<p>7月以来，超80个城市发布稳楼市新政，且每日仍有城市加入新增出台队伍中，延续了5月、6月的房产新政“接力赛”。部分城市继续动用“政策工具箱”，推出了一系列创新性措施。业内人士表示，稳楼市政策效果逐步传导至市场端，市场信心逐步提升，同时房企拿地积极性有所提高。<br/></p><p><strong>新政“接力赛”进行时</strong></p><p>4月29日，中共中央政治局召开会议，在房地产方面，明确要坚持房子是用来住的、不是用来炒的定位，支持各地从当地实际出发完善房地产政策，支持刚性和改善性住房需求，优化商品房预售资金监管，促进房地产市场平稳健康发展。由于经济下行压力较大，在因城施策的导向下，今年房地产调控政策边际放松。房地产税试点暂缓推出，一些地方政府加大引才力度、放松限购限贷等，银行下调首付比和贷款利率，监管层放松三道红线和两个上限要求、支持新市民等。随后，多城响应号召，纷纷通过降低首付比、调整公积金贷款额度、放宽限购等多种举措，出手“稳楼市”。</p><p>自此，据不完全统计，仅5月份就有超过80城出台房产新政，其中包括杭州、南京、武汉、太原、西安等强二线城市，部分城市还由于政策过于激进被按下“撤回键”，这再次证明尽管“救市”是当下主题，但“房住不炒”依然是所有房产新政的基础。</p><p>进入6月之后，城市新政出台速度略有放缓，但依然出现了以珠海“一人购房全家帮”为代表的有记忆性的房产新政，并陆续有至少13城发布执行了类似新政。</p><p>7月以来，先后有泸州、台州、衡水等城市继续调整公积金贷款政策，为刚需购房者提供更高的公积金贷款额度、下调公积金贷款首付比，减轻购房者负担；还有部分城市通过提供购房补贴的方式救市，例如，南京高淳区提出购买新房给予房价1%的购房补贴，舟山市提出提供契税购房补贴，单套补贴最高3万。</p><p>还有一条楼市新政近期引发广泛讨论。江西省樟树市近日发布《关于促进樟树市房地产业良性循环和健康发展若干措施》，其中提及，凡在2022年6月30日至2022年12月31日期间，已备案的中介机构每销售一套商品房，由收益财政给予1000元奖励。</p><p><strong>市场信心仍有待恢复</strong></p><p><a name="_GoBack"></a>尽管各地救市“如火如荼”，但实际效果并没有达到预期，市场信心仍有待进一步恢复，特别是近期“烂尾楼”、“断贷潮”问题频现。而房地产经济压舱石的作用在今年又显得尤为重要，因此，有专家预计，近期仍将维持较为宽松的楼市政策，仍将有城市继续“因城施策”，对于刚需购房者，可以考虑择机入市。</p> </div> </div> </div>  <div
