قضاء ابو غريب ان القضاء يعيش تحت وطأة حملة عقاب جماعي تنفذها قوات لواء المثنى على خلفيةِ الهجوم الذي نفذته مجموعة مسلحة مجهولة على نقطةِ تفتيش في منطقةِ الرَضوانية واسفر عن مقتل واصابة عدد من عناصر النقطة . وقالوا إن اهالي القضاء لا يَعرفون عناصرهذه المجموعة مؤكدين أنهم من خارج القضاء و لا صلة لهم بسكان ابو غريب لا مِن قريبٍ ولا مِن بعيد. وذكر شهودُ عيان أن قواتِ لواءِ المثنى شنت عملياتِ دهم واعتقال عشوائية طالت العشراتِ من ابناءِ القضاء في إثر الهجوم المسلّح الذي تَعرّضت له نقطة التفتيش ومَنعت الاهالَي من الخروج من القضاء او الدخول اليه بعد أن فرضت طوقاً عسكرياً على مَنافذه. كما ذكر اهالي ابو غريب أن عناصرَ من قواتِ لواءِ المثنى اعتدَت على المواطنين بالضرب خلال عملياتِ الدهم دونَ ايِ اعتبار لكبار السن او الاطفال والنساء. ووَجّهوا اليهم السُبابَ بعباراتٍ طائفيةٍ واستفزازية .</p> attack on the house of an anti-Qaida paramilitary group leader in west of Baghdad, a local police source told Xinhua.</p> <p>Gunmen dressed in Iraqi army uniforms opened fire early in the morning on the house of Hameed al-Zoubaie, leader of the local Awakening Council group of a village in Abu Ghraib area, some 20 km west of Baghdad, the source said on condition of anonymity.</p> <p>The attackers I ended up convincing myself that my husband Abdallah must have died."</p> <p>In April, the remains of 17 Iranian soldiers killed in the 1980-1988 Iran-Iraq War were handed over from the Iraqi to the Iranian authorities under ICRC auspices at the Shalamja border crossing, near Basra.</p> <p>As a neutral intermediary, the ICRC facilitates the dialogue between the parties who were involved in the Iran-Iraq war and the Gulf war and who carry the responsibility to clarify the fate of persons still unaccounted for. This includes: <br/>supporting authorities in the collection of information <br/>facilitating transmission of information between the parties chairing meetings <br/>facilitating joint missions in the field and the handover of human remains</p> <p>The ICRC continues to provide training and other support for the Ministry of Human Rights, Basra’s Al-Zubair Centre of Iraq and Baghdad’s Medical-Legal Institute.</p> <h4>Bringing aid to people facing hardship</h4> <p>Many people in Iraq are still struggling to earn a living and support their families. Between March and May, the ICRC:</p> <p>Distributed over 8 million Iraqi Dinars through cash-for-work scheme, to 450 vulnerable displaced people and residents of Deralok in Dohuk governorate; <br/>Awarded 108 grants to disabled people and women-headed households in Ninawa, Kirkuk, Basra, Missan, Erbil, Baghdad and Sulaimaniya, enabling them to start small businesses and regain economic self-sufficiency. <br/>Distributed individual food and hygiene parcels, including essential household items, to 2475 internally displaced households, benefiting some 14850 people, in the group settlements of Ninawa, Kirkuk and Wasit;</p> <p>Following heavy rainfalls and consequential flooding in Ninawa, Erbil and Salah Al-Din governorates in April, the ICRC assisted affected/displaced households, distributing: 4984 blankets, 634 towels, 1340 hygiene parcels, 1315 tarpaulins, 317 kitchen sets, <br/>763 food parcels, and 11.1 metric tons of rice. <p>اعلنت وزارات الدفاع والداخلية والصحة عن مقتل مئة وسبعة وسبعين شخصا بينهم مئة واثنان من المدنيين واصابة مئتين وستة وستين اخرين بينهم مئة وخمسة من المدنيين، جراء اعمال عنف وقعت في مناطق متفرقة من البلاد خلال شهر ايار المنصرم . المصادر العراقية اشارت ايضا الى مقتل ثلاثين عسكريا وخمسة واربعين شرطيا. وتعتبر هذه الحصيلة الشهرية الادنى خلال العام الحالي وتمثل في الوقت نفسه انخفاضا بنحو ستة عشر عمليات الاغتيال المستهدفة مختاري الاحياء السكنية في بعقوبة </strong></p> <p>كشف مسؤول حكومي في بعقوبة مركز محافظة محافظة ديالى اليوم عن ازدياد حالات اغتيال المختارين داخل مركز المدينة خلال الفترة الأخيرة .</p> <p>وأوضح مصدرمسؤول إن خمسة مختارين قتلوا خلال الفترة الأخيرة داخل في بعقوبة على يد مسلحين مجهولين بواسطة الأسلحة الكاتمة للصوت والعبوات اللاصقة.وأضاف المصدر إن 12 مختارا اضطروا إلى ترك الحالي. وقالت المصادر التي فضلت عدم الإشارة اليها بالأسم، ان لجنة سرية شكلت بإشراف المالكي شخصيا وبمشاركة مستشاره القانوني فاضل محمد جواد وفريق من وزارة الخارجية بعلم من وزير الخارجية هوشيار زيباري لإكمال بنود الإتفاقية الأمنية الثانية . واشارت المصادر ان واشنطن تريد توقيع بروتوكل مع الحكومة بصورة مباشرة تتضمن بنودها اعطاء حق للامريكيين بفتح عدد كبير من القنصليات في محافظات العراق وتوزيع ماتبقى من الجيش الامريكي على هذه القنصليات بحجة حمايتها. الى ذلك أكدت غالبية الكتل النيابية ضرورة أن تكون جلسة البرلمان المتعلقة بمناقشة الوجود الاميركي علنية وان تبحث القضية بعيدا عن الاستعراضات والتوترات. وكان التيار الصدري قد اعلن انه بصددِ رفع دعوى قضائية ضد الحكام والمسؤولين العرب الذين ساهموا في احتلال العراق. وجاءت الدعوى بعد ان كشف مركزُ الدراسات المستقبلية التابع لمجلس الوزراء المصرى عن معلومات تفيد بتورط مسؤولين مصرين من النظام السابق فى غزو العراق، مشيرا الى لقاءٍ ضَم جمال مبارك وجورج بوش في واشنطن قبل ثلاثة اشهر من الغزو وقال التقرير اِنه تضمن تزويدَ الامريكان بمعلومات تحث الجانب الامريكي على غزو العراق بينما أكد مصدر في التحالف الوطني ان التقاربَ بين رئيس الوزراء وزعيم القائمة العراقية يهدف الى تكوين جماعةِ ضغط نيابي لتمديد بقاء الجيش الامريكي. وأضاف المصدر اِن الغرضَ من وراء احياء المفاوضات بين العراقية ودولة القانون هو تكوينُ لوبيِ داخل البرلمان يضمُ الكتلتين فضلا عن التحالف الكردستاني لدعم المالكي في حال قررَ التمديد لبقاء القوات الامريكية. واشار المصدر الى ان التصريحات الحادة التي ادلى بها علاوي مؤخرا ضد ائتلاف المالكي تهدفُ الى الضغط على رئيس الوزراء من اجل تنفيذ مطالب العراقية كشرط للانضمام الى هذا المشروع . واوضح المصدر اَن العراقيةَ لديها سيناريو من المطالب يتضمن استبدال بعض المؤسسات باخرى جديدة يتولى قيادتها بعض الشخصيات التي تدعمها كذلك الغاءُ هيئة المساءلة والعدالة واعادة الجيش السابق الذي يضم ضباطا موالين لرموز القائمة. </p> <p><strong>مصادر: أزدهار الاحتلال الأمريكية وأصيب ثلاثة آخرون بانفجار عبوة ناسفة استهدفت دوريتهم اليوم غرب العاصمة بغداد . </p> <p>وأوضحت الأنباء الصحفية إن رجال المقاومة العراقية تمكنوا من تفجير عبوة ناسفة على دورية أمريكية اليوم في شارع العمل الشعبي بمنطقة العامرية غرب بغداد، ما اسفر عن تدمير آلية نوع همر ومقتل اثنين من جنود الاحتلال وإصابة ثلاثة آخرين بجروح .وأشارت الأنباء إلى إن قوات الاحتلال المسعورة قامت كعادتها باغلاق الشارع المذكور والطرق المؤدية اليه وفرضت إجراءات مشددة حول مكان الانفجار للتغطية على الخسائر البشرية والأضرار المادية التي تكبدتها نتيجة هذا الهجوم .</p> <p><b>مسؤول في البيشمركة: نحتاج لبقاء اميركا لأن جيشنا بلا اسلحة ثقيلة ولا طائرات</b></p> <p>اعلن الامين العام لوزارة البشمركة جبار ياور دعمه لتمديد فترة بقاء القوات الاميركية في العراق الى ما بعد نهاية العام الحالي، معتبرا ان البلاد لا تزال تحتاج الى هذه القوات في المجالات "العسكرية والسياسية". <br/>وقال ياور خلال مؤتمر صحفي في اربيل "نرحب بخطوة تمديد بقاء القوات الاميركية في العراق"، رابطا اياها بموافقة "الحكومة العراقية ومجلس النواب". <br/>واوضح ياور "ان الجيش العراقي لا يملك حاليا الاسلحة الثقيلة وكذلك القوة الجوية ولم يكمل تدريباته، ولهذا نحن نرى ان العراق ما زال بحاجة للقوات الاميركية في جميع المجالات العسكرية والامنية وحتى السياسية". <br/>واعتبر "ان انسحاب القوات الاميركية سيؤثر على الاوضاع في المناطق المتنازع عليها وبالاخص مدينة كركوك التي لا تزال تشهد اضطرابات امنية". <br/>ورأى ياور ان "انسحاب القوات الاميركية من هذه المناطق سيكون له تاثير لان هذه القوات تعمل معنا في مراكز التنسيق ونقاط التفتيش ولنا قوات مشتركة، وايضا تساعد القوات العراقية وقوات الاقليم في مجالات التدريب". <br/>وشدد رغم ذلك على انه "لا يحق لاقليم كردستان ابرام اية اتفاقية عسكرية مع اية دولة اجنبية، وحتى الان لم يبحث موضوع بقاء جزء من القوات الاميركية في الاقليم".</p> </p></div> <p><font color="#800000"><b>وزير التخطيط: الفقراء يمثلون 23% من نسبة السكان في العراق</b></font></p> <p>دعا وزير التخطيط علي يوسف الشكري الوزارات والجهات ذات العلاقة الى ضرورة الالتزام بتنفيذ الستراتيجية الوطنية للتخفيف من الفقر للسنوات 2010 – 2014 بعد ان اصبح الفقر في العراق واحدة من المشاكل الكبيرة والتي تعد من التحديات التي تواجه الدولة بكل مفاصلها". <br/>    واكد الشكري خلال الاجتماع الموسع الذي عقدته اللجنة الفنية الدائمة لسياسات التخفيف من الفقر في العراق "إن هذه الستراتيجية تعد واحدة من اهم المشاريع الوطنية التي يشهدها العراق، كونها جائت ثمرة لجهود كثيرة وكبيرة بذلت من قبل جهات كثيرة على رأسها مجلس النواب الوزارات ذات العلاقة، وبالتالي سيكون دورا فاعلا في مساعدة الفقراء الذين يمثلون (23%) من نسبة السكان في العراق ونأمل ان تتراجع هذه النسبة الى (16%) عام 2014". <br/>    الى ذلك اعلنت الوزارة ، اليوم الاثنين، ان تقييم عمل خطة التنمية الوطنية من 2010 ـ 2014 سيكون بعد السنة الثالثة من اطلاقها. <br/>    وقال وكيل وزارة التخطيط  للشؤون الفنية سامي متي بولص رئيس اللجنة الفنية لاعداد الخطة "ان المشاكل الخاصة بالخطة لايمكن ان تزول باشهر او بسنة واحدة، وانما تتطلب فترة اطول من ذلك لانه في الاصل معدل الفترة الزمنية لتنفيذ مشاريع الخطة لايقل عن ثلاث سنوات". <br/>    وبين بولص "اننا اذا اردنا بشكل حقيقي ومنطقي ان نقيس تاثيرات الخطة فيجب ان نقوم بتقييمها بعد السنة الثالثة او الرابعة من بدء تنفيذها، لكي نستطيع القول بانها فعلا حققت اهدافها والى أي درجة وماهي درجة انحرافها".</p> <p><strong>الجيش اللبناني يحرر ثلاثة عراقيين بعد أختطافهم في شمال لبنان </strong></p> <p>أعلنت قيادة الجيش اللبناني، انها تمكنت من تحرير ثلاثة أشخاص عراقيين يحملون جنسية أوروبية بعد اختطافهم على يد مجموعة مسلحة أثناء رحلة قاموا بها إلى شمال لبنان. وقالت قيادة الجيش في بيان، أنه "أثر توافر معلومات لمديرية المخابرات في الجيش عن اختفاء ثلاثة مواطنين عراقيين في منطقة البقيعة (شمال لبنان) في 20 أيار الجاري، قامت هذه المديرية بسلسلة تحريات واستقصاءات، أفضت إلى تحديد مكان وجودهم". وأضاف البيان "على الأثر قامت قوة من الجيش، بعد ظهر الأحد الثاني والعشرين من ايار، بمداهمة عدة أماكن في منطقة وادي خالد (في قضاء عكار شمال لبنان) حيث اشتبه بوجود المخطوفين فيها، وتمكنت من تحريرهم بعد تبادل لإطلاق النار مع الخاطفين". وأكد بيان الجيش اللبناني أن العملية أسفرت عن "إصابة أحد الخاطفين بجروح وإعتقالهم جميعا وعددهم تسعة، إضافة إلى تحرير المختطفين الذين تبين انهم عراقيون يحملون الجنسية السويدية"، مبينة انهم "كانوا في رحلة إلى شمال لبنان". ولفتت قيادة الجيش في بيانها إلى أنها "باشرت بالتحقيق مع الموقوفين بإشراف القضاء المختص لكشف ملابسات الحادث وخلفياته".</p> <h5>الصدر يدعو مجالس المحافظات كافة إلى منع دخول القوات الأمريكية إلى مدنها </h5> <p>دعا زعيم التيار الصدري مقتدى الصدر مجالس المحافظات كافة إلى منع دخول القوات الأمريكية إلى مدنها، وقال الصدر في بيان تعليقا على الطلب الذي طرحته كتلة الأحرار على مجلس محافظة النجف لمنع دخول القوات الأمريكية للمحافظة، قال إنه من المفرح ومما يدعونا إلى الفخر والاعتزاز أن نجد فيها من يساند قرار عدم دخول قوات الاحتلال إلى محافظة النجف، عازيا رفض بعض أعضاء مجلس محافظة النجف إلى وجود خلافات سياسية ومخاوف عامة نرجو أن يلغوها من قواميسهم، ودعا زعيم التيار الصدري إلى "تعميم هذه القرارات في باقي المحافظات كافة وعدم Today, as their dependence on a crumbling social structure grows, many find themselves struggling to make ends meet. The ICRC is helping them get back on their feet.</p> <p>A great many women in Iraq are facing challenges in the task of caring for their families, earning income and taking part in community and professional life. Since widespread violence erupted in 2003, they have been increasingly caught in the crossfire, killed, wounded or driven from their homes. As their menfolk have been killed or taken away in large numbers, the entire burden of running the household has been suddenly thrust upon them.</p> <p>"Regardless of the circumstance of loss, the mere fact that there is no traditional breadwinner directly affects the family’s financial situation," said Caroline Douilliez, head of the ICRC’s Women and War programme in Iraq. "The ICRC’s observations across Iraq have led us to the distressing conclusion that the lack of regular and sufficient income over the years has cast a huge number of families into severe poverty."</p> <div style="border-right: black 1px solid; padding-right: 5px; border-top: black 1px solid; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; border-left: black 1px solid; width: 300px; padding-top: 5px; border-bottom: black 1px solid"> <p>30-03-2011 Operational Update </p> <ul> <li><a href="https://web.archive.org/web/20130125072956/http://www.icrc.org/eng/assets/files/2011/iraq-update-01-02-2011-icrc-eng.pdf" target="_blank" class="external"><strong>Download full document: "Iraq: women struggle to make ends meet"</strong></a> PDF 368 KB </li> </ul></div> <p>According to ICRC estimates, between one and two million households in Iraq today are headed by women. This figure includes women whose husbands are either dead, missing (some since as far back as 1980) or detained. Divorced women are also taken into account. All these women were wives at one time, and today remain mothers to their children and daughters to their parents, and sometimes ultimately breadwinners and caregivers for all these people. Without a male relative, they lack economic, physical and social protection and support. Often they struggle with harrowing memories of the circumstance of death or disappearance of their husband. Displaced women face the added challenge of coping with the loss of a home that they had to leave because of threats to their safety, or for lack of income.</p> <p>"With no job opportunities, with no help from relatives themselves too poor to provide it, and with no assistance from the State social-security system, these women’s daily struggle revolves around putting food on the table and paying for shelter, schooling and medical care," said Ms Douilliez. "Sometimes their only option is to take their young boys out of school and send them out to earn a few dinars for the family. As a result, future generations pay the price of today’s difficult times. Without a proper education, today’s youth will not be equipped to face their own challenges once they have families of their own."</p> <p>In response to this emergency, the ICRC has launched programmes aimed specifically to assist women heading households alone. Since 2008, the organization has focused on finding ways to help women attain self-sufficiency.</p> <p>At the same time, the ICRC closely monitors the effects of efforts made by the State to improve social-welfare benefits for women facing particular hardship. The ICRC can attest to the struggle required to increase budgetary allocations and other resources for this vulnerable group. Ms Douilliez stresses the scale of the problem and the need for a comprehensive approach by the Iraqi government.</p> <p>The ICRC is engaged in dialogue with parliamentarians and other central and provincial policy-makers to ensure that the social-welfare system for vulnerable women receives the resources it needs.</p> <p><b>Assistance:</b> Between 2009 and 2010 the ICRC assisted around 4,000 women heading households who have been displaced from their homes. Food parcels and hygiene items were distributed to women in Baghdad, Diyala and Ninawa governorates.</p> <p><b>Micro-economic initiatives:</b> The ICRC provides in-kind grants to help finance income-generating projects. The grants are extended to women who are willing and able to run such projects, which are often home-based businesses such as small shops, trade projects or food production. The projects, which have been initiated in Najaf, Basra, Missan and Baghdad since 2009, are conducted in partnership with local NGOs and monitored for several months to ensure sustainability.</p> <p><b>Social welfare benefits:</b> The ICRC, working in partnership with local NGOs, helps women handle the formalities associated with applying for social-welfare benefits. As the cost of travel to gather documents is high, especially for women who have very limited resources, it reimburses the travel expenses incurred by women in Baghdad, Anbar, Basra and Missan who have not previously applied for the allowance. In addition, the ICRC has provided the agency in charge of administering the benefit with technical support.</p> <h4>Bringing aid to people facing hardship</h4> <p>The ICRC has maintained its support for people struggling to earn a living, such as women heading households, people with disabilities and the displaced. During the months of January and February, the ICRC:</p> <ul> <li>provided emergency winter assistance for more than 44,000 displaced people in Ninawa, Kirkuk, Diyala, Baghdad, Wassit, Babil, Anbar, Salah Al-Din, Dohuk and Sulaimaniya; </li> <li>awarded 82 grants to disabled people and women heading households in Baghdad, Kirkuk, Ninawa, Sulaimaniya and Erbil to enable them to start small businesses and regain economic self-sufficiency. Around 900 households headed by women and the disabled have received such assistance since 2008. The grants have benefited over 5,000 people. </li> </ul> <h4>Assisting hospitals and physical rehabilitation centres</h4> <p>Because health-care services in some rural and conflict-prone areas are still struggling to meet the needs of the civilian population, the ICRC continues to help renovate the premises of health-care facilities and train staff. To help disabled people reintegrate into the community, the ICRC also continues to provide limb-fitting and physical rehabilitation services. In January and February:</p> <ul> <li>192 new patients were fitted with prostheses and 1,010 with orthoses at 10 ICRC-supported centres throughout Iraq; </li> <li>17 doctors and 44 nurses took part in a course on emergency services given in Sulaimaniya and Najaf for medical personnel from Koya, Erbil, Dohuk, Khanaqin, Sulaimaniya, Kirkuk, Babil, Muthanna, Diwaniya, Kerbala and Najaf. </li> </ul> <p>In 2010 the ICRC began providing on-site support for eight primary health-care centres in Diyala, Ninawa, Kirkuk, Babil and Diwaniya. By agreement with the local authorities, the ICRC visits the centres on a regular basis to maintain and, where necessary, upgrade water supply networks. The ICRC also provides advice for emergency stabilization and referral services. In addition, it helps local health administrations to ensure that stocks of medicines and vaccines are adequate and that these items are always readily available.</p> <p>Over 280,000 people, including internally displaced people, now have better access to basic health-care and emergency services in the eight primary health-care centres. By mid-2010, the ICRC was providing the centres with enhanced support for various services. Local health authorities appointed additional female doctors to work in some facilities and provided additional ambulances and beds.</p> <h4>Providing clean water and sanitation</h4> <p>Access to clean water remains difficult in much of Iraq. ICRC engineers continue to repair and upgrade water, electrical and sanitary facilities, especially in places where violence remains a concern and in rural areas to improve the quality of services provided in communities and health-care facilities. In January and February, these activities included:</p> <h5>Emergency assistance:</h5> <p>The ICRC delivered water by truck:</p> <ul> <li>to al-Sadr City (sectors 52 and 53), Husseinia and Ma’amil area in Baghdad governorate to over 4,840 internally displaced people; </li> <li>to al-Zeidan primary health-care centre in Abu Ghraib, Baghdad governorate. </li> </ul> <h5>Support for health-care facilities:</h5> <p>The ICRC completed the following works:</p> <ul> <li>upgrading the water storage capacity in al-Shirqat General Hospital (100-bed capacity) in Salah al-Din governorate; </li> <li>renovation of the sanitary facilities in three buildings (Zainab, al Kindy and al Razi) in al- Rashad Psychiatric Hospital Phase 2 Stage 2 (1,300-bed capacity) in Baghdad governorate; </li> <li>renovation of a primary health-care centre in al-Sadr City (300 patients per day) in Baghdad governorate. The area served by the centre has a population of 50,000; </li> <li>installation of specialized equipment in al-Sadr Teaching Hospital (200 bed capacity), Najaf governorate. </li> </ul> <h5>Drinking-water supply:</h5> <p>The ICRC completed 10 main projects benefiting over 612,250 people throughout the country:</p> <ul> <li>renovation of Qaim water treatment plant in Anbar governorate, serving about 170,000 people; </li> <li>renovation of a compact unit in Za’faraniya, Baghdad governorate, serving about 200,000 people; </li> <li>transfer and reinstallation of a compact unit from al-Quds to al-Rasheed in Baghdad governorate, serving about 15,000 people; </li> <li>upgrade of five compact units in Abu Ghraib district, Baghdad governorate, serving about 74,000 people; </li> <li>renovation of a compact unit in al-Shirqat, Salah al-Din governorate, serving about 20,000 people; </li> <li>renovation of a compact unit in Diyala governorate serving about 40,000 people; </li> <li>supply of a generator for Mendili and Qaratapa water treatment plants in Diyala governorate, serving about 42,000 people; </li> <li>upgrade of water supply system in Qosh villages, in Ninawa, serving about 45,000 people; </li> <li>upgrade of water supply system in Khanaqin, Diyala governorate, serving about 6,000 people; </li> <li>renovation of a compact unit in Missan governorate serving about 250 people. </li> </ul> <h5>Renovation of infrastructure in places of detention:</h5> <p>● electro-mechanical works completed in Kadhimiya maximum security prison in Baghdad governorate; <br/>● improvement of the women’s yard in Hilla Prison (No. 2), Babil governorate, serving about 50 detainees.</p> <h4>Visiting detainees</h4> <p>In January and February, ICRC delegates visited detainees held by the Iraqi Correctional Service under the authority of the Ministry of Justice, the Ministry of the Interior, various branches of the Kurdish Regional Government and the United States government in 27 places of detention in 14 governorates. The delegates monitored the conditions in which detainees were being held and the treatment they received.</p> <p>The ICRC shared its observations and recommendations with the detaining authorities with a view to bringing about improvements where needed.</p> <p>In some of the places of detention, the ICRC gave detainees mattresses, blankets and recreational items such as books and games.</p> <p>The ICRC makes a special effort to restore and maintain ties between people held in detention facilities and their loved ones. In January and February over 350 Red Cross messages were exchanged between detainees and their families in Iraq and abroad. The ICRC also responded to over 750 enquiries from families seeking information on detained relatives or requesting other types of information, for instance on missing relatives. In addition, in Iraq, Iran and Kuwait, the ICRC issued close to 1,000 certificates of detention to former detainees and prisoners of war from previous international armed conflicts. The voluntary repatriation of two released detainees took place under the auspices of the ICRC. The organization also issued travel documents to 13 persons, mainly refugees, to enable them to resettle abroad. In February, the ICRC made arrangements for a three-day visit for seven Iraqi families (19 persons) to visit their loved ones detained in Kuwait Central Prison.</p> <h4>Clarifying the fate of missing people</h4> <p>During the months of January and February, the ICRC, in its role as a neutral intermediary, chaired a meeting between Iraq and Iran during which joint field work undertaken with a view to recovering the remains of soldiers killed during the 1980-1988 Iran-Iraq War was discussed. It also chaired one meeting of the Technical Sub-Committee dealing with missing persons from the 1990-1991 Gulf War, and participated in technical meetings with the parties concerned with a view to preparing joint field exhumations.</p> <p>The mortal remains of 38 persons, presumed to be Iraqi soldiers killed during the Iran-Iraq War, were handed over by the Iranian to the Iraqi authorities under ICRC auspices.</p> <p>The ICRC continued to provide the Iraqi Ministry of Human Rights and Baghdad’s Medical-Legal Institute with the technical support they require to exchange information and build up their capacity in the area of forensics. In January, the ICRC provided training in forensic anthropology for 27 members of the Medico-Legal Institute.</p> <h4>Promoting compliance with international humanitarian law</h4> <p>Reminding parties to a conflict of their obligation to protect civilians is a fundamental part of the ICRC’s work. The organization also endeavours to spread knowledge of international humanitarian law by organizing presentations for various audiences, including military personnel, prison staff, students and الحكومة العراقية وخاصة في أجهزة الأمن والشرطة، قامت السلطات الأمنية العراقية بأعتقال مدير سجن بغداد السابق، على خلفية اتهامه بمساعدة هروب المتهم في مقتل الناشطة البريطانية مارغريت حسن. وقالت مصادر عراقية أمنية أن "مدير سجن بغداد المركزي (أبو غريب سابقا) عبد حسين الزوبعي، وكذلك مدير الشؤون الداخلية في نفس السجن أعتقلا بأمر من القضاء العراقي واودعا في سجن المذكور". وأضافت المصادر أن "مدير السجن السابق الزوبعي وهو زوج شقيقة أحد نواب رئيس الوزراء خلال السنوات الاربعة الماضية، وكذلك مدير الشؤون الداخلية يواجهان القضاء في تهمة المساعدة في تهريب المتهم الوحيد في مقتل الناشطة في مجال حقوق الانسان البريطانية مارغريت حسن، وهو المدعو علي لطفي جسار الراوي". وتابعت أن "مدير سجن بغداد السابق عبد حسين الزوبعي تم اعفاءه من منصبه بعد الحريق الذي حدث في السجن واتهم بالتقصير في واجبه في ضبط السجن، الا ان القضاء العراقي وجد بعد تحقيقات طويلة انه ومدير الشؤون الداخلية في نفس السجن وراء هروب المتهم بمقتل الناشطة البريطانية". ولفتت الى ان "المتهم الهارب الراوي تم تهريبه بمساعدة عدد من موظفي السجن خلال تعرض سجن بغداد المركزي في أيلول 2009، لاعمال شغب بين السجناء وحراس السجن، أدت إلى احتراق قسم منه، ومقتل احد المعتقلين وإصابة 40 آخرين، فضلا عن إحداث أضرار كبيرة فيه، تقرر على إثرها إغلاق السجن ونقل السجناء إلى سجن آخر". وكانت مديرة منظمة (كير) الإنسانية البريطانية مارغريت حسن خطفت في تشرين الأول 2004 من قبل مسلحين يرتدون ملابس قوات الشرطة العراقية ثم قتلت بعد شهر. ولم يتم العثور على جثتها حتى الآن، واتهمت عائلة حسن في حينها الحكومة البريطانية بأنها كانت سبب مقتلها برفضها التفاوض مع خاطفيها، وحكم على المتهم الهارب علي لطفي جسار الراوي الذي ينتمي لكتائب ثورة العشرين بالسجن المؤبد مدى الحياة and Shi’ite militiamen are routinely tortured or abused by Iraqi security forces to extract confessions early in their detention and interrogation, Iraqi military officials say.</p> <p>Six Iraqi security officials, including two high-ranking officers, as well as former detainees and lawyers, told Reuters that prisoners are beaten, stomped on or strung up by their hands during arrest and preliminary interrogations.</p> <p>Suspects are beaten and trampled when they resist arrest and are sometimes tortured when they provoke interrogators by showing "enjoyment" or "pride," a senior military official familiar with military jails in Baghdad told Reuters.</p> <p>"Some suspects delight in the narrative details of how they murdered their victims. In response, some investigators slap them or kick them or order them hung up (by the arms)," he said, asking for anonymity because of the sensitivity of the issue.</p> <p>Iraq’s Supreme Judiciary Council received more than 400 complaints last year from detainees or their families, accusing Iraqi military interrogators of torture or abuse. In only 90 cases did a court take up the allegations and launch a probe.</p> <p>Iraq’s Human Rights Ministry, responding to the information obtained by Reuters, said inspection teams still record abuse cases during prison visits but the number is falling.</p> <p>"Cases of violations and irregularities … are not a phenomenon … not systemic, but a very limited number of individual cases," ministry spokesman Kamil Amine said.</p> <p>Torture was widespread under the late dictator Saddam Hussein, ousted in the U.S.-led invasion in 2003. Disclosures in 2004 that U.S. jailers had abused and sexually humiliated Iraqis at Abu Ghraib prison outraged many Iraqis and may have fueled the insurgency.</p> <p>Iraq’s elected authorities last year promised to crack down on continuing abuse of prisoners in Iraq, where human rights groups have warned torture of detainees by security forces has been systematic as they fight a waning insurgency.</p> <p>Terrorism suspects often are held at the Camp Cropper prison near Baghdad airport, or Camp Honor, inside the Iraqi capital’s heavily fortified Green Zone.</p> <p>U.S.-based Human Rights Watch said in a February 1 report that security forces torture inmates at Camp Honor, citing interviews with former detainees.</p> <p>In a new report on prisoner abuse in Iraq issued Tuesday, Amnesty International said urgent action was needed to end a "pattern of abuse" in Iraqi detention centers.</p> <h3>THE FOURTH AREA</h3> <p>Many preliminary terrorism interrogations take place at Camp Cropper, a former U.S. detention center turned over to the Iraqis last year and renamed Camp al-Karkh, in a little-known place called the "Fourth Area," Iraqi security officials said.</p> <p>"It is a place for the detention of prisoners in accordance with article 4 of the terrorism (law), so it is named after that," a senior officer from Iraq’s Counter-Terrorism Squad said. "The interrogations in this area are brutal, more brutal than the interrogations in Camp Honor."</p> <p>Cropper was the last U.S. prison in Iraq and its handover ended a difficult chapter of the U.S. invasion in which thousands of people were held without charge.</p> <p>In the most common methods of abuse, suspects are kicked, beaten with pieces of electric cable, hung by the arms, or burned with cigarettes, and hot metal or given electrical shocks, security officials and lawyers said.</p> <p>"Some detainees have died as a result of torture. The last death occurred four or five months ago in this place (Cropper) as a result of severe beatings that led to kidney malfunction," the officer from the Counter-Terrorism Squad said.</p> <p>Lawyers say proving torture in court can be difficult.</p> <p>"Some of those conducting the interrogations are artists in the field of torture, and hide the evidence and facts from the judges," said a lawyer who declined to be named.</p> <p><a الأولى من صباح 18 يونيو، اقتحم مسلحون منزل فيصل حسن في غرب بغداد وقتلوه وزوجته وطفليهما الصغيرين. ولكن لم يكن الدافع وراء هذه الجريمة طائفياً أو سياسياً أو حتى اقتصادياً، بل كان مرتبطاً بالمياه. <br/>فقد كان حسن البالغ من العمر أربعين عاماً موظفاً في دائرة الري المحلية في مدينة أبو غريب، الواقعة على بعد 32 كيلومتراً من بغداد والتي اشتهرت في الآونة الأخيرة بالفضائح المرتبطة بالسجن المقام على أرضها. وكان القسم الذي يعمل فيه حسن يشرف على توزيع الحكومة للمياه على الأراضي الزراعية داخل مدينة أبو غريب ومحيطها.</p> <p>وحسب محقق الشرطة، محمد خضير، رفع مقتل حسن عدد العاملين في قسم الري الذين تعرضوا للقتل في هذه المدينة إلى ثلاثة خلال الأشهر الثلاثة الماضية. وعلق خضير على ذلك بقوله: "لم يكن لأي من هؤلاء علاقة بالسياسة أو الأنشطة المعادية للمتشددين ولكنهم كانوا بدل ذلك ضحايا لطبيعة عملهم التي أصبحت محفوفة بالمخاطر". <br/><strong>خطر المواجهات المحلية </strong> <br/>وتتمتع القبائل والعشائر التقليدية في المناطق الريفية في العراق بسلطة كبيرة، إذ عادة ما تحصل من أعضائها على ولاء أقوى مما يقدمونه للحكومة الوطنية. وقد دخلت هذه العشائر في الماضي في اشتباكات حول الأراضي وموارد المياه ولكن مع غياب حكومة قوية منذ عام 2003 وانخفاض إمدادات المياه خلال السنوات الأخيرة، يرى بعض المحللين أن الخلافات المحلية المرتبطة بالمياه في ازدياد وأصبحت تنذر بخطر حدوث نزاعات مسلحة. </p> <p>وعلق جعفر محمد علي، وهو محلل بكربلاء على ذلك بقوله: "لا نملك اليوم حكومة تعمل بشكل كامل لأنها منشغلة كلياً بالحالة الأمنية والخلافات السياسية، ولذلك لا تلعب دوراً قوياً في ردع أي خلاف محتمل واسع النطاق. كما نعاني أيضاً من نقص حاد في المياه على الصعيد الوطني ومن وضع اقتصادي سيء للغاية يجعل من الصعب جداً على المزارعين القيام بأعمال أخرى". <br/>من جهته، أفاد علي اسماعيل الزبيدي، أحد شيوخ القبائل في محافظة الديوانية الواقعة على بعد حوالي 200 كلم إلى الجنوب من بغداد، أن قبيلته أجرت "مفاوضات صعبة" بشأن حصص المياه مع قبيلة أخرى مجاورة. وأضاف قائلاً: "نحن نعاني من مشاكل يومية فيما يخص المياه، فهم يستعملون مضخات مياه كهربائية ضخمة لشفط المياه ولا يتركون لنا سوى قطرات فقط. كما أن المسؤولين في الحكومة عاجزون عن تنظيم الري ووقف أولئك الذين ينتهكون اللوائح الخاصة به إما بسبب الفساد أو لأنهم يخشون على حياتهم. لذا يتعين علينا حل هذه المشكلة بأنفسنا". وأوضح أنه بحاجة لعقد المزيد من الاجتماعات مع شيوخ هذه القبيلة لحل النزاع حول المياه "ولكن هذا لا يعني أنه بإمكاننا الانتظار طويلاً، بل سنتصرف بسرعة لتأمين المياه التي نحتاجها لأرضنا حتى لو توجب علينا حمل السلاح". <br/><strong>أمة تفتقر للمياه</strong> <br/>وكان العراق تاريخياً واحداً من الدول الأكثر خصوبة في المنطقة بفضل نهري دجلة والفرات اللذين يتدفقان باتجاه الجنوب الشرقي عبر البلاد بأسرها. وكان شريطاً أخضراً من الأراضي الخصبة يمتد عبر وسط البلاد تغذيه مياه النهرين. غير أن مستويات المياه في دجلة والفرات انخفضت بشكل مطرد في السنوات الأخيرة بسبب قلة هطول الأمطار وبناء السدود على الأنهار في تركيا وسوريا. </p> <p>بالإضافة إلى ذلك، تعرض القطاع الزراعي في البلاد للشلل بسبب عقود من الحرب وانعدام الأمن وقلة الاستثمارات وقطع الأشجار من دون رادع لاستخدامها كحطب للوقود، مما زاد من ملوحة التربة وتسبب في تعرض بعض المناطق للتصحر. وقد تحولت مساحات كبيرة من الأراضي الزراعية التي كانت خصبة فيما قبل إلى صحراء شبه قاحلة أخذت تسبب عدداً متزايداً من العواصف الرملية في ظل ذبول النباتات المثبتة للتربة. <br/>وقد قامت الحكومة، استجابة لذلك، بتبني تدابير لتنظيم كمية المياه المستخدمة للري في كل محافظة ولكنها واجهت صعوبات في تنفيذها. وقال مهدي القيسي، وكيل وزارة الزراعة، لشبكة الأنباء الإنسانية (إيرين) أن "المزارعين لم يلتزموا بلوائح توزيع المياه. ونحن ننصحهم باتباع هذه اللوائح هذا العام لأننا لا نستطيع ضمان كمية المياه التي ستتوفر لدينا". </p> <p><a href="https://web.archive.org/web/20130125072956/http://www.irinnews.org/report.aspx?ReportID=89586" class="external" target="_blank">IRIN</a>) – In the early hours of 18 June, gunmen broke into Faisal Hassan’s west Baghdad home killing him, his wife and their two young children. The motive was not sectarian, political or even economic – but water-related. <br/>Forty-year-old Hasan was an employee of a local irrigation department in Abu Ghraib city – 32km west of Baghdad and famed in recent times for scandals surrounding its prison. <br/>The department he worked for supervised government water distribution to farmland in and around Abu Ghraib. His death brings the number of irrigation department employees killed in this city to three in the past three months, Mohammed Khudhair, a police investigator, said. <br/>“All these employees had nothing to do with politics or anti-militant activities, but instead were victims of the nature of their work, which has become a risky one,” he said. </p> <p><strong>Risk of local feuds </strong></p> <p>In Iraq’s rural areas, traditional tribes and clans hold much sway and often attract stronger loyalty from members than the national government. Clans have clashed in the past over land resources and water, but with the absence of a strong government since 2003 and the decline in water supplies in recent years, analysts say local water feuds are on the rise and risk becoming armed conflicts.</p> <div style="padding-right: 5px; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; width: 360px; padding-top: 5px"> <div class="container"> <div class="shadow"> <div class="frame"> <p>Government officials can’t control the regulation of irrigation and stop those who violate their regulations either because of corruption or because they fear for their lives. So we have to solve this issue ourselves.</p> </p></div> <p> <!-- end frame --></div> </p></div> </p></div> <p>“Today, we don’t have a fully functioning government as it is totally preoccupied by the security situation and political wrangling so we don’t have a strong role to deter any possible widespread conflict,” Karbala-based analyst Jaafar Moahmmed Ali said. “Besides, we have an acute shortage of water nationwide and a very bad economic situation that makes it very hard for farmers to do other work.” <br/>Tribal sheikh Ali Ismael al-Zubaidi from Diwaniya Governorate, about 200km south of Baghdad, said he had been having “tough negotiations” over water allocations with another tribe that lives upstream from his. <br/>“We have daily problems with water. They are siphoning water with huge electric water pumps and leave only drops for us,” al-Zubaidi said. “Government officials can’t control the regulation of irrigation and stop those who violate their regulations either because of corruption or because they fear for their lives. So we have to solve this issue ourselves.” <br/>Al-Zubaidi said he needed to hold more meetings with the upstream tribe to resolve the water dispute “but that doesn’t mean that we can wait a long time. We will act swiftly to secure the water we need for our land even if we have to take up weapons.” </p> <p><strong>Water-scarce nation </strong></p> <p>Historically, Iraq has been one of the more fertile nations in the region, thanks largely to the Tigris and Euphrates rivers, which flow southeasterly through the entire nation. There used to be a thick, green ribbon of fertile land snaking through the middle of the country, fed by the two rivers. <br/>However, in recent years water levels in the Euphrates and Tigris <a href="https://web.archive.org/web/20130125072956/http://www.irinnews.org/Report.aspx?ReportId=86222" class="external" target="_blank">have steadily fallen</a> due to below-average rainfall and the construction of dams on the rivers in neighbouring Turkey and Syria. <br/>In addition, the country’s agricultural sector has been paralysed by decades of war and insecurity, underinvestment and the unchecked felling of trees for firewood, which has increased <a href="https://web.archive.org/web/20130125072956/http://www.irinnews.org/Report.aspx?ReportId=85987" class="external" target="_blank">soil salinity</a> and caused desertification in some areas. Large tracts of once fertile agricultural land have been transformed into semi-arid desert and are causing an increasing number of sandstorms as soil-binding plants shrivel up. <br/>In response, the government has adopted measures to regulate the amount of water being used for irrigation in each province but has faced difficulties implementing them. <br/>“The farmers didn’t adhere to the water distribution regulations. We advise them to follow the regulations this year because we cannot guarantee the amount of water we’ll have,” Mahdi al-Qaisi, undersecretary at the Ministry of Agriculture, told IRIN. </p> <p><a
