party is offering homes to poor Christian families uprooted by sectarian violence in what it says is a humanitarian gesture, denying suggestions the move is designed to boost its electoral base in the disputed Kirkuk region.</p> <p>Since the 2003 United States-led invasion, Iraqi Christians have often been the target of violence by Islamist extremists, forcing more than 200,000 of them to leave Iraq.</p> <p>In the worst outrage in October 2010, al-Qaeda-linked militants stormed a church in central Baghdad, killing over 60 people.</p> <p>In an effort, the PUK says, is aimed at alleviating their plight, the joint ruling party in Iraqi Kurdistan has provided 200 plots of land and 10,000 US dollar grants to low-income Christian families in a gated compound in Se Ganian (The Three Springs in Kurdish), a Kurdish village destroyed by Saddam, ten kilometres north of Kirkuk.</p> <p>While commentators acknowledge the plan is well-intentioned, they suggest it may be strategic too.</p> <p>“This initiative is humanitarian but also a political move to get more votes for [the PUK’s] next campaign in Kirkuk,” said Mohammad Ameen, a political analyst and a professor at Kirkuk العراق، وان استمرار الاستهداف المباشر لهم زاد من هجرتهم لخارج العراق. <br/>ووصف وليم وردا رئيس المنظمة الأرقام التي تم إحصاءها خلال العام الماضي بالمخيفة كونها كانت أسوء مما سُجل في الاعوام الأسبق، نظراً لاستهداف المسحيين بكافة مسمياتهم، وفي كافة أرجاء البلاد خاصة بغداد والموصل. <br/>واضاف انه وخلال عام واحد تعرض 92 مسيحي للاغتيال وأصيب 280 آخرين، بالإضافة لتفجير كنيستين في بغداد واختطاف فتاتين في بغداد والموصل، فضلاً عن تلقي عشرات رسائل التهديد بالتصفية. <br/>واكد وردا ان هذه الاحداث أجبرت اكثر من 1800 عائلة مسيحية على النزوح لمناطق مختلفة من سهل نينوى وتوقف اكثر من 1700 طالب عن الدراسة 2010 was the worst for the people of the Christian community in Irak, and that in response to the continuation of the direct targeting of them they increased their migration out of Irak. </p> <p>Last year was worse than previous years due to the increased targeting of Christians of all denominations in all parts of the country but especially in Baghdad and Mosul.</p> <p>During the year 92 Christians were murdered and another 280 wounded. Additionally there was the bombing of two churches in Baghdad and the kidnapping of two girl chlidren one in Baghdad and one in Mosul. Furthermore many Christian families received letters threatening their liquidation. </p> <p>In response to this persecution more than 1800 Christian families have been forced to flee their homes to different parts of the Nineveh Plain. A further 133 families had registered with the organisation in Syria, as had 109 individuals in Jordan.</p> <p>Father Hanna, the leading Assyrian Catholic priest in Beirut said that 450 recently arrived families had contacted with his office and plan to ask the UN for help.</p> <p>The mass movement of Iraq&#8217;s Christians, the remnants of which make up one of the most ancient communities in the Middle East, was sparked by the brutal siege in a Baghdad Assyrian Catholic cathedral on October 31, which left at least 58 people dead and around 100 injured.</p> <p>Since then, Christian families have been increasingly targeted in their homes, among them survivors of the church massacre. The violence is being driven by al-Qaida and its affiliates and is being seen as an attempt to ignite sectarian chaos after repeated attempts to lure Iraq&#8217;s Shias back into battle had failed.</p> <p>&quot;We have heard many accounts of people fleeing their homes after receiving direct threats. Some were able to take only a few belongings with them,&quot; the UN report said.</p> <p>There are thought to be around 500,000 Christians remaining in Iraq, down from 1 million when Saddam Hussein was ousted. They enjoyed protection under Saddam and have not been persecuted by the various Shia-led regimes that have ruled Iraq since. However, many Christian leaders fear that Iraq&#8217;s leaders can no longer safeguard them from attacks. Many suggest that the last six weeks mark the beginning of the end of an era in Iraq that dates back almost 2,000 years.</p> <p>The UN described the movement as a slow but steady exodus, but Christian leaders disputed this. &quot;I can tell you that the numbers the UN are citing are too low,&quot; said Abdullah al-Naftali, head of Iraq&#8217;s Christian Endowment Group.</p> <p>&quot;We have recorded a 213% increase in normal departures since the church massacre. It is not a slow, or steady exodus &#8211; it is a rapid one.&quot;</p> <p>The large numbers of families looking for refuge in Iraq&#8217;s Kurdish north have been drawn there by the region&#8217;s president, Massoud Barazani, who last month pledged to protect and shelter them.</p> <p>Iraq&#8217;s central government has also increased security around churches and Christian enclaves.</p> <p>&quot;The Iraqi government has reiterated its commitment to increase the protection of places of worship,&quot; the UN said. &quot;While overall civilian casualties are lower this year than last, it appears that minority groups are increasingly susceptible to threats and attacks.&quot;</p> <p>The exodus has sparked widespread concern among Christian communities elsewhere in the Middle East, such as Lebanon and Egypt, where they enjoy freedom, but are apprehensive about declining demographic balance.</p> <p>&quot;The Christians in general in the broader Middle East are not really secured and feel a kind of uncertainty all over the Islamic world,&quot; said Amin Gemayel, a former president of Lebanon and patriarch of the country&#8217;s largest Christian bloc.</p> <p>&quot;Unfortunately there is a kind of unconsciousness among the Muslim leaders,&quot; he said in an interview with the Guardian. &quot;Even among the moderates we don&#8217;t feel an effective reaction or see initiatives to stop this kind of behaviour,&quot; he added, referring to attacks by extremists.</p> <p>&quot;This is very negative for the Muslim world. She had no idea who they were but complied because she feared for her life.</p> <p>&quot;Can you just tell me who will pay the rent of my shop for these two months? What shall I do to support my family? What is the relation between hair dressing and religious events?&quot; Zubaidi, 40, asked furiously.</p> <p>&quot;This is a new dictatorship. They want Iraq to be an Islamic state. But this is not right. Iraq includes a variety of religious factions &#8230; These are alien ideas, not Iraqi.&quot;</p> <p>Recent efforts by authorities, clergy and unknown bands of neighborhood enforcers to police morals by shutting nightclubs, bars and other establishments has heightened concerns among academics and intellectuals that Iraq, now emerging from war, is displaying the tendencies of a hard-line Islamic state.</p> <p>Baghdad&#8217;s local government this month re-activated a federal order from last year to close down the capital&#8217;s nightclubs and liquor shops due to concern the venues were undermining morals.</p> <p>Last week, anti-American Shi&#8217;ite cleric Moqtada al-Sadr issued a strongly worded statement calling for Iraqis to take a stand against &quot;corruption, intoxication and addiction.&quot;</p> <p>The crackdown in Baghdad was preceded by similar actions in some Shi&#8217;ite-majority provinces in the south.</p> <p>&quot;What is going on are normal consequences when religious parties take over power. They start with such practices, and end the way the Taliban in Afghanistan ended, or other parties in <a href="https://web.archive.org/web/20130126114034/http://www.reuters.com/places/iran" class="external" target="_blank">Iran</a>,&quot; Baghdad political analyst Hazim al-Nuaimi said.</p> <p>In September, local authorities in Babil province prevented an arts festival that has been held yearly since before 2003. Security forces told organizers a day after the festival started to end it because it included dance shows.</p> <p>In the southern city of Basra, the government shut down a foreign circus a few days after it opened last month. It was the first circus the province had hosted in decades.</p> <p>Basra authorities said the government department of Shi&#8217;ite endowments held that the land on which the circus was set up could not be used in a way that violated Islamic Sharia law.</p> <p>The new measures sparked protests by some Iraqis who said the government is trying to kill freedom more than seven years after the U.S.-led invasion that ousted Sunni dictator Saddam Hussein and paved the way for majority Shi&#8217;ites to take power.</p> <p>RADICAL CONCEPTS</p> <p>&quot;What is going on, in fact, is an attempt to impose the radical concepts of the Islamic fundamentalist parties who dominate the political scene in Iraq&#8230;that&#8217;s what we are afraid of,&quot; said Qasim Mohammed, a journalist who protested with dozens of others in Baghdad&#8217;s main square Sunday.</p> <p>Kamel al-Zaidi, head of the Baghdad provincial council, described the protesters in televised comments as &quot;paid people who want to turn Iraq into a community of atheists.&quot;</p> <p>But the crackdown, alongside a series of attacks on Iraq&#8217;s minority Christian community, raised questions about freedom of religion and expression in mainly Muslim Iraq.</p> <p>In the worst of the attacks, dozens died after Sunni insurgents took hostages at a Baghdad cathedral on October 31. Hundreds of Christian families have since fled for the relative safety of the Kurdish north, and abroad.</p> <p>During Friday prayers last week, many Shi&#8217;ite clerics supported the Baghdad provincial council and called on the government to show more determination.</p> <p>&quot;The decision of the government and the provincial council is right,&quot; said Sadr al Din al Qubanchi, a prominent cleric in the Supreme Islamic Iraqi Council, a Shi&#8217;ite political bloc.</p> <p>&quot;Those who condemn it must realize that the Iraqi identity is Islamic, and the government is responsible for practicing this identity,&quot; said Qubanchi in a speech in the Shi&#8217;ite holy city of Najaf.</p> <p>Sabbar al-Saeidi, the head of the legal committee of the Baghdad provincial council, defended the new measures.</p> <p>&quot;The measures are aimed at fighting anything against moral and public discipline, whether it is a circus or not,&quot; Saeidi said.</p> <p>Overt and illegal acts of religious intimidation may have been worse three years ago, when Shi&#8217;ite militias and Sunni insurgents roamed Iraq freely.</p> <p>Now, bands of loosely organised, unknown men are carrying out threats quietly against liquor shops, schools and other establishments, and with groups like Sadr&#8217;s movement claiming a share of political power, critics say the government is closing its eyes to the intimidation.</p> <p>NAKED STATUES</p> <p>Residents of Baghdad&#8217;s mainly Shi&#8217;ite Shaab district say many alcohol shops have been attacked in recent weeks.</p> <p>At a government-run fine arts institute in Baghdad, unknown men showed up this week and ordered the removal of all statues from the yard, an official of the facility said.</p> <p>They said &quot;it is not good to show such statues. Some of them are naked,&quot; said the official, who asked not to be named because he feared for his safety.</p> <p>The music program at the school was shut down. Students are not allowed to wear short skirts, short sleeve shirts or makeup, according to a female student.</p> <p>&quot;(A school official) told us it is Haram (forbidden). Some teachers consider any girl who does this as absent,&quot; she said. &quot;A top official once put an X on my classmate&#8217;s leg as she was wearing a short skirt.&quot;</p> <p>Protesters on both sides have taken to the streets. It offers every fleeing family 500,000 Iraqi dinars (about $400). The sum can hardly cover one-month rent in the relatively quiet Kurdish north, for instance. </p> <p>More than 500 families, fleeing mainly cities such as Baghdad, Mosul and Kirkuk, are on the move. </p> <p>Iraqi Internet news web sites with a focus on the plight of Iraqi Christians, among them the prominent <a href="https://web.archive.org/web/20130126114034/http://www.ankawa.com/english/" class="external" target="_blank">ankawa.com</a>, have shown pictures and footage of Iraqi Christians fleeing their areas to safer towns and villages in the north. </p> <p>Many of the families are among low-income groups and cannot afford to rent flats or houses. They are temporarily housed in churches and schools. </p> <p>The Kurdish regional government has promised to help, but it is extremely hard for any authority in a developing region such as northern Iraq to deal with the an influx of hundreds of families. </p> <p>Christians in some cities like Mosul are reported to be terrified.
