of July 1. If you've got a civil union in your future, follow these easy steps:</p> <p> 1. Fall in love.</p> <p> 2. Go to a town clerk's office in Vermont(*) and be prepared to prove:</p> <p> (a) You are at least 18.</p> <p> (b) You are not married.</p> <p> (c) You are "of sound mind."</p> <p> (*) Vermont residents must go to the town clerk in their or their partner's hometown. Others can go to any town clerk.</p> <p> 3. Put down $20 and fill out a civil union license.</p> <p> 4. Call the Vermont secretary of state's office for a list of officials who will certify your union. You have only 60 days to get the certification.</p> <p> 5. Nag the justice of the peace or clergyperson to return your signed paperwork to the town clerk within ten days--or you'll have to start all over again.</p> <p> Disclaimer: Dissolving a civil union is tantamount to divorce and must be done through Vermont's family court. To end a civil union, you have to be a state resident for at least one year immediately prior to dissolution. So choose wisely! --M.D.</p> <p> POLITICS</p> <p> Is Lazio a loser when it comes to gay rights?</p> <p> The election is still months away, but in the race for U.S. senator from New York it appears Hillary Rodham Clinton may already have her GOP opponent, Rep. Rick Lazio, beat on one front: gay issues.</p> <p> Lazio, whose voting record in the House received only an 18% approval rating from the gay-advocacy group Human Rights Campaign, made in late May what some gay activists consider his first campaign misstep. When a reporter for CBS Evening News asked him about negative campaigning, Lazio said, "I think you have to be decent." But being decent, he added, "doesn't mean you're a pansy."</p> <p> A spokesman for Lazio told The Village Voice that the congressman's comments were not antigay, contending that the word pansy means "flower." But a spokesman for Clinton--who has not been rated by HRC but is considered to be pro-gay--called the comment "totally outrageous, completely inappropriate."</p> <p> MEDIA</p> <p> Ad-ditional trouble for Dr. Laura</p> <p> In the end, it may be advertisers who decide if Dr. Laura Schlessinger's TV show airs as planned this fall. Recognizing this, the Gay and Lesbian Alliance Against Defamation on May 24 kicked off its own print ad campaign, which lists antigay statements of Schlessinger's and then trumpets, "Ad time with `Dr. Laura' is for sale. Here's what you're buying." If the advertiser exodus from Schlessinger's show last month is any indication, companies are heeding the message.</p> <pre> ADVERTISER ACTION TAKEN Procter & Gamble Announced May 16 that it was reversing plans to advertise on Schlessinger's show because she is too controversial, The consumer products giant is the second-largest advertiser in the nation. Xerox Declined to renew its ad buy on Schlessinger's radio show. American Express Reportedly planned to tell their media buyers AT&T; not to purchase time on Schlessinger's TV show. United Airlines Said May 18 that it would no longer run ads for Schlessinger's radio show in its in-flight magazine. </pre> <p> POLITICS</p> <p> Minnesota's Spear calls it a day</p> <p> As the first openly gay man to hold a state office, Minnesota state senator Allan Spear has been at the forefront of the gay rights struggle for more than 25 years. Spear, who retires at the end of the current term, said the struggle has been a quarter century wrought with many surprises.</p> <p> "I certainly anticipated that progress would have come more quickly," said Spear, 63. "I certainly did not expect that it would take 20 years to pass basic human rights protections in Minnesota."</p> <p> First elected in 1972, Spear came out publicly in 1974 after feeling "lousy" for staying silent about his sexuality during the debate for an antidiscrimination bill.</p> <p> "I want to stop the tittering," he told the Minneapolis Star at the time. "There's nothing I'm ashamed of. Nobody should have to talk about it on back stairways."</p> <p> Although it took him 20 years, Spear said passage of a 1993 amendment that included gay people in the state's human rights law was his "proudest legislative achievement."</p> <p> During the debate over the amendment Spear delivered what the Minneapolis Star Tribune called "one of his most memorable lines." After several senators described homosexuality as "a choice, not a condition of birth," Spear simply responded, "I'm 55 years old; it's not a phase."</p> <p> After his 28 years in office, the struggle is far from over: "We have lost on gays in the military, lost on gay marriage," Spear said. "Sodomy laws remain on the books, many workers remain without domestic-partnership benefits, only 11 states have human fights laws protecting gays and lesbians, and we still have no federal gay-lesbian human rights law."</p> <p> But others (including Minnesota's other openly gay legislator, Rep. Karen Clark) will have to take on those issues. Spear said he wants to travel and spend more time with his partner.
