Three main efforts were published: 1935-1940; 1946-1948; and 1948-1951. However, none of the first three series were finished. In 2010, President Benigno S. Aquino III authorized the revival of the series and the preparation of a complete series covering fifteen administrations.</span></p> <p style="text-align: justify;">The Messages of the President covers two series, corresponding to the constitutional standing of administrations since 1899. The first series covers the existing, continuing constitutional succession of administrations from the Commonwealth to the present <span style="font-weight: 400;">Fifth Republic. theft, and impunity has made the Bureau of Customs (BoC) one of the most prominent faces of corruption in government. This is beginning to change. Drastic shifts in leadership, personnel, and processes are already taking place, as a result of the administration’s comprehensive reform agenda. The aim: to revitalize the bureaucracy, to uproot the culture of corruption, and to jumpstart a virtuous cycle of integrity and true public service in the BoC.</p> <p>On October 2, 2013, President Benigno S. Aquino III discussed some of the efforts of the administration to reform the Bureau of Customs:</p> <blockquote><p>Ang repormang ipinapatupad natin sa Bureau of Customs ay isa sa mga pinakamatingkad na patunay nito. Mantakin po ninyo: tinatayang umabot sa dalawandaang bilyong piso ang nawawala sa kaban ng bayan dahil sa transaksyonalismo, palakasan, at lantarang pandarambong na matagal na umiiral sa Customs. Naging malinaw po sa atin: Kung babalasahin lang natin ang mga nasa puwesto, pero ilalagay pa rin sila sa kung saan sila maaaring gumawa ng pinsala, talaga pong wala tayong patutunguhan. Ang atin pong tugon: Reset button para sa ahensyang matagal nang naging mukha ng katiwalian sa gobyerno. Limang bagong deputy commissioner po ang ating itinalaga. Dalawang EO para maipasok ang bagong dugo, para sa bagong mga pananaw at pamamaraan. Iniatas din ang pag-uwi sa tamang posisyon ng mga naka-detail na empleyado; wala nang security guard na ginawang collecting officer, o warehouseman na examiner; hindi na puwedeng nasa puwesto ka dahil sa palakasan, at hindi sa kakayahan.
