Qualifications (WSQ) is a national credential system that trains, develops, assesses and certifies skills and competencies for the workforce. As a continuing education and training (CET) system, WSQ supports the SkillsFuture movement to:</p><ul><li>Promote recognition of skills and competencies to facilitate progression, mastery and mobility;</li><li>Promote holistic development of the workforce through technical and critical core skills and competencies;</li><li>Support economic development by professionalising skills and competencies to drive industry transformation, productivity and innovation efforts; and</li><li>Encourage lifelong learning.</li></ul><p>WSQ-accredited courses aim to equip individual with skills demanded by the current and future economy. The courses take reference from the skills developed under the Skills Frameworks. The Skills Framework is an integral component of the Industry Transformation Maps and is co-created by employers, industry associations, education institutions, unions and Government for the Singapore workforce. It provides key information on the job roles and skills that an individual will need to perform various job tasks and to stay transferable. The Skills Framework helps every individual adapt to new job demands and bring relevant skills across different jobs.&nbsp;</p><h2>Key features of WSQ</h2><ul><li><strong>Relevance</strong>: A competency-based system, designed to develop job role-specific, as well as critical core skills and competencies,&nbsp;that are required across job roles.</li><li><strong>Open Access</strong>: No academic pre-requisites needed and recognises prior learning, such as work experience and credentials. From developing Technical Skills and Competencies and Critical Core Skills, to approving Training Providers and awarding WSQ qualifications, stringent criteria are applied to ensure the necessary standards and delivery. A structured and efficient system has been established to help build a strong training infrastructure that supports Singapore's workforce development. </p><p><span style="text-decoration:underline;">Tightening of the Scope of WSQ Full Qualification (FQ) Provision (from 1 Aug 2022)</span></p><p>From 1 Aug 2022, SSG will only accept new WSQ Full Qualifications (FQ) course applications from:</p><p>i. Continuing Education Training Centres (CETCs) or Programme Partners (PPs) appointed by SSG to deliver in-demand and/or emerging skills; or</p><p>ii. Training providers supported by Government Agencies for regulatory/licensing purposes, national interests, or social needs, e.g. Progressive Wage Model (PWM) courses, training programmes for ex-offenders, persons with disabilities (PWDs) or National Servicemen training.</p><p>For more information, pls click <a target="_blank" href="https://www.tpgateway.gov.sg/resources/announcements-and-circulars/ssg-circular-sipd-2022-2-summary-and-update-on-workforce-skills-qualification-(wsq)-changes-in-2022">here</a>.&nbsp;</p><p>Only Training Providers that are approved by SSG to conduct the FQ can issue the FQ certificate.&nbsp;</p> </article> <div class="accordion"> <div class="accordion__title" data-toggle="data-toggle"> <p>Cessation of WSQ Competency Standards</p><i class="icon-chevron-down"></i> </div> <div class="accordion__content" data-content="data-content" style="display: none;"> <article class="rte"> <p>Effective 1 January 2023, all WSQ courses will only be accredited under the Technical Skills and Competencies (TSC).</p><p>Training Providers (TPs) with existing WSQ courses mapped<sup>1</sup> to the Competency Standards (CS) must transit to the relevant TSC if they wish to continue their courses under WSQ accreditation. Training providers whose courses are currently aligned to Skills Standards (SS) are not affected by the transition to TSC.</p><p>TPs may refer to <a href="/docs/default-source/default-document-library/plan-courses/wsq-cs-to-tsc-mapping---for-training-partnersv1-1.xlsx?sfvrsn=44beba7e_2" title="this document">this document</a> to identify possible&nbsp;matches between CS and TSC. If a particular WSQ framework or CS cannot be found, it means that either the WSQ framework has been retired, or that there is no match to any TSC. Nonetheless, TPs may then consider aligning your course(s) to TSC from the 34 available <a href="https://www.skillsfuture.gov.sg/skills-framework">Skills Framework</a> in order to continue offering WSQ courses.</p><p>Please be reminded that <strong>the above document is for reference only</strong>, and courses are still subject to prevailing course accreditation criteria.</p><p><span style="font-size:x-small;"><sup>1</sup></span><em><span style="font-size:x-small;">The extent to which the content of a "WSQ Competency Standard" was found to be current and relevant to the content in the Technical Skills and Competencies.</span></em></p> </article> </div> </div> <div class="accordion"> <div class="accordion__title" data-toggle="data-toggle"> <p>WSQ Course Accreditation and Funding Support</p><i class="icon-chevron-down"></i> </div> <div class="accordion__content" data-content="data-content" style="display: none;"> <article class="rte"> <p>Training Providers can apply for WSQ course accreditation to conduct WSQ courses. WSQ course accreditation status and funding support will commence from the date that the course is approved. You will need to submit course proposals well ahead of the course commencement date, taking into consideration time needed for SSG to approve the accreditation and funding, as well as time required to develop the courseware.</p> <p>The table below shows the fees for WSQ course accreditation applications. After course accreditation and funding is approved, you can also set up the course runs in TPGateway so that the information will be listed in the <a target="_blank" href="https://www.myskillsfuture.gov.sg/content/portal/en/training-exchange/course-directory.html">Course Directory</a> in MySkillsFuture for trainees to access available courses.</p> <p>Please note that for first-time course application, you will also need to fulfil the <a href="/plan-courses/organisation-registration-for-first-time-training-provider/apply-for-organisation-registration">Organisation Registration</a> requirements and pay a registration fee.</p> <p>Please also take note of the WSQ Frameworks/Modules that are currently closed for application. However, under the current Covid-19 situation, TPs with existing approved in-person training course / classroom training, are granted the flexibility to conduct these training and/or assessment via synchronous e-learning delivery mode without the need to seek SSG's approval (including submitting course edits), until further notice. TPs will need to ensure that they comply with the prevailing SSG criteria for e-learning courses (Refer to the question below in this section, What are the eligibility criteria for E-learning Courses?").</span> <span style="color:#000000;"></span></p> </article> </div> </div> <div class="accordion"> <div class="accordion__title" data-toggle="data-toggle"> <p>What are the eligibility criteria for E-Learning Courses?</p><i class="icon-chevron-down"></i> </div> <div class="accordion__content" data-content="data-content" style="display: none;"> <article class="rte"> <p>For E-learning courses, they must fulfil the following criteria on top of the fundamental criteria listed above:</p><p><strong>A) Criteria for conduct of e-learning in synchronous mode, i.e. via webinars and video conferencing</strong></p><p><strong></strong>E-learning course evaluation criteria:</p><ol style="list-style-type:lower-alpha;"><li>Demonstrate system capability to authenticate trainees' identities;</li><li>Demonstrate system capability to validate attendance records &amp; track trainees' progress;</li><li>Trainer/instructor support must be available for trainee who need further clarification or assistance; and</li><li>Technical helpdesk support must be available.</li></ol><p>To organise synchronous online training, Training Provider must also be able to meet the following supplementary requirements to part (b) of the e-learning course evaluation criteria:</p><ol style="list-style-type:lower-roman;"><li>Trainee name and trainee email address (if an email is used to register on the synchronous online training platform). Training Provider will also have to provide time-stamped photographs/snapshots of the online classrooms showing trainees attending the class at the start and end of each session. This may be recorded through the application/ tool used to conduct the online training session, or through photographs taken by cameras or mobile phones;</li><li>Name and/or email address of trainer(s) who delivered the training sessions;</li><li>Date and time records of the delivery of the training sessions; and</li><li>Date and time records of the presence of trainees corresponding to the training sessions</li><li>Keep the full recording of each online session for SSG&rsquo;s audit when required.</li></ol><p><span style="text-decoration:underline;">Note:</span></p><ul><li>All the above records (i) to (iv) must be provided on request to support the supplementary requirements as mentioned above for training conducted using this mode of e-learning.</li><li>For (v) above, Training Providers shall be required to comply with the requirement and keep the full recording of each synchronous online training session for a period of 3 years after completion of the course or receipt of course completion documents by SSG, whichever is later. Training Providers are also required to ensure that all trainees turn on their video cameras throughout the full training session for the purpose of the recording.</li></ul><p><strong>B) Criteria for conduct of e-learning in asynchronous mode, i.e. trainees are learning at their own pace</strong></p><p>E-learning course evaluation criteria:</p><ol style="list-style-type:lower-alpha;"><li>Demonstrate system capability to authenticate trainees' identities;</li><li>Demonstrate system capability to validate attendance records &amp; track trainees' progress.
