عالمية</div> <h1 class="text-center">سلامة الأطفال والشباب على الإنترنت</h1> <div class="content"> <div class="article-body"> <p>يعد الشباب اليوم القوة المحركة للاتصال الإلكتروني العالمي، إذ تشير الأرقام إلى أن عام 2023 شهد استخدام نسبة 79% ممن أعمارهم بين 15 و 24 عاما منصات التواصل عبر الإنترنت، مقارنة بنسة 65% مقارنة ببقية سكان العالم. كما تشير كذلك ان الأطفال يقضون وقتا أطول على الإنترنت اليوم أكثر من أي وقت مضى، وبنسبة متزايدة، إذ يتصل طفل بشبكة الإنترنت لأول مرة كل نصف ثانية.  </p> <p>مما أنشأ فرصا غير مسبوقة للأطفال والشباب للتواصل والتعلم واللعب، وتزويدهم بأفكار جديدة ومصادر هذه الفرص مصحوبة بمخاطر جسيمة، <a href="https://www.unicef.org/ar/%D8%A7%D9%84%D8%AA%D9%86%D9%85%D9%91%D8%B1-%D8%B9%D8%A8%D8%B1-%D8%A7%D9%84%D8%A5%D9%86%D8%AA%D8%B1%D9%86%D8%AA-%D9%83%D9%8A%D9%81-%D9%86%D9%88%D9%82%D9%81%D9%87/%D8%A7%D9%84%D9%82%D8%B6%D8%A7%D8%A1-%D8%B9%D9%84%D9%89-%D8%A7%D9%84%D8%B9%D9%86%D9%81">فالتنمر الإلكتروني </a>وغيره من أشكال عنف الأقران قد يؤثر على الشباب الذين يستخدمون وسائل التواصل الاجتماعي ومنصات الرسائل الفورية كلما يسجلون الدخول إليها. كما تظهر الأرقام أن أكثر من ثلث الشباب عبر 30 دولة قد صرحوا أنهم تعرضوا من قبل للتنمر عبر الإنترنت، إذ يتخلى شاب من بين كل 5 شباب عن المدرسة بسبب وقوعه ضحية ذلك.</p> <p>إن الأطفال والشباب عرضة <a href="https://www.un.org/ar/hate-speech">لخطاب الكراهية </a>والمحتوى العنيف عند تصفحهم للإنترنت، بما في ذلك الرسائل التي تحرض على إيذاء النفس وحتى الانتحار. علاوة على خطر التجنيد من قبل الجماعات المتطرفة والإرهابية. </p> <p>وأصبحت المنصات الرقمية اليوم من الوسائل المستخدمة لنقل <a href="https://www.un.org/ar/countering-disinformation">المعلومات المضللة </a>و <a href="http://www.un.org/ar/hate-speech">خطاب الكراهية </a>ونظريات المؤامرة ذات التأثير الضار على الأطفال والشباب. </p> <p>ولعل الجانب الأكثر إثارة للقلق هنا هو التهديد الذي يشكله <a href="https://www.unicef.org/protection/violence-against-children-online">الاستغلال والانتهاك الجنسيين</a> عبر الإنترنت. إذ أصبح الاتصال بالضحايا المحتملة ومشاركة الصور وتشجيع الآخرين على ارتكاب الجرائم في متناول مرتكبي الجرائم الجنسية للأطفال اليوم أكثر من أي وقت مضى. وتبدي الأرقام أن حوالي 80% من الأطفال عبر 25 دولة صرحوا بتعرضهم للشعور بخطر الاعتداء الجنسي أو الاستغلال عبر الإنترنت.  </p> <p>وانتهاك شركات التكنولوجيا لخصوصية الأطفال – بهدف جمع البيانات لأغراض التسويق – يجعل هذه الفئة من المستخدمين عرضة للخطر. فالتسويق الذي يستهدف الأطفال من خلال التطبيقات، وكذلك الوقت الطويل الذي يمضونه أمام الشاشة نتيجة ذلك، أمرا قد يضر بالنمو الصحي للطفل. </p> <h2>عمل الأمم المتحدة لحماية الشباب على الإنترنت</h2> <p>إن لامحدودية شبكة الإنترنت والحفاظ على أمان الشباب عبرها مسألتان متداخلتان، مما يشكل تحديا عالميا. ولذا تسهر الأمم المتحدة على حماية الأطفال والشباب عبر الإنترنت من خلال تطبيق برامج ومبادرات مختلفة. </p> <h3>الأمن على الإنترنت</h3> <p>إن مبادرة <a href="https://www.itu.int/en/ITU-D/Cybersecurity/Pages/COP/COP.aspx">حماية الطفل على الإنترنت</a> هي شبكة متعددة أصحاب المصلحة أطلقها الاتحاد الدولي للاتصالات من أجل إذكاء الوعي بسلامة الأطفال في عالم الإنترنت وتطوير أدوات عملية لمساعدة الحكومات والصناعات والمعلمين. وتشمل <a href="https://www.itu-cop-guidelines.com/">المبادئ التوجيهية للاتحاد الدولي للاتصالات بشأن حماية الطفل على شبكة الإنترنت</a> مجموعة شاملة من التوصيات لكافة أصحاب المصلحة حول كيفية المساهمة في تطوير بيئة آمنة وتمكينية على الإنترنت للأطفال والشباب.</p> <h3>التنمر عبر الإنترنت</h3> <p>تعاونت<a href="https://www.unicef.org/ar"> منظمة الأمم المتحدة للطفولة</a> (اليونيسف) مع منصات وسائل التواصل الاجتماعي للإجابة على بعض الأسئلة الأكثر شيوعا حول مسألة <a href="https://www.unicef.org/ar/%D8%A7%D9%84%D8%AA%D9%86%D9%85%D9%91%D8%B1-%D8%B9%D8%A8%D8%B1-%D8%A7%D9%84%D8%A5%D9%86%D8%AA%D8%B1%D9%86%D8%AA-%D9%83%D9%8A%D9%81-%D9%86%D9%88%D9%82%D9%81%D9%87/%D8%A7%D9%84%D9%82%D8%B6%D8%A7%D8%A1-%D8%B9%D9%84%D9%89-%D8%A7%D9%84%D8%B9%D9%86%D9%81">التنمر عبر الإنترنت </a>وتقديم المشورة بشأن طرق التصدي له. وتهدف <a href="https://www.unicef.org/innovation/kindly">مبادرة "كايندلي"</a> التابعة لمنظمة يونيسف، وهي واجهة برمجة تطبيقات مفتوحة المصدر تستخدم خوارزميات التعلم الآلي لاكتشاف اللغة "السامة" في الرسائل النصية أو رسائل البريد الإلكتروني أو منشورات الوسائط الاجتماعية قبل إرسالها، إلى إنهاء التنمر عبر الإنترنت برسالة واحدة في كل مرة. </p> <div href="https://www.unesco.org/ar">منظمة الأمم المتحدة للتربية والعلم والثقافة</a> (اليونسكو) باليوم الدولي لمكافحة العنف وتنمر الأقران في المدرسة، بما في ذلك <a href="https://www.unesco.org/ar/days/againts-school-violence-and-bullying">التنمر الالكتروني</a>، مع الاعتراف بأن العنف المدرسي بجميع أشكاله يعد انتهاكا لحقوق الأطفال والمراهقين في التعليم والصحة والرفاه. كما يمثل هذا اليوم فرصة لأصحاب المصلحة في جميع أنحاء العالم لتكثيف الجهود لضمان سلامة الطلاب والتلاميذ في المدرسة وعبر الإنترنت. </p> <h3>منع الاستغلال والانتهاك الجنسيين</h3> <p>تمنع منظمة يونيسف حدوث الاستغلال الجنسي والانتهاك الجنسي عبر الإنترنت وتتصدى له على الصعيدين القطري والعالمي بدعم الاستجابات الوطنية المنسقة للاستغلال الجنسي للأطفال عبر الإنترنت في أكثر من 20 دولة، وذلك باستخدام نموذج التحالف العالمي <a href="https://www.unicef.org/protection/violence-against-children-online" target="_blank">"وي بروتكت"</a>، مما يعزز قدرة المستجيبين على الميدان في تقديم الخدمات للضحايا.  </p> <p>ينصب التركيز في <a href="https://www.who.int/publications/i/item/9789240062061">التقرير</a> الذي أصدرته <a href="https://www.who.int/ar/home">منظمة الصحة العالمية</a> في عام 2022، حول منع العنف المرتكب على الإنترنت ضد الأطفال، على الاعتداء الجنسي على الأطفال وما يتعلق بذلك من استدراج الأطفال لأغراض جنسية وإساءة استخدام الصور والاعتداء عبر الإنترنت والتحرش. كما يسلط هذا التقرير الضوء على أهمية تنفيذ البرامج التربوية الموجهة للأطفال والأولياء. </p> <h3>الاتجار بالبشر</h3> <p>إن الاتجار بالبشر هو أحد التحديات الرئيسية التي يواجهها المجتمع العالمي حاليا، وتتمثل في استغلال البشر لتحقيق الربح. وأصبح تجار البشر بارعين في الاستعانة بمنصات الإنترنت لتجنيد الضحايا وجذبها. وفي هذا السياق، صار الأطفال والمراهقون عرضة للخداع من قبل المتجرين بالبشر على منصات وسائل التواصل الاجتماعي. ولذا، يدعم <a href="https://www.unodc.org/unodc/index.html">مكتب الأمم المتحدة المعني بالمخدرات والجريمة </a>الدول الأعضاء في جهودها لمنع الاتجار بالبشر ومكافحته، لاسيما من خلال <a href="https://www.unodc.org/unodc/en/endht/internet-safety-tips.html">أنشطة توعية</a> موجهة للأطفال والشباب عبر الإنترنت. </p> <h3>بناء الثقة بشبكة الإنترنت</h3> <p>في عصر سمته تزايد المعلومات المضللة، تعمل منظمة اليونسكو على تطوير حلول تنظيمية لتحسين موثوقية المعلومات المتاحة على المنصات الرقمية. وفي شباط/فبراير 2023، استضافت مؤتمرا بعنوان "<a href="https://www.unesco.org/en/internet-conference?hub=71542">الإنترنت لبناء الثقة</a>" تناول مشروع وضع مجموعة من <a href="https://unesdoc.unesco.org/ark:/48223/pf0000384031.locale=en">المبادئ التوجيهية العالمية </a>لتنظيم عمل المنصات الرقمية، بغية النهوض بموثوقية المعلومات وحماية حرية التعبير. كما تحث هذه المبادئ التوجيهية المنصات الرقمية على الاعتراف بمسؤولياتها تجاه الأطفال الذين ينتمون إلى فئة خاصة نظرا لكونهم في مرحلة تطور وتمتعهم بصوت سياسي محدود. </p> <p>وتفردت منظمة اليونسكو في كونها رائدة في تعزيز <a href="https://www.unesco.org/en/media-information-literacy?hub=750">الدراية الإعلامية والمعلوماتية</a>، خلال تشجيع التفكير النقدي بين مستخدمي الأدوات الرقمية لمواجهة المعلومات المضللة. وفي الوقت نفسه، تسعى جاهدة لتزويد الشباب بمهارات الدراية الإعلامية والمعلوماتية ليصبحوا قادة ومرشدين لأقرانهم في إنشاء ونشر المعرفة والموارد في هذا المجال. كما تعقد منذ عام 2016 <a href="https://www.unesco.org/en/articles/media-and-information-literacy-youth-agenda-forum">منتدى جدول أعمال الشباب </a>لمساعدة الجمهور من الشباب على التعرف على آخر التطورات في مجال الدراية الإعلامية والمعلوماتية، في إطار <a href="https://www.un.org/ar/observances/media-information-literacy-week">أسبوع href="https://www.ohchr.org/ar/instruments-mechanisms/instruments/convention-rights-child">اتفاقية حقوق الطفل</a>. وتعمل <a href="https://www.ohchr.org/ar/treaty-bodies/crc">لجنة الأمم المتحدة لحقوق الطفل </a>على مراقبة تنفيذ الاتفاقية وتحديد الطرق التي يجب أن يُعامل بها الشباب والأطفال في العالم الرقمي وكيفية حماية حقوقهم.</p> <p>تم جمع في "<a href="https://tbinternet.ohchr.org/_layouts/15/treatybodyexternal/Download.aspx?symbolno=CRC/C/GC/25&Lang=en">تعليق عام</a>" نتائج الاستقصاء الذي عممته اللجنة على الحكومات والمجتمع المدني وأكثر من 700 طفل وشاب عبر 27 دولة بشأن تأثير التكنولوجيا الرقمية على حقوقهم، وعن الإجراءات التي يريدون اتخاذها لحمايتهم.</p> <p>وفي هذا الصدد، أوصت اللجنة بأن تتخذ الدول تدابير قوية، لا سيما خلال وضع قوانين، لحماية الأطفال من المحتوى الضار والمضلل. كما ينبغي حماية هؤلاء من جميع أشكال العنف التي تمارس في البيئة الرقمية، لا سيما الاتجار بالأطفال والعنف الجنساني والعدوان والهجمات عبر الإنترنت وحرب المعلومات.</p> <p>إضافة إلى ذلك، يجب مراعاة آراء الأطفال وخبراتهم عند صياغة الأنظمة التي تحكم استخدام الشباب للتكنولوجيات الرقمية وعند تصميم التكنولوجيا نفسها. و<a
