عراقي خلال الشهرين المقبلين الأمر الذي ينذر بكارثة في ظل عدم وجود بيئة اجتماعية صالحة لإقامتهم في العراق".</p> <p>وقال مصدر دبلوماسي مطلع إن "اللاجئين العراقيين في السويد تعودوا على بيئة عيش تختلف كليا عن البيئة العراقية الأمر الذي يجعل اندماجهم في المجتمع العراقي عملية صعبة جداً".</p> <p>وكانت وزارة الهجرة والمهجرين، قد رفضت نهاية آب الماضي ، إعادة المواطنين العراقيين إلى بلدهم بشكل قسري من دولة السويد ودول الاتحاد الاوروبي، مؤكدة على أنها تشجع العودة الطوعية كحل يرضي جميع الاطراف.</p> <p>يذكر ان السويد رفضت طلباً من العراق بالتريث في اعادة العراقيين التي رفضت طلبات لجوئهم.</p> </p></div> <h3>ارتفاع حصيلة تفجير التاجي الى مقتل (24) وجرح (34) أغلبهم في حالة خطرة </h3> <p>أرتفعت حصيلة التفجير الذي استهدف عدداً من افراد الجيش اثناء خروجهم من معسكر التاجي للتمتع بالاجازة قبل ظهر اليوم الى مقتل (24) ، وأصابة (34) بجروح مختلفة اغلبها خطرة. <br/>وقال مصدر في الشرطة "للوكالة الاخبارية للانباء" اليوم الثلاثاء: إن حصيلة تفجير السيارة المفخخة التي انفجرت اثناء خروج مجموعة من افراد الجيش من معسكر التاجي لتمتعهم بالاجازة، ارتفعت الى مقتل (24)، وأصابة (34) بجروح اغلبها بحالة خطرة. <br/>هذا وكان قد قال مصدر في الشرطة: إن ثلاثة اشخاص قتلوا وجرح نحو (11) اخرين بانفجار سيارة مفخخة عن كراج لنقل الركاب بالقرب من معسكر التاجي شمال بغداد.</p> <h3>اصابة مدنيين اثنين واعتقال 26 مطلوباً حصيلة الاثنين الامنية</h3> <p><strong>محافظة ديالى</strong></p> <p>وشهدت محافظة ديالى، اصابة مدنيين اثنين بانفجار عبوة ناسفة قرب حسينية الإمام الحسن في منطقة الحي العسكري جنوب غرب بعقوبة.</p> <p>واعتقلت قوة أمنية شخصين يشتبه بصلتهما بمخبأ للعتاد عثر عليه في أطراف منطقة الهاشميات، 10كم شمال غرب بعقوبة.</p> <p>واعتقلت قوة امنية أربعة عناصر من تنظيم القاعدة بينهم قيادي في عملية أمنية في منطقة أم العظام 10كم جنوب غرب بعقوبة.</p> <p>واعتقلت قوة امنية ثلاثة أشخاص على خلفية تعرض نقطة للجيش لهجوم مسلح قرب ناحية السعدية، 60 كم شمال بعقوبة.</p> <p><strong>محافظة بغداد</strong></p> <p>وفي العاصمة بغداد، اعتقل 11 مسلحاً بحوزتهم سيارتين إحداها مفخخة والأخرى معدة للتفخيخ، وعبوات ناسفة ولاصقة وأسلحة كاتمة للصوت، في منطقة شاطئ التاجي الشمالي، شمال بغداد.</p> <p><strong>محافظة نينوى</strong></p> <p>وشهدت نينوى، اعتقال قوة امنية خمسة مطلوبين بتهمة "الارهاب"، وتمكنت من ضبط كدس من العبوات والمتفجرات شرق الموصل.</p> <p>محافظة صلاح الدين <br/>وفي صلاح الدين، اعتقل لواء الرد السريع مطلوباً بتهمة "الإرهاب" وعثرت على مخبأ للسلاح في ناحية يثرب، جنوب قضاء بلد، 80 كم جنوب تكريت.</p> </div> </div> <hr/> التلفزيونية الايرانية على الإنترنت تقريرا الاثنين جاء فيه أن مقاتلات عسكرية إسرائيلية تتجمع في قاعدة الاسد الجوية ألاميركية في العراق لشن غارة على ايران. ونسبت القناة الخبر لما وصفته بمصدر قريب من التيار الصدري في العراق. وفي ما لم يتسن التأكد من صحة الخبر على الفور، قالت متحدثة باسم الجيش الاسرائيلي لوكالة رويترز إن ليس لديها علم بهذا التقرير، وأضافت أن الجيش لا يعلقّ على شؤون العمليات الحربية. اما وزارة الدفاع الاميركية البنتاغون فرفضت ما ورد في التقرير الايراني. وقال المتحدث باسم البنتاغون الكولونيل ديف لابان إن التقرير سخيف وغير صحيح. قائد القوات الجوية العراقية الفريق الركن أنور أستشهاد 211 شخصا وإصابة 377 آخرين بجروح جراء أعمال عنف وانفجارات وقعت في مناطق متفرقة </p> <p>من البلاد خلال شهر نيسان المنصرم. وأفادت الحصيلة أعدتها كل من وزارات الدفاع والداخلية والصحة الحاليات "أن ساحة التحرير وسط بغداد للمطالبة بإطلاق سراح المعتقلين وتوفير مفردات البطاقة التموينية ورفض التمديد لبقاء الجيش الامريكي في العراق بعد نهاية العام الحالي. <br/>وقال مراسل راديو دجلة " إن المئات من المتظاهرين خرجوا، صباح اليوم، في تظاهرة سلمية في ساحة التحرير، وسط بغداد، للمطالبة بإطلاق سراح المعتقلين وتوفير مفردات البطاقة التموينية ورفض الوجود الامريكي". <br/>وأضاف "أن القوات الأمنية انتشرت في محيط ساحة التحرير تحسباً لحدوث أي خروقات أمنية"، مشيرا إلى "أن المتظاهرين رددوا شعارات تطالب بتحسين القطاع الاقتصادي والصناعات المحلية وإطلاق سراح المعتقلين". <br/>وطالب المشاركون في تظاهرة اليوم ،اليوم الجمعة،على التظاهر بالرغم من حظر التجوال المفروض على المدينة، فيما اشتبكوا بالأيدي مع القوات الأمنية التي منعتهم من التوجه إلى ساحة الأحرار وسط الموصل. <br/>وقال مصدر مطلع " إن العشرات من أبناء المحافظة اشتبكوا، صباح اليوم، بالأيدي مع القوت الأمنية أثناء توجههم إلى ساحة الأحرار وسط الموصل"، مبيناً" أن المواطنين أصروا على الوصول إلى الساحة على الرغم من حظر التجوال المفروض على المدينة". <p>أصدر رئيس حكومة إقليم كردستان برهم صالح قراراً تضمن مجموعة من أوامر وتوصيات إلى الأجهزة الأمنية حول الأوضاع في مدينة السليمانية وأطرافها. <br/>وذكر بيان رئاسي أوضح فيه الخميس أنه ينبغي أن تتخذ الإجراءات الأصولية إزاء الأحداث المستجدة أو التي حدثت سابقاً وأن تكون الإجراءات قانونية بالكامل وكذلك لايجوز التعسف والمبالغة من قبل قوات الأمن الداخلي في التعامل مع المواطنين، ومن يتجاوز الحدود في ذلك يتحمل المسؤولية. <br/>وأضاف أنه لايجوز إبقاء أي شخص في المعتقلات بدون الأوراق التحقيقية ويجب تسليم الأوراق إلى قاضي التحقيق في المدة القانونية ليحدد القاضي مصير المعتقلين وفق القوانين المعمول بها. بدلا عنه</b></p> <p>أكد مصدر مسؤول في المحكمة الجنائية العليا، أن رئيس الوزراء قرر تعيين محسن ريسان رئيساً للمحكمة بدلاً عن رئيسها السابق ناظم فرمان العبودي الذي أقيل بأمر من المالكي. <br/>واكد المصدر الاعرجي وينفي وجود فساد في صفقة شراء جامعة البكر</b> </p> <p>رد رئيس مجلس إدارة جامعة الامام الصادق حسين بركة الشامي على تصريحات رئيس لجنة النزاهة البرلمانية النائب بهاء الأعرجي، دون ذكر اسمه، والتي اتهمه فيها بعملية فساد واسعة تتعلق بشراء جامعة البكر بقيمة مليار و300 مليون دينار فقط. <br/>وكشف الشامي في بيان صحفي الخلفيات القانونية والرسمية لإنشاء الجامعة، مؤكداً أنها ليست ربحية، وليست مشروعاً المجتمع العراقي تصل الى نحو 29 %، داعيا الدولة الى ضرورة وضع حلول للقضاء على هذه الظاهرة في المجتمع العراقي". <br/>واضاف "ان موضوع الفقر يعد من احد اهم التحديات التي رافقت المسيرة التنموية في العراق دول العالم تستفيد من النفايات من خلال المعامل المتطورة والخاصه بها في موارد متعددة من اهمها الاسمدة الزراعية"، داعيا الى " وضع خطط استراتيجية في مجال البيئة وانشاء معامل للاستفادة من النفايات بدلاً من التخلص منها". <br/>واوضح عبطان" يفترض ان تكون هناك خطة استراتيجة للبلاد في كافه المجالات ومنها مجال البيئة الذي يتحسن من خلال انشاء معامل عملاقة تقضي على كثير من النفايات الموجودة في انحاء العراق". صبيا قرب منزله وسط كركوك. وقال المصدر إن مسلحين مجهولين يستقلون سيارة حديثة تمكنوا صباح اليوم من اختطاف صبي بالقرب من , </p> <p>منزله في منطقة طريق بغداد وسط كركوك.وأضاف المصدر أن المسلحين اقتادوا المختطف إلى جهة مجهولة مشيرا إلى أن قوة أمنية فتحت تحقيقا لمعرفة ملابسات الحادث والجهة التي تقف وراءه.</p> <p><b>اعتقال تسعة أشخاص بينهم أربعة مطلوبين بتهمة "الإرهاب" في ديالى</b></p> <p>أعلن مصدر في شرطة محافظة ديالى ،اليوم الجمعة، أن الأجهزة الأمنية اعتقلت تسعة أشخاص بينهم أربعة مطلوبين بتهمة "الإرهاب" خلال عمليات دهم وتفتيش في مناطق متفرقة من المحافظة. <br/>وقال المصدر" إن قوات من الشرطة شنت ظهر اليوم، عمليات دهم وتفتيش في مناطق بعقوبة وأطراف قضاء المقدادية شمال شرق بعقوبة وناحية بني سعد جنوب غرب بعقوبة، أسفرت عن إلقاء القبض على تسعة أشخاص بينهم أربعة مطلوبين للقضاء العراقي بتهمة <p>اعلن مصدر في شرطة نينوى ان امرا صدر بتعيين اللواء الركن مهدي صبيح هاشم قائدا جديدا لشرطة نينوى خلفا للواء الركن احمد حسن عطية . <br/>وقال المصدر "ان اللواء هاشم ، وهو من اهالي مدينة الكوت ، باشر دوامه الرسمي في شرطة نينوى مساء امس ". <br/>يذكر ان اللواء الركن مهدي صبيح هاشم هو اول قائد لشرطة نينوى من خارج المحافظة منذ العام 2003. </p> <p><strong>نقيب يقتل عنصراً في الصحوة جنوب غرب كركوك </strong></p> <p>افاد مصدر امني الجمعة بأن عنصراً في الصحوة قتل بنيران نقيب إثر مشاجرة بينهما جنوب غرب كركوك.وقال المصدر إن ضابطاً برتبة نقيب في الصحوة أطلق النار في ساعة متقدمة من ليل أمس، </p> <p>على أحد عناصر الصحوة إثر مشاجرة وقعت بينهما في قرية الحمراء التابعة لناحية الرياض ( 55 كم جنوب غرب كركوك) مما أسفر عن مقتله في الحال مبيناً أن النقيب فر إلى جهة مجهولة.وأضاف المصدر أن قوة أمنية <p>افادت محطة اذاعية محلية في السليمانية بأن مبناها تعرض إلى أضرار بعد إطلاق النار عليه من قبل مسلحين مجهولين ادى الى اصابة واجهة المبنى باطلاقات دون ان يسفر عن خسائر بالارواح، </p> <p>في وقت كانت It should not be surprising that the other type of armies associated with warfare the armies of refugees refuse to travel to back to a place where there is no chronic food insecurity, chronic unemployment, housing shortages, and very shaky security.  </p> <p>A large part of the reason for this marked reluctance to return by refugees is highlighted in the report <strong>"Food deprivation in Iraq" </strong>published yesterday by the government as a condition for getting aid from the UN. Even the executive summary I have posted here paints a picture of a country a significant portion of whose population do not have a reliable source of food. The first three paragraphs are grim but unsurprising reading:</p> <blockquote><p>A majority of Iraqi refugees who have returned from exile to Baghdad regret their decision, saying they face insecurity, a lack of jobs and inadequate health care, the United Nations refugee agency said on Tuesday. </p> <p>Some 61 percent of those interviewed were sorry they had left Syria and Jordan, while one in three was unsure of staying in Iraq, according to its recently-completed survey of 2,353 Iraqis who returned to the capital between 2007 and 2008. </p> <p>"UNHCR staff were informed by returnees of numerous instances of explosions, harassment, military operations and kidnapping occurring in their areas of return," Melissa Fleming, spokeswoman of the U.N. High Commissioner for Refugees (UNHCR), told a news briefing. </p> </blockquote> <p>No jobs, no food, and no safety. No wonder they stay away or regret coming back bad as the situation is for refugees the situation here is worse.</p> <p>Um Thalit</p> </p></div> </p></div> </p></div> </p></div> <blockquote><h3>Food deprivation in Iraq EXECUTIVE SUMMARY </h3> <p>Seven out of every 100 Iraqi individuals are undernourished. This is equivalent to an estimated 2.1 million Iraqis. In light of the history of conflict in Iraq and the current state of instability, this prevalence is rather low especially when compared to the overall prevalence of food deprivation within the Near East and North Africa region (7 percent in Iraq compared to 8 percent in the region). </p> <p>The national prevalence, however, is not equally distributed at the sub national level as disparities exist between the Iraqi governorates. Although food insecure households exist in nearly all governorates of Iraq, they are found to be concentrated in Diyala, Babylon Basrah, Salah al Deen, Kerbala and Muthanna governorates where the prevalence of food deprivation ranges from 51 to 17 percent. The highest level of food deprivation is observed in Diyala governorate, where around one half of people were food deprived. The high prevalence of food deprivation in Diyala is attributed to disruptions in food distributions through the Public Distribution System caused by the incidence of violence and military campaigns during the data collection period. </p> <p>The Public Distribution System (PDS) was established in 1991 to guarantee a provision of a minimum consumption needs to the Iraqi population through distribution of rations comprising of wheat flour, rice, sugar, vegetable oil, pulses, adult milk, infant formula and tea as well as other non food items at a highly subsidized price. The average daily dietary energy consumption in Iraq is 2580 kilocalorie per person, over half of which is acquired through the PDS. </p> <p>At the level of household characteristics, food deprivation is concentrated within population groups characterized by low income, large households, whose head is over 50 years of age and is illiterate, involved in agricultural activities or unemployed. </p> <p>Expenditures on food represents slightly more than one third (35 percent) of total household expenditures, of which, 80 percent is dedicated to commercial food purchases and the remaining twenty percent represents the value of the nominal payment required to receive the PDS food rations, the value of food produced and consumed by households and food purchased and consumed away from the home. </p> <p>Despite having a share of 80 percent of all food expenditures, food purchased from the commercial markets provides only 44 percent of the kilocalorie consumption at the national level. Accordingly, the contribution of dietary energy from the PDS plays a critical role from the food security perspective while the contribution of purchased food plays an important role from the expenditure structure perspective and dietary energy acquired from food from own production is negligible. The high reliance of Iraqis within the lower income strata on food rations renders them vulnerable to any irregularities in the distribution system and market fluctuations. </p> <p>The market price of 1000 kilocalories in Iraq is valued at 610 Iraqi Dinars on average. Accordingly, daily per capita expenditure on food is valued at 1590 Iraqi Dinars. When accounting for actual expenditures, subsidized prices of food provided through the PDS renders the cost of 1000 kilocalories to be 520 Iraqi Dinars on average, bringing daily per capita out of pocket expenditure on food down to 1360 Iraqi Dinars. </p> <p>In general, the Iraqi diet is balanced from the perspective of macro nutrient consumption as the distribution of energy acquired from fat, carbohydrates and proteins is 26, 62 and 12 percent respectively. However, consumption of fat is nearer to the higher bounds and protein nearer the lower bounds of the FAO/WHO/UNU recommendations. Average daily cereal consumption of around 400 grams per person provides 53 percent of total dietary energy consumed, followed by oils and fats (12 percent) and sugar (11 percent). </p> <p>Animal protein (meat, dairy products, eggs and fish) contributes 10 percent to the total dietary energy consumption. Food consumption is not equally distributed amongst all Iraqi households, as households of higher income group consume on average twice the quantity of dietary energy than that consumed by households in the lowest income group. High Commissioner for Refugees (UNHCR), told a news briefing. </p> <p>Although many returnees said they had left their host countries because they could no longer afford the cost of living there, some 87 percent said their income in Iraq was insufficient to cover their families’ needs. </p> <p>"One of the principal challenges we found for Iraqi returnees is finding regular employment, making them reliant on irregular jobs, which are often not available," Fleming said. </p> <p>Separate polls of a total of 3,500 Iraqi refugees living in Syria and Jordan, released on October 8, found most still reluctant to return home on a permanent basis, according to the UNHCR. </p> <p>Refugees cited political uncertainty and insecurity in Iraq, as well as poor educational opportunities and housing shortages. Syria and Jordan host some 180,000 registered Iraqi refugees. </p> <h3>FORCED DEPORTATIONS </h3> <p>While violence has plunged from the height of sectarian bloodshed in 2006-2007, explosions and attacks happen daily. Bombs destroyed the home of a senior Iraqi police commander on Tuesday, killing at least 11 people in the northern city of Tikrit, hometown of former dictator Saddam Hussein, police said. </p> <p>The UNHCR does not promote returns to Iraq, due to insecurity, and its guidelines to all governments strongly recommend that Iraqis should not be sent home to five central provinces, including Baghdad, seen as too dangerous. </p> <p>However, it helps refugees who voluntarily want to go home, providing them with transport costs and a small cash grant. </p> <p>Fewer than 3,000 have taken up the offer since 2007, though many have returned without its support, according to the agency. </p> <p>"Iraqi refugees are the best judges of when to go back. Basically they are voting with their feet," said UNHCR spokeswoman Sybella Wilkes. </p> <p>The UNHCR also said that it remained concerned by forced deportations of failed Iraqi asylum seekers from five countries in Europe (Britain, Denmark, Netherlands, Norway and Sweden). </p> <p>It knew of seven chartered flights, coordinated by the European Union border agency FRONTEX, believed to have flown several hundred Iraqis back to their homeland since June. </p> <p>"We would very much like to have a fuller picture of who is being returned and where," Wilkes said. href="https://web.archive.org/web/20130126031821/http://www.irinnews.org/report.aspx?ReportID=90616" class="external" target="_blank">IRIN</a>) – The UN Refugee Agency (UNHCR) has expressed concern about the growing number of deportations of Iraqi asylum-seekers from Western Europe in the last two months. <p>Special charter flights to take failed asylum-seekers home have increased in frequency, and Iraqis are being returned to parts of the country which are still unsafe, in contravention of UNHCR guidelines for the handling of Iraqi asylum applications, it says. </p> <p>The deportations are handled by Frontex, a Warsaw-based agency set up to coordinate operations between European Union (EU) member states in the field of border security, and their planes can carry returnees from several different countries. The most recent (on 22 September) had failed asylum applicants from Sweden, Norway, the Netherlands and the UK. </p> <p>One of the UNHCR’s complaints is that the information provided by those countries is usually sketchy, varies from country to country and is given only very late in the process. In the case of last week’s flight, Sweden told the UNHCR the names and dates of birth of those being sent home, but not their destinations. The UK provided details of where its rejected claimants were going but not their identities. </p> <p>No country told the UNHCR how many of the passengers being put on board the plane were going home voluntarily, and how many were being deported against their will, but reports from Baghdad say police had to be called to escort some of them off the plane. </p> <p>A spokesperson for the UNHCR, Sybella Wilkes, called for states sending home asylum-seekers to be more transparent. “We are aware when a flight is leaving,” she told IRIN, “but we don’t know until the last minute who is on board or which countries they are coming from.” </p> <p>The organization does not oppose people being sent back to Iraq in every case. “It’s possible that some people on the plane were going back voluntarily,” Wilkes said. “It’s possible that some were going to areas where we don’t have issues about security. But we don’t know. Having full information would be in everybody’s best interests.” </p> <p>What they do know is that among the passengers leaving Sweden were two women and four children. The British government said all those it was sending last week were single adult males, but their destinations included Baghdad, Ninawa, Kirkuk and Salah ad-Din – all areas the UNHCR considers unsafe. </p> <p><strong>Five governorates unsafe</strong> </p> <p>“We are very clear in our guidelines,” said Sybella Wilkes. “Baghdad, Diyala, Kirkuk, Ninawa and Salah ad-Din are still not safe, in view of serious human rights violations and continuing security incidents in those areas. We specifically ask governments not to return people to those five governorates, and we are disappointed they are ignoring our guidelines.” </p> <p>The general secretary of the International Federation of Iraqi Refugees, Dashty Jamal, blamed the rise in forced removals on the electoral success of right wing parties in a number of European countries. He told IRIN: “Most of the EU countries’ right-wing parties have united together to change their immigration policy, and deport back all Iraqis who apply for asylum in their country.” </p> <p>He said that as well as the charter flights run by Frontex, individual refugees are being sent back almost every night on scheduled flights to Jordan. “I believe that no part of Iraq is safe, even Kurdistan. It is like the UN saying that Berne in Switzerland is safe but Zurich is not safe. This is not the time to send people back. They are playing with the lives of innocent people.” </p> <p>Contacted by IRIN, the UK’s border agency denied there had been any overall policy recently to deport more Iraqi asylum-seekers. Detailed figures of deportations over the past two months are not yet available, but a spokesperson insisted that every case is looked at individually and considered on its merits. “We only ever return those whom the Border Agency and the courts are satisfied are not in need of our protection, and who have failed to comply with a request to leave.” </p> <p>Are the Agency and the courts ignoring the UNHCR guidelines on safe and unsafe areas? “A whole range of factors are taken into account,” the spokesperson told IRIN. “And from the UK’s point of view we have to be satisfied that they don’t need our protection.” </p> <p>The UNHCR has been lobbying since June against the forced removals to Iraq, but says so far they have not seen any shift in position by Western European governments. Sybella Wilkes says she is disappointed. “I would like them to consider that they have a minority of Iraqi asylum-seekers in their countries. And this is not a very positive example when Iraq’s neighbours have much greater numbers, and have been much more generous and welcoming.” </p> <p>Dashty Jamal told IRIN on 28 September that a number of Iraqis in the UK had received tickets for a flight back to Iraq on 6 October, and that a demonstration was being planned that day outside the Iraqi embassy in London to protest at the way returnees are treated when they get to Baghdad.<br/> <table style="margin: 5px; If they could, most of the others would have departed as well if some nation was ready to take them in. Nearly every human rights organization and numerous parliaments are in agreement that an ethnic and religious cleansing has been underway in Iraq (<a href="https://web.archive.org/web/20130126031821/http://www.aina.org/reports/ig.pdf" class="external" target="_blank">report</a>). Non-Muslims are not welcome any longer in large segments of the country. Kidnappings, rapes and executions are daily occurrences for the non-Muslims of Iraq. Sixty churches have been bombed, sometimes systematically on the very same day in different places in the country.</p> <p>One of the worst attacks happened on May 2nd. A busload of Christian Assyrian students was attacked between two checkpoints. In the place where they should have been safest, two roadside bombs were detonated. The next morning I received a video taken with a mobile telephone at one of the hospitals where the wounded and injured students were being cared for (<a href="https://web.archive.org/web/20130126031821/http://www.youtube.com/watch?v=YJI6xg4-7B8" class="external" target="_blank">Watch video of victims at hospital</a>).</p> <p>In Sweden there are thousands of Assyrian Iraqis hidden from the authorities because they have been rejected as refugees and are forbidden to remain in Sweden. They are hunted down by the Swedish police. If they are arrested, they are put in prison or in custody until the authorities have enough refugees to fill a plane with which to fly them to Baghdad. They are dumped by the Swedish police back to that very city where they can be slaughtered for their religion or ethnicity.</p> <p>During the past two years I have followed some thirty persons who have been forcibly expelled. Nearly all of them have fled Iraq again. In the beginning of last week one of the refugees I helped conceal informed me that "a pregnant refugee woman looked for a hospital where she could give birth but the local hospital refused to accept her. She desperately needed a caesarean and they wanted her to pay SEK 50,000 (7,000 Dollars) which she did not have." Two days later the organization Läkare i världen, (Médecins du Monde) in Sweden (which helps refugees who are hiding) arranged medical care for this pregnant woman.</p> <p>The woman’s husband and I spoke about the consequences of the war in Iraq and the Swedish authority’s cynical treatment of those who have fled for their lives. He showed me a photo of his brother and said "It made no difference how much evidence that my brother presented to the Migrationsverket (The Migration Board) and the Migrationsdomstolen (The Immigration Court): for example threatening letters and a list of people who were to be executed. Despite all this they sent him back. Shortly after he was dumped back in Baghdad he was kidnapped by the very same Islamist group that he had described to the Migration Board. The group later returned him as a corpse."</p> <p>On Tuesday May 4th, I was at the Migration Board’s main office in Norrköping. Fredrik Beijer, the chief of staff at the Board, had called a group of activists from the Swedish and Middle Eastern churches to a meeting. Among them was the Bishop of the Eastern Assyrian Church, Mar Odisho Oraham, as well as the Swedish priest Henrik Törnqvist. This was because the action group and I had collected 88 cases that concerned Christian Iraqis who had earlier been rejected. The chief of staff of the Board wanted to examine these cases to find out if the Board had made any errors in those that concerned Christians from Iraq. But he claimed that he couldn’t find any errors. "A number of them had remained in the country (Iraq) after the threats began," Beijer claimed, among other things. I replied that it is correct that they had fled from their homes to hide among family and friends until they could find a smuggler who could help the leave Iraq. In some cases, those who had hidden them had been exposed and were forced flee in turn.</p> <p>The four people who represented the Migration Board that Tuesday obstinately claimed that "the people whose cases had been submitted had remained in the geographic area (Iraq) after the risk had become apparent" — playing with words. The Board’s head jurist, Mikael Ribbenvik, did concede that "as the situation has improved with time, it has become much worse for minorities." But it became obvious that this was of no help to those who are currently in hiding to be permitted to remain in Sweden. The Board did not feel that their fears were "well founded."</p> <p>Not a single perpetrator, not a single terrorist who has kidnapped, raped or killed a non-Muslim has been convicted in Iraq. The country now has a constitution based on an interpretation of the Koran. During Saddam’s regime nearly all who applied for asylum to remain in Sweden received it. We knew that he was certainly a brutal dictator and people needed protection from him. Now in the midst of an ongoing genocide, minorities get rejected by the Swedish Migration Board. Since it has become worse for non-Muslims in Iraq today, Sweden cynically sends them back there. I cannot reconcile these facts.</p> <p>The Board claims that there is no systematic persecution in Iraq. This despite the fact that everyone else, among them the foremost experts in the world, claims that it is ongoing. When I relate about persons who have been expelled from Sweden and managed to flee to Syria and other bordering countries, where they obtained refugee status from the UNHCR, this has no effect on the Swedish decision makers. When I relate that I have taped the voice of a Swedish civil servant working for the Board who has even encouraged Christian Iraqis to flee again as soon as they have been arrived in Iraq, Mr. Beijer red-faced and said "we are thankful that you informed us, it is unethical behavior which we want to know about."</p> <p>Several employees at the Migration Board, who have been forced to hold a so-called returning interview with Christian Iraqis, feel ashamed. They are aware that these people should not be expelled but instead be protected.</p> <p>This is the way the interviews sound: "I know it will be difficult for you in Iraq but I have to tell you the way it is. If you agree to be expelled to northern Iraq where it is relatively safe we will not hand over your case to the police. If not, the police will hunt you down, arrest you, keep you in custody, force you on a plane and dump you in Baghdad. My advice is that you agree to do this voluntarily, in which case you can receive 30,000 kr ($3,900) as a resettlement fee. Take the money and flee to Syria." This is the conversation that Beijer claims is unethical.</p> <p>That I, an investigative journalist and author, should hide refugees would certainly be considered unethical by Sweden’s migration minister Tobias Billström. He probably would have like to make the hiding of refugees illegal. In that case I will accept the punishment. I am proud that I can help. I want to continue to be proud of Sweden’s reputation of being one of the most welcoming countries for people who have fled to save their lives. I am ashamed about the current "unethical situation." An unjust law is no law at all. As a reply to my reaction to Beijer’s statement about the Board employee whom he claims acted unethically, he wrote to me the next day: "My reaction to your information regarding what an employee of the Migration Board had said, only concerned that I don’t believe that it is the employee’s duty to advise the person being interviewed how they should act after a future return to their homeland. How much one should like to do so, we cannot mix ourselves in the applicant’s life after they have departed our country."</p> <p>No, but we can see to it that they are not sent back as long as there is a risk that they will be killed. As I was writing this text I was interrupted by a Christian Iraqi in hiding. He had just received a rejection by the court. Before fleeing from Iraq his brother had been beheaded in front of his eyes; the Islamists released him later so that he could tell other Christians of what had happened. This is a man who witnessed something horrible, a man whose name is on a death list, and a man that Sweden wants to send back.</p> <p>Two Iraqi ministers have, in the media, asked that Sweden should stop sending back persons that Iraq cannot protect. Why do we do this? It’s not enough to say that the law isn’t adequate — we must change it now.</p> <p>To the international community I say: Protect the non-Muslims in Iraq before it is too late. The majority of them are found in the northern part of the country, in what is known as the Nineveh Plains. This must become a defended protectorate. How many more must die? How many more have to be forced to flee. The United States must take its responsibility. There is no security, no peace," said Auxiliary Bishop, Shlemon Warduni. </p> <p>Outside the gate, a group of policemen stand guard. Earlier this year, a car bomb exploded right in front of the church. </p> <p>Iraq’s defence ministry has said that the army will be on high alert this Christmas. It said it had received intelligence indicating Christians could be attacked. </p> <p>On Wednesday, two people were killed when a bomb exploded outside a church in the northern city of Mosul, one of the latest in a series of attacks against Christians there in recent months. </p> <p>According to some estimates, half of Iraq’s Christian minority have left their homes since the American-led invasion in 2003. </p> <h3>Last straw </h3> <div style="padding-right: 5px; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; width: 230px; padding-top: 5px"> <p><a title="leila_and_seevar" href="https://web.archive.org/web/20130126031821/http://www.flickr.com/photos/27086036@N02/4213311532/" class="external" target="_blank"><img alt="leila_and_seevar" src="https://web.archive.org/web/20130126031821im_/http://static.flickr.com/2731/4213311532_005a1bf41a.jpg" border="0"/></a></p> <p>Many Iraqi Christians have fled the country. Leila Paulos’ son, Seevar, was kidnapped and only freed after the family paid a ransom. </p> </p></div> <p>Leila Paulos is about to join them. This will be her last Christmas in Baghdad. </p> <p>Her son, Seevar, was kidnapped by criminals, and only freed after the family paid a ransom. </p> <p>For Leila it was the last straw. In a few weeks, her family leave for Sweden. </p> <p>"Of course, its sad to leave Iraq. Its the country of our ancestors, but there’s nothing we can do. Most of the Christians who live in our neighbourhood have left." </p> <p>But there are some signs things are improving. Baghdad is much safer now than two years ago. </p> <p>In the centre of the capital, Christmas decorations are on sale in a way that would not have been possible during the worst of the violence. </p> <p>It’s not just Christians buying them. </p> <p>Two laughing Muslim women show me the contents of their bulging shopping bags: a bright red plastic Father Christmas, and Christmas tree decorations. </p> <p>"Christmas is for everyone, we celebrate Christmas and New Year’s Eve just like the Christians," they tell me. </p> <p>They hope the Christians who have fled Iraq will come back. </p> <p>"This is their country. It’s not for the Muslims, it’s for Christians and Muslims. Iraq used to be a country of all Iraqis, and we hope it will be again." </p> <p>It may take time for those hopes to be realised. This month she moved back to Baghdad with her daughters. </p> <p>"We felt a yearning for Iraq. We missed the people and their kindness. We missed the soil and the trees, and I missed my neighbours," she said. </p> <p>This will be the family’s first Christmas back in their home in Dora, a neighbourhood in Baghdad which saw some of the worst of the sectarian violence. Most of the Christians fled. </p> <p>Intisar hopes things are better now. </p> <p>"Most of my neighbours are Muslims. When I came back they took me by the arms, and they said they’d missed me." </p> <p>It is not just Christians who have faced the threat of kidnappings or bombs since 2003. </p> <p>Despite the improvements in security, Iraqis of all faiths are still afraid of when and where the next explosion will hit. </p> <p>"Our situation is Iraq’s situation," said Bishop Warduni. "Now we pray the situation will become better." </p> <p>The future of Iraq’s Christians is tied to the rest of Iraq. تصريحات صحفية انه قد تمت مخاطبة وزارة الخارجية لإلغاء هذه المذكرة عملا بالمادة (11) منها حيث تعطي الخيار لاي طرف بإلغاء المذكرة ويكون هذا الالغاء ساري المفعول خلال شهر لكن واجه هذا الاقتراح "الرفض من قبل الحكومة" بحجج واهية لا اصل لها من الصحة حسب تعبيرها. <br/>يذكر ان الحكومة وقعت مثل هذه المذكرة مع السويد العام الماضي تقضي بإعادة اللاجئين الى العراق قسرا .</p> </div> </div> <hr/> <div dir="rtl" align="right">لاهاي ( د ب أ) – أعلنت وكالة الشرطة الأوروبية (يوروبول) في لاهاي اليوم الثلاثاء أن أجهزة الشرطة في ألمانيا وسويسرا والعديد من الدول الأوروبية تمكنت من تفكيك شبكة لتهريب البشر تتخذ من العراق قاعدة لها. وجرى اعتقال حوالي 48 مشتبها به خلال مداهمات تم الإعداد لها في إطار تحقيقات بشأن عمليات تهريب البشر. </p> <p>ويعتقد أن الشبكة قامت بتهريب أكثر من خمسة ألاف مهاجر غير شرعي – مقابل ألاف الدولارات من كل شخص – إلى دول أوروبا الغربية بين كانون أول/ ديسمبر 2006 و حزيران/ يونيو 2009 . </p> <p>وجاءت الاعتقالات في إطار عملية حملت اسم " تذكرة للركوب" جرت في بلجيكا وفرنسا واليونان وإيطاليا. </p> <p>وتردد أن شبكة التهريب جلبت معظم المهاجرين من العراق وأفغانستان في شاحنات وسيارات أخرى وقوارب عبر تركيا إلى أوروبا الغربية. ويدفع المهاجر غير الشرعي ما يتراوح بين أربعة إلى ثمانية ألاف دولار. </p> <p>وقالت " يوروبول" إنه تم التنسيق للعملية الدولية بمساعدة الشرطة الإيطالية التي ساعدت في عمليات التحقيق التي دامت أعواما عبر عمليات استخباراتية وتبادل المعلومات بين أجهزة الشرطة
