Afin de pouvoir réaliser la couverture sanitaire universelle, les pays doivent disposer de systèmes de santé solides, efficaces et bien gérés, répondant aux besoins sanitaires prioritaires par le biais de soins intégrés et centrés sur la personne et d'un système de financement des services de santé afin que les personnes ne soient pas en proie à des difficultés financières en raison de leur utilisation de ces services</p> <p>La couverture sanitaire universelle a un impact direct sur la santé de la population. L'accès aux services de santé permet aux individus d'être plus productifs et de contribuer activement au bien-être de leurs familles et communautés. Elle permet également aux enfants de se rendre à l’école et d’apprendre. Parallèlement, la protection contre le risque financier évite que les dépenses de santé directes ne réduisent les malades à la pauvreté lorsqu'ils doivent payer directement pour les services de santé. La couverture sanitaire universelle constitue ainsi une composante essentielle du développement durable et de la réduction de la pauvreté et représente également un élément crucial dans tout effort visant à réduire les inégalités sociales. La couverture sanitaire universelle caractérise véritablement l'engagement d'un gouvernement à améliorer le bien-être de l'ensemble de ses citoyens.</p> <p>La couverture sanitaire universelle s’appuie fermement sur la Constitution de 1948 de l'OMS qui déclare que la santé constitue un droit fondamental de tout être humain, ainsi que sur le programme de la santé pour tous établi par la Déclaration d’Alma-Ata en 1978.
