target="_blank" class="external">Reuters</a>) <br/>30 September 2011</p> <p>At least 18 people were killed when a large car bomb exploded among mourners crowding into a Shia funeral in Iraq’s Hilla city on Friday, local authorities and witnesses said. </p> <p>The blast left burned bodies and damaged vehicles near a Shia mosque where relatives had gathered in a tent for the funeral of a local sheikh, witnesses said. Ambulances ferried three or four people at a time from the scene. </p> <p>“I was standing on the other side of the funeral tent, and suddenly the place turned into hell, all my relatives were cut down and their bodies were burned,” said Haider Qahtan, 37, whose hand was injured in the blast. </p> <p>At least 18 people were killed and 48 more wounded, a police official at the scene said. </p> <p>Hilla, 100 km (60 miles) south of Baghdad, is a mainly Shia city on a route used by pilgrims visiting Shi’ite holy sites in the south of the country. </p> <p>Violence in Iraq has eased since the sectarian strife took the country to the brink of civil war a few years after the U.S. invasion. But Sunni Islamists tied to al Qaeda and Shia militias still carry out daily attacks. </p> <p>Sunni insurgents often target Shia pilgrims with car bombs and suicide attacks in an attempt to rekindle sectarian tensions and test Iraq’s government as the last U.S. troops prepare to withdraw by the end of the year. </p> <p>Recent attacks and incidents in the Sunni heartland of Anbar in western Iraq and in the Shia holy city of Kerbala have fuelled worries of resurgent sectarian violence. </p> </blockquote> <p><a Shi’ites, like their allies in Iran, fret that unrest in Syria could oust President Bashar al-Assad and bring to power hardline Sunnis eager to put their weight behind fellow-Sunnis in Iraq who have lost out since Saddam Hussein’s fall. </p> <p>They fear the turmoil next door could spill into Iraq, reignite sectarian violence and intensify a proxy battle between Iran and Saudi Arabia, which sees itself as the bastion of Sunni Islam and has never come to terms with Shi’ite rule in Baghdad. </p> <p>"If Syria falls, Iraq will work with Iran to influence events in Syria," said a senior Iraqi Shi’ite politician, who asked not to be named. </p> <p>"Change in Syria will cause major problems for Iraq. But today, they say violent sea border disputes are forcing them off their boats.</p> <p>The town of Faw near Iraq’s coast has around 40,000 inhabitants, most of them fishermen and their families. Town officials say hundreds of families have left in search of other work, leaving the port in danger of becoming a ghost town.</p> <p>Fishermen complain of rises in the cost of fuel and oil shortages. But mostly they worry about confrontation with Iranian and Kuwaiti coast guards.</p> <p>"They jabbed one of our guys with a knife and bound him with ropes and dunked him in and out of the water like torture. His only crime was that he was a fisherman," said Issa Abdul-Wahid, 43, describing a recent incident with a Kuwaiti patrol.</p> <p>"They tell us ‘You do not have waters. Your borders are the mud.’ But these are our waters," he said.</p> <p>Once the owner of his own boat, Abdul-Wahid said Kuwaitis confiscated his vessel and held it for six months before returning it stripped of equipment. Too poor to refurbish it, he has been reduced to working as a labourer on other men’s boats.</p> <p>"We have no other livelihood but fishing, but our suffering is huge… I have a family to feed. What have we done to deserve this, a government that can’t protect us?"</p> <p>Ali Al-Kanaani, head of the Faw city council, said there were once 2,000 fishing boats operating from the town, but now there are just 400-500. Each boat has a pilot and 10 crew. With each fisherman usually supporting a large family, 100 people could depend for their livelihoods on a single boat.</p> <p>Iraq has only narrowest access to the sea. Its Faw peninsula is surrounded by a 50km stretch of sea coast facing Kuwait on one side, and by the wide Shatt al-Arab waterway overlooking the marshes of southern Iran on the other.</p> <p>The Shatt al-Arab is formed where the Tigris and the Euphrates merge at Qurna, a town some believe to be the site of the biblical Garden of Eden. It runs 184km to the Gulf. An invisible line down much of its length serves as the border between Iran and Iraq.</p> <p>Control of the waterway was one of the main reasons for the costly and bitter war between Iran and Iraq that lasted through most of the 1980s. The boundary dispute is still not settled.</p> <p>Kuwait and Iraq have also yet to define a sea border in settlement talks since Iraq’s 1990 invasion. Many at the docks say Iraqis are viewed with hostility by Iranians and Kuwaitis still bitter over Iraq’s wars against them.</p> <p>In January, a Kuwaiti coastguard was killed and five Iraqi fishermen were wounded in a shootout with Iraqi sailors. Kuwait says the clash erupted when an Iraqi boat entered Kuwaiti waters and refused orders from a coast guard patrol to stop.</p> <p>Faw’s mayor said the incident took place in Iraqi waters.</p> <p>In December 2010, Iranian coast guards detained 12 Iraqi fishermen who they say illegally entered Iran’s waters. Three of them were later freed.</p> <p>Like his father and grandfather before him, Khalef Yousif became a fisherman in his teens, learning the old techniques of casting a net from an metal-hulled boat, hauling in catches of silver pomfret, grouper and shrimp.</p> <p>After nearly two decades at sea, he abandoned the life a year and a half ago and moved with his wife and three children from the port of Faw to a small plot 90km north.</p> <p>He has become a farmer, planting cucumbers and tomatoes on land he was able to buy for a pittance because so many other families are moving out of the area, even further north.</p> <p>"The fishing business is not good anymore. Kuwaitis were harassing us wherever we go," he said, sitting near his shack.</p> <p>Waleed al-Sharifi, Faw’s mayor, said the entire fishing industry may soon vanish altogether. Once, fishermen were protected by Iraq’s navy, but the force has yet to be fully rebuilt since the US invasion in 2003.</p> <p>"Unfortunately the Iraqi officials always put the blame on the Iraqi fishermen," he said. "The fishing career is threatened with extinction for many reasons. I would say if the situation stays as it is, the career will become extinct and without it, Faw will be empty of people." </p> </blockquote> <p>Source: <a and Shi’ite militiamen are routinely tortured or abused by Iraqi security forces to extract confessions early in their detention and interrogation, Iraqi military officials say.</p> <p>Six Iraqi security officials, including two high-ranking officers, as well as former detainees and lawyers, told Reuters that prisoners are beaten, stomped on or strung up by their hands during arrest and preliminary interrogations.</p> <p>Suspects are beaten and trampled when they resist arrest and are sometimes tortured when they provoke interrogators by showing "enjoyment" or "pride," a senior military official familiar with military jails in Baghdad told Reuters.</p> <p>"Some suspects delight in the narrative details of how they murdered their victims. In response, some investigators slap them or kick them or order them hung up (by the arms)," he said, asking for anonymity because of the sensitivity of the issue.</p> <p>Iraq’s Supreme Judiciary Council received more than 400 complaints last year from detainees or their families, accusing Iraqi military interrogators of torture or abuse. In only 90 cases did a court take up the allegations and launch a probe.</p> <p>Iraq’s Human Rights Ministry, responding to the information obtained by Reuters, said inspection teams still record abuse cases during prison visits but the number is falling.</p> <p>"Cases of violations and irregularities … are not a phenomenon … not systemic, but a very limited number of individual cases," ministry spokesman Kamil Amine said.</p> <p>Torture was widespread under the late dictator Saddam Hussein, ousted in the U.S.-led invasion in 2003. Disclosures in 2004 that U.S. jailers had abused and sexually humiliated Iraqis at Abu Ghraib prison outraged many Iraqis and may have fueled the insurgency.</p> <p>Iraq’s elected authorities last year promised to crack down on continuing abuse of prisoners in Iraq, where human rights groups have warned torture of detainees by security forces has been systematic as they fight a waning insurgency.</p> <p>Terrorism suspects often are held at the Camp Cropper prison near Baghdad airport, or Camp Honor, inside the Iraqi capital’s heavily fortified Green Zone.</p> <p>U.S.-based Human Rights Watch said in a February 1 report that security forces torture inmates at Camp Honor, citing interviews with former detainees.</p> <p>In a new report on prisoner abuse in Iraq issued Tuesday, Amnesty International said urgent action was needed to end a "pattern of abuse" in Iraqi detention centers.</p> <h3>THE FOURTH AREA</h3> <p>Many preliminary terrorism interrogations take place at Camp Cropper, a former U.S. detention center turned over to the Iraqis last year and renamed Camp al-Karkh, in a little-known place called the "Fourth Area," Iraqi security officials said.</p> <p>"It is a place for the detention of prisoners in accordance with article 4 of the terrorism (law), so it is named after that," a senior officer from Iraq’s Counter-Terrorism Squad said. "The interrogations in this area are brutal, more brutal than the interrogations in Camp Honor."</p> <p>Cropper was the last U.S. prison in Iraq and its handover ended a difficult chapter of the U.S. invasion in which thousands of people were held without charge.</p> <p>In the most common methods of abuse, suspects are kicked, beaten with pieces of electric cable, hung by the arms, or burned with cigarettes, and hot metal or given electrical shocks, security officials and lawyers said.</p> <p>"Some detainees have died as a result of torture. She had no idea who they were but complied because she feared for her life.</p> <p>"Can you just tell me who will pay the rent of my shop for these two months? What shall I do to support my family? What is the relation between hair dressing and religious events?" Zubaidi, 40, asked furiously.</p> <p>"This is a new dictatorship. They want Iraq to be an Islamic state. But this is not right. Iraq includes a variety of religious factions … These are alien ideas, not Iraqi."</p> <p>Recent efforts by authorities, clergy and unknown bands of neighborhood enforcers to police morals by shutting nightclubs, bars and other establishments has heightened concerns among academics and intellectuals that Iraq, now emerging from war, is displaying the tendencies of a hard-line Islamic state.</p> <p>Baghdad’s local government this month re-activated a federal order from last year to close down the capital’s nightclubs and liquor shops due to concern the venues were undermining morals.</p> <p>Last week, anti-American Shi’ite cleric Moqtada al-Sadr issued a strongly worded statement calling for Iraqis to take a stand against "corruption, intoxication and addiction."</p> <p>The crackdown in Baghdad was preceded by similar actions in some Shi’ite-majority provinces in the south.</p> <p>"What is going on are normal consequences when religious parties take over power. They start with such practices, and end the way the Taliban in Afghanistan ended, or other parties in <a href="https://web.archive.org/web/20130123232526/http://www.reuters.com/places/iran" class="external" target="_blank">Iran</a>," Baghdad political analyst Hazim al-Nuaimi said.</p> <p>In September, local authorities in Babil province prevented an arts festival that has been held yearly since before 2003. Security forces told organizers a day after the festival started to end it because it included dance shows.</p> <p>In the southern city of Basra, the government shut down a foreign circus a few days after it opened last month. It was the first circus the province had hosted in decades.</p> <p>Basra authorities said the government department of Shi’ite endowments held that the land on which the circus was set up could not be used in a way that violated Islamic Sharia law.</p> <p>The new measures sparked protests by some Iraqis who said the government is trying to kill freedom more than seven years after the U.S.-led invasion that ousted Sunni dictator Saddam Hussein and paved the way for majority Shi’ites to take power.</p> <p>RADICAL CONCEPTS</p> <p>"What is going on, in fact, is an attempt to impose the radical concepts of the Islamic fundamentalist parties who dominate the political scene in Iraq…that’s what we are afraid of," said Qasim Mohammed, a journalist who protested with dozens of others in Baghdad’s main square Sunday.</p> <p>Kamel al-Zaidi, head of the Baghdad provincial council, described the protesters in televised comments as "paid people who want to turn Iraq into a community of atheists."</p> <p>But the crackdown, alongside a series of attacks on Iraq’s minority Christian community, raised questions about freedom of religion and expression in mainly Muslim Iraq.</p> <p>In the worst of the attacks, dozens died after Sunni insurgents took hostages at a Baghdad cathedral on October 31. Hundreds of Christian families have since fled for the relative safety of the Kurdish north, and abroad.</p> <p>During Friday prayers last week, many Shi’ite clerics supported the Baghdad provincial council and called on the government to show more determination.</p> <p>"The decision of the government and the provincial council is right," said Sadr al Din al Qubanchi, a prominent cleric in the Supreme Islamic Iraqi Council, a Shi’ite political bloc.</p> <p>"Those who condemn it must realize that the Iraqi identity is Islamic, and the government is responsible for practicing this identity," said Qubanchi in a speech in the Shi’ite holy city of Najaf.</p> <p>Sabbar al-Saeidi, the head of the legal committee of the Baghdad provincial council, defended the new measures.</p> <p>"The measures are aimed at fighting anything against moral and public discipline, whether it is a circus or not," Saeidi said.</p> <p>Overt and illegal acts of religious intimidation may have been worse three years ago, when Shi’ite militias and Sunni insurgents roamed Iraq freely.</p> <p>Now, bands of loosely organised, unknown men are carrying out threats quietly against liquor shops, schools and other establishments, and with groups like Sadr’s movement claiming a share of political power, critics say the government is closing its eyes to the intimidation.</p> <p>NAKED STATUES</p> <p>Residents of Baghdad’s mainly Shi’ite Shaab district say many alcohol shops have been attacked in recent weeks.</p> <p>At a government-run fine arts institute in Baghdad, unknown men showed up this week and ordered the removal of all statues from the yard, an official of the facility said.</p> <p>They said "it is not good to show such statues. Some of them are naked," said the official, who asked not to be named because he feared for his safety.</p> <p>The music program at the school was shut down. Students are not allowed to wear short skirts, short sleeve shirts or makeup, according to a female student.</p> <p>"(A school official) told us it is Haram (forbidden). Some teachers consider any girl who does this as absent," she said. "A top official once put an X on my classmate’s leg as she was wearing a short skirt."</p> <p>Protesters on both sides have taken to the streets. On Friday hundreds responded to Sadr’s call.</p> <p>"Stand against those who want to disseminate corruption, intoxication, and addiction (to alcohol), to make Iraq drift toward ignorance, degeneration, lewdness, to make our society rot like the West," Sadr said in his statement.</p> <p>Political analysts said the coming era could see an escalation of intimidation as Sadr’s fundamentalist religious movement plays a larger role in government.</p> <p>Sadr won 39 seats in a March parliamentary election and then pledged support for incumbent Prime Minister Nuri al-Maliki, a key step in an agreement between political blocs that end a months-long political impasse.</p> <p>"What is going on is a new tendency of a new culture that wants to take us backward," said Haider Munaathar, a well-known actor and head of Iraq’s theater union. It should not be surprising that the other type of armies associated with warfare the armies of refugees refuse to travel to back to a place where there is no chronic food insecurity, chronic unemployment, housing shortages, and very shaky security.  </p> <p>A large part of the reason for this marked reluctance to return by refugees is highlighted in the report <strong>"Food deprivation in Iraq" </strong>published yesterday by the government as a condition for getting aid from the UN. Even the executive summary I have posted here paints a picture of a country a significant portion of whose population do not have a reliable source of food. The first three paragraphs are grim but unsurprising reading:</p> <blockquote><p>A majority of Iraqi refugees who have returned from exile to Baghdad regret their decision, saying they face insecurity, a lack of jobs and inadequate health care, the United Nations refugee agency said on Tuesday. </p> <p>Some 61 percent of those interviewed were sorry they had left Syria and Jordan, while one in three was unsure of staying in Iraq, according to its recently-completed survey of 2,353 Iraqis who returned to the capital between 2007 and 2008. </p> <p>"UNHCR staff were informed by returnees of numerous instances of explosions, harassment, military operations and kidnapping occurring in their areas of return," Melissa Fleming, spokeswoman of the U.N. No wonder they stay away or regret coming back bad as the situation is for refugees the situation here is worse.</p> <p>Um Thalit</p> </p></div> </p></div> </p></div> </p></div> <blockquote><h3>Food deprivation in Iraq EXECUTIVE SUMMARY </h3> <p>Seven out of every 100 Iraqi individuals are undernourished. This is equivalent to an estimated 2.1 million Iraqis. In light of the history of conflict in Iraq and the current state of instability, this prevalence is rather low especially when compared to the overall prevalence of food deprivation within the Near East and North Africa region (7 percent in Iraq compared to 8 percent in the region). </p> <p>The national prevalence, however, is not equally distributed at the sub national level as disparities exist between the Iraqi governorates. Although food insecure households exist in nearly all governorates of Iraq, they are found to be concentrated in Diyala, Babylon Basrah, Salah al Deen, Kerbala and Muthanna governorates where the prevalence of food deprivation ranges from 51 to 17 percent. The highest level of food deprivation is observed in Diyala governorate, where around one half of people were food deprived. The high prevalence of food deprivation in Diyala is attributed to disruptions in food distributions through the Public Distribution System caused by the incidence of violence and military campaigns during the data collection period. </p> <p>The Public Distribution System (PDS) was established in 1991 to guarantee a provision of a minimum consumption needs to the Iraqi population through distribution of rations comprising of wheat flour, rice, sugar, vegetable oil, pulses, adult milk, infant formula and tea as well as other non food items at a highly subsidized price. The average daily dietary energy consumption in Iraq is 2580 kilocalorie per person, over half of which is acquired through the PDS. </p> <p>At the level of household characteristics, food deprivation is concentrated within population groups characterized by low income, large households, whose head is over 50 years of age and is illiterate, involved in agricultural activities or unemployed. </p> <p>Expenditures on food represents slightly more than one third (35 percent) of total household expenditures, of which, 80 percent is dedicated to commercial food purchases and the remaining twenty percent represents the value of the nominal payment required to receive the PDS food rations, the value of food produced and consumed by households and food purchased and consumed away from the home. </p> <p>Despite having a share of 80 percent of all food expenditures, food purchased from the commercial markets provides only 44 percent of the kilocalorie consumption at the national level. Accordingly, the contribution of dietary energy from the PDS plays a critical role from the food security perspective while the contribution of purchased food plays an important role from the expenditure structure perspective and dietary energy acquired from food from own production is negligible. The high reliance of Iraqis within the lower income strata on food rations renders them vulnerable to any irregularities in the distribution system and market fluctuations. </p> <p>The market price of 1000 kilocalories in Iraq is valued at 610 Iraqi Dinars on average. Accordingly, daily per capita expenditure on food is valued at 1590 Iraqi Dinars. When accounting for actual expenditures, subsidized prices of food provided through the PDS renders the cost of 1000 kilocalories to be 520 Iraqi Dinars on average, bringing daily per capita out of pocket expenditure on food down to 1360 Iraqi Dinars. </p> <p>In general, the Iraqi diet is balanced from the perspective of macro nutrient consumption as the distribution of energy acquired from fat, carbohydrates and proteins is 26, 62 and 12 percent respectively. However, consumption of fat is nearer to the higher bounds and protein nearer the lower bounds of the FAO/WHO/UNU recommendations. Average daily cereal consumption of around 400 grams per person provides 53 percent of total dietary energy consumed, followed by oils and fats (12 percent) and sugar (11 percent). </p> <p>Animal protein (meat, dairy products, eggs and fish) contributes 10 percent to the total dietary energy consumption. Food consumption is not equally distributed amongst all Iraqi households, as households of higher income group consume on average twice the quantity of dietary energy than that consumed by households in the lowest income group. High Commissioner for Refugees (UNHCR), told a news briefing. </p> <p>Although many returnees said they had left their host countries because they could no longer afford the cost of living there, some 87 percent said their income in Iraq was insufficient to cover their families’ needs. </p> <p>"One of the principal challenges we found for Iraqi returnees is finding regular employment, making them reliant on irregular jobs, which are often not available," Fleming said. </p> <p>Separate polls of a total of 3,500 Iraqi refugees living in Syria and Jordan, released on October 8, found most still reluctant to return home on a permanent basis, according to the UNHCR. </p> <p>Refugees cited political uncertainty and insecurity in Iraq, as well as poor educational opportunities and housing shortages. Syria and Jordan host some 180,000 registered Iraqi refugees. </p> <h3>FORCED DEPORTATIONS </h3> <p>While violence has plunged from the height of sectarian bloodshed in 2006-2007, explosions and attacks happen daily. Bombs destroyed the home of a senior Iraqi police commander on Tuesday, killing at least 11 people in the northern city of Tikrit, hometown of former dictator Saddam Hussein, police said. </p> <p>The UNHCR does not promote returns to Iraq, due to insecurity, and its guidelines to all governments strongly recommend that Iraqis should not be sent home to five central provinces, including Baghdad, seen as too dangerous. </p> <p>However, it helps refugees who voluntarily want to go home, providing them with transport costs and a small cash grant. </p> <p>Fewer than 3,000 have taken up the offer since 2007, though many have returned without its support, according to the agency. </p> <p>"Iraqi refugees are the best judges of when to go back. Basically they are voting with their feet," said UNHCR spokeswoman Sybella Wilkes. </p> <p>The UNHCR also said that it remained concerned by forced deportations of failed Iraqi asylum seekers from five countries in Europe (Britain, Denmark, Netherlands, Norway and Sweden). </p> <p>It knew of seven chartered flights, coordinated by the European Union border agency FRONTEX, believed to have flown several hundred Iraqis back to their homeland since June. </p> <p>"We would very much like to have a fuller picture of who is being returned and where," Wilkes said. Christians made up around 20 percent of the region’s population a century ago, but now account for about five percent and falling.</p> <p>"If this phenomenon continues, Christianity in the Middle East will disappear," said Rev. Samir Khalil Samir, a Beirut-based Egyptian Jesuit who helped draw up the working documents for the October 10-24 synod at the Vatican.</p> <p>"This is not an unreal hypothesis — Turkey went from 20 percent Christian in the early 20th century to 0.2 percent now," he told journalists in Paris. The Christian exodus since the U.S.-led 2003 invasion "could bleed the Church in Iraq dry."</p> <h3>CALL FOR CHANGE</h3> <p>Instead of simply appealing for more aid to Catholics in the region, the experts who prepared the synod call for sweeping social changes to bring forth democratic secular states, interfaith cooperation and a rollback of advancing Islamism.</p> <p>"At issue is the renewal of Arab society," said Samir, who stressed most Christians and Muslims there are fellow Arabs.</p> <p>Challenged by western-style modernity, many Middle Eastern societies have fused their Arab and Muslim identities, he said, narrowing religious freedom for non-Muslim minorities.</p> <p>The working document stated: "Catholics, along with other Christian citizens and Muslim thinkers and reformers, ought to be able to support initiatives at examining thoroughly the concept of the ‘positive laicity’ of the state.</p> <p>"This could help eliminate the theocratic character of government and allow for greater equality among citizens of different religions, thereby fostering the promotion of a sound democracy, positively secular in nature."</p> <p>The document pins most of the blame for the Christian exodus on political tensions in the region: "Today, emigration is particularly prevalent because of the Israeli-Palestinian conflict and the resulting instability throughout the region."</p> <p>It cited the "menacing social situation in Iraq," where about half the estimated 850,000 Christians there in 2003 have since fled sectarian violence and persecution, and "political instability of Lebanon" as further factors driving them out.</p> <p>The rise of political Islam since the 1970s, especially its violent variations, menaces the whole region, it added, saying: "These extremist currents, clearly a threat to everyone, Christians and Muslims alike, require joint action."</p> <h3>CHRISTIAN COOPERATION</h3> <p>The region’s Christians have also been weakened by age-old splits. The Catholics are divided into Latin Catholic, Coptic, Maronite, Chaldean, Armenian, Syrian and Greek Melkite churches — and they are outnumbered by various Orthodox churches.</p> <p>Protestants are also present, in older communities founded by colonial missionaries or in newer evangelical groups whose aggressive proselytising — often backed by conservative U.S. churches — has provoked a backlash from Muslim authorities.</p> <p>The synod document urges the sometimes competing Catholic churches to work with each other and with other Christians to make their voice heard in Middle Eastern society.</p> <p>Its advice to open up to other churches and faiths, simplify their ancient liturgies and introduce more Arabic into their services echoes the Second Vatican Council reforms that worldwide Roman Catholicism launched back in the 1960s.</p> <p>Highlighting this openness, the synod has invited an Iranian ayatollah, a Lebanese Muslim and a rabbi from Jerusalem to attend the proceedings and address the 250 participants.</p> <p>"I don’t think people in the West appreciate to what extent the thematics of the synod are totally new to so much of the Church in the Middle East," said Rev. David Jaeger, a Franciscan and leading Roman Catholic expert on the Middle East.</p> <p>"The whole discussion of the civic duty of the Christian … is totally new for the region as a whole. For 13 centuries, Christians in the Middle East have been made to live in a kind of socio-economic ghetto," he told Reuters Television in Rome.</p> <p>As Samir summed it up: "If we can do something with other Christians, it is better than doing it alone. These run from the blanket ban on military flights implemented shortly after the Israeli attack on the flotilla to completely suspending diplomatic relations with Israel. </p> <p>One measure likely to be implemented very soon is extending the blanket ban on military flights through Turkish airspace to civilian aircraft. Prohibiting Israeli civilian aircraft from using Turkish airspace is likely to cause the Israeli airline El Al quite a lot of inconvenience as well as costing it rather a lot of money. </p> <p>If matters reach the point where the Turkish government suspends all diplomatic relations with Israel that would be a catastrophe for Israeli. Archaeologists have found that inhabitants of the region thousands of years ago were concerned with water conservation and had constructed various systems to collect, store, and transport rainwater.</p> <p><em>[snip]</em></p> <p>On August 6, 2005, Israel and Turkey signed a groundbreaking agreement in which Turkey exports 1.75 billion cubic feet of water from its Manavgat River to Israel each year for the next 20 years. While the Turkish water is expected to fulfill only about three percent of Israel’s needs during the 20-year period, it is Israel’s first water import agreement and a further expansion of burgeoning economic ties between the two countries.
