<p> </p> <blockquote><p>Syria’s plan to divert the waters of the Tigris portends a long and bitter quarrel with Iraq, reports <b>Bassel Oudat</b> from Damascus </p> <hr noshade="noshade"/> <p>Last year’s severe drought in northeastern Syria dried up the Khabur River which is the lifeline in that region, causing some 500,000 Syrians to migrate to other areas inside Syria. In response, the government signed a deal with the Kuwaiti Fund for Arab Economic Development to begin a project on the Tigris close to the Syrian-Turkish-Iraqi border, diverting enough water to fertilise 200,000 hectares.</p> <p>Baghdad was infuriated by the project and called Damascus to an "emergency meeting" to clarify the details of the "surprise plan" which would divert river water over long distances inside Syrian territories. Iraq’s Water Resources Ministry stated that any diverted water will affect Iraq’s already meagre water quota, which would negatively influence local agriculture and the economy. Iraqi officials also predicted that the plan will jeopardise already worsening relations between the two neighbouring states.</p> <p>Syria has not responded to Iraq’s invitation. Informed Syrian sources asserted that the project was conceived decades ago, and not a new concept at all, as the Iraqis are claiming. In fact, it is an indicator of warming relations between Syria and Turkey, because Ankara gave Damascus the green light to go ahead and begin the project.</p> <p>The plan is indeed old, but was delayed because previous governments in Turkey refused to sign any agreement to share water with Syria and Iraq. With encouragement from abroad, Ankara was fooled into believing that it would be stronger and have more leverage by controlling the water flow.</p> <p>Syria and Iraq have fought over water resources in the past. In the 1980s, it threatened to ignite a war. Eventually the quarrel came to include Turkey, especially after Ankara began building large dams on the Euphrates and Tigris. So far, no three-way agreement has been reached because Turkey refuses to share the water with Syria and Iraq.</p> <p>The heart of the problem lies in differences of interpretation of Syria and Iraq on the one hand, and Turkey on the other. Turkey believes the Tigris and Euphrates rivers, which originate in the Taurus Mountains in Turkey and pass through Syria and Iraq, to be "marginally cross-border rivers" because they barely pass inside the borders of Syria and Iraq. But Syria and Iraq consider them major international water bodies which should be evenly divided among everyone.</p> <p>When the regimes in Damascus and Baghdad fell out in the 1970-80s, this negatively affected their rights to the waters of the Euphrates and Tigris and a number of smaller rivers, because they refused to sit together or with the Turkish side. Ankara used Syrian- Iraqi tensions to exercise control over the waters of the rivers and keep a much larger share than stipulated in international water agreements for itself. It constructed massive dams on the rivers, using their waters in agricultural and industrial projects along their banks. It cut down the amount of water going to each country, and refused to recognise that the two rivers were international waterways but rather local Turkish rivers which happen to pass through Syria and Iraq on their way to the Arab shore, south of Basra in Iraq.</p> <p>In 1974, Turkey began the Southeastern Anatolian (GAP) project which consists of 21 dams, 17 of which on the Euphrates including Ataturk Dam and four others on the River Tigris. It also included 19 power stations and 47 water reservoirs, and a variety of other projects in the fields of agriculture, industry, transportation, irrigation and communication. Ankara earmarked $32 billion for the project and received a large part of the budget from international funding in the form of loans and grants, especially from the US, Canada, Israel and France.</p> <p>In 1987, Syria and Iraq tried to gain some recognition over the waters of the two rivers, but it was too late. Turkey refused to negotiate with them as one party and dealt with each side separately, taking a disproportionate amount for itself. Damascus and Baghdad could do nothing, especially in light of the fact that Ankara continued its plans to construct dams and was able to cut off the flow of the river altogether to both neighbours.</p> <p>In 1989, Syria and Iraq agreed to divide the quota of the Euphrates River given to them, whereby Syria’s share amounted to 42 per cent and 52 per cent went to Iraq. Later, in 2000, the two sides agreed that Syria should receive a share of the Tigris water (which flows 50km inside its border), enough to irrigate almost 200,000 hectares of land.</p> <p>In the end, sharing the waters of the Euphrates and Tigris became a capricious matter, not relying on clear and precise agreements based on international law. Turkey’s whims dictate quotas with no base in international law. In 2007, a three-way meeting failed to result in a comprehensive agreement on the issue because Turkey refused to change the status quo and wanted to make it a de facto arrangement.</p> <p>Syria’s project to divert Tigris water, which it started publicly planning at the beginning of this year, has antagonised the Iraqis to an unexpected degree, and Baghdad’s reaction came as a surprise to Damascus. This is especially true since there is a preliminary agreement regarding this issue with the previous regime in Iraq, which Iraqis today consider invalid. The Syrians counter that the agreement was concluded with a legitimate Iraqi government and not one person per se, and it is illogical to annul agreements between countries every time the regime changes.</p> <p>Syrian political circles feel that Iraq’s reasoning is another attempt by Iraq’s government to raise tensions between the two countries, and manipulate this domestically now that Iraq is about to form a new government.</p> <p>Relations between the two neighbours have not been at their best for almost one year, after Iraq’s Prime Minister Nuri Al-Maliki accused Syria of hosting and assisting Al-Baath Party elements who support the ousted regime in Baghdad. Iraq claims these elements are behind a number of attacks in Baghdad which have killed hundreds of Iraqis. These accusations also came as a surprise for the Syrians who said they have tried their utmost in the past few years to prevent fighters from going into Iraq by more vigilant control of the border. At the same time, Syria is home to 1.5 million Iraqi refugees and says it has cooperated with Iraqi authorities.</p> <p>Syrian officials believe that Iraq’s objections to the Tigris project are not a result of Iraqi concerns over water but have other political goals to do with domestic Iraqi politics, power struggles among Iraqi factions, and complications in forming Iraq’s new cabinet.</p> <p>No doubt, the quarrel between Syria and Iraq over the past decades has allowed Turkey to do as it pleases with the waters of the Euphrates and Tigris. Today, closer ties between Damascus and Ankara — which could almost be described as a strategic alliance — are still not enough to convince Turkey to admit that these are international rivers, and it continues to control them unilaterally.</p> <p>Observers believe that rising political friction between Syria and Iraq, their distraction with secondary issues over more important ones, and their lax positions towards Turkey on the water issue and other matters have not only caused tension, but resulted in immense strategic losses for both parties. </p> <p>They will have to look beyond this current spat and focus on the real problem — resolving the quota issue with Turkey.</p> </blockquote> <p><a التطبيق. <br/>وقال المراقبون"بعد الفرات الذي اوشك على الجفاف بسبب السدود السورية والتركية، يعمل البلدان على تغيير مسار نهر دجلة باتجاه الاراضي السورية عن طريق إنشاء محطة ضخ كبيرة وشق قنوات رئيسة وفرعية وانفاق منه الى نهر الخابور في محافظة الحسكة السورية"، مشيرين الى"ان سوريا التي تعادل ميزانيتها السنوية 10%  من ميزانية العراق المالية لا تقوى على تمويل هكذا مشروع ولا تركيا التي تعتمد في اغلب الاحيان على الدعم الاوروبي، وان مشايخ الخليج يقدمون مليارات من واردات البترول لإنجاح هذه الحرب التي تهدف الى تحويل بلاد النهرين الى صحراء قاحلة. <br/>وكانت وسائل الاعلام الكويتية قد تناقلت خبر قيام الصندوق الكويتي للتنمية الاقتصادية العربية بدعم تنفيذ مشروع يؤدي لسحب مياه نهر دجلة من أقصى الحدود السورية مع تركيا والعراق ولمسافات طويلة بهدف زيادة رقعة الأراضي الزراعية بمحافظة الحسكة. وتابعت:"وفي align="right"> <p>بغدا: اكد خبير اقتصادي ان المشروع السوري على نهر دجلة الذي سيخفض من واردات العراق المائية سيؤثر سلباً على قطاع الكهرباء والزراعة وسينعكس سلباً على الوضع الاقتصادي في البلد. وقال مهدي عدنان ان الأصوات الحالية تدعو إلى الحوار والتوصل الى تفاهمات بين الجانبين العراقي والسوري،</p> <p>مشيراً الى ان قراءة الوضع الحالي لا تدل على أمكانية حدوث تصعيد يمكن يصل لحالة الصراع بمختلف مستوياته على المياه. يذكر ان مناطق شمال العراق تعتمد في توليد الطاقة الكهربائية على المحطات الكهرومائية من خلال مشاريع دوكان ودربندخان وسد الموصل، وان انخفاض مناسيب مياه دجلة ستؤثر بالسلب على هذه المشاريع. وأضاف مهدي ان تمسك اي جانب بموقفه بشكل لايمكن ان يتحمله الوضع الذي يعاني منه العراق يمكن ان يؤدي الى تصعيد بين الطرفين قد يصل الى خلق أزمة بحيث يخرج الموضوع من حالة التفاهم الى حالة الصراع وعندها ستتدخل الوساطة الدولية ودول الإقليم لحل هذه المشكلة متمنين ان لايصل الوضع لهذا المستوى بأي شكل من الأشكال.ولفت الى وجوب الأتفاق بين البلدين في حق العراق بحصته من المياه بالشكل الذي لايؤثر على أقتصاده ووضعه الزراعي. يذكر ان الحكومة السورية اقرت تنفيذ مشروع بالتعاون مع شركات كويتية لسحب مياه من نهر دجلة لري أراضي سورية تصل مساحتها الى 200 ألف هكتار في منطقة الحسكة شمال شرق البلاد لأغراض زراعية مما أدى الى طلب الحكومة العراقية عقد اجتماع مع الجانب السوري لحل هذا الموضوع بالشكل الذي لا يؤثر الى ورادات العراق المائية. ويعاني العراق وسوريا نقصا في وارداته من المياه السطحية بسبب مواسم الجفاف بالإضافة الى تنفيذ تركيا لمشاريع اروائية ضخمة من خزانات وسدود ادت الى تقليل مناسيب مياه النهرين بشكل كبير. من جانبه قال مدير عام دائرة المشاريع والبزل في وزارة الموارد المائية علي هاشم ان سحب أي كمية من مياه نهر دجلة ستؤثر بالسلب على واردات العراق المائية. وأضاف هاشم طلبنا عبر القنوات الدبلوماسية عقد اجتماع مع الجانب السوري للتوصل لاتفاق يحافظ على حصص العراق المائية من نهر دجلة، مبيناً انه من المتوقع ان نتوصل الى تفاهم وعقد اتفاقيات بهذا الخصوص. وأضاف هاشم ان معدل ما يدخل العراق عبر الحدود الدولية من نهر دجلة يصل الى 19 مليار متر مكعب سنوياً، بينما تبلغ واردات النهر الإجمالية بعد ان تصب به معظم روافده النابعة من ايران لتصل الى 49 مليار متر مكعب سنوياً، مشيراً الى الوزارة تأمل بان لا يقوم الجانب السوري بسحب كميات تؤثر على المعدلات المذكورة خصوصاً في السنوات التي تقل فيها مناسيب المياه في النهر. وأردف سنحاول ان نحصل على أتفاق عادل ومنصف خلال اجتماعنا مع الجانب السوري ونعتقد انهم سيقدرون الوضع، مبيناً انه تم الطلب لعقد هذا الاجتماع عبر القنوات الدبلوماسية من خلال وزارة الخارجية وما زال Briefly the Kuwaitis are suing Iraqi Airways for $1.2bn (£837m, €979m) reparations which they say they are owed because Iraqi airways took looted aircraft and parts from them during the Iraki invasion of Kuwait. The legal battle over this started in the British courts in 1991.</p> <p>"How can they do this?" Say Irakis to me. " We have suffered enough" they go on. Saddam ordered his troops to go on a rampage and they did, they slaughtered, burnt, and looted all around them. There are still Kuwaitis "missing presumed dead" even after all this time, to say nothing of the material losses caused to ordinary Kuwaitis by wide scale looting.</p> <p>But it gets worse you see the Kuwaitis are afraid of Irak and they have good reason to fear their northern neighbour. Consider that during the 1930s that <a href="https://web.archive.org/web/20111224072320/http://en.wikipedia.org/wiki/Ghazi_of_Iraq" class="external" target="_blank">Ghazi of Iraq</a> wanted to annex Kuwait, thirty one years later <a href="https://web.archive.org/web/20111224072320/http://en.wikipedia.org/wiki/Abd_al-Karim_Qasim" class="external" target="_blank">Abd al-Karim Qasim</a> reasserted <a href="https://web.archive.org/web/20111224072320/http://looklex.com/e.o/qasim_a_k.htm" class="external" target="_blank">the longstanding Iraki claim to Kuwait</a>. (See also the Wiki entry section <a href="https://web.archive.org/web/20111224072320/http://en.wikipedia.org/wiki/Abd_al-Karim_Qasim#Foreign_policy" class="external" target="_blank">3.4 Foreign policy</a>). Qasim backed down in the face of British troops, the Arab League and hefty secret payments into Baghdad’s treasury from the Kuwaiti emir. But the claim to Kuwait was never dropped. It was that claim that Saddam Hussein used as justification for his <a href="https://web.archive.org/web/20111224072320/http://en.wikipedia.org/wiki/Invasion_of_Kuwait" class="external" target="_blank">invasion of Kuwait</a> and his declaration incorporating its territory into Irak as the 19th governorate. Even still, as Cockburn makes clear in his article, there are border disputes to be settled:</p> <p><cite>The maritime border was drawn up in Kuwait’s favour after the first Gulf War. Endorsed by the UN, it was accepted by Saddam Hussein when his fortunes were at low ebb in 1993 and he was prepared to make concessions to stay in power.</cite></p> <p>When I speak and write to my Kuwaiti friends I detect among a very few of them a very reluctant willingness to consider an opening towards more normal relations with Irak. A few talk of Kuwait becoming a gateway to Irak. But most are not willing to consider this. Although they accept that Irak is unlikely to ever invade Kuwait again they cannot shake themselves of the fear engendered by the history of the last century they cannot resist the temptation, however short sighted and counter-productive it might be, to hit Irak while it is down.</p> <p>Cockburn’s article is short and well worth your while reading <a href="https://web.archive.org/web/20111224072320/http://www.independent.co.uk/news/world/middle-east/legacy-of-gulf-war-and-border-dispute-continue-to-dog-relations-with-kuwait-1985072.html" class="external" target="_blank">reading in full</a>, I hope that my far wordier offering helps you understand the background. "الحلقة الأضعف" في الصراع السياسي والأمني </strong></h4> <p>تتعرض الأقليات في العراق لاسيما المسيحيين منهم إلى عمليات "تهجير قسري" غذتها بشكل كبير الأوضاع الأمنية المتردية والصراعات السياسية.وتشير الأرقام غير الرسمية إلى تراجع عددهم في العراق إلى أكثر من النصف مقارنة بعام 2003. </p> <p>ورفع متظاهرون مسيحيون في مدينة الحمدانية في شمال العراق يافطات كتب عليها "لسنا أقلية؛ إننا جزء من تركيبة الشعب العراقي"، مطالبين الحكومة العراقية بوضع حد للمأساة التي يعيشونها في هذا البلد، وذلك غداة مقتل طالب وجرح أكثر من ثمانين آخرين حينما استهدف هجوم حافلة كانت تقلهم من مدينة الحمدانية ذات الأغلبية المسيحية إلى جامعة الموصل.</p> <p>و لم يكن هذا الحادث الأول من نوعه الذي يستهدف المسيحيين في هذا البلد، بل تعرضوا لعمليات قتل وخطف وتفجيرات استهدفت بعض الكنائس ما أدى إلى موجة نزوح كبيرة داخل البلاد وإلى الخارج. وقد تعرضت ثلاث كنائس في الموصل إلى موجة من التفجيرات، في حين قتل مسلحون العديد من المسيحيين قبل عيد الميلاد الماضي.</p> <p>ويشكل الكلدان غالبية المسيحيين العراقيين يليهم السريان والآشوريون. ويتواجدون في كافة المحافظات تقريباً لكن وجودهم يتركز في العاصمة بغداد، حيث يتواجد أكبر تجمع سكاني لهم، وفي منطقة سهل نينوى قرب الموصل شمال العراق. في حين أنهم يتوزعون على مناطق أخرى. </p> <p>التناقص المضطرد</p> <p>وتتضارب الأرقام بشأن عدد المسيحيين الذين كانوا يعشون في العراق قبل سقوط نظام صدام. ويقول كامل زومايا عضو المجلس الشعبي الكلداني ـ الآشوري "أن النظام الشمولي الذي كان في عهد صدام حسين لم يكن يسمح بإبراز حجم الأقليات في البلاد و لم يكن يعترف إلا بالقومية العربية وهو الأمر الذي أدى إلى محاولة تعريب السِنَة كل القوميات". وتقدر الأرقام غير الرسمية أن عدد المسيحيين في العراق تجاوز 1.3 مليون في نهاية التسعينيات من القرن الماضي ليبدأ هذا الرقم في التقلص إذ وصل حسب كمال زومايا إلى 550 ألف في الوقت الحالي بعد أن لجأ الآلاف منهم إلى دول مجاورة هربا من التهديدات الأمنية التي طالتهم.</p> <p>و يقول وليم وردة، رئيس منظمة حمورابي للدفاع عن الأقليات في العراق أن نصف المسيحيين العراقيين خرجوا من البلاد فيما تعرض الآخرون إلى عمليات تهجير داخلية بعد أن تعرضت أرواحهم و مصالحهم للخطر. و يضيف أن منظمته "سجلت خلال السنوات الماضية مقتل أكثر من 800 شخص بالإضافة إلى اختطاف المئات منهم فضلا عن الضغوط التي مورست عليهم من طرف جماعات إسلامية متشددة لتغيير دينهم". </p> <p>وخلال الشهرين الماضيين فقط غادرت مئات العائلات المسيحية الموصل باتجاه المناطق المجاورة في أعقاب تضاعف الهجمات التي ترتكبها مجموعات مسلحة ضدهم. و كان مكتب الأمم المتحدة لتنسيق شؤون الإغاثة أكد أن "ما مجموعه 720 عائلة مسيحية، أو أكثر من 4300 شخص، غادروا الموصل خلال شهر مارس/ آذار باتجاه مناطق الحمدانية وتلكيف المجاورة " بحثا عن حياة آمنة.</p> <p>ووثقت منظمة حمورابي في تقريرها الأخير "الحملات الإرهابية المختلفة ضد الكنائس والأديرة المسيحية في العراق" حيث يظهر ملحق تفاصيل عن هجمات وقعت على أكثر من 51 كنيسة ودير تعرضت إلى اعتداءات مختلفة من قبل مسلحين أو هجمات بسيارات مفخخة أو عن طريق عبوات ناسفة. كما يشمل التقرير على ملاحق أخرى تتضمن انتهاكات مختلفة تتضمن حالات القتل والاختطاف التي طالت رجال الدين المسيحي.</p> <p>تعددت الأسباب والاضطهاد واحد </p> <p>وفيما تتعد الأسباب التي تقف وراء عمليات القتل و التهجير التي تطال المسيحيين في العراق تحاول كل الإطراف إلقاء اللائمة على الطرف الآخر. ويشير كامل زومايا بأصبع الاتهام إلى الجماعات الإسلامية المتشددة بالإضافة إلى الصراعات السياسية في منطقة شمال العراق وسط فشل الحكومة في بسط الأمن هناك. ويقول " إن هناك حملة مبرمجة لتفريغ العراق من المسيحيين خاصة في المناطق الشمالية". ويضيف أن عملية التهجير لم تأتي فقط نتيجة الفراغ والتردي الأمني، بل جاءت نتيجة "خطة مدروسة من بعض الجهات"، مؤكدا أن هذه العملية بدأت بشكل منظم منذ عام 2004 بعد أن شملت عمليات التهجير منطقة البصرة وتلتها بغداد وصولا إلى محافظة نينوى فمدينة الموصل.</p> <p>و كان تقرير منظمة العفو الدولية الصادر في تشرين الثاني الماضي أكد أن "الأقليات خصوصا المسيحيين في شمال العراق ضحايا جانبيين للنزاع بين العرب والأكراد على الأراضي المتنازع عليها وللمتطرفين السنة أيضا". و تقول منظمة حمورابي إن عدد المسيحيين في بغداد أصبح لا يتجاور حاليا 200 ألف بعدما كان عددهم يقارب المليون في نهاية التسعينيات. ويقول رئيس المنظمة وليم وردة " إن الأقليات في العراق هي الحلقة الأضعف في المشهد العراقي، فهم لا يملكون مليشيات ولا أسلحة مما جعلهم يتعرضون إلى عمليات الاضطهاد والقتل"، مضيفا أن "الفراغ الأمني هيئ الأرضية الخصبة لتنفيذ بعض الأجندة سواء بدوافع إجرامية أو بدوافع سياسية بحتة". </p> <p>وفي وقت سابق نفى الحزب الديمقراطي الكردستاني، الاتهامات الموجهة ضد الأكراد وقوات البشمركة من قبل أطراف عربية داخل الموصل بالوقوف وراء استهداف المسيحيين هناك. وقال غازي فرمان، المسؤول في الحزب " هذا الاتهام باطل، فالذين يتعرضون للقمع في الموصل من المواطنين المسيحيين يضطرون إلى اللجوء إلى إقليم كردستان أو سهل نينوى وهذا طبعا تحت سيطرة قوات البشمركة، فإذا كانت الأحزاب الكردية تقف وراء هذه الاغتيالات والأعمال الشنيعة ضد المسيحيين فلماذا يختار هؤلاء الإقليم أو سهل نينوى ملاذا آمنا لهم؟ ". ووجه الحزب بدوره الاتهام لتنظيم القاعدة والبعثيين ومن وصفها بـ"العصابات المروجة لهذه الشائعات ضد ألأكراد". </p> <p>حضور ضعيف على المستوى السياسي</p> <p>ومع استمرار عمليات القتل والتهجير التي تطال المسيحيين في العراق، ناشدت عدت منظمات عراقية ودولية المجتمع الدولي التدخل لوضح حد لكل هذه التجاوزات. و طالبت منظمة هيومن رايتس وتش السلطات العراقية بالتحرك فورا من أجل وقف حملة العنف ضد المسيحيين والعمل بشكل خاص على محاسبة المسؤولين عن هذه الأعمال. </p> <p>وأكد عضو المجلس كامل زومايا أن التواجد المسيحي في الحياة السياسية العراقية مازال ضعيفا جدا. فقد تم تخصيص خمسة مقاعد "كوتا" لهم في البرلمان من مجموع 325 مقعداً في قانون الانتخابات الذي أقر مؤخراً، وهي نسبة يصفها زومايا بأنها " أقل من استحقاقهم العددي والنوعي، إلا أنها ـ في رأيه ـ تبقى حالة متطورة مقارنة بعام 2008"، حيث جرى تقليل حصة تمثيلهم في قانون مجالس المحافظات، في عملية أثارت جدلاً كبيراً في البرلمان والأوساط السياسية.</p> <p>من ناحية أخرى انتقدت منظمة حمورابي لحقوق الإنسان في العراق "عدم إتاحة الفرص اللازمة للمسيحيين بما يتناسب مع إمكانياتهم وكفاءاتهم بل وعددهم في عملية التعيينات التي طالما تخضع للمحاصصة بين الكتل السياسية الكبيرة، وانطوت على اعتبارات قومية وطائفية، فكانت الأقليات على العموم والمسيحيين بوجه الخصوص أكبر ضحايا هذه العملية".</p> <h3><font color="#800000">الاخبار السياسية</font></h3> <table style="margin-top: 1em" cellspacing="5" بنوري المالكي كمرشح وحيد لرئاسة الحكومة، معربا عن اعتقاده بأن التيار الصدري تراجع عن موقفه المعارض لترشيح المالكي. <br/>وقال عضو الإئتلاف عبد الهادي الحساني بشأن تحديد آلية اختيار مرشح رئيس الوزارء في الحكومة المقبلة، انه إما أن تتم بترشيح شخص من كلا الطرفين"دولة القانون والوطني العراقي" ويتم التوافق على أحدهما، أو يصار إلى عملية موافقة 80 بالمائة من الكتلتين على مرشح معين. <br/>وقلل الحساني من شأن عدم دعوة "دولة القانون" لحضور اللقاء بين "الائتلاف الوطني العراقي" وقائمة "العراقية"، واضعا اياه في اطار المساعي الهادفة للتعرف على وجهات نظر الطرفين بشأن اخر التطورات على الساحة السياسية.</p> </td> ائتلاف دولة القانون نوري المالكي بشأن موقفه من التعاون مع القائمة العراقية لتشكيل الحكومة المقبلة، بوصفهما أكبر قائمتين فائزتين في الانتخابات. <br/>واوضح أن الزيارات التي قام بها قادة "العراقية" إلى المالكي خلال الفترة الماضية سمعوا خلالها رغبة المالكي بالتعاون والشراكة الوطنية، لكن لم تر "العراقية" أية مبادرة أو فعل مؤثر يؤكد نوايا دولة القانون أو أي عمل جاد على أرض الواقع، لتحديد موعد اللقاء برئيس القائمة العراقية إياد علاوى للتفاهم بشأن تقريب وجهات النظر وتأكيد الشراكة الوطنية ونبذ المحاصصة التي كانت ينادي بها ائتلاف دولة القانون خلال حملته الانتخابية. <br/>وأبدى عاشور تخوفه من احتمال أن يكون هناك "من يضغط على المالكي داخل ائتلافه لمنع اللقاء، أو أن تكون اللقاءات مع قيادات من القائمة العراقية محاولة للضغط على الائتلاف الوطني لتحقيق مكاسب لدولة القانون" حسب قوله.</p> </td> </tr> <tr> <td valign="top" width="50%">  <p><b>الموسوي: لقاء مرتقب بين المالكي وعلاوي لبحث تقريب وجهات النظر</b></p> <p>قال علي الموسوي المستشار الاعلامي لرئيس الوزراء نوري المالكي ان لقاء مرتقبا سيجمع المالكي واياد علاوي ربما يسفر عن التقارب في وجهات النظر بين القائمتين. <br/>واوضح الموسوي ان اللقاء سيبحث مسالة تشكيل الحكومة في اطار الاتفاقات الاخرى وسياقها بين الكتل الفائزة. <br/>مبينا ان مثل هذا التقارب ستحدده طبيعة المفاوضات بين الطرفين وتطورات الوضع السياسي في البلاد. <br/>الى ذلك أكد كل من رئيس الوزراء نوري المالكي ونائب رئيس الجمهورية عادل عبدالمهدي عقب لقاء جمعهما قبل يومين على اهمية تحريك العملية السياسية بما يسرّع في انهاء ملف الانتخابات تمهيداً لانعقاد مجلس النواب الجديد، والاسراع بتشكيل الحكومة المقبلة وفق المبنى الدستوري والشراكة الوطنية.</p> </td> <td valign="top" width="50%">  <p><b>التيار الصدري: لا خطوط حمر على ترشيح المالكي</b></p> <p>اعلنت كتلة الأحرار التابعة للتيار الصدري والمنضوية في الائتلاف الوطني العراقي عدم وجود أي خطوط حمر على أي مرشح لرئاسة الوزراء يتقدم به الائتلاف الوطني أو دولة القانون بمن فيهم رئيس الحكومة المنتهية ولايته نوري المالكي. <br/>وقال الأمين العام للكتلة أمير الكناني في تصريح له إن ما" يهم التيار الصدري تنفيذ الآلية التي تم الاتفاق عليها لاختيار المرشح لمنصب رئيس الوزراء". <br/>وكان القيادي في التيار الصدري بهاء الاعرجي قد اعلن في وقت سابق إن "الأمين العام لحزب الدعوة ورئيس ائتلاف دولة القانون نوري المالكي لا يتمتع بتأييد الصدريين لمنصب رئاسة الحكومة المقبلة على الرغم من التحالف التي جرى بين الائتلاف الوطني ودولة القانون.</p> </td> </tr> <tr> <td valign="top" width="50%">  <p><strong>الاعرجي: التيار الصدري لا يهتم برسائل الترضية التي يبعث بها المالكي </strong></p> <p>قال القيادي في كتلة الاحرار ورئيس اللجنة القانونية في مجلس النواب العراقية المنتهية ولايته بهاء الاعرجي ان رئيس الوزراء السابق ابراهيم الجعفري هو مرشح التيار الصدري لرئاسة الحكومة . <br/>واشار الاعرجي في مقابلة نشرتها جريدة ايلاف الالكترونية الى ان رئيس الحكومة نوري المالكي يبعث برسائل ترضية للتيار كلما مر بظروف عصيبة لكن لا احد يهتم بها. <br/>واضاف الأعرجي ان الائتلاف الوطني وضع اليات لاختيار الشخص الذي يتولى رئاسة الحكومة أولها أن لايكون متفردا في القرارات وأن يسعى لتحقيق ألمصللحة الوطنية وأطلاق صراح المعتقلين الذين لم يرتكبوا جرما وأعادة المعارض لترشيح المالكي</strong> </p> <p>جدد القيادي في ائتلاف دولة القانون عبد الهادي الحساني تمسك ائتلاف دولة القانون بنوري المالكي مرشحا وحيدا لرئاسة الحكومة <br/>وأعرب الحساني في حديث اذاعي عن اعتقاده بأن التيار الصدري تراجع عن موقفه المعارض لترشيح المالكي. <br/>وحول الاتفاق مع "الوطني العراقي" لتحديد آلية اختيار مرشح رئيس الوزارء في الحكومة المقبلة، قال الحساني أما أن يتم ترشيح شخص من كلا الطرفين ويتم التوافق على أحدهما، أو يصار إلى عملية موافقة 80 بالمائة من الكتلتين على مرشح معين. <br/>وقلل الحساني من شأن عدم دعوة "دولة القانون" لحضور اللقاء بين "الائتلاف الوطني العراقي" وقائمة الانتخابات البرلمانية من جديد </strong></p> <p>اكد رئيس مجلس المفوضية العليا المستقلة للانتخابات فرج الحيدري انه من المستحيل اعادة عملية الانتخابات البرلمانية . <br/>وقال الحيدري في تصريح نشرته وكالة انباء الاعلام العراقي ان اعادة الانتخابات يجب ان يكون لها مسوغ رسمي ولايمكن ان تجري الانتخابات افضل من التي جرت. <br/>واضاف ان عملية اعادة الانتخابات من جديد ستتخذ جوانب سلبية وانها ستكون مكلفة ماليا، مشيرا الى ان العراقيين قاموا بتحدي كبير للارهاب في السابع من اذار الماضي، وهذا يتطلب الاحترام لارادتهم.</p> <p><b>قاسم العبودي: سنرسل نتائج الانتخابات الى المحكمة الاتحادية باستثناء بغداد</b></p> <p>قال المتحدث الرسمي باسم مفوضية الانتخابات القاضي قاسم العبودي إن مجلس المفوضين قرر ارسال نتائج الانتخابات الى المحكمة الاتحادية للمصادقة عليها باستثناء نتائج محافظة بغداد. <br/>واضاف في مؤتمر صحفي عقده اليوم الاحد في بغداد ان عملية العد والفرز في بغداد سجلت بعض الاخطاء تضمنت بعدم تماثل مجموع اصوات الكيان السياسي مع المجموع النهائي للاصوات. <br/>واوضح العبودي ان مجلس الرئاسة "طالب بارسال النتائج الى المحكمة لتصديقها، وان المحكمة ارسلت طلبا الى المفوضية بشأن امكانية التصديق على النتائج عدا محافظة بغداد". <br/>وبشأن الاخطاء التي افرزتها عملية العد والفرز اليدوي لنتائج بغداد اوضح العبودي ان وتنظيمياً وبرلمانياً. <br/>وعزى الساعدي في تصريح صحفي، الأحد، قرار استقالته إلى عدم وجود تنوع سياسي فضلاً عن عدم قدرة الجميع على أن يكونوا من لون سياسي واحد دون حدوث خلافات، الأمر الذي قد يؤدي إلى قوله.</p> <p><strong>أزهار السامرائي : الشارع العراقي متخوف من عودة الاغتيالات </strong></p> <p>أكدت عضوة التوافق العراقي أزهار السامرائي إن الشارع العراقي أصبح متخوفا من عودة عمليات الاغتيالات التي شهدها خلال عامي 2006 و2007 والتي بدأت تنتشر في الآونة الأخيرة. <br/>وقالت السامرائي في تصريح نشر في موقع الحزب الإسلامي ان عودة الاغتيالات لها تأثيرات سلبية على الجانب الإنساني والاقتصادي والاجتماعي والأمني، كما ان لها تأثيرات سلبية على الجانب الاجتماعي لأن التواصل بين المجتمع سوف ينكمش، مشيرة الى ان الوضع الأمني ما زال دون المستوى المطلوب وعلى الأجهزة الأمنية أن تكون أكثر حذراً ودقة في حماية أرواح المواطنين. </p> <h3><font color="#800000">الاخبار الاقتصادية</font></h3> <p><strong>خطة سورية بدعم كويتي لسحب مياه من نهر دجلة </strong></p> <p>حذرت وزارة الموارد المائية من خطة أعلنت عنها سوريا بإقامة مشروع بدعم كويتي لإرواء نحو 200 ألف هكتار من أراضيها عبر سحب مياه من نهر دجلة لمسافات طويلة داخل الأراضي السورية ، معتبرة أن هذا الأمر يعد التفافا على الاتفاقات الدولية للمياه . <br/>وقال مدير قسم المياه في وزارة الموارد المائية عوني ذياب نقلته السومرية نيوز ، إن ما تخطط له سوريا عبر تحويل جزء من نهر دجلة إلى عمق أراضيها يعد التفافاً على الاتفاقات الدولية للمياه ، مطالبا الحكومة بأن تأخذ هذا الموضوع على محمل الجد . <br/>وحذر ذياب ، من أن قيام سوريا بسحب مياه نهر دجلة وبكميات كبيرة سيكون له تأثير سلبي على حصة العراق من مياه نهر دجلة ، مؤكداً أن دول المنبع تتناسى دائما احتياجات دول المصب ولهذا يرون عدم اهتمام هذه الدول باحتياجات العراق .</p> <p><b>مدير عام التخطيط في الكهرباء: العام الحالي سيشهد دخول 13 محطة ثانوية للخدمة</b></p> <p>قال المدير العام لدائرة التخطيط بوزارة الكهرباء قصي عبد الستار إن 13 محطة كهربائية ثانوية ستدخل الى الخدمة خلال العام الحالي، مبينا ان الوزارة وضعت خطة لدخول عدد كبير من المحطات للخدمة خلال الأعوام الثلاث المقبلة. <br/>ونقل بيان للوزارة عبد الستار قوله، إن "خطة شبكات النقل شملت بناء وتأهيل خطوط 132 و400 كي. في، وكذلك المحطات الثانوية بهدف معالجة الاختناقات الناتجة عن إضافة وحدات توليدية جديدة". <br/>وأضاف عبد الستار إن الوزارة "وضعت خطتها المركزية لإعادة بناء وتطوير البنى التحتية لمنظومة الطاقة الكهربائية والمتمثلة بقطاعات الإنتاج والنقل والتوزيع". <br/>مشيرا إلى إنه "من المؤمل إن تدخل المحطات الثانوية 400 كي .في 132 كي. في، خلال هذا العام الى الخدمة"، وعددها 13 محطة في مختلف محافظات العراق وهي كل من "البصرة وديالى وجميلة والفارابي والوزيرية الجديدة في بغداد وحمام العليل في نينوى والحويجة في كركوك وشمال سامراء في صلاح الدين وشمال الحلة وشرق الديوانية والرمادي الجديدة والكوفة وغرب كربلاء". <br/>وأوضح عبد الستار ان " محطة شمال الحلة تم تشغيلها في الثامن عشر من شباط الماضي والإسكندرية في الرابع من كانون الثاني من هذا العام ايضاً”، مشيرا الى ان هناك "محطات ستدخل للخدمة العام المقبل وهي شرق الموصل 400 كي في والمحطات الثانية 132 كي في التي لا تزال تحت التنفيذ وهي الزعفرانية الجديدة والحسينية وأبو دشير والعبيدي في بغداد". <br/>واضاف:أما محطات المحافظات فهي كل من "غرب البصرة وأبو فلوس والفاو في البصرة والتبادل التجاري وموصل الشرقية (الانتصار) في نينوى ودبس الجديدة وشرق كركوك والدجيل في صلاح الدين وخانقيين في ديالى"، فضلا عن "غرب النجف والمشخاب في النجف وشرق كربلاء والهندية الجديدة شرق الحلة والناصرية الصناعة وشمال العمارة". <br/>كما ان هناك "محطة التامين (الرضوانية ) 132 كي في في بغداد التي لاتزال تحت التنفيذ عام والتي من المؤمل ادخالها الخدمة العام 2012".</p> <p><strong><span style="font-size: 1.5em"><font color="#800000">الاخبار الامنية </font></span></strong></p> <p><strong>العثور على جثة صبي كان قد اختطف قبل ايام في مدينة السليمانية</strong> </p> <p>سليمانيه….عثرت الشرطة الحكومية على جثة صبي في الـ 16 من عمره في مدينة السليمانية بعد تعرضه لإطلاق نار في رأسه فجر (الاحد)  وذكر مصدر حكومي <br/>" إن شرطة طوارئ مدينة السليمانية عثرت على "محمد ابن الشيخ طاهر شيخ عبد القادر جويسة" البالغ من العمر 16 سنة بقرب (سوبر ماركت التون)على شارع الملك محمود الدائري وهو مصاب باطلاقات نارية واحدة في عينه والأخرى في رأسه ، وبعد نقله إلى المستشفى بنصف ساعة فارق الحياة".وأضاف المصدر  " إن الصبي طالب في المرحلة الإعدادية في مدرسة صلاح الدين وكان قد اختطف قبل عشرة أيام من قبل مجهولين من أمام مدرسته".</p> <h3>جانب من الأحداث الأمنية والعمليات العسكرية حتى مساء اليوم الأحد</h3> <p>شهدت بغداد وبعض المحافظات العراقية اليوم الأحد أحداثا أمنية عديدة راح ضحيتها عدد من الشهداء والجرحى، كما شهدت عدة عمليات عسكرية شنتها القوات الأمنية العراقية مستهدفة أوكار الإرهابيين والخارجين عن القانون ومخازن الاعتدة والذخائر والعبوات الناسفة في مناطق متفرقة من البلاد . </p> <p>ففي بغداد انفجرت قبل قليل عبوة لاصقة كانت موضوعة داخل سيارة مدنية نوع (كيا) صالون في تقاطع الرواد بمنطقة المنصور غرب العاصمة بغداد. وذكر مصدر امني ان "انفجار العبوة اسفر عن استشهاد مواطن واصابة اخر بجروح بليغة ، تم نقله الى مستشفى اليرموك لتلقي العلاج. واضاف المصدر ان "القوات الامنية المتواجدة في المنطقة فرضت طوقا امنيا حول مكان الحادث ونفذت عملية تفتيش للسيارات والاشخاص بهدف البيحث عن متورطين بالحادث بعد ورود معلومات عن نزول احد الاشخاص من السيارة قبل الحادث بقليل ". </p> <p>كما عثرت القوات الامنية على ثلاث جثث مجهولة الهوية ملقاة على ضفاف نهر دجلة قرب جسر الجمهورية وسط العاصمة بغداد .وذكر مصدر امني ان الجثث التى عثر عليها بعد ورود معلومات من احد المواطنين افادت بوجودها في المنطقة المذكورة ، وجد عليها اثار اطلاقات نارية في مناطق متفرقة من الجسم . </p> <p>وفي محافظة بابل استشهد احد المواطنين اليوم على يد مسلحين مجهولين في منطقة جرف الصخر شمال بابل. </p> <p>وذكرمصدر امني ان مسلحين مجهولين اطلقوا نار اسلحتهم على احد المواطنين وهو امام منزله في المنطقة المذكورة ما ادى الى استشهاده في الحال . مبينا ان المسلحين لاذوا بالفرار الى جهة غير معلومة. ويذكر ان دورية تابعة للجيش العراقي عثرت اليوم على جثة مجهولة الهوية كانت ملقاة على جانب الطريق في ناحية اجبلة شمال بابل كان عليها اثار اطلاقات نارية في منطقة الراس وتم نقلها الى مستشفى الطب العدلى فى المحافظة. </p> <p>وفي صلاح الدين جرح مساء اليوم 4 من افراد الصحوة على اثر انفجار عبوة لاصقة على دوريتهم في ناحية الضلوعية في مدينة تكريت . وذكر مصدر امني ان الحادث استهدف دورية لافراد الصحوة عند مدخل ناحية الضلوعية.مشيراً الى ان القوات الامنية وعلى الفور الى فرض طوق امني وشرعت بحملة تفتيش ومداهمات والقت القبض على احد المشتبه بهم. مؤكداً ان هذه السيارة متوقفة على الطريق.لافتا الى ان المشتبه به تبين انه كان يقوم بمساعدة المسلحين من خلال شراء الاسلحة لهم . ويذكر ان عبوة ناسفة كانت موضوعة امام منزل احد عناصر الشرطة شرق مدينة تكريت وضعها مسلحون مجهولون امس امام منزل محمد سكران مصطفى ويعمل سائقا لمدير ناحية سليمان بيك في القضاء المذكور اسفر انفجارها عن استشهاده ووالدته فضلا عن الحاق اضرار مادية بالمنازل القريبة من مكان الحادث. وفي سياق متصل قتل مساء اليوم 6 من الارهابيين على اثر اشتباكات مع القوات الامنية في ناحية العلم شمال تكريت . وذكر مصدر امني ان مداهمات قامت بها القوات الامنية لعدد من القرى القريبة والتابعة لناحية العلم بحثاً عن المطلوبين اشتبكت القوة المداهمة مع المسلحين اسفرت عن مقتل 6 منهم واصابة احد افراد القوة بجروح مختلفة تم على اثرها نقله الى المسستشفى القريب لتلقي العلاج .ومن جانبها اتخذت القوات الامنية أجراءات أمنية مشددة لغرض القاء القبض على مسلحين اخرين. الى ذلك عثرت دورية في الشرطة العراقية على 4 جثث شرق قضاء سامراء (60 ) كم جنوب غرب مدينة تكريت مركز محافظة صلاح الدين . وذكر مصدر امني ان معلومات استخباراتية ادلى بها احد المواطنين قادت الى مكان الجثث مدفونة باحد المزارع في القضاء المذكور ، مشيرا الى ان الجثث بدت متفسخة مما يدل على مرور فترة زمنية طويلة على دفنها ". واشار المصدر الى ان "الجثث سلمت الى دائرة الطب العدلي للتعرف عليها وتسليمها الى ذويها". </p> <p>وفي محافظة كركوك عثرت القوات الامنية مساء اليوم على مخبأ للاسلحة يضم انواع عديدة خفيفة ومتوسطة في قضاء داقوق جنوب كركوك . وذكر مصدر امني ان عملية العثور تمت على اثر ابلاغ قدمه احد المزارعين عن وجود المخبأ في احد القرى القريبة من منزله . مبينا انه كان يحتوي على عدد 130 بندقية واكثر من 200 قنبرة هاون وعدد من المواد المتفجرة والاحزمة الناسفة.ومن جانبها استدعت القوات الامنية فريق هندسي للاشراف على نقل هذه الاسلحة الى مكان امن. </p> <p>اما في الانبار استشهد احد المدنيين اثر انفجار عبوة ناسفة في قضاء عانه غرب الانبار. وذكر مصدر في شرطة الانبار ان عبوة ناسفة كانت موضوعة بالقرب من فرن للصمون انفجرت ما اسفر عن استشهاد احد العاملين فيه .مبينا ان العبوة تسببت ايضا في الحاق اضرار مادية في بعض المحال التجارية القريبة من الانفجار فيما اغلقت القوات الامنية كافة الطرق المؤدية الى مكان الحادث خوفاً من وجود عبوات اخرى موضوعة في مكان اخر. وعلى صعيد ذي صلة انفجرت عبوة ناسفة اليوم مستهدفة خط الضغط العالي الناقل للكهرباء بين بيجي وابو غريب في ناحية الكرمة شرق الفلوجة بمحافظة الانبار. وذكر مصدر امني ان الانفجار اسفر عن سقوط عدد من الابراج الناقلة للكهرباء ما ادى الى انقطاع التيار الكهربائي ، مشيرا الى ان القوات الامنية فرضت طوقا امنيا وشرعت بحملة دهم وتفتيش في المناطق المجاورة بحثا عن المنفذين. </p> <p>وفي محافظة ديالى انفجرت عبوة ناسفة اليوم مستهدفة خط الضغط العالي الناقل للكهرباء بين بيجي وابو غريب في ناحية الكرمة شرق الفلوجة بمحافظة الانبار. وذكر مصدر امني ان الانفجار اسفر عن سقوط عدد من الابراج الناقلة للكهرباء ما ادى الى انقطاع التيار الكهربائي، مشيرا الى ان القوات الامنية فرضت طوقا امنيا وشرعت بحملة دهم وتفتيش في المناطق المجاورة بحثا عن المنفذين. كما تمكنت اليوم الأجهزة الامنية من القاء القبض على عدد من المطلوبين لارتكابهم جرائم جنائية وارهابية في مدينة بعقوبة مركز محافظة ديالى. وقال مدير اعلام قيادة شرطة ديالى الرائد غالب عطية ان دورية تابعة لقوات الشرطة تمكنت من القاء القبض على خمسة مطلوبين في مناطق متفرقة من مدينة بعقوبة،مبينا ان قوات الشرطة تمكنت اليوم من تفكيك عبوة ناسفة كانت مزروعة جنوب ناحية بهرز وضعت على جانب الشارع الرئيس الذي تمر من خلاله دوريات الشرطة والجيش العراقي. افاد مصدر امني في محافظة ديالى ان الاجهزة الامنية في المحافظة حصلت على معلومات استخبارية تؤكد دخول افراد من تنظيم القاعدة الار هابي الى مدينة بعقوبة بهدف القيام باعمال تفجير وعنف لاخافة المواطنين . واضاف المصدر في تصريح انه "تم تزويد السيطرات في المدينة باسماء المطلوبين وارقام السيارات التي سيستخدمونها في دخول المدينة ، مشيرا الى ان القوات الامنية اتخذت تدابير امنية مشددة من اجل القبض على المطلوبين في مداخل ومخارج المدينة ومنعهم من تنفيذ مخططاتهم الاجرامية " </p> <p>اما في نينوى افاد مصدر امني في محافظة نينوى ان مسلحين مجهولين هاجموا نقطة تفتيش تابعة للفرقة الثالثة في الجيش العراقي في منطقة حي النهروان غرب مدينة الموصل . واضاف المصدر ان المسلحين فتحوا النار من اسلحة رشاشة باتجاه نقطة التفتيش ما ادى الى استشهاد احد افراد النقطة متأثرا بجراحه ، مشيرا ان الاجهزة الامنية قامت بفرض طوق امني على مكان الحادث بحثا عن منفذي الهجوم . ومن جانب اخر افاد المصدر ذاته ان دورية تابعة للفرقة الثانية في الجيش العراقي عثرت على عبوة ناسفة كانت مزروعة على الطريق السريع المؤدي الى ناحية حمام العليل 40 كم جنوب مدينة الموصل، مشيرا الى ان الدورية تمكنت من تفجير العبوة عن بعد بعد اغلاق الطرق المؤدية الى مكانها دون وقوع اي اضرار تذكر . الى ذلك القت الاجهزة الامنية في محافظة نينوى القبض على 7 مطلوبين قضائيا صادرة بحقهم مذكرات توقيف من المحاكم القضائية في الموصل. وذكر مصدر امني "ان الدوريات التابعة للاجهزة الامنية تمكنت من القاء القبض على المطلوبين و كان بحوزتهم اسلحة وقنابل يدوية اثر معلومات استخباراتية . مضيفا" ان الدورية قامت بعملية تفتيش ودهم مناطق حي الضابط شرق مدينة الموصل وحاوي الكنيسة غرب الموصل ومنطقة النبي يوس شرق مدينة الموصل ". كما استشهد ضابط في الجيش العراقي اليوم في هجوم مسلح شنة مسلحون ارهابيون مجهولون على دورية تابعة للجيش العراقي في منطقة حي المصارف شمال مدينة الموصل مركز محافظة نينوى . وذكر مصدر امني ان مسلحين مجهولين قاموا بفتح نار اسلحتهم على دورية تابعة للجيش العراقي فى المنطقة المذكورة مما تسبب في استشهاد ضابط برتبة ملازم اول . مضيفا ان الدورية تمكنت من قتل احد الارهابيين . وبين المصدر ان الاجهزة الامنية قامت على اثر ذلك بتطويق مكان الحادث بحثنا عن المنفذين الباقين. </p> <p>وفي محافظة كربلاء قال مدير الشؤون الداخلية والامن في محافظة كربلاء العقيد سجاد حسن، ان الاجهزة الامنية في مديريته القت القبض على متهم ينتحل صفة عنصر امني في المديرية لقيامه بعمليات نصب واحتيال ، والقاء القبض ايضا على متهم يقوم بتعقيب معاملات الجوازات مقابل مبلغ 300 دولار . واضاف حسن ، ان "الاجهزة الامنية في مديريته تمكنت من القاء القبض على متهم يقوم بالنصب والاحتيال على المواطنين واخذ مبالغ مادية وذلك مقابل تعيينهم على ملاك الشؤون الداخلية بالاضافة الى انتحاله صفة منتسب في المديرية ". واشار الى ان المتهم قام بتقاضي مبلغ من المال قدره مليون وتسعون الف دينار من احدى المواطنين لغرض التعيين ، لافتا الى ان المواطن قدم شكوى ضده مما استدعى المديرية الى القيام بجمع المعلومات الكافية عن المتهم وتم القبض عليه واحالته الى الى التحقيق" . وفي السياق ذاته كشف حسن عن استمرار المفارز التابعة للمديرية في متابعة معقبي الجوزات الذي يحاولون ابتزاز المواطنين واستلام مبالغ مالية منهم مقابل اكمال معاملاتهم . مشيرا الى انه تم القبض على متهم يقوم بهذه العملية بعد ان تم استدراجه واعطائه مبلغ 300 دولار لاكمال معاملة جواز لاحد النساء حيث تمت مداهمة المتهم وعثر على المبلغ والمعاملة وتم القبض على المتهم حيث افاد انه يقوم بتعقيب المعاملات بصورة غير قانونية وبالتعاون مع احد الاشخاص حيث تمت احالة المتهم الى القضاء . وحذر مدير شؤون الداخلية والامن في كربلاء كافة المواطنين من هذه المسالة كونها تؤثر سلبا على اداء الاجهزة الحكومية وتساهم في تفشي ظاهرة الرشوة كون المعقبين يقومون بالضغط على الموظف واخذ حق غيره بشتى الطرق داعيا الى ضرورة قيام المواطنين بالابلاغ عن أي حالة مشابهة او أي عملية ابتزاز من قبل المواطنين او الموظفين.  </p> <h3><font وزارة الصحة إحسان جعفر ان حالتي وفاة سجلتا في الموصل قبل يومين اضافة الى أربع إصابات أخرى ثبت أنها ناتجة عن مرض الحمى النزفية. وقال أن سبب انتشار المرض هو تناول اللحوم الملوثة من الباعة المتجولين الذين يذبحون الحيوانات بطريقة غير صحية جعفر اوضح أن وزارة الصحة اتخذت كل الاجراءآت اللازمة للحد من انتشار المرض، منها إجراءات توعية وتثقيف في المناطق التي سجلت فيها الإصابات. </p> </p></div> <p
