MIOM extends the reasoning capabilities of the vehicle, i.e. mapping, path planning, visual perception and trajectory tracking, with operator knowledge. Especially in USAR scenarios, this coupled initiative has the main advantage of enhancing the overall performance of a rescue mission. Jiang</a> </p> <p class="card-text"><strong>Abstract:</strong></p> A variety of techniques and methods are available to evaluate cognitive performance in Urban Search and Rescue (USAR) applications. However, traditional cognitive performance evaluation techniques typically incorporate either the conscious or systematic aspect, failing to take into consideration the subconscious or intuitive aspect. This leads to incomplete measures and produces ineffective designs. In order to fill the gaps in past research, this study developed a theoretical framework to facilitate the integration of situation awareness (SA) and intuitive pattern recognition (IPR) to enhance the cognitive performance representation in USAR applications. This framework provides guidance to integrate both SA and IPR in order to evaluate the cognitive performance of the USAR responders. Kinuthia</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Urban Search and Rescue (USAR) is a functional capability that has been developed to allow the United Kingdom Fire and Rescue Service to deal with ‘major incidents’ primarily involving structural collapse. The nature of the work undertaken by USAR means that staying out of a damaged or collapsed building structure is not usually an option for search and rescue personnel. As a result, there is always a risk that they could become victims. For this paper, a systematic and investigative review using desk research was undertaken to explore the role which structural engineering can play in assisting search and rescue personnel to conduct structural assessments when in the field. The focus is on how search and rescue personnel can assess damaged and collapsed building structures, not just in terms of the structural damage that may be countered, but also in relation to structural stability. Natural disasters, accidental emergencies, acts of terrorism and other extreme events can vary significantly in nature and ferocity, and can cause a wide variety of damage to building structures. It is not possible or, even realistic, to provide search and rescue personnel with definitive guidelines and procedures to assess damaged and collapsed building structures as there are too many variables to consider. However, understanding what implications damage may have upon the structural stability of a building structure will enable search and rescue personnel to judge better and quantify the risk from a life-safety standpoint. Mehdi</a> </p> <p class="card-text"><strong>Abstract:</strong></p> Searching for a record in a dataset is always a frequent task for any data structure-related application. Hence, a fast and efficient algorithm for the approach has its importance in yielding the quickest results and enhancing the overall productivity of the company. Interpolation search is one such technique used to search through a sorted set of elements. This paper proposes a new algorithm, an advancement over interpolation search for the application of search over a sorted array. Pattern Recognition Search or PR Search (PRS), like interpolation search, is a pattern-based divide and conquer algorithm whose objective is to reduce the sample size in order to quicken the process and it does so by treating the array as a perfect arithmetic progression series and thereby deducing the key element’s position. This paper proposes an efficient method for limiting the search space for image retrieval engine by extracting and leveraging additional media information about Estimated Positional Error (EP E) to address complexity and accuracy issues in the search, especially to be used for compensating GPS location inaccuracy in dense urban areas. The improved performance is achieved by up to a hundred-fold reduction in the search area used in available reference methods while providing improved accuracy. To test our procedure we created a database by acquiring Google Street View (GSV) images for down town of Chicago. Other available databases are not suitable for our approach due to lack of EP E for the query images. We tested the procedure using more than 200 query images along with EP E acquired mostly in the densest areas of Chicago with different phones and in different conditions such as low illumination and from under rail tracks. It can be argued that the higher the urbanization fuelled by the urban migration to city, which is picking up people from less skilled, education so they faced obstacle to enter into the mainstream economy of city. The share of workforce in economy is higher; in contrast it remains as negligence. At the same time, less wages, absence of social security, social dialogue make them insecure. The vulnerability in their livelihood found. So the paper explores the relation of urbanization and urban poverty in the city, in other words how the urbanization process affecting the urban space in creating the number of poor people in the city. The central focus is the mobility of people with less education and skilled with motive of job search and better livelihood. In many studies found the higher the urbanization and higher the urban poverty in city. In other words, poverty is the impact of urbanization. The interaction of many factors both endogenous and exogenous made more difficult the urban fact. The city has changed status with the demographic bulge. It passed the primary status meeting limited requirements to a multidisciplinary status marked by the diversity of needs. These increase with the increase in population and living standard. Our era is marked by urbanization, complex phenomenon that develops both in industrialized countries in those of the third world. Human concentrations increasingly have significant multiplier effects on the social and economic structure of a region or a country. On the whole, the issue of urban planning revolved around questions related firstly to the understanding of the phenomena of urbanization; and also in search of the most appropriate ways to ensure control, the efficiency and consistency of the urbanization process. Urban planning remains an ambiguous area that mixes scientific contributions, technical, artistic, administrative and legal in varying proportions. One of the central problems regarding media search is the semantic gap between the low-level features computed automatically from media data and the human interpretation of them. This is because the notion of similarity is usually based on high-level abstraction but the low-level features do not sometimes reflect the human perception. Many media search algorithms have used the Minkowski metric to measure similarity between image pairs. However those functions cannot adequately capture the aspects of the characteristics of the human visual system as well as the nonlinear relationships in contextual information given by images in a collection. Our search algorithm tackles this problem by employing a similarity measure and a ranking strategy that reflect the nonlinearity of human perception and contextual information in a dataset. Extensive interventions in the urban space come along with the development of these previously inaccessible areas in the city. The development of the Urban Waterfront in the European City is not subject to any recognizable urban paradigm. In this study, the development of the Urban Waterfront as a new urban space typology is analyzed by case studies of Urban Waterfront developments in European Cities. For humans, perceptible spatial conditions are categorized and it is identified whether the themed Urban Waterfront Developments are congruent or incongruent urban design interventions and which deviations the Urban Waterfront itself induce. As congruent urban design, a design is understood, which fits in the urban fabric regarding its similar spatial conditions to the surrounding. Incongruent urban design, however, shows significantly different conditions in its shape. Finally, the spatial relationship of the themed Urban Waterfront developments and their associated environment are compared in order to identify contrasts between new and old urban space. The practice not only provides food, generates income and fights against unemployment; it constitutes a true back-up for households during crisis linked to the nature of capitalism system. African cities are mostly characterized by rapid population growth, rampant poverty, and high level of unemployment and food insecurity. Those factors and many others are at the origin of the emergence of urban agriculture in many African cities. Based particularly on results of research undertaken in the Democratic Republic of Congo (DRC), but also in comparison with those realized in other parts of the African continent, the paper is a case study. It is predicted that urban inequality has arisen by urban redevelopment and reconstruction projects that improve the urban environment and innovate cities. This study aims to analyze the occurrence and characteristics of urban inequality by using the housing price and sale price and demonstrating the correlation with the urban redevelopment project. This study measures 14 years of urban inequality index for 25 autonomous districts in Seoul and analyzes the correlation between urban inequality with urban redevelopment projects. As a conclusion of this study, first, the urban inequality index of Seoul has been continuously rising since 2015. Trends from 2006 to 2019 have been in U-curved shape in between 2015. In 2019, Seoul's urban inequality index was 0.420, a level similar to that of the 2007 financial crisis. Second, the correlation between urban redevelopment and urban inequality was not statistically significant. Therefore, we judged that urban redevelopment's scale or project structure has nothing with urban inequality. Third, while district designation of urban reconstruction temporarily alleviates urban inequality, the completion of the project increases urban inequality. When designating a district, urban inequality is likely to decrease due to decreased outdated housing transactions. In the present paper, centroids are used to measure the relevance of text documents with respect to a given search query. Thus, a new graphbased paradigm for searching texts in large corpora is proposed and evaluated against keyword-based methods. The first, promising experimental results demonstrate the usefulness of the centroid-based search procedure. It is shown that especially the routing of search queries in interactive and decentralised search systems can be greatly improved by applying this approach. There is currently a radical demographic shift in progress worldwide, wherein people are moving from rural to urban areas at an increasing rate. The UN-Habitat report 2005 indicates that in 2025, 61 per cent of the 5 billion world population will reside in the urban areas with about 85 per cent of the development process taking place in the urban hinterlands widely referred to as ‘peri-urban’, ‘suburbs’, ‘urban fringe’, ‘city edge’, ‘metropolitan shadow’, or ‘urban sprawl’. In this context the study is broadly concerned with understanding the development of the industrial hub in the Gurgaon and its impact on the immediate neighbourhood. However studies have revealed that with the increase of industrial development the growth pattern changes rapidly, not only the growth of the urban area but the overall economy shifts from more agrarian to non-agrarian, with the change in the occupational pattern of the people. The process is mainly known as tertiarization, where a number of tertiary activities increase in comparison to primary or secondary. The change in the occupational pattern creates a pull factor on its immediate neighbourhood, which triggers the in- migrations from the rural areas as people come in the core urban area in search of the better job opportunities and increased standards of living. But this gives way to the unplanned growth of the urban fringe and the villages which tend to accommodate the migrants and in turn the pressure on the socio-economic infrastructure increases. The analyzed city, Campo Mourão, reflects these policies, a city that initially planned to be compact and walkable took other directions and currently suffers from urban mobility and social inequality in this urban environment, despite being a medium-sized city in Brazil. The research aims to understand and diagnose how these policies shaped the city and what are the results in Brazilian's inland cities. By employing the theory of urban morphology, the concept of morphological region is used for the analysis and characterisation of the spatial structure of the urban landscape in terms of ground plans, building types, and building and land utilisation. High interrelation between these functions makes integration very useful. Although there are numerous works on integrated process planning and scheduling and many works on scheduling with due date assignment, there are only a few works on the integration of these three functions. Here we tested the different integration levels of these three functions and found a fully integrated version as the best. We applied genetic search and random search and genetic search was found better compared to the random search. We penalized all earliness, tardiness and due date related costs. The latter is generally supported by political and economic aspirations. These two approaches conflict evidently. The authors go through the history of urban planning in order to review the historical development of the mentioned approaches. In this article, various values which are inherent in the historical fabric of a city are illustrated by emphasizing on cultural identity and activity. In the following, it is tried to find an optimized plan which maximizes economic development and minimizes change in historical-cultural sites simultaneously. For each component, different alternatives can be assigned, namely, renovation, refurbishment, destruction, and change in function. The decision Variable in this model is to choose an alternative for each component. A set of decisions made upon all components results in a plan. A plan developed in this way can be evaluated based on the decision maker’s point of view. That is, interactions between selected alternatives can make a foundation for the assessment of urban context to design a historical-cultural landscape. Knowing the emotional state in which the Internet user is located can be a key to achieve the maximum personalization of content and the detection of worrying behaviors. For this, two studies were carried out using tools with advanced natural language processing techniques. The first study determines if a query can be classified as positive, negative or neutral, while the second study extracts emotional content from words and applies the categorical and dimensional models for the representation of emotions. In addition, we use search queries in Spanish and English to establish similarities and differences between two languages. The results revealed that text search queries performed by users on the Internet can be classified emotionally. This allows us to better understand the emotional state of the user at the time of the search, which could involve adapting the technology and personalizing the responses to different emotional
