for sustainable development encompass key areas such as finance, technology, trade and data. There are mixed trends in mobilizing financial resources for development, expanding internet connectivity and and strengthening statistical systems. However, a substantial $4 trillion annual investment gap for developing countries to achieve the SDGs, persistent and crippling issues such as unprecedentedly high external debt levels, and limited access to online connectivity in low-income countries underscore the need for sustained collaboration and enhanced cooperation and support in a landscape of worsening international cooperation and geopolitical tensions.</p><p><strong>Finance</strong></p><p><strong>Target 17.1: </strong>2022 data from approximately 130 countries show that globally, government revenue accounts for approximately 33% of GDP. The average overall tax burden or revenue in the form of taxes is 26% of GDP among advanced economies and 18% of GDP among emerging market and developing economies. In 2019, the overall average of proportion government expenditure funded by taxes was about 66% among advanced economies and 61% among emerging market and developing economies. The overall average sharply declined following the pandemic to about 52% in 2020 but rebounded in 2021 and 2022 for both groups of economies (to 62% for advanced economies and 59% for emerging and developing countries), however, still lower than the pre-pandemic level.</p><p><strong>Target 17.2: </strong>In 2023, ODA by member countries of the Development Assistance Committee (DAC) amounted to $223.7 billion, representing 0.37% of DAC members’ combined GNI. Total ODA in 2023 rose by 1.8% in real terms compared to 2022 and by 47% compared to 2015. This was the fifth consecutive year ODA reached a new high. The increase was primarily due to aid for Ukraine, humanitarian aid and contributions to international organisations.</p><p><strong>Target 17.3:</strong> o In 2022, financial resources for developing countries from multiple sources reported by 101 bilateral and multilateral providers amounted to $276.6 billion in official resources, $55.3 billion mobilized from private finance and $10.2 billion from private grants for development. Sustainable development grants (both official and private) decreased in 2022, compared to 2021. However, sustainable concessional development loans increased by 6%, while non-concessional loans decreased and mobilized private finance increased by 21%, compensating the decrease of 2021. </p><p>o Global Foreign Direct Investment (FDI) flows in 2023 amounted to an estimated $1.37 trillion, a marginal increase over 2022. However, the increase was due largely to higher values in a small number of conduit economies; excluding these conduits, global FDI flows were 18% lower. The number of international investment projects announced in developing countries in sectors relevant to the SDGs – including infrastructure, renewables, water and sanitation, food security, health and education – remained flat. </p><p>o The annual SDG investment gap in developing countries is now about $4 trillion. If the SDG investment needs to 2030 are to be met, some $30 trillion of additional investment must be found over the next eight years. More than half of the gap, or $2.2 trillion, relates to the energy transition alone. </p><p>o In the post-COVID period, remittances have proved to be resilient and become a premier source of external finance for developing countries. In 2022, remittance flows to low- and middle-income countries increased by 8%, to reach $647 billion. This increase is remarkable, given that it followed a 10.6% growth rate in 2021. The remittance growth rate is expected to moderate to about 4% in 2023.</p><p><strong>Target 17.4: </strong>The external debt stock level of low- and middle-income countries decreased in 2022 for the first time since 2015, to $9.0 trillion in 2022 from $9.3 trillion in 2021. Despite the slight decrease in 2022, external debt stock levels remained unprecedentedly high following more than a decade of rapid debt accumulation. Moreover, going forward, interest costs both in nominal terms and in relation to GNI and export revenue are expected to increase given the aggressive rise in global interest rates to tame inflation and could become increasingly burdensome by crowding out spending on other priorities for many low- and middle-income countries.</p><p><strong>Target 17.5: </strong>The number of countries that actively promote outward foreign direct investment to developing countries, including least developed countries, remains limited. In 2023, at least 50 countries, including 19 emerging or developing economies, had at least one type of investment promotion mechanism for outward foreign direct investment in place. However, out of those, only 23 countries have adopted an outward foreign direct investment promotion scheme specifically targeting developing countries, including least developed countries.</p><p><strong>Information and communications technology</strong></p><p><strong>Target 17.6:</strong> Fixed-broadband subscriptions continue to grow steadily, at an average annual growth rate of 6.4% between 2015 and 2023, reaching 19 subscriptions per 100 inhabitants in 2023 globally. Nevertheless, while fixed connections are common among households in upper-middle-income and highincome countries, they are nearly non-existent in low-income countries due to high prices and a lack of infrastructure.</p><p><strong>Target 17.8:</strong> Approximately 67% of the world’s population, or 5.4 billion people were online in 2023. This represents a growth of 4.7% since 2022, a higher increase than that recorded from 2021 to 2022 at 3.5%. While there was an uptick in the increase in the number of Internet users during the COVID-19 pandemic, in the last three years growth rates in the number of Internet users were back to pre-pandemic levels. </p><p><strong>Data, monitoring and accountability</strong></p><p><strong>Target 17.18:</strong> o One of the far-reaching effects of the COVID-19 pandemic was the limited ability of national statistical offices to collect recent data for the Sustainable Development Goals. This was reflected in a drop in average data coverage scores in the Open Data Inventory (ODIN). Despite the recent decrease in data production capabilities, a comparison of ODIN coverage scores from 2017 to 2022 shows that the scores of low- and middle-income countries have increased at the same pace as high-income countries. </p><p>o Globally, scores on the Data Sources Performance Index (Statistical Performance Indicators Pillar 4) and Data Infrastructure Performance Index (Statistical Performance Indicators Pillar 5) have been improving since 2016. Data sources improved by only 3 points, held back in part because of COVID disruptions, while data infrastructure—meaning both the hard and soft infrastructure needed to produce data are available—has increased by around 14 points. </p><p>o In 2023, 159 countries and territories reported having national statistical legislation in compliance with the Fundamental Principles of Official Statistics, representing a significant increase from 132 in 2019 and marking the fastest annual growth of 10 countries. </p><p>o In 2023, a total of 163 countries and territories reported having implemented a national statistical plan, marking an increase from 143 in 2019 and 156 in 2022. Of these, 109 plans were fully funded, up from 91 in 2019 and 100 in 2022. These trends suggest a recovery from the long-term disruptions caused by the pandemic on the planning and execution of statistical activities.</p><p><strong>Target 17.19: </strong>There has been a resurgence in international support for the development of data and statistics, reaching $799 million in 2021 and 26/26 representing a 14% increase from 2020 and a substantial 44% increase from 2015. Notably, 2021 marked the first time that multilateral aid providers emerged as the main source of funding.</p> </section> <section class="progress-2023 text-formatted" style="display:none"> <p>Progress towards achieving SDG17 has been mixed. On the one hand, there have been some advances in areas such as development aid, remittances flows, and access to technology. However, funding for development remains a major challenge, particularly in lowincome countries. Additionally, geopolitical tensions and the rise of nationalism in some parts of the world have made it more difficult to achieve international cooperation and coordination. Many developing countries are battling record inflation, rising interest rates and looming debt burdens, competing priorities, and limited fiscal space. A major surge in concerted action is needed to ensure developing countries have access to the financing and technologies needed to accelerate SDG implementation.</p><p>Based on 2021 data from approximately 130 economies, government revenue accounted for approximately 33% of GDP on average. In addition, the average overall tax burden or revenue in the form of taxes was 26% of GDP among advanced economies and 17% of GDP amongst emerging market and developing economies. The proportion of government expenditure funded by taxes has been stable within each region and worldwide has tended to converge. The overall average was about 66% among advanced economies and 60% among emerging market and developing economies in 2019, but sharply declined to about 52% in 2020 before rebounding to about 58% in 2021 for both groups of economies.</p><p>Net ODA flows amounted to $206 billion (current price in 2022, an increase of 15.3% in real terms compared to 2021). This is the highest growth rate in record, mainly due to domestic spending on refugees and aid for Ukraine. However, total ODA as a percentage of GNI continues to remain below the 0.7% target, reaching 0.36% in 2022 compared to 0.31% in 2021. Moreover, net bilateral ODA flows to countries in Africa totalled $34 billion in 2022, representing a drop of 7.4% in real terms compared to 2021.</p><p>The COVID-19 pandemic reshaped development spending, driving significant increases in financial resources mobilized for developing countries from multiple sources. Official sustainable development grants passed the $100 billion mark in 2020 and reached $118 billion in 2021. Official concessional loans amounted to $55 billion and official non-concessional loans to $107 billion in 2021, increases of 37% and 51%, respectively compared with 2019. But this is a long way from what is needed to enable developing countries to invest in the transitions needed to achieve the goals, estimated at some USD 3.9 trillion between now and 2030.</p><p>Debt levels of advanced and low- and middle-income countries reached record highs during the pandemic, increasing the likelihood of adverse consequences on economic growth. Total external debt of low- and middleincome countries increased by 5.6% in 2021 to $9 trillion, driven primarily by an increase in short-term debt. As of November 2022, 37 out of 69 of the world’s poorest countries were either at high risk or already in debt distress, while one in four middle-income countries, which host the majority of the extreme poor, were at high risk of fiscal crisis.</p><p>In 2022, an estimated 66% of the world’s population (5.3 billion) used the Internet, compared with 41% (3 billion) in 2015. Globally, 259 million more men than women used the Internet in 2022. There has been slower growth in the number of Internet users compared to the height of the pandemic, meaning that without increased investment in infrastructure and digital skills, the aim of connecting everyone by 2030 will remain elusive.</p><p>Fixed-broadband subscriptions continue to grow steadily, at an average annual growth rate of 6.7% over the last 10 years, reaching 18 subscriptions per 100 inhabitants in 2022 globally, up from 11 subscriptions in 2015. While fixed connections are common among households in upper-middleincome and high-income countries, they are nearly non-existent in low-income countries due to high prices and a lack of infrastructure.</p><p>The total trade of tracked Environmentally Sound Technologies (ESTs) in 2020 was $2,364 billion, an increase of 5% since 2015.</p><p>The worldwide weighted tariff average was about 2% in 2020- unchanged since 2017, however, a decline from 2.6% in 2015. The latest figures from 2020 indicate that agriculture and clothing products continue to face the highest tariff rates at about 6%, followed by textiles at 4% and industrial products at 1.4%. The special tariff treatment that developed countries offer to developing countries, SIDs, and LDCs remains unchanged.</p><p>In 2021, the share of LDCs' exports in global merchandise trade amounted to 1.05% and has remained almost constant for the last three years. The target of doubling the share of LDCs’ exports by 2020, from its value of 1.03% in 2011, has therefore not been met. The share of all developing countries’ exports in global merchandise trade reached 44.4% in 2021, a share 3.1 percentage points larger than in 2016. It has increased almost continuously over the last five years.</p><p>In 2022, 147 countries and territories reported having national statistical legislation compliant with the Fundamental Principles of Official Statistics. In 2022, 156 countries and territories reported implementing a national statistical plan with 100 of the plans fully funded, compared to 81 countries implementing a national statistical plan with 17 fully funded in 2016. However, due to long-lasting impacts of the pandemic and limited human and financial capacity in strategic planning, many national statistical offices are implementing expired strategic plans for their statistical activities, which may not fully cover their evolving development objectives and emerging demands for data.</p><p>International funding for data and statistics amounted to $542 million in 2020, a decrease of over $100 million and $155 million from funding levels in 2019 and 2018, respectively. This rate is also a decline of 16% since 2015. While this decrease could be partially attributed to pandemic-induced funding and policy shifts, it could reflect the long-standing challenges in mainstreaming data activities, the limited pool of donors, and the low strategic priority of statistics.</p><p>Source: Progress towards the Sustainable Development Goals: Towards a Rescue Plan for People and Planet - Report of the Secretary-General (Special Edition)</p> </section> <section class="progress-2022 text-formatted" style="display:none"> <p>Despite a strong rebound of global foreign direct investment and remittance flows, many developing countries are left with competing priorities for limited fiscal space and are finding it harder than ever to recover economically. With the pandemic far from over and vaccine distribution grossly unequal across the globe, the re is a threat of a “two-tiered” COVID-19 pandemic recovery. With the global system facing a multitude of crises across the social, health, environmental and peace and security spectrum, there is an urgent need for scaled-up international cooperation focused on finding lasting solutions.</p><p><strong>Finance</strong></p><p>Based on most recent data, across approximately 130 economies, government revenue accounted for approximately 33 per cent of GDP on average in 2020. In addition, the average overall tax burden or revenue in the form of taxes was 25 per cent of GDP among advanced economies and 16 per cent of GDP among emerging market and developing economies.</p><p>Net official development assistance (ODA) flows amounted to $177.6 billion (current price) in 2021, a new peak, representing an increase of 3.3 per cent in real terms compared with 2020. This is equivalent to 0.33 per cent of Development Assistance Committee donors’ combined gross national income (GNI), up from 0.32 per cent in 2020 but below the target of 0.7 per cent of GNI for ODA. Since the Sustainable Development Goals were adopted in 2015, net ODA has increased by 20 per cent.</p><p>Global foreign direct investment flows showed a strong rebound in 2021, up 7 per cent to an estimated $1.65 trillion from less than $1 trillion in 2020 and surpassing their pre-pandemic level.</p><p>Despite the COVID-19 pandemic, remittance flows to low- and middle-income countries were projected to have grown by a strong 7.3 per cent to reach $589 billion in 2021.</p><p><strong>Information and communications technology</strong></p><p>The latest data show that uptake of the Internet accelerated during the pandemic. The number of users surged by 782 million to reach 4.9 billion people in 2021 or 63 per cent of the population, up from 4.1 billion people in 2019. Globally, in 2020, 62 per cent of men were using the Internet compared with 57 per cent of women.</p><p>Fixed broadband subscriptions continue to grow steadily, attaining a level of 17 subscriptions per 100 inhabitants on a global average in 2021. In the least developed countries, despite double-digit growth, fixed broadband remains a privilege of the few, with only 1.4 subscriptions per 100 inhabitants.</p><p>Growth in trade of environmentally sound technologies over 2015–2020 was 5 per cent which, while positive, represented a drop in the overall growth rate prior to the COVID-19 pandemic (the growth rate having been 8 per cent over 2015–2019). While the pandemic has had a negative impact on international trade, those countries with strong economies, large manufacturing and/or financial bases and a focus on innovation are increasing their investment and trade in environmentally sound technologies.</p><p><strong>Trade</strong></p><p>Tariff rates have remained unchanged amid the pandemic. The worldwide weighted tariff average remains stable at about 2 per cent. The latest figures from 2020 indicate that agriculture and clothing products continue to face the highest tariff rates at about 6 per cent, followed by textiles at 4 per cent and industrial products at 1.4 per cent.</p><p>In 2020, the share of least developed countries’ exports in global merchandise trade amounted to 1.03 per cent. The average tariff applied to developing countries’ products has remained stagnant since 2011, highest for clothing and agriculture (both at 8 per cent) and textiles (5 per cent).</p><p><strong>Data, monitoring and accountability</strong></p><p>In 2021, 142 countries and territories reported having national statistical legislation compliant with the Fundamental Principles of Official Statistics, up from 136 in 2020 and 107 in 2016.</p><p>In 2021, a total of 150 countries and territories reported implementing a national statistical plan, up from 132 in 2020, with 84 of the plans fully funded. The pandemic has delayed the development of new national statistical plans worldwide, meaning that many national statistical offices are implementing expired statistical plans which may not fully cover their evolving development objectives.</p><p>Between 2018 and 2019, ODA for data and statistics rose to $662 million. However, this amount is less than the commitment received in 2016 ($674 million). The overall trend of funding for data and statistics has remained stagnant in recent years, with only 0.3 per cent of total ODA dedicated to this area.</p><p>For the period 2016–2020, 148 countries have birth registration data that are at least 90 per cent complete and 154 countries have death registration data that are at least 75 per cent complete. In addition, there is severe pressure on FDI, which is expected to fall by 40 per cent. The fiscal impacts of the pandemic are leading to debt distress in countries and territories and limiting their fiscal and policy space for critical investments in recovery (including accessing vaccines), climate change and the Goals, which threatens to pro long recovery periods. The pandemic has focused attention on the crucial role of global partnerships. The interconnected global economy requires a global response to ensure that all countries and territories, in particular developing countries, can address the compounding and parallel health, economic and environmental crises in order to recover better.</p><p><strong>Finance</strong></p><p>As of 2019, across approximately 130 economies, government revenue, including taxes, social contributions and grants, accounts for approximately 33 per cent of GDP on average. In addition, the average overall tax burden or revenue in the form of taxes is 25 per cent of GDP in advanced economies and 17 per cent of GDP in emerging market and developing economies. The average proportion of gover nment expenditure funded by taxes is 67 per cent in advanced economies and 62 per cent in emerging market and developing economies.</p><p>Net ODA flows were $161 billion in 2020, an increase of 7 per cent in real terms compared to 2019 and the highest level ever recorded. This is equivalent to 0.32 per cent of the combined gross national income of Development Assistance Committee donors, up from 0.3 per cent in 2019 but below the target of 0.7 per cent of gross national income for ODA. The increase in ODA is owing in part to the support of Committee members for an inclusive global recovery in the light of the pandemic and in part to an increase in bilateral sovereign lending by some lending members.</p><p>Global flows of FDI were under severe pressure in 2020. These vital resources are expected to have fallen by 40 per cent from $1.5 trillion in 2019 to less than $1 trillion for the first time since 2005, undoing the already lacklustre growth in international investment over the past decade. International private sector investment flows to developing and transition economies in sectors relevant for the Goals were also on course to fall by about one third in 2020.</p><p>Despite the COVID-19 pandemic, remittance flows to low- and middle-income countries and territories reached $540 billion in 2020, just 1.6 per cent below the total of $548 billion for 2019.</p><p>By the end of 2020, the cumulative number of countries and territories that have signed or adopted bilateral investment treaties with the least developed countries and developing economies reached 121 and 183, respectively. The number of countries and territories with bilateral investment treaties in force or implemented reached 102 and 173, respectively. The rate of new countries and territories signing such treaties has slowed in recent years, following a rapid increase in the 1990s.</p><p><strong>Information and communications technology</strong></p><p>As of 2019, just over half of the world’s population was online, with a large digital divide observed among regions. For example, while 85 per cent of the population in Europe and Northern America had Internet access, only 20 per cent were connected in the least developed countries.</p><p>While fixed-broadband subscriptions continue to increase, growth in subscriptions slowed to 2.7 per cent in 2020. In developed countries, there were more than 33 subscriptions per 100 inhabitants, representing a high penetration rate, while the number in developing countries stood at 11.5 per 100 inhabitants. In the least developed countries, fixed networks are almost completely absent, with only 1.3 subscriptions per 100 inhabitants.</p><p><strong>Capacity-building</strong></p><p>Total ODA for capacity-building and national planning amounted to $35.9 billion in 2019 and represented 14 per cent of total sector allocable aid, a figure that has been stable since 2010. The main sectors assisted were energy policy, public administration and the financial sector, which received a total of $13.8 billion.</p><p><strong>Trade</strong></p><p>For the period from 2017 to 2019, the worldwide weighted tariff average has remained steady at around 2 per cent. Agriculture and clothing still have the highest tariff averages at around 6 per cent, followed by textiles at around 4 per cent. In 2019, small but relatively more significant improvements were recorded for two important sectors, textiles and clothing, in the least developed countries and developing countries.</p><p>The share of least developed country exports in global merchandise trade remained constant at 1 per cent in 2019, having stagnated over the past decade after significant improvement from 2000 to 2010. The target of doubling the share of least developed country exports worldwide to 2 per cent by 2020 from their 2011 level is unlikely to be achieved. For developing countries, the share in world merchandise exports has remained constant at about 45 per cent since 2012. In 2019, the share of the least developed countries in world services exports stood at 0.8 per cent, while the share of developing countries in those exports has levelled off since 2012, reaching 30.2 per cent in 2019.</p><p>After reaching its lowest level of 1.1 per cent in 2011, the average tariff applied by developed countries to imports from developing and least developed countries in 2019 has remained unchanged owing to a lack of new commitments by developed countries. At the sectoral level, clothing and textiles have remained stable at their peak of 8 and 5 per cent, respectively, since 2011.</p><p><strong>Data, monitoring and accountability</strong></p><p>From 2016 to 2018, the extent to which development cooperation providers used country-owned results frameworks and planning tools in the design and monitoring of new development projects decreased from 64 per cent to 62 per cent on average. Multilateral providers use the frameworks and planning tools for those purposes to a larger extent than bilateral providers (66 per cent compared to 57 per cent).</p><p>Of 114 countries and territories providing or receiving development cooperation, fewer than half (56 countries and territories) reported overall progress in 2018 towards strengthening multi-stakeholder partnerships for development with a view to achieving the Goals.</p><p>In 2020, 122 Member States reported having national statistical legislation that was compliant with the Fundamental Principles of Official Statistics. The proportions of compliant Member States exceed 40 per cent for almost all regions and country groups, except for the least developed countries, which also experienced their fastest progress before 2020. Nevertheless, 2020 was the year in which the least progress was made since 2015.</p><p>Also in 2020, 132 countries and territories reported implementing a national statistical plan, with 84 having fully funded plans. Only 4 out of 46 (8 per cent) of the least developed countries reported having fully funded national statistical plans. Countries and territories could face more difficulties in implementing and funding national statistical plans owing to rescheduled and costly activities, such as census and household surveys, that were postponed until 2021 because of the pandemic.</p><p>ODA for data and statistics increased from $591 million in 2015 to $693 million in 2018. Almost every region received more support in 2017 and 2018 than from 2015 to 2016. Despite the progress made in the first four years, the trend of support for data and statistics may be reaching a bottleneck, as nowcasts indicated that there was no significant increase in 2019. While the need for reliable data continues to increase, including to address and mitigate the impacts of the pandemic, many countries and territories still lack the resources to produce reliable data.</p><p>For the period 2015–2019, 146 countries and territories have birth registration data that are at least 90 per cent complete and 151 countries and territories have death registration data that are at least 75 per cent complete. Therefore, about 60 per cent of countries and territories worldwide meet both criteria. It is projected that the pandemic may cause global FDI to shrink by 30 to 40 per cent in the period 2020 –2022.</p><p>Remittance flows to lower-middle-income countries are estimated to have reached</p><p>$554 billion in 2019, exceeding official aid by a factor of three since the mid-1990s. In 2019, remittances overtook FDI flows to lower-middle-income countries, according to estimates. However, growth in remittance flows slowed to 4.7 per cent in 2019, compared with a robust 8.6 per cent in 2018. Global remittances are projected to fall to</p><p>$445 billion, or by 20 per cent, in 2020 owing to the pandemic.</p><p>Globally, government revenue accounted for approximately 30 per cent of GDP in 2018, remaining stable compared with previous years, but with wide variation among countries. The average overall tax burden (revenue in the form of taxes) was 25 per cent of GDP among advanced economies and 17 per cent of GDP among emerging markets and developing economies. Yet, significant challenges remain: ODA is declining, private investment flows are not well aligned with sustainable development, there continues to be a significant digital divide and there are ongoing trade tensions. Enhanced international cooperation is needed to ensure that sufficient means of implementation exist to provide countries the opportunity to achieve the Sustainable Development Goals.</p><p><em>Finance</em></p><ul><li>Net ODA flows totalled $149 billion in 2018, down 2.7 per cent in real terms from 2017, with a declining share going to the neediest countries. In 2018, remittance flows to low- and middle-income countries reached $529 billion, an increase of 9.6 per cent over 2017.</li><li>The average overall rate of taxation among the Group of 20 and other advanced economies was around 23 per cent of GDP in 2018, compared with 18 per cent among the developing and emerging market economies. Assessing an appropriate level of “tax burden” (revenue in the form of taxes) is a critical element of fiscal policy with implications for economic growth.</li></ul><p><em>Information and communications technology</em></p><ul><li>At the end of 2018, more than half the world’s population (3.9 billion people) had access to the Internet – a step towards a more inclusive global information society. In 2018, doubt was cast over the future of a sound multilateral trading system under WTO, as there were significant trade tensions among large economies.</li><li>Despite a slight upturn in 2017, the share of least developed countries in world merchandise exports remains just below 1 per cent. The slow growth could lead to missing the trade target set by the Istanbul Programme of Action – to double the least developed countries’ share of global exports by 2020. The exports from least developed countries will have to grow approximately four times faster than global exports to see their share doubled in two years.</li><li>Preferential tariffs applied to imports from the least developed countries and developing countries in the developed markets remained unchanged in 2017. While the clothing sector continued to be strongly protected in these markets, the exports from least developed countries benefited from the high preferential margins – 5.9 percentage points – in this sector.</li></ul><p><em>Systemic issues</em></p><ul><li>Bilateral development partners’ respect for country policies declined from 64 per cent in 2016 to 57 per cent in 2018. Some 76 per cent of new development projects and programmes aligned their objectives to those defined in the country strategies and/or plans in 2018. However, only around half of result indicators – 52 per cent – for these interventions were drawn from country-owned result frameworks and only 44 per cent of result indicators were monitored using data and statistics from government monitoring systems.</li><li>In 2018, 51 of 114 countries reported overall progress towards strengthening multi-stakeholder partnerships and the means of implementation of the 2030 Agenda. Improvements were reported with regard to the quality and use of public financial management and reporting systems for development cooperation activities and flows channelled through the public sector. However, this amount accounts for only 0.33 per cent of total ODA. Over the past four years, countries in sub-Saharan Africa benefited most ($932 million), followed by Central and South Asia ($180 million) and Latin America and the Caribbean ($177 million). For developing countries to meet the data needs of the Sustainable Development Goals, current donor support for data and statistics will need to increase by nearly $200 million per year.</li><li>Population and housing censuses are a primary source of the disaggregated data needed to formulate, implement and monitor development policies and programmes. Seven countries met the United Nations target for ODA of 0.7 per cent of gross national income in 2015: Denmark, Luxembourg, the Netherlands, Norway, Sweden, the United Arab Emirates and the United Kingdom.</li></ul><p> </p><p><strong>Information and communications technology</strong></p><p> </p><ul><li>Fixed-broadband services remain largely unaffordable and unavailable across much of the population in developing regions, highlighting digital divides in access to high-speed, high-capacity Internet services. By 2015, fixed-broadband penetration had reached 29 per cent in developed regions, but only 7.1 per cent and 0.5 per cent, respectively, in developing regions and the least developed countries. Major disparities are also found in Internet use. In developing regions, one third of the population is online versus 1 in 10 people in the least developed countries. Data also reveal that more men than women are online. In 2015, globally, the Internet user penetration rate was about 11 per cent lower for women than for men. The gender gap is even higher in developing regions (15 per cent) and highest in the least developed countries (29 per cent).</li></ul><p> </p><p><strong>Capacity-building</strong></p><p> </p><ul><li>Net ODA for capacity-building and national planning amounted to $23 billion in 2014; of that total, sub-Saharan Africa received $6 billion and Southern and Central Asia received $4.6 billion. The main sectors receiving assistance were public administration, environment and energy, which together were allocated a total of $9.3 billion.</li></ul><p> </p><p><strong>Trade</strong></p><p> </p><ul><li>The weighted average of applied tariffs has been decreasing over time, but still varies widely across regions and country groups on main product sectors. Average agricultural tariffs on imports coming into Asia, for instance, are the highest in the world, at around 27 per cent for Southern Asia and 20 per cent for Eastern Asia in 2015, under most-favoured nation status.</li><li>In 14 years, the least developed countries’ share in world merchandise exports nearly doubled, from 0.6 per cent in 2000 to 1.1 per cent in 2014. The key driver of export growth during that period was a massive rise in the price of fuel, ores and metals, reflecting a high demand in developing countries, notably China. In services, the least developed countries increased their share of world exports to 0.8 per cent in 2014 ($40 billion), up from 0.5 per cent in 2005.</li></ul><p> </p><ul><li><p><strong>Data, monitoring and accountability</strong></p><p> </p><ul><li>The requirements of the indicators developed in the context of the Millennium Development Goals have fostered stronger national statistical plans and systems. The number of countries with a national statistical plan increased in some regions between 2010 and 2015, including in sub-Saharan Africa and the least developed countries. However, the overall number of plans declined from 56 to 54 among the countries being observed, since the time period of some existing plans expired.</li><li>Financial support for statistical capacity amounted to $325 million in 2013, compared with $379 million in 2010. However, assistance to the least developed countries, in this regard, tripled during the period and reached $265 million. Despite an increasing awareness of the importance of statistics for evidence-based policymaking and development, the share of ODA dedicated to statistics hovered at around 0.3 per cent between 2010 and 2013.</li><li>Population and housing censuses are a primary source of the disaggregated data needed for formulating, implementing and monitoring development policies and programmes. During the 10-year period spanning from 2006 to 2015, 90 per cent of countries or areas around the world conducted at least one population and housing census.</li><li>Over the period 2005-2014, birth registration data were available for 183 out of 230 countries or areas, whereas death registration data were available for 157. Only 58 per cent of developing countries with available data have birth registration coverage of 90 per cent or more; 71 per cent of developing countries with available data have death registration coverage of 75 per cent or more.
