During these processes the experiences of the young people, youth centre personnel and decision makers concerning the impact caused by international youth work and perceived development needs were gathered using a variety of methods: storytelling, a pilot survey, interviews and with both self- and interactive evaluation. To uncover this knowledge, a research module was included in the Erasmus+ funded project: Boost Your Possibilities! – Youth Centres for Youth Mobility and Intercultural Learning: Impact of Internationality (2015–2017). The project was implemented in three countries: Finland, Estonia and Slovenia. During the research process, various methods of inquiry were used to investigate the scale of impact of international youth work conducted by the youth centres. The young people, youth centre personnel and decision makers’ experiences concerning this impact and perceived development needs were gathered using a variety of methods: story-telling, a pilot survey, interviews and interactive evaluation. These methods were tested and fine-tuned during this study and were found to be working well for the youth centres and would continue to do so in the future. Three forms of impact were found: youth work results, promotion of expertise in youth work and the economic impact of youth centres – the latter impact in the context of national youth centres in Finland. It was also suggested that if three forms of impact emanate from international youth work then all three forms of impact must be included in the evaluation process. As a result, youth centre partners in cooperation from local and international networks could also be asked, among other questions, how successfully youth centres have promoted international youth work expertise. In such an inquiry, the use of a similar survey and interactive evaluation method employed here to reveal the impact of youth work results, is implicated. Yet, there were two youth service features missing from the research procedure that should be included in the future: accessibility and equality mapping. The report starts with a review of relevant literature around Global Youth Work and previous studies in the field against the backdrop of methodological justifications and choices in relation to evaluation of the GYWiA project. The report presents findings of the efficacy and effectiveness of the project as well as analyses to draw conclusions, lessons to be learned and recommendations to various stakeholders. In chapter one, the report starts with a presentation of conceptual and operational definitions of Global Youth Work (GYW) as a distinct way of working with young people that is premised on informal education, critical literacy, exploration of local-global interconnectedness and starting from young people’s everyday experiences. GYW as an approach to working with young people, especially with marginalised young people, is positioned against the backdrop of an increasingly globalised world where time, space and distance have been conquered and the boundary between “here” and “there” has literary evaporated. We will also briefly explore previous studies in this field to review existing practices and knowledge already generated to inform the project’s intervention. In chapter two, methodological approaches and justification in using a mixed method approach are explored and the range of instruments used in gathering and analysing data, including young people’s questionnaire, workers’ project reports, semi-structured individual interviews, road shows and annual project progress reports are presented. The demography of the project participants based on a 39% response rate for individual data and 55% for aggregate data is presented and methodological complexities discussed. Fundamentally, this chapter sets out the robustness of the evaluation and enumerates operational complexities the evaluator had to grapple with. In chapter three, findings and analyses of the project are presented in five thematic areas in line with the project objectives: Young people’s understanding of development issues and lives of young people in the Global South; Impact of GYW on young people and wider society; Added value of Global Youth Work to developing active global citizenship (skills, confidence and knowledge); Young people taking action within their communities and wider society; and Youth workers and youth work organisations developing capacity, motivation and skills . The approach to analyses and the findings are systematically presented in this chapter. In chapter four, we cogitate on lessons learned and the implications of the findings on the practice of working with young people through the distinct methodological approach of Global Youth Work, especially for those working on the margins, the implications for policy makers and also for voluntary and statutory groups working with young people. Does international youth work offer a valuable contribution to the development and education of young people? The six youth work organisations from Romania, Spain, Portugal, The Netherlands, Lithuania and Ireland involved believe it does. The organisations collaborate since 2015 in providing an alternative form of education for young people all over Europe. This form of education is better known as ‘non-formal education’ and is enacted in an international youth work setting. It allows young people to have agency in their learning process, to find their intrinsic motivation for learning, to formulate their issues of concern and to have an impact in their communities. Contrary to formal education, learning outcomes within non-formal education, are not measured by standardised testing but are based on self- and peer assessment. The organisations involved were eager to explore ways how the impact of their international non-formal educational programmes could be measured. In line with their way of working, this should start with the inclusion of young people. It resulted in ImpACT+, a research programme in which young people have been supported to perform qualitative research. It analyses 844 individual narratives from young people, which communicate the impact of youthwork on their lives. These accounts are then analysed in the light of the European youth work policy goals. It concludes that it is encouraging that what young people identify as the positive impact of youth work are broadly consistent with many of these goals. There are however some disparities which require attention. These include the importance young people place on the social context of youth work, such as friendship, which is largely absent in EU youth work policy; as well as the importance placed on experiential learning. It applied a participatory evaluation methodology entitled ‘transformative evaluation’ which collated young people’s own accounts of the impact of youth work on their lives – collecting their stories. Over 700 stories were collected in total over a year long process. The stories were then analysed independently through a process of coding and only then was youth work in each of the five countries compared and contrasted. The findings reveal both the diversity as well as the similarity of youth work in Europe. Differences include the variety in age ranges across the five countries, where youth begins at 7 in Estonia, but extends to 35 in Italy. This research specifically tried to identify those characteristics of youth work that lead it to affecting a more equal distribution of development opportunities for young people in the field of non-formal and informal education. To this end, an interdisciplinary theoretical framework was constructed through a combination of sociological, psychological and pedagogical theories. A first perspective regarded participation conceived as an opportunity for young people to exercise decision-making power and to play a role in the implementation of youth centres. In particular, a series of studies stemmed from the choice of a case of public programme in Italy aiming to involve young people both in terms of design and management of new youth centres. Subsequent studies aimed to focus on the internal dynamics of youth participation in operative youth centres, as well as on the association between youth participation and team empowerment. A survey of youth centres was carried out in England and in Italy, with the national samples built using a snowball method. Furthermore, case studies of youth centres in England were selected with the aim of exploring good practice with regard to both the participation of young people and the strategies of sustainable development of the centre. A second theoretical perspective led the research to evaluate how youth centres operate as an appropriate setting for planning and carrying out interventions in non-formal education. Specifically, a quasi-experimental evaluation design was adopted in order to analyse the mechanisms through which the interplay between non formal education and informal learning may influence the strengthening of personal agency. On the whole, valuable contribution can be drawn from the theoretical and empirical studies carried out in this research in terms of how to develop youth policies that acknowledge centre-based youth work as a setting for non-formal education and an opportunity for youth participation. In particular, the evaluation studies carried out in this research have helped develop policy building tools that policy makers and youth centres can use in order to learn how an intervention produces specific effects through a series of intermediate mechanism.
