Collectively known as the Centers of Excellence residing within the Governor’s Office of Crime Prevention and Policy, the unit provides technical support to local governments, law enforcement, public safety agencies, behavioral health agencies, and crisis service providers to evaluate and improve the intersections of behavioral health, public safety, and criminal justice. The efforts of the unified Centers of Excellence support Maryland communities in improving the criminal legal response to adults with behavioral health needs, intellectual and developmental disabilities, and neurocognitive conditions by redirecting individuals when appropriate to the healthcare system, thereby reducing unnecessary incarceration while improving public health and safety.</span></p> <p><span style="font-weight: 400;">In partnership with the Maryland Crime Research Innovation Center at the University of Maryland, the Centers of Excellence developed a </span><a href="https://gocpp.maryland.gov/wp-content/uploads/Maryland%E2%80%99s-Behavioral-Health-and-Public-Safety-Center-of-Excellence-Strategic-Plan-7-24-23.pdf"><span style="font-weight: 400;">multi-year strategic plan</span></a><span style="font-weight: 400;"> to implement the recommendations of the </span><a href="https://mgaleg.maryland.gov/cmte_testimony/2021/fin/1w2lWIzHMEGqu7XjMmRCtNvOjfxJyj6Ft.pdf" target="_blank" rel="noopener"><span style="font-weight: 400;">2020</span></a><span style="font-weight: 400;"> and </span><a href="https://gocpp.maryland.gov/wp-content/uploads/State-Summit-Report-FINAL-2022.pdf"><span style="font-weight: 400;">2022 State SIM Summit reports</span></a><span style="font-weight: 400;">. The plan includes seven priorities to serve as a roadmap to guide the Centers’ pursuits. The multi-year strategic plan is updated annually and reported to the General Assembly by December 1 of each year. </span><a href="https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=ghg&section=13-4202&enactments=false" target="_blank" rel="noopener"><span style="font-weight: 400;">Section 13-4202(g)(2) of the Health General Article</span></a> <span style="font-weight: 400;">requires the Governor to include in the annual budget bill an appropriation of $500,000 for the Maryland Behavioral Health and Public Safety Center of Excellence, beginning in fiscal 2024 and annually thereafter.
