Ale jak sam przyznaje, jeden z pierwszych meczy, które rozegrał w trakcie długiej i wspaniałej kariery, był tym najlepszym. Halilhodžić zaliczył hat-tricka w pierwszej połowie drugiego spotkania finałowego z NRD podczas mistrzostw Europy do lat 21 i poprowadził Jugosławię do zwycięstwa 5:4 w dwumeczu. – Nigdy nie zapomnę tych trzech goli – powiedział. Halilhodžić zdecydował także o wygranej dwa tygodnie wcześniej w pierwszym meczu w Halle, kiedy strzelił jedyną bramkę. W spotkaniu w Mostarze obie drużyny postawiły na ofensywę i mecz zakończył się wynikiem 4:4. To było idealne zakończenie finału pierwszych mistrzostw Europy UEFA do lat 21.</p> <p>Państwa z Europy Środkowej i Wschodniej zdominowały mistrzostwa Europy do lat 23, które trwały krótko. W rozegranych turniejach triumfowała Czechosłowacja, Węgry i Związek Radziecki. Zmiana formatu rozgrywek nie obudziła zachodniej części kontynentu. W pierwszym turnieju udział wzięły 24 drużyny. Podzielone były na osiem grup po trzy w każdej. Ich zwycięzcy awansowali do ćwierćfinału. Jugosławia przeszła dalej kosztem Hiszpanii i Rumunii. W ćwierćfinale wylosowała reprezentację Węgier. W Mariborze przegrała 0:1, ale w Bekescsaba wygrała 2:0 i zapewniła sobie miejsce w półfinale. A w nim zmierzyła się z silną Anglią, która wyeliminowała Włochy w ćwierćfinale. Podopieczni Ivana Toplaka tym razem wykorzystali przewagę własnego boiska i wygrali 2:1 w Nowym Sadzie. W Manchesterze zremisowali 1:1 i awansowali do finału, dzięki wygranej 3:2 w dwumeczu.</p> <p>W finale spotkali się z zespołem NRD, który awansował z grupy 3 z trzema zwycięstwami i remisem przeciwko Turcji i Austrii. W ćwierćfinale spotkali się z Czechosłowacją i byli bliscy odpadnięcia po porażce 1:3 na wyjeździe. Jednak dwa tygodnie później w Halle wygrali 5:2, dzięki czemu w dwumeczu zwyciężyli 6:5. Kolejnym rywalem była Bułgaria, która pokonała wcześniej Danię. NRD wygrało 2:1 oraz 3:1 i w finale trafiło na Jugosławię.</p> <p>Pierwszy mecz finałowy w Halle, rozgrywany 17 maja 1978 roku zdominowała defensywa. Krótko po wznowieniu gry po przerwie Halilhodžić wykorzystał jedną z nielicznych okazji, co wystarczyło Jugosławii do wygranej. W rewanżu na stadionie Pod Bijelim Bregom w Mariborze zjawiło się 25 tysięcy widzów, aby dopingować takich zawodników jak Zlatko Krmpotić, Nenad Stojković i Blaž Slišković. Jednak to Halilhodžić wyróżnił się najbardziej. Strzelił trzy gole w pierwszej połowie, ale to NRD prowadziło 4:3. W drugiej połowie wyrównał Bogdan Srečko i dramatyczne spotkanie zakończyło się wynikiem 4:4.
