Coalition Government is investing a record $150 million over four years to tackle problem gambling by taking a responsible approach to enhancing frontline services and new measures to protect the most vulnerable Victorians, including at-risk gamblers.</p> <p>Responsible gambling is a social activity that many Victorians enjoy in moderation. However, for a small minority, problem gambling can lead to serious problems for individuals, their families and the broader community.</p> <p>The Coalition Government has invested $37.5 million in the 2012-13 State Budget, a funding commitment that represents a 41 per cent increase on the previous Labor Government’s gambling program funding. This funding will also assist in the establishment of the new independent Victorian Responsible Gambling Foundation under the leadership of Professor Bruce Singh AM and provide resources to better tackle problem gambling and encourage responsible gambling.</p> <p>Victoria’s gambling sector is a significant employer and revenue from gambling is returned to the community through various activities including sporting, social and welfare organisations. Labor bungled the sale of pokies licences, robbing Victorians of $3 billion which could have been used to fund better services and infrastructure.</p> <p>The Coalition Government is committed to strong, effective regulation of gambling and implementing responsible and effective measures to address problem gambling.</p> <p><strong>Other initiatives from the Coalition Government to better address this significant social issue are</strong>:</p> <ul> <li>introducing voluntary pre-commitment technology on every gaming machine in Victoria in 2015-16;<br/><br/></li> <li>removing ATMs from gaming venues from 1 July 2012;<br/><br/></li> <li>introducing legislation to extend this prohibition to include alternative cash access facilities other than genuine EFTPOS;<br/><br/></li> <li>conducting an Australian-first community education campaign on the dangers of excessive online gambling; and<br/><br/></li> <li>banning isolation audio technology on gaming machines.</li> </ul> <h2>Achievements and policies implemented</h2> <ul> <li>Tackling problem gambling through a record investment of $150 million over four years, including the establishment of the Victorian Responsible Gambling Foundation.<br/> </li> <li>Established a new modern regulator combining gambling and liquor – the Victorian Commission for Gambling and Liquor Regulation – doubling the number of gaming inspectors.<br/> </li> <li>Ended Labor’s plans for a second casino in Mildura.<br/> </li> <li>Funded the <em>Venue Support Worker</em> program, to train frontline staff in gaming venues to better mitigate problem gambling.<br/> </li> <li>Banned lobbyists from gaming licensing processes.<br/> </li> <li>Successfully awarded the Keno, Wagering & Betting and Monitoring licences.<br/> </li> <li>Introduced new plain signage regulations for gaming venues.<br/> </li> <li>Established a Victorian Competition and Efficiency Commission <a href="https://web.archive.org/web/20130409092240/http://www.vcec.vic.gov.au/CA256EAF001C7B21/pages/vcec-inquiries-current-inquiry-into-social-and-economic-costs-of-problem-gambling#.USb6WTdI18E" target="_blank">inquiry into the economic and social costs of problem gambling</a>.
