those being held, Human Rights Watch said.</p> <div style="border-bottom: black 1px solid; border-left: black 1px solid; padding-bottom: 5px; margin: 5px 0px 5px 15px; padding-left: 5px; width: 48%; padding-right: 5px; float: right; border-top: black 1px solid; border-right: black 1px solid; padding-top: 5px"> <p><strong>Background</strong></p> <p>Iraqi authorities have taken several steps to eliminate protests in the capital from public view. On April 13, officials <a href="https://web.archive.org/web/20130124042227/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">issued new regulations</a> barring street protests and allowing them only at three soccer stadiums.</p> <p>In late February, Iraqi police <a href="https://web.archive.org/web/20130124042227/http://www.hrw.org/en/news/2011/02/17/iraq-investigate-protester-deaths" class="external" target="_blank">allowed dozens of assailants</a> to beat and stab peaceful protesters in Baghdad. In the early hours of February 21, dozens of men, some wielding knives and clubs, attacked about 50 protesters who had set up two tents in Tahrir Square. During nationwide February 25 protests, security forces killed at least 12 protesters across the country and injured more than 100. On that day, Human Rights Watch observed Baghdad security forces beating unarmed journalists and protesters, smashing cameras, and confiscating memory cards.</p> <p>Security forces of the Kurdistan Regional Government (KRG) and its ruling parties have used repressive measures against<a href="https://web.archive.org/web/20130124042227/http://www.hrw.org/en/news/2011/05/24/iraqi-kurdistan-growing-effort-silence-media" class="external" target="_blank"> journalists</a> and <a href="https://web.archive.org/web/20130124042227/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">demonstrators</a> since the start of the daily protests in Sulaimaniya on February 17 seeking an end to widespread corruption and greater civil and political rights. On March 6, masked men <a href="https://web.archive.org/web/20130124042227/http://www.hrw.org/en/news/2011/03/07/iraqi-kurdistan-prevent-attacks-protesters" class="external" target="_blank">attacked demonstrators</a> and set their tents on fire in Sulaimaniya. On April 18, security forces seized control of Sara Square, the center of Sulaimaniya’s protests, and have prevented further demonstrations.</p> <p>On April 27, the KRG issued a 19-page report of its investigation into the violence during the previous 60 days of demonstrations. It concluded that violence was committed by both security forces and protesters, and that "the police and security forces were poorly trained in handling it appropriately."</p> <p>Iraq’s constitution guarantees "freedom of assembly and peaceful demonstration." As a state party to the International Covenant on Civil and Political Rights, Iraq is obligated to protect the right to life and security of the person, and the right to freedom of expression, association, and peaceful assembly.</p> </p></div> <p>In Iraqi Kurdistan, a protest organizer, Isma’il Abdullah, was abducted, stabbed, and beaten on May 27, 2011. The Kurdistan government should make sure its promised investigation of the episode is thorough, fair, and transparent, and leads to the prosecution of those responsible, Human Rights Watch said.</p> <p>"Authorities in Baghdad and in Iraqi-Kurdistan are keeping their citizens from demonstrating peacefully," said Joe Stork, deputy Middle East director at Human Rights Watch. "Iraq needs to make sure that security forces and pro-government gangs stop targeting protest organizers, activists, and journalists."</p> <p>Several activists in the capital told Human Rights Watch that they believed that the increased security at Baghdad’s Tahrir Square and the recent arrests were an attempt to head off reinvigoration of public protests, amid efforts by various small protest groups to work together. They said that neighborhood officials had warned them that security forces had made increased inquiries into the activists’ whereabouts and activities over the past two weeks.</p> <h3>Baghdad Arrests</h3> <p>On May 28, soldiers in four Humvees and two other unmarked vehicles approached the offices of the human rights group Where Are My Rights in Baghdad’s Bab al Mu’adham neighborhood, as members met with fellow protest organizers from the February 25 Group. Members of both groups told Human Rights Watch that soldiers raided the building with guns drawn, took away 13 activists in handcuffs and blindfolds, and confiscated mobile phones, computers and documents.</p> <p>One detained activist who was released on May 29 told Human Rights Watch that during the raid a commanding officer introduced himself as "from Brigade 43"of the army’s 11<sup>th</sup> Division and said another officer was "from Baghdad Operation Command."</p> <p>"They did not show any arrest warrants and did not tell us why we were being arrested," this activist said:</p> <p>A female activist complained and asked to see warrants, and they told her to "shut up and get in the car." They blindfolded and handcuffed us, and while they were doing this, they asked, "Why are you having these meetings? Do you really think you can bring down the government?" Asayish opened fire on protesters in central Sulaymaniyah this evening. Seven protesters suffered gun shot wounds as did Chunour Mohammed a journalist working in the newspaper Hawlati. The demonstrators were moving from Azadi Square towards Mawlawi Street. At first the police tried to push them back. Then they opened fire. It is not true as the authorities have tried to claim that the demonstrators were out of control. I was there I saw what they did. Their claim is false. The fact is that the demonstrators were peaceful and unarmed. It is not true as the authorities have tried to claim that demonstrators were carrying weapons such as sticks. That claim is outright false. It is not true as the authorities have tried to claim that they fired warning shots in the air. The peshmerga and asayish officers in the police opened fire on unarmed protestors without warning. She cannot get an Iraqi identification or citizenship card, and, since the marriage courts legally require them, she cannot get married.</p> <p>“I am afraid to get married without a legal contract, because then anyone can divorce me at their whim,” said Ms Muhammad.</p> <p> <a title="20110318_refugee_women_at_Kawa by Gorillas Guides, on Flickr" href="https://web.archive.org/web/20130124042227/http://www.flickr.com/photos/gorillasguides/5537296450/" class="external" target="_blank"><img style="display: inline; float: right; margin: 4px 0px 5px 10px" height="198" alt="20110318_refugee_women_at_Kawa" src="https://web.archive.org/web/20130124042227im_/http://farm6.static.flickr.com/5219/5537296450_e31e826876_o.jpg" width="350" align="right"/></a> <p>Many other girls like her in the camp are worried for the same reason. If they were divorced, they would be unable to ask for their legal rights, since they would not have a legal marriage contract to protect them.</p> <p>“There are 90 girls here who are over 25 and are afraid to get married because we can’t get a legal contract,” said Ms Muhammad. “Many of those who have traditional marriages without going to the courts get divorced in a short time.”</p> <p>Many of the camp’s families came to Iraq after the Iran-Iraq war in the 1980s and were consigned to Altash Refugee Camp in Iraq’s Ramadi city. But, after the collapse of Saddam Hussein’s regime in 2003, many armed groups assaulted the camps, so they took refuge in Iraqi Kurdistan.</p> <p>Many of the 90 young Kawa Camp women, who are longing for marriage, were born in Iraq and, since they do not even have Iranian identification cards, are technically without citizenship anywhere.  </p> <p>These women are now calling out to women’s rights groups and governmental organizations to help them find a solution. There was an evident mood of desperation among the young women that Rudaw spoke with at the camp, because of this dilemma that prevents them from having a family of their own.</p> <p>Many families have five or more unmarried daughters</p> <p>According to the statistics on Kawa Camp that Rudaw obtained from the Refugee Council in Erbil, 1,364 refugees reside in the camp, of which 650 are male and 714 are female. Of the unmarried women, 90 are over 20 years of age, and 15 are over 40. </p> <p>It is not uncommon to find families in the camp with five or more unmarried daughters of marriageable age, and the families say they are very worried that this phenomenon may soon create social problems for the young women.</p> <p>Muhammad Bawajani is an imam in the camp, also with five unmarried daughters.</p> <p>“Many individuals from our camp have asked for the hands of my daughters, but I am afraid to agree to such marriages, because my daughters can’t get a legal contract from the courts,” said Bawajani. “Many girls here who get married without a legal contract get divorced soon after.”</p> <p>The camp’s women, along with its other residents, have residency permission cards that are only valid in Erbil, and they say the cards do not allow them to carry out official procedures.</p> <p>“We cannot have legal marriage contracts with these residency permission cards,” said Ms Muhammad, “So our men are migrating overseas, and our women are left here unmarried.” </p> <p>Bawajani referred to a verse from the Quran, which states that hampering the marriage of females is a sin, and also quoted from a Kurdish proverb to support his complaints.</p> <p>“‘If you keep fresh water in a place longer than it should be kept there, it will go bad,’ and the same will happen to our daughters,” he said, referring to the proverb.</p> <p><strong>Women’s rights groups are ineffective</strong></p> <p>The women from Kawa Camp criticize women’s rights activists for overlooking their case and claim that the activists only deal with the issues of urban women and do not care about them. </p> <p>“They never place any importance on us,” said Ms Muhammad.</p> <p>However, Chilura Hardi, head of the Khatuzin Center, a non-governmental women’s issues organization, rejected these claims and said her organization had visited and talked with the refugees in Kawa Camp.</p> <p>“We have asked them many times if they have problems or requests; they never said anything,” said Ms Hardi. “So how can we help them if we don’t know what their problems are?”</p> <p>Another young Kurdish woman living at the camp, 22-year-old Layla Jhuma from Iran’s Kirmashan city, paints a bleak picture of life in the camp for a young unmarried woman.</p> <p>“There are no [single] men left in this camp, and [single] women have to stay with their parents,” she said. “We stay home day and night with nowhere to go. Not having a legal I.D. card makes it impossible for us to get married to Iraqi Kurds, and many men from our camp cannot afford to get married because of poverty and lack of living space.” </p> <p>Ms Jhuma has five sisters, all of marriageable age, and all as yet unmarried. But, her parents say they still hope to see all their daughters have husbands and their own families before they pass away. </p> <p>“The young men who live here have no place or work,” said Kafiya, Ms Jhuma’s mother. “Each family is given only two rooms, so where should they bring their wives if they want to get married? Our neighbor divorced his wife after two months of marriage because they did not have enough room, and we are not going to abandon our daughters on the street.” </p> <p><strong>The government insists they can get married</strong></p> <p>However, Abdul Basit Farhadi, spokesman for the Iraqi Kurdistan region’s Judicial Council, rejects the claim that women from the camp are unable to have legal marriages using their residency permits. He said any Kurdistan identification card would enable them to be legally married in the courts, as long as they obtained official authorization.</p> <p>“We give them an official letter, which they can take to the Ministry of Interior for authorization. If [the ministry] agrees, we can give them a legal marriage contract,” said Farhadi. “With [the ministry’s] authorization, these Iranian girls would be able to get married to men from Iraq or from their camp.”</p> <p>But, this is no comfort to Ms Jhuma, who, during the interview with Rudaw, sat next to her mother and her five unmarried, home-bound sisters.</p> <p>“We have lost hope in life,” she said. “Our father cannot work because of chronic illness, and we, his six daughters, have become a burden to him. We are so poor and prices are so high that only two of us could go to school. have risen against their factional leaders, demanding transparency and more freedoms.</p> <p>The demonstrations have so far concentrated in the Kurdish Province of Sulaimaniya but anger and resentment of policies pursued by the Kurdish region’s government are triggering unrest across the current Kurdish administration.</p> <p>The Kurdish autonomous enclave comprises two more provinces – Dahouk and Arbil – besides Sulaimaniya.</p> <p>The Kurdish administration is often cited in Western media as an example of democratic rule in Iraq, but that is more words than deeds.</p> <p>The two Kurdish factional leaders – Massoud Barzani, the Kurdish region’s president and Jalal Talabani, the Iraqi president – are alleged to have been immersed in corruption and favoritism.</p> <p>Both leaders have their own security and intelligence agencies as well as heavily armed militias who could almost do what they want with impunity.</p> <p>Some angry protesters have upped their pressure to the extent of shouting slogans for the removal of Barzani, who heavily relies on his Barzani tribe for influence.</p> <p>The unrest has adversely affected foreign investment and the presence of foreign firms in the region.</p> <p>The Kurdish budget, mostly based on 17% of total Iraqi oil earnings, is bigger than a country like a Syria with a population of more than 25 million people.</p> <p>The Kurdish region’s population is estimated at 3.5 million.</p> <p>But many Kurds live in abject poverty and the gap but the haves and the have-nots is widening.</p> <p>Moreover, there is no budgetary transparency and even the parliament is in the dark on allocations that are earmarked on factional basis. </p> <p>In Sulaimaniya, the protesters have camped in a square called al-Saray which has turned into something like the Egyptian Square of Liberation.</p> <p>Sit-ins are scheduled in other major Kurdish cities as young protesters are relying on new media and the Internet to spread their word.</p> <p>Angry demonstrations have swept other towns with sizeable Kurdish communities such as the oil-rich city of Kirkuk.</p> <p>Barzani was forced to deployed thousands of his militia in Kirkuk to pre-empt an في أربيل عن الإعلام العراقي بإصدار تشريعات جديدة تكفل للإعلاميين الوصول إلى المعلومات، وإلغاء أية تشريعات سابقة تتعارض مع حرية الحصول عليها. <br/>وحمل البيان الختامي لمؤتمر قوانين الاعلام في العراق والمنطقة 7 توصيات تتعلق بالتشريعات القائمة وإصدار أخرى جديدة، أبرزها التوصية بإصدار قانون خاص يكفل حق الحصول على المعلومات ويبين آلية ممارسة ذلك الحق وتحديد المعلومات المستثناة منه وكيفية التقاضي أمام المحاكم في حالة منع الحصول على المعلومة. <br/>كما وجاء في البيان الختامي التوصية بإلغاء التشريعات السابقة التي تتعارض أو تعيق حرية الحصول على المعلومات وتداولها، مشددة على منح كل العراقيين حق الحصول
