that isn鈥檛 a university press</span></h1><p style="text-align: center;"><span style="font-family: georgia, palatino, serif;">By John Peters</span></p> <p><span style="font-family: georgia, palatino, serif;">The University Press dates back to 1534 when Henry VIII granted Letters Patent to Cambridge University to allow it to publish and print books. Oxford University Press followed Cambridge a few decades later, with its official establishment in 1586, under Elizabeth I. These two venerable institutions are the world’s oldest, largest, and best-known University Presses.</span></p><div class="" id="crow5044"> <div class="container"><div class="row " ><div class="col-xs-24 col-sm-24 col-md-24 textarea_content_block_div " id="block5044" ><div class="textarea_block"><p><span style="font-family: georgia, palatino, serif;">Today, most major universities have their publishing operation, or University Press (UP); more than 500 worldwide, with more than 100 in the United States. Chicago (the largest in the US), Cornell, and Stanford trace their origins back to the 19th century.</span></p> <p><span style="font-family: georgia, palatino, serif;"><strong>But why does the world need the University Press?</strong></span></p> <p class="has-drop-cap"><span style="font-family: georgia, palatino, serif;">Universities had some duty of care to their research academics to offer a publishing outlet for their research, to allow it to add to and enrich the world’s body of academic knowledge. Because much research is quite specialist and often only of interest to a tiny group of similar researchers, the market for a lot of academic research was minimal. That means that a commercial publisher, needing to make a return on a publishing investment, would often be unable to offer a contract for research-derived material.</span></p> <p><span style="font-family: georgia, palatino, serif;">Therefore, the University Press could provide a subsidised home to these valuable, specialized, small-scale research works. Material that may be rigorously peer-reviewed for research integrity and quality, but would never pass a commercial break-even test. So, the University Press world operated on a mixture of subsidies from parent institutions and the occasional commercially-viable project to offset the losses from the non-viable ones.</span></p> <p><span style="font-family: georgia, palatino, serif;">Over time, this world has changed and mutated, as all systems do. The venerable OUP (Oxford) and CUP (Cambridge) are now among the world’s largest scholarly publishers. According to OUP’s recent annual report (fiscal year ending in March 2022), OUP’s 21/22 revenues were £781m (close to a billion US dollars) and profits of £107m/$120m+. According to CUP’s 2021 annual report (covering an extended, 15-month financial year), CUP turnover was still-respectable at £384m ($400m+) and £21m in profits. These are no longer small-scale hobby enterprises.</span></p> <p><span style="font-family: georgia, palatino, serif;">But outside of these giants, chillier winds blow. In 2012 the University of Missouri announced the closure of its unprofitable Press (subsequently overturned). In 2019 Stanford University Press (SUP) similarly went to the brink, as the University threatened to remove its subsidies, which had propped up SUP over several years, then recanted after a backlash from faculty and industry commentators. The University Press of Kentucky closed in 2018 after its state funding was removed; once again, this was reversed, and the Press was reinstated. George Mason University Law Professor Ilya Somin, <a href="https://www.theatlantic.com/ideas/archive/2019/05/why-cuts-stanford-university-press-are-wrong/589219/" target="_blank" rel="noreferrer noopener">writing in the Atlantic</a>, quoted, “some 80 percent of university presses receive subsidies from their affiliated institutions…Without that additional funding, the presses would have to significantly curtail their operations, and some might even have to shut down.” Somin contends that they “are not <em>intended</em> to make a profit” and that the purpose of a University Press “quite simply, is to publish works that expand our knowledge.” Though a self-confessed “libertarian,” Somin nonetheless contends: “Many such advances in knowledge are ‘public goods’ that benefit people who cannot be induced to pay for them. As a result, conventional for-profit enterprises may underproduce them.”</span></p> <p><span style="font-family: georgia, palatino, serif;"><strong>A 500-year-old industry</strong></span></p> <p class="has-drop-cap"><span style="font-family: georgia, palatino, serif;">Publishing is changing and evolving, but scholarly publishing remains an industry with deep roots and is sometimes resistant to change. As I used to say to colleagues – you need to remember that academic publishing is a 500-year-old industry serving a 1000-year-old industry (the university), so it’s likely to be quite change-resistant.</span></p> <p><span style="font-family: georgia, palatino, serif;">My own experience is that Ilya Somin’s contention on ‘public goods’ is largely, though not entirely, correct. I will touch below on some of the constraints which come with the agglomeration of the academic publishing industry into increasingly-large corporate blocks. There is often a monolithic approach to profitability, which will drive out knowledge-expanding but uncommercial titles. But some newer entrants to this venerable industry are surviving and thriving with a University Press-like approach to niche publishing.</span></p> <p><span style="font-family: georgia, palatino, serif;"><em>No Shelf Required</em> previously featured the <a href="http://www.noshelfrequired.com/cambridge-scholars-publishing-doing-simple-things-well/" target="_blank" rel="noreferrer noopener">story</a> of Cambridge Scholars Publishing (CSP); as niche as any university press, but a commercial publisher operating happily and sustainably in the very specialized world of the academic monograph. As the previous feature discussed, <a href="https://www.cambridgescholars.com/" target="_blank" rel="noreferrer noopener">CSP </a>takes an aggregated portfolio approach to profitability, combined with high efficiency and a low fixed cost base, which allows Somin’s ‘public good’ knowledge-advancing titles to be published. The expectation is that the portfolio of titles will make a profit (which it does), and it’s better and more efficient to just publish a knowledge-expanding niche title, rather than hold time and resource-consuming meetings, debating whether it will reach some pre-determined profitability threshold.</span></p> <p class="has-cyan-bluish-gray-background-color has-background"><span style="font-family: georgia, palatino, serif;">As background for this feature, we investigated some author experiences of publishing both in the traditional university press environment and with CSP. Are Cambridge Scholars the University Press that isn’t one? Well, maybe. </span></p> <p><span style="font-family: georgia, palatino, serif;">From our unscientifically small sample, we found issues that might seem surprising at first glance. The first is the issue of thematic coverage and a publisher’s willingness to be open to ‘emerging disciplines’ like sustainability and climate change. Possibly, this is a function of the ‘deep roots’ discussed above. Even for UPs with a shorter history than Oxford and Cambridge, there is perhaps a tradition that a university should nurture ‘traditional’ fields of scholarship and that a UP should similarly reflect that. Does the UP publishing agenda lag behind the academic research agenda, and the commercial publisher, when it comes to contemporary issues?</span></p> <p><span style="font-family: georgia, palatino, serif;"><strong>Not a Victorian Gentleman’s Club</strong></span></p> <p class="has-drop-cap"><span style="font-family: georgia, palatino, serif;">The second is the issue of relationships and what might be called ‘customer service,’ or ‘service quality.’ Some years ago, I presented a paper at the annual Charleston Conference called ‘Not a Victorian Gentleman’s Club.’ This argued that exclusionary peer review and ‘rejection rates’ (quality as a function of how many people you can manage to turn away) were as outdated and wrong-headed as the membership policy of a 19th Century London club.</span></p> <p><span style="font-family: georgia, palatino, serif;">Is there still a notion that publishers are doing academic researchers a big favour by considering their work for publication? We admit members to our ‘club’ on our terms, in our own sweet time, and not always politely or with good grace. We may present the perception of excluding ‘the wrong sort of people.’ By contrast, CSP deliberately espouses a brand position of welcome, inclusion, and timely and polite treatment. I was struck by the comments from authors who referenced this.</span></p> <p><span style="font-family: georgia, palatino, serif;"><strong>Sticking within lanes</strong></span></p> <p class="has-drop-cap"><span style="font-family: georgia, palatino, serif;">Climate Change, and the challenge of ecology and environmental management, are increasingly seen as an area of pressing need, and one where both more specialised University Presses, and general mainstream publishers, are engaged. Dr. Gerard Magill, Chair and Professor at the Center for Global Health Ethics at Duquesne University, Pittsburgh, USA, is a well-published and experienced author. He is deeply committed to his research field, and supported by an endowment at Duquesne, which facilitates an annual conference in his field. But even though environmental ethics is hardly a brand-new field, Gerry Magill expressed frustration with the “well-known University presses” who “tend to stick tightly within lanes they establish as their areas of specialty.” </span></p> <p><span style="font-family: georgia, palatino, serif;">Dr. Magill’s criticism of the University Press’ “old-and-tested approach” is that it “leaves very little room for scholars/scholarship that address emerging topics that are pivotal for society.” So rather than being driven by an evolving research agenda, he suggests that the scholarly publishing establishment may sometimes be out of step with these emerging challenges. “The exciting characteristic of CSP is its openness to breakthrough endeavors supporting and fostering dynamic and engaging works that inspire innovative and pioneering ideas.”</span></p> <p class="has-cyan-bluish-gray-background-color has-background"><span style="font-family: georgia, palatino, serif;">Cambridge Scholars Publishing has deliberately set out to ‘follow the research agenda.’ In doing so, over the past 20 years, it has naturally established a strong position in “emerging issues,” including sustainability, environmental ethics and ecology.</span></p> <p><span style="font-family: georgia, palatino, serif;">Professor Clara Saramento at the Polytechnic of Porto, Portugal, also points to her selection of CSP as a publishing partner in ‘emerging disciplines’: “The focus on contemporaneity emerges in the midst of the pandemic, with the book <em>Cultural Tourism and Heritage in Northern Portugal</em>, on a still little explored niche of cultural studies, that stands on the threshold with tourism and business.” She adds, “CSP publishes the cutting edge of research rather than the established and often repetitive tradition. And it is the risk of innovation that makes science progress.”</span></p> <p><span style="font-family: georgia, palatino, serif;">It was notable that Professor Sarmento also adds: “CSP does not use the author’s country of origin, gender, status, or institutional affiliation as a publication criterion. CSP considers the work and its intrinsic value; it gives the opportunity to change and to evolve. And this is how science and the world advance.” By now, one would hope that the publishing industry might have moved beyond the ‘Victorian Gentleman’s Club’ ‘s mores. Maybe not.</span></p> <p><span style="font-family: georgia, palatino, serif;"><strong>Service Quality</strong></span></p> <p class="has-drop-cap"><span style="font-family: georgia, palatino, serif;">In the 1980s, a version of marketing management emerged that differed from that of the 1960s and 1970s. The new theory was what became known as the ‘Nordic School,’ which focused on how to manage services marketing effectively. The Nordics, primarily from Finland and Sweden, argued that services marketing needed to move beyond examining Product, Price, Promotion and Place (Kotler’s famous 4Ps) and find new definitions of quality for service industries. Possibly the Nordic School’s highest-profile exponent was Jan Carlzon, CEO of SAS Airlines, who translated the Nordic School’s services marketing theory into what he called ‘Moments of Truth.’</span></p> <p><span style="font-family: georgia, palatino, serif;">Moments of Truth in services marketing and service quality assurance require an understanding of the pivotal experiences in service delivery; those where a customer perceives poor, average, and excellent quality. Once those pivotal ‘Moments of Truth’ are established, the challenge is to support their delivery, reliably.</span></p> <p><span style="font-family: georgia, palatino, serif;">Australian Educator Tom O’Donoghue provides a fascinating insight into some of these Carlzon-esque Moments of Truth. He categorizes his experience of publishing more than 30 books, including Routledge, OUP, Springer, Palgrave Macmillan, Bloomsbury, and Emerald, as generally “very good experiences.” But he zeroes in on experiences of his four titles published with CSP as follows (emphasis is mine): “<em>Response</em> to queries and proposals has always been terrific, and also <em>very quick</em>. There is an <em>efficiency</em> at the press, which I love. Also, the <em>production process</em> and the product have always been outstanding, from font size and lay-out to quality of binding and<em> cover</em>.”</span></p> <p><span style="font-family: georgia, palatino, serif;">Should publishers analyse and focus on service quality variables? Rico Sneller, Professor of Philosophy and Ethics at Leiden University in the Netherlands, points to similar but subtly different ‘Moments of Truth’ (emphasis is mine): “Throughout my writing process, I was <em>kindly encouraged by CSP staff</em>. My deadline for manuscript submission had to be postponed several times. After publication, I organised an online book launch. Registering attendees could benefit from the <em>purchase discount offered by CSP</em>. My experiences with CSP so far are great! The publisher is lenient with sending out <em>review copies</em> worldwide. What I also highly appreciated was its <em>non-interference with the content of my book</em>.”</span></p> <p><span style="font-family: georgia, palatino, serif;">Emeritus Professor Arthur Asa Berger at San Francisco State points to “a wonderful relationship” with CSP over the years. His summarised experience of service quality is “[CSP] <em>makes decisions quickly</em> and is very professional and <em>accommodating</em>” (emphasis is mine).</span></p> <p><span style="font-family: georgia, palatino, serif;">The willingness to be open to different approaches in very specialist areas is reflected in the publishing story of Walter Schultz, Professor in the Faculty of Philosophy at the Dominican University College, Canada. Dr. Schultz was seeking a publisher for a compilation of his published papers on the work of 20th century Christian philosopher Jacques Maritain and “contemplated contacting a University Press (University of Ottawa Press, Catholic University of America Press, Notre Dame, among others).” Instead, following a recommendation, he brought his book proposal to Cambridge Scholars. Again, we find a recognition of both open-mindedness on the format and service quality: “Consulting with colleagues, the timely publication of previously published journal articles in book form favored CSP. So I proceeded with my submission to CSP. The time involved in the preparation and the final product has given me ample assurance that I made the right decision choosing CSP as my publisher.” </span></p> <p><span style="font-family: georgia, palatino, serif;">Quality in scholarly publishing is more than a rigorous and exclusionary selection policy. We can see from the examples above that politeness, responsiveness, friendliness, and timeliness are all perceived as important quality issues. Over the years, the scholarly publishing industry has accreted, piece by piece, into larger and larger blocks, through mergers and acquisitions. This means that most of the industry is today owned by multi-billion dollar multinational corporations. This is a continuing trend. And very large corporations naturally favour conformity and efficiency. They set rules based on return on capital employed, contribution to stock values, and economies of scale.</span></p> <p><span style="font-family: georgia, palatino, serif;">University Presses, by and large, sit outside the reach of corporate acquisitions teams. However, the largest and most successful UPs are approaching a comparable size and scale to the multinational corporation. And smaller UPs are, by and large, constrained by their University parent and their required subsidies.</span></p> <p><span style="font-family: georgia, palatino, serif;">True independence is hard to find. When independence is able to flower, it often does interesting things. London’s Zed Books built portfolios including Africa Studies, Gender and Sexuality, Queer Theory, Critical Race Theory, and Development Studies in its eclectic mix—all fields a more constrained academic publisher might hesitate to address. But Zed ultimately failed to survive and thrive as an independent, and sold to Bloomsbury in 2020, so it too has joined the world of the stock-market listed publisher.</span></p> <p><span style="font-family: georgia, palatino, serif;">Is it independence that allows publishers to operate outside ‘the lanes’? Is it independence that allows a publisher to follow the direction of emerging research; to be ‘customer oriented’? Is it independence that naturally encourages gravitation to service quality moments of truth? To be a University Press, without being a University Press?</span></p> <p><span style="font-family: georgia, palatino, serif;">It is easy to paint a crude dichotomy between ‘for-profit’ and ‘not-for-profit.’ There is plenty of evidence that not-for-profit publishers, notably in the University Press sector, can become very constrained by the nature of their subsidies, which may mitigate against experimentation. In the CSP example, we see an academic publisher liberated by its independence. It has neither subsidising paymaster, nor holding-company financial overseer.
