In terms of the Constitution Maliki is right, constitutionally the council has no right to declare autonomy — that can only be done by the people of the governorate in a referendum. Far more revealing and ominous is that Maliki denounced the region as "a safe haven for Baathists".</p> <p>Salah ad Din has been a hotbed of resistance to the American invaders and their GZG allies. It’s been subjected to one crackdown after another and has been starved of development funds. Over the last few months the GZG government egged on by the Americans has engaged in a particularly heavy handed crackdown on officials, academics, and former army officers. For many in the governorate the last straw came with the demotion of 140 professors and university personnel over the last few weeks. This comes on top of compulsory purchasing of property and forcible removal of inhabiatants around the Shrines in Samarra. </p> <p>Last Thursday the Governorate’s council voted for autonomy which they have followed up by saying they will approach the ministerial council in order to activatie the constitutional and legal procedures to set an autonomy referendum in place. </p> <p>Other than as a symptom of the GZG’s lack of political legitimacy across swathes of Irak I’m not inclined to take the bid for autonomy seriously <em><strong>yet</strong></em>. As matters stand it’s more of a warning shot to Maliki and his cohorts that unless they start to implement the power-sharing they’ve been promising for years that all hell military and political will once again break loose in Salah ad Din. Sadly Maliki has chosen to respond in his usual heavy handed way. آخرين بتفجير مزدوج استهدف بعبوتين ناسفتين انفجرتا مساء الخميس بالتزامن قرب محال تجارية في ساحة صباح الخياط في منطقة اور شرق العاصمة. <br/>وذكر مصدر في الشرطة للسومرية نيوز إن العبوة الاولى انفجرت قرابة الساعة الساعة من مساء الخميس عند نقطة تفتيش مشتركة للجيش والشرطة عند مدخل الساحة، وبعدها بدقائق قليلة انفجرت العبوة الثانية لدى تجمهر المواطنين وعناصر الامن في موقع الانفجر الاول، لافتا إلى ان اغلب الضحايا سقطوا بفعل انفجار العبوة الثانية. <br/>وفي ديالى، قتل رجل وابنه واصيبت زوجته وابنته بجروح خطرة في هجوم مسلح شنه مجهولون صباح الجمعة على منزل سكني في الضواحي الجنوبية لناحية بني سعد. <br/>وفي بابل، قتل شخصان واصيب اثنان آخران مساء الخميس بانفجار عبوة ناسفة كانت مركونة على جانب طريق عام في ناحية الاسكندرية شمال المحافظة. <br/>كما تضرر منزل يعود لضابط في الجيش العراقي السابق بانفجار عبوة ناسفة زرعها مجهولون صباحا بالقرب من المنزل الواقع في منطقة الحصوة شمال بابل. </p> </p></div> <p>شبكة اخبار العراق-أفاد مصدر في الشرطة العراقية الجمعة بأن حصيلة التفجير المزدوج شرق بغداد ارتفعت إلى 103 بين قتيل وجريح.وقال المصدر إن حصيلة تفجيري حي أور شرق بغداد أمس، ارتفعت إلى 32 قتيلا و71 جريحا بينهم عناصر من الشرطة والجيش وأضاف المصدر الذي طلب عدم الكشف عن اسمه أن حالة بعض الجرحى حرجة بسبب شدة التفجير وكان مصدر في الشرطة العراقية أفاد مساء أمس الخميس بأن عبوة ناسفة كانت مزروعة قرب محل لبيع المواد الغذائية في ساحة صباح الخياط بمنطقة حي أور شرق بغداد انفجرت مما أسفر عن سقوط عدد من القتلى والجرحى وعند تجمع المواطنين انفجرت عبوة أخرى كانت مزروعة في نفس المكان مما أسفر عن سقوط قتلى وجرحى بينهم عناصر من الجيش والشرطة مشيرا الى أن حصيلة التفجيرين بلغت 58 قتيلا وجريحا بينهم عدد من أفراد الجيش والشرطة.</p> <p><strong>الآلاف يتظاهرون في مدن صلاح الدين تأييداً لإعلانها إقليماً فدرالياً </strong></p> <p>شبكة اخبار العراق-تظاهر الآلاف في عدد من مدن صلاح الدين الجمعة تأييداً لقرار مجلس المحافظة إقامة إقليم فيدرالي، فيما طالبواً بالإفراج عن الذين اعتقلوا مؤخراً من قبل الحكومة المركزية.وقال مصدر إن أقضية سامراء والضلوعية وتكريت والشرقاط، وناحية يثرب في صلاح الدين شهدت بعد صلاة الجمعة انطلاق تظاهرات حاشدة لتأييد إعلان قرار المحافظة إقليماً فدرالياً مؤكداً أن الدعوات للتظاهر جاءت من قبل أئمة المساجد. وأضاف المصدر أن المتظاهرين رفعوا لافتات كتب عليها "نعم نعم للإقليم" و"لا لتقسيم العراق" و"لا للتهميش والطائفية والاعتقالات" و"كلنا مع حكومة صلاح الدين في إقامة إقليم ضمن العراق الموحد" مشيراً إلى أن المتظاهرين طالبوا أيضاً بالإفراج عن الذين نفذت بحقهم حملات الاعتقال الأخيرة بأمر مؤتمر صحافي إن مجلس المحافظة صوت خلال جلسة اليوم الخميس على اعتبار المحافظة إقليما اقتصاديا وإداريا ضمن العراق الموحد، مبينا أن التصويت تم بثلثي الأعضاء الحاضرين والبالغ عددهم عشرين عضواً بغياب ممثلي ائتلاف دولة القانون. <br/>وبذلك تكون صلاح الدين أول إقليم في العراق بعد سقوط النظام الدكتاتوري السابق عام 2003، وثاني إقليم بعد إقليم كردستان الذي تشكل عام 1991م.</p> </div> </div> <hr/> <div <p>اعلنت وزارات الدفاع والداخلية والصحة عن مقتل مئة وسبعة وسبعين شخصا بينهم مئة واثنان من المدنيين واصابة مئتين وستة وستين اخرين بينهم مئة وخمسة من المدنيين، جراء اعمال عنف وقعت في مناطق متفرقة من البلاد خلال شهر ايار المنصرم . المصادر العراقية اشارت ايضا الى مقتل ثلاثين عسكريا وخمسة واربعين شرطيا. وتعتبر هذه الحصيلة الشهرية الادنى خلال العام الحالي وتمثل في الوقت نفسه انخفاضا بنحو ستة عشر بالمئة مقارنة بحصيلة ضحايا شهر نيسان الذي قتل خلاله مئتان واحد عشر عراقيا. الحصيلة اشارت ايضا الى مقتل اثنين وثلاثين ارهابيا واعتقال مئة وخمسة وخمسين خلال شهر ايار. </p> </p></div> <p><strong>ازدياد عمليات الاغتيال المستهدفة مختاري الاحياء السكنية في بعقوبة </strong></p> <p>كشف مسؤول حكومي في بعقوبة مركز محافظة محافظة ديالى اليوم عن ازدياد حالات اغتيال المختارين داخل مركز المدينة خلال الفترة الأخيرة .</p> <p>وأوضح مصدرمسؤول إن خمسة مختارين قتلوا خلال الفترة الأخيرة داخل في بعقوبة على يد مسلحين مجهولين بواسطة الأسلحة الكاتمة للصوت والعبوات اللاصقة.وأضاف المصدر إن 12 مختارا اضطروا إلى ترك مهام عملهم بعد تلقيهم تهديدات بالتصفية الجسدية.</p> <p><strong>المالكي يشكل لجنة خاصة لإجراء مشاورات سرية للتمديد للأمريكان </strong></p> <p>كشفت مصادر مطلعة من داخل المكتب الخاص لرئيس وزراء حكومه المنطقة الخضراء نوري المالكي، عن تشكيل المالكي لجنة سرية بإشرافه المباشر بغية إكمال المشاورات السرية مع الجانب الامريكي بما يتعلق بالإتفاقية الأمنية الثانية والتمديد للقوات الأمريكية بعد نهاية العام الحالي. وقالت المصادر التي فضلت عدم الإشارة اليها بالأسم، ان لجنة سرية شكلت بإشراف المالكي شخصيا وبمشاركة مستشاره القانوني فاضل محمد جواد وفريق من وزارة الخارجية بعلم من وزير الخارجية هوشيار زيباري لإكمال بنود الإتفاقية الأمنية الثانية . واشارت المصادر ان واشنطن تريد توقيع بروتوكل مع الحكومة بصورة مباشرة تتضمن بنودها اعطاء حق للامريكيين بفتح عدد كبير من القنصليات في محافظات العراق وتوزيع ماتبقى من الجيش الامريكي على هذه القنصليات بحجة حمايتها. الى ذلك أكدت غالبية الكتل النيابية ضرورة أن تكون جلسة البرلمان المتعلقة بمناقشة الوجود الاميركي علنية وان تبحث القضية بعيدا عن الاستعراضات والتوترات. وكان التيار الصدري قد اعلن انه بصددِ رفع دعوى قضائية ضد الحكام والمسؤولين العرب الذين ساهموا في احتلال العراق. وجاءت الدعوى بعد ان كشف مركزُ الدراسات المستقبلية التابع لمجلس الوزراء المصرى عن معلومات تفيد بتورط مسؤولين مصرين من النظام السابق فى غزو العراق، مشيرا الى لقاءٍ ضَم جمال مبارك وجورج بوش في واشنطن قبل ثلاثة اشهر من الغزو وقال التقرير اِنه تضمن تزويدَ الامريكان بمعلومات تحث الجانب الامريكي على غزو العراق بينما أكد مصدر في التحالف الوطني ان التقاربَ بين رئيس الوزراء وزعيم القائمة العراقية يهدف الى تكوين جماعةِ ضغط نيابي لتمديد بقاء الجيش الامريكي. وأضاف المصدر اِن الغرضَ من وراء احياء المفاوضات بين العراقية ودولة القانون هو تكوينُ لوبيِ داخل البرلمان يضمُ الكتلتين فضلا عن التحالف الكردستاني لدعم المالكي في حال قررَ التمديد لبقاء القوات الامريكية. واشار المصدر الى ان التصريحات الحادة التي ادلى بها علاوي مؤخرا ضد ائتلاف المالكي تهدفُ الى الضغط على رئيس الوزراء من اجل تنفيذ مطالب العراقية كشرط للانضمام الى هذا المشروع . واوضح المصدر اَن العراقيةَ لديها سيناريو من المطالب يتضمن استبدال بعض المؤسسات باخرى جديدة يتولى قيادتها بعض الشخصيات التي تدعمها كذلك الغاءُ هيئة المساءلة والعدالة واعادة الجيش السابق الذي يضم ضباطا موالين لرموز القائمة. </p> <p><strong>مصادر: أزدهار الاحتلال الأمريكية وأصيب ثلاثة آخرون بانفجار عبوة ناسفة استهدفت دوريتهم اليوم غرب العاصمة بغداد . </p> <p>وأوضحت الأنباء الصحفية إن رجال المقاومة العراقية تمكنوا من تفجير عبوة ناسفة على دورية أمريكية اليوم في شارع العمل الشعبي بمنطقة العامرية غرب بغداد، ما اسفر عن تدمير آلية نوع همر ومقتل اثنين من جنود الاحتلال وإصابة ثلاثة آخرين بجروح .وأشارت الأنباء إلى إن قوات الاحتلال المسعورة قامت كعادتها باغلاق الشارع المذكور والطرق المؤدية اليه وفرضت إجراءات مشددة حول مكان الانفجار للتغطية على الخسائر البشرية والأضرار المادية التي تكبدتها نتيجة هذا الهجوم .</p> <p><b>مسؤول في البيشمركة: نحتاج لبقاء اميركا لأن جيشنا بلا اسلحة ثقيلة ولا طائرات</b></p> <p>اعلن الامين العام لوزارة البشمركة جبار ياور دعمه لتمديد فترة بقاء القوات الاميركية في العراق الى ما بعد نهاية العام الحالي، معتبرا ان البلاد لا تزال تحتاج الى هذه القوات في المجالات "العسكرية والسياسية". <br/>وقال ياور خلال مؤتمر صحفي في اربيل "نرحب بخطوة تمديد بقاء القوات الاميركية في العراق"، رابطا اياها بموافقة "الحكومة العراقية ومجلس النواب". <br/>واوضح ياور "ان الجيش العراقي لا يملك حاليا الاسلحة الثقيلة وكذلك القوة الجوية ولم يكمل تدريباته، ولهذا نحن نرى ان العراق ما زال بحاجة للقوات الاميركية في جميع المجالات العسكرية والامنية وحتى السياسية". <br/>واعتبر "ان انسحاب القوات الاميركية سيؤثر على الاوضاع في المناطق المتنازع عليها وبالاخص مدينة كركوك التي لا تزال تشهد اضطرابات امنية". <br/>ورأى ياور ان "انسحاب القوات الاميركية من هذه المناطق سيكون له تاثير لان هذه القوات تعمل معنا في مراكز التنسيق ونقاط التفتيش ولنا قوات مشتركة، وايضا تساعد القوات العراقية وقوات الاقليم في مجالات التدريب". <br/>وشدد رغم ذلك على انه "لا يحق لاقليم كردستان ابرام اية اتفاقية عسكرية مع اية دولة اجنبية، وحتى الان لم يبحث موضوع بقاء جزء من القوات الاميركية في الاقليم".</p> </p></div> <p><font color="#800000"><b>وزير التخطيط: الفقراء يمثلون 23% من نسبة السكان في العراق</b></font></p> <p>دعا وزير التخطيط علي يوسف الشكري الوزارات والجهات ذات العلاقة الى ضرورة الالتزام بتنفيذ الستراتيجية الوطنية للتخفيف من الفقر للسنوات 2010 – 2014 بعد ان اصبح الفقر في العراق واحدة من المشاكل الكبيرة والتي تعد من التحديات التي تواجه الدولة بكل مفاصلها". <br/>    واكد الشكري خلال الاجتماع الموسع الذي عقدته اللجنة الفنية الدائمة لسياسات التخفيف من الفقر في العراق "إن هذه الستراتيجية تعد واحدة من اهم المشاريع الوطنية التي يشهدها العراق، كونها جائت ثمرة لجهود كثيرة وكبيرة بذلت من قبل جهات كثيرة على رأسها مجلس النواب الوزارات ذات العلاقة، وبالتالي سيكون دورا فاعلا في مساعدة الفقراء الذين يمثلون (23%) من نسبة السكان في العراق ونأمل ان تتراجع هذه النسبة الى (16%) عام 2014". <br/>    الى ذلك اعلنت الوزارة ، اليوم الاثنين، ان تقييم عمل خطة التنمية الوطنية من 2010 ـ 2014 سيكون بعد السنة الثالثة من اطلاقها. <br/>    وقال وكيل وزارة التخطيط  للشؤون الفنية سامي متي بولص رئيس اللجنة الفنية لاعداد الخطة "ان المشاكل الخاصة بالخطة لايمكن ان تزول باشهر او بسنة واحدة، وانما تتطلب فترة اطول من ذلك لانه في الاصل معدل الفترة الزمنية لتنفيذ مشاريع الخطة لايقل عن ثلاث سنوات". <br/>    وبين بولص "اننا اذا اردنا بشكل حقيقي ومنطقي ان نقيس تاثيرات الخطة فيجب ان نقوم بتقييمها بعد السنة الثالثة او الرابعة من بدء تنفيذها، لكي نستطيع القول بانها فعلا حققت اهدافها والى أي درجة وماهي درجة انحرافها".</p> <p><strong>الجيش اللبناني يحرر ثلاثة عراقيين بعد أختطافهم في شمال لبنان </strong></p> <p>أعلنت قيادة الجيش اللبناني، انها تمكنت من تحرير ثلاثة أشخاص عراقيين يحملون جنسية أوروبية بعد اختطافهم على يد مجموعة مسلحة أثناء رحلة قاموا بها إلى شمال لبنان. وقالت قيادة الجيش في بيان، أنه "أثر توافر معلومات لمديرية المخابرات في الجيش عن اختفاء ثلاثة مواطنين عراقيين في منطقة البقيعة (شمال لبنان) في 20 أيار الجاري، قامت هذه المديرية بسلسلة تحريات واستقصاءات، أفضت إلى تحديد مكان وجودهم". وأضاف البيان "على الأثر قامت قوة من الجيش، بعد ظهر الأحد الثاني والعشرين من ايار، بمداهمة عدة أماكن في منطقة وادي خالد (في قضاء عكار شمال لبنان) حيث اشتبه بوجود المخطوفين فيها، وتمكنت من تحريرهم بعد تبادل لإطلاق النار مع الخاطفين". وأكد بيان الجيش اللبناني أن العملية أسفرت عن "إصابة أحد الخاطفين بجروح وإعتقالهم جميعا وعددهم تسعة، إضافة إلى تحرير المختطفين الذين تبين انهم عراقيون يحملون الجنسية السويدية"، مبينة انهم "كانوا في رحلة إلى شمال لبنان". ولفتت قيادة الجيش في بيانها إلى أنها "باشرت بالتحقيق مع الموقوفين بإشراف القضاء المختص لكشف ملابسات الحادث وخلفياته".</p> <h5>الصدر يدعو مجالس المحافظات كافة إلى منع دخول القوات الأمريكية إلى مدنها </h5> <p>دعا زعيم التيار الصدري مقتدى الصدر مجالس المحافظات كافة إلى منع دخول القوات الأمريكية إلى مدنها، وقال الصدر في بيان تعليقا على الطلب الذي طرحته كتلة الأحرار على مجلس محافظة النجف لمنع دخول القوات الأمريكية للمحافظة، قال إنه من المفرح ومما يدعونا إلى الفخر والاعتزاز أن نجد فيها من يساند قرار عدم دخول قوات الاحتلال إلى محافظة النجف، عازيا رفض بعض أعضاء مجلس محافظة النجف إلى وجود خلافات سياسية ومخاوف عامة نرجو أن يلغوها من قواميسهم، ودعا زعيم التيار الصدري إلى "تعميم هذه القرارات في باقي المحافظات كافة وعدم </strong></p> <p>عقد رئيس الحكومة نوري المالكي مؤتمرا صحافيا للرد على انتقادات القائمة العراقية اكّد خلاله حقه كقائد عام للقوات المسلحة في اختيار الوزراء الامنيين رافضا ان تدار الدولة من قبل ثلاثة او اربعة رؤوس لان ذلك قد يؤدي الى انهيار المؤسسات. <br/>المالكي، اكد ايضًا ان مسألة تمديد بقاء القوات الاميركية من عدمها مرتبطة بتوافق وطني حولها، مشيرا إلى ان من يحاول تحميله مسؤولية هذا الامر منفردا يتهرب من مسؤولياته والتزاماته. </p> <p><strong><font color="#800000">احداث امنية في مناطق عدة من البلاد</font> </strong></p> <p>انفجرت عبوة ناسفة كانت مزروعة الى جانب الطريق في مدينة الصدر، ما ادى الى جرح ستة مدنيين. كما ادى الانفجار الى تحطم نوافذ المنازل المجاورة وتضرر عدد من السيارات. <br/>اتهم مكتب الشهيد الصدر في محافظة ديالى، الأربعاء، القوات الأميركية بمداهمة مقره الرئيس شمال غرب بعقوبة، وتمزيق المصاحف والعلم العراقي وسرقة عدد من اجهزة الكومبيوتر. <br/>وقال مدير مكتب الصدر في ديالى وديع العتبي ان قوة من الجيش الأميركي داهمت، فجر اليوم، المقر الرئيسي لمكتب الصدر في أطراف ناحية جديدة الشط مضيفا ان <br/>وفداً من قيادة عمليات ديالى توجه إلى مقر المكتب للاطلاع على الوضع ميدانياً"، لافتاً إلى أن "هذه المداهمة تمثل خرقاً فاضحاً للاتفاقية الأمنية. <br/>وفي ديالى ايضا القت القوات الامنية القبض على ستة عشر شخصا بينهم مطلوب بتهمة الارهاب في عمليات دهم بمناطق متفرقة من المحافظة. <br/>وقال مصدر امني ان قوة من الشرطة نفذت، ليل الثلاثاء وصباح الاربعاء، عمليات دهم في مناطق بعقوبة وناحية السعدية وقضاء المقدادية وناحية بني سعد أسفرت عن اعتقال المشتبه بهم. <br/>وفي الانبار القت قوة امنية القبض على ثلاثة مطلوبين بتهمة الإرهاب غرب الأنبار وقال مصدر امني ان المطلوبين كانوا مقيمين في سوريا منذ سنوات وتم اعتقالهم بعد أيام قليلة من دخولهم الأراضي العراقية استنادا إلى معلومات استخبارية دقيقة. <br/>وفي دهوك اعتقلت قوة أمنية ستة أشخاص علقوا في نهر الخابور شمال دهوك أثناء محاولة التسلل إلى الأراضي التركية. <br/>وقال مصدر امني إن أربعة من المعتقلين هم من أهالي مدينة حلبجة، والخامس من مدينة أربيل، بالإضافة إلى المهرب الذي كان يقود المجموعة لإدخالها إلى الأراضي التركية </p> </p></div> <p><font color="#800000"><strong>أخبار عالمية</strong></font></p> <p>التراشق بين العراقية ودولة القانون بلغ سقفا مرتفعا مع الردود والردود المضادة بين كل من رئيس الحكومة نوري المالكي وزعيم العراقية اياد علاوي. واليوم انتقد المالكي علاوي بعنف قائلا ان الذين يتكلمون على التوافق يريدون ان تُحكم البلاد من قبل عدة رؤوس. <br/>رئيس الحكومة اكد ايضًا ان مسألة تمديد بقاء القوات الاميركية من عدمها مرتبطة المالكي بشان كون الوزارات الامنية حصة للمكونات وليس للكتل السياسية، مؤكدا في المقابل ان الخلاف بينهما ليس شخصيا. <br/>زعيم القائمة العراقية استغرب اجراءات قيادة عمليات بغداد برفع الكتل الكونكريتية من امام مقره، الا ان القيادة اكدت انها تنفذ خطة لفتح شارع الزيتون ولم تقصد مقر علاوي تحديدا. <br/>النواب لم ينأوا بانفسهم عن الحرب الكلامية المستعرة بين رئيس الحكومة نوري المالكي ورئيس القائمة العراقية اياد علاوي. فتحول ممثلو الشعب إلى وقود يغذي الخلاف مطلقين الاتهامات في حق الزعماء في كل الاتجاهات. <br/>اكد وزير الخارجية هوشيار زيباري عقب لقائه نظيره الايراني علي اكبر صالحي ان ايران مستعدة لحل كل المشاكل العالقة بين البلدين، في حين قال الوزير الايراني ان سياسة ايران هي عدم التدخل في شؤون الدول الاخرى. <br/>استكمل مجلس النواب اليوم استجواب مفوضية الانتخابات فيما تم تاجيل بعض القوانين الى ما بعد عطلة المجلس كقانون مجلس القضاء الاعلى وقانون المحكمة الاتحادية وقانون النزاهة وقانون المفتشيين العموميين. <br/>نفت المجموعة العربية في مجلس محافظة كركوك ما أعلنته قيادة شرطة المحافظة عن وجود اتفاق بين جميع الكتل السياسية في المجلس على تمديد بقاء الجيش الامريكي في كركوك، موكدة ان تصريحات قيادة الشرطة تمثل تدخلا في العمل السياسي. <br/>اعلن وزير الصحة مجيد حمد امين ان السنة الحالية ستكون افضل سنة دوائية يمر بها العراق، مشيرا الى ان الوزارة تعاقدت مع ايران والاردن لاستيراد ادوية وتقنيات مكافحة الامراض. <br/>مساعدات اضافية من المنظمة الدولية للهجرة لاهالي الديوانية كجزء من مشروع تقوم به لتشغيل الثلاثاء احتجاجا على قمع القوات الحكومية للمتظاهرين </strong></p> <p>أعلنت محافظة نينوى عن إيقاف الدوام الرسمي في كافة دوائر المحافظة اليوم الثلاثاء احتجاجا على طريقة تعامل القوى الأمنية ضد المواطنين المعتصمين السلميين في ساحة الأحرار بالموصل.</p> <p>وقال محافظ نينوى اثيل النجيفي إن المحافظة قررت إيقاف الدوام الرسمي الثلاثاء في كافة دوائرها مبينا أن قرار الإيقاف هو احتجاجا على تعامل القوى الأمنية وقيادة العمليات في نينوى ضد المدنيين والمعتصمين السلميين في ساحة الأحرار بالموصل وأضاف النجيفي نطالب القوات الأمنية بوقف أطلاق النار على المواطنين المعتصمين وفتح ساحة الأحرار لهم للتعبير عن أرائهم خصوصا وان هذا التعبير سلمي ووفقا للقانون والدستور محملا قيادة عمليات نينوى إراقة أي قطرة دم من المعتصمين والمتظاهرين.</p> <p><strong>استقالة ضابطين بعد رفضهم اوامر باطلاق النار على المعتصمين في الموصل </strong></p> <p>قدم ضابطان في استخبارات الفرقة الثانية في الموصل استقالتهم بعد رفضهم لاوامرعسكرية صدرت عن اللواء عبدالناصر</p> <p>الغنام بإطلاق النارعلى المعتصمين.وقال مصدر امني فضل عدم ذكر اسمة "ان أوامر صدرت من اللواء عبد الناصرالغنام قائد الفرقة الثانية باطلاق النارعلى المعتصمين في ساحة الاحرار مما حدى بضابطين من استخبارات الفرقة بتقديم استقالتهم بعد رفضهم اوامر تقضي بتوجيه بنادقهم ضد اخوانهم من ابناء الشعب، يذكر ان احد ضباط الجيش كان قد انظم في وقت سابق الى جموع المتظاهرين في ساحة الاحرارفي الموصل شمال بغداد.</p> <p><strong>التيار الصدري قد يرفع التجميد عن جيش المهدي اذا مدد للقوات الاميركية</strong> </p> <p>في وقت يحتدم فيه الجدل بشان التمديد للقوات الأميركية او عدمه يبدو التيار الصدري قد حسم موقفه بهذا الشأن، إذ اكد أن رفع التجميد عن جيش الامام المهدي. قرار ينفذ في نهاية العام الحالي في حال بقيت القوات الامريكية في العراق، مصعدا بمواقف قال "لا تحمد عقباها" في حال التمديد. <br/>العبيدي لم يكتف فقط بالتحذير من عواقب بقاء القوات الامريكية على الارض العراقية وانما اتهم ايضا جهات لم يسمها بمحاولة تشويه صورة جيش الامام المهدي. <br/>مخاوف البعض من رفع التجميد عن جيش الامام المهدي يبدو انها بعيدة على الاقل عن الحكومة العراقية التي اعتمد الناطق باسمها على ما سماه التزام التيار الصدري بالعملية السياسية وحصر السلاح بيد الدولة. <br/>لكن المواطنين يؤكدون انه بغض النظر عن بقاء القوات الأميركية او جلائها فإن قرار الحرب والسلاح يجب أن يكون بيد الدولة، مبينين ان التهديد بإطلاق جيش المهدي امر مقلق. <br/>ورغم تأكيد الحكومة العراقية التزام التيار الصدري بالعملية السياسية وحصر السلاح بيد الدولة لا يستبعد مراقبون تدخل دول من الجوار العراقي تعتبر وجود قوات امريكية على مقربة منها تهديدا لها في الضغط على التيار الصدري من اجل تنفيذ تهديداته. <br/>من جهته، اكد الناطق باسم التيار الصدري صلاح العبيدي أن رفع التجميد عن جيش الامام المهدي. قرار ينفذ في نهاية العام الحالي في حال بقيت القوات الامريكية في العراق. وقال سيكون هناك موقف لاتحمد عقباه لاننا سنتبنى المقاومة باوج صورها كالتظاهرات والاعتصامات وكذلك المقاومة العسكرية التي تقتضي رفع التجميد عن جيش المهدي. </p> </p></div> <h3><font color="#800000"><strong>أخبار عالمية</strong></font></h3> <p><strong>أطباء مستقلون بالسليمانية يضربون عن العمل مطالبين بإخراج البيشمركة من المدن </strong></p> <p>نظمت مجموعة الأطباء المستقلين في السليمانية اليوم اضرابا عن العمل للمطالبة برحيل قوات البيشمركة من داخل مدن المحافظة. ونظمت المجموعة إضرابها أمام احد المستشفيات من الساعة الثامنة صباحا وحتى الثانية عشر ظهرا. </p> <p><strong>استنفار أمني في كركوك إثر اشتباكات بين الاستخبارات والشرطة المحلية </strong></p> <p>استنفرت الأجهزة الأمنية قواتها في محافظة كركوك، إثر اشتباكات مسلحة بين قوات تابعة لـ «أسايش» (الاستخبارات) وعناصر</p> <p>من الشرطة المحلية. وأوضح نائب قائد الشرطة اللواء تورهان عبد الرحمن في تصريح صحافي أن تبادلاً لإطلاق النار بين عناصر الشرطة المحلية وعناصر من «الأسايش» في شارع أطلس وسط المدينة أسفر عن مقتل عنصرين من «الأسايش» فيما أصيب مواطن .في غضون، ذلك أغلقت الأسواق أبوابها خشية وقوع اشتباكات جديدة، فيما انتشرت قوات الأمن في المدينة للحيلولة دون استغلال المجموعات المسلحة الوضع. ولم يتسن الحصول على معلومات عن الأسباب التي أدت الى وقوع الاشتباكات، غير أن مصدراً أمنياً أكد أن سيارة تابعة للشرطة فتحت النار على عناصر من «الأسايش» لرفضها التوقف. وتعتبر محافظة كركوك التي يقطنها خليط من العرب والأكراد والتركمان وأقلية مسيحية من أبرز المناطق التي تدور فيها خلافات سياسية وعرقية.</p> <p><strong>التطورات الامنية في كركوك </strong></p> <p>اصيب أربعة أشخاص بجروح بسقوط قذيفتي هاون على مجمع سكني داخل مطار بغداد بعد ظهر اليوم. وتزامن القصف مع اعتزام المالكي مغادرة البلاد الى كوريا الجنوبية. وفي كركوك، انفجرت عبوة ناسفة ظهر اليوم قرب منزل ضابط في الشرطة في منطقة حي السراي وسط قضاء الحويجة، ما أسفر عن مقتل شقيق الضابط وابن أخيه وإصابة ثلاثة من عائلته بجروح. كما استهدفت عبوة ثانية منزل ضابط في الشرطة في منطقة الحي العسكري وسط الحويجة، ما أدى الى إصابته واثنين من أفراد عائلته بجروح. وفي الحويجة ايضا، نجا المسؤول المحلي في مجلس ناحية الرياض حابس العبيدي من انفجار عبوة في منطقة حي القادسية. وعثرت الشرطة على جثة شرطي في حماية شركة نفط الشمال ملقاة على طريق كركوك السليمانية وعليها آثار طلقات نارية في الرأس. </p> <p><strong>تشكيل لجنة تحقيق في الاشتباكات التي وقعت بين الجيش والاسايش في كركوك</strong> </p> <p>لم يسقط هؤلاء جرحى أثناء مطاردتهم للجماعات المسلحة او نتيجة انفجار تعرضوا له إنما جراء اشتباك بين الجيش العراقي وعناصر الامن الكردي في كركوك أدى إلى قتيل من الاسايش وخمسة جرحى حادثة عزتها قيادات الجيش والشرطة الى سوء الفهم بين الطرفين. <br/>قيادة شرطة كركوك اعلنت خلال المؤتمر الصحفي عن تشكيل لجنة مشتركة تضم جميع الاطراف باشراف قضائي لتحديد الجهة المسؤولة عن الحادث، فيما اكدت قيادة الفرقة الثانية عشر ان الاجراءات الامنية التي تقوم بها اثناء التبضع هي لحمايتها من العبوات اللاصقه. <br/>ويبدو ان التهدئة بين الطرفين بعد الاشتباكات كانت حاضرة من خلال التواجد الامريكي الذي يرجح مراقبون أن يؤدي خروجه نهاية العام الحالي من البلاد الى مشاكل بين الاحزاب الكردية والجيش العراقي قد تتعدى الاشتباكات البسيطة خصوصا مع استمرار ازمة المناطق المتنازع عليها وعدم قناعة بغداد واربيل بايجاد حلول لها خلال الفترة المقبلة. </p> <p><strong>استكمال المسودة الأولية لخطة النهوض بواقع حقوق الانسان </strong></p> <p>دخول العراق كعضو في مجلس حقوق الإنسان في العام الفين وعشرة ألزمه بمائة وخمسة وثلاثين بنداً بضمنها إعداد خطة متكاملة للنهوض بواقع حقوق الإنسان في البلاد أعلنت وزارة حقوق الإنسان أنها استكملت المسودة الأولية لها. <br/>وتقول الوزارة أن هذه الخطة تم الأعداد لها من قبل لجنة مختصة شملت عددا من الوزارات منذ العام ألفين وثمانية بالتنسيق مع بعثة الأمم المتحدة فيما يشير معدوها الى إن مجالي الحقوق المدنية والمعتقلين قد أخذا فيها بنظر الاعتبار. <br/>ويؤكد مسؤولو وزارة حقوق الإنسان إن الخطة أرسلت لكافة الوزارات والى الأمانة العامة لمجلس الوزراء لترسل بعد مناقشتها خلال شهر واحد إلى مجلس الوزراء لإقرارها واعلانها بشكل نهائي مطلع حزيران المقبل ومن ثم يتم إرسالها إلى مجلس حقوق الإنسان في جنيف. </p> <p><strong>العثور على جثة طفل جنوب كركوك </strong></p> <p>أفاد مصدر أمني الثلاثاء بأن قوة أمنية عثرت على جثة طفل حديث الولادة جنوب كركوك.وقال المصدر إن دورية حكومية عثرت ظهر اليوم على جثة طفل حديث الولادة لم يتجاوز عمره الشهرين,</p> <p>في العراء بمنطقة حي الواسطي جنوب كركوك وأضاف المصدر أن دورية حكومية عثرت على جثة الطفل ونقلت الجثة إلى دائرة الطب العدلي كما فتحت تحقيقاً لمعرفة أسباب الحادث. </p> <h3><font color="#800000">الاخبار السياسية</font></h3> <p><strong>نائب : نحذر الكتل السياسية من اعطاء وجه جديد للاحتلال </strong></p> <p>حذر القيادي البارز في كتلة الاحرار التابعة للتيار الصدري والنائب عن /التحالف الوطني/ جواد الحسناوي الكتل السياسية </p> <p>من اعطاء وجه جديد لبقاء القوات الاميركية المحتلة في البلاد، بحجة الدفاع عن السفارة الامريكية .واضاف الحسناوي: ان"التيار الصدري يرفض بقاء القوات الاميركية بوجه جديدة كحماية السفارة الاميركية او التدريب او اية صيغة اخرى يتم عليها الاتفاق،" محذرا السياسيين العراقيين من اعطاء وجه جديد للاحتلال. وعد النائب الصدري: ان" بقاء القوات ما بعد العام الحالي هو عودة الاحتلال ثانيا، مستغرباً من تعداد منتسبي السفارة الاميركية في بغداد بعد الانسحاب الذي تم إعلانه امس، حيث كشفت الولايات المتحدة الأميركية، أن سفارتها في بغداد ستضم 16 ألف شخص بين دبلوماسي وعامل بعد انسحاب قواتها من العراق.</p> <p><strong>النجيفي يحمّل عمليات نينوى مسؤولية ما يجري للمتظاهرين </strong></p> <p>حمل محافظ نينوى اثيل النجيفي اليوم قيادة عمليات المحافظة المسؤولية عن إسالة دماء المتظاهرين في مدينة الموصل. وقال اثيل النجيفي انه يحمّل قيادة عمليات نينوى مسؤولية دماء المتظاهرين التي سالت من اجل الاعتصام بشكل سلمي والدخول إلى ساحة الاحرار وسط الموصل مطالبا الاجهزة الامنية بالتوقف عن منع المتظاهرين والسماح لهم بالاعتصام داخل ساحة الاحرار بشكل سلمي لا يضر احدا. وكانت القوات الامنية قد منعت المعتصمين من الدخول إلى ساحة الاحرار للاعتصام فيها في يومها السابع عشر وقد اصيب خلال ذلك خمسة من المتظاهرين بجروح.</p> الصحوة وأصيب ثالث بجروح بليغة جراء تعرضهم لهجوم مسلح شنه مجهولين في احد الاقضية التابعة لمحافظة صلاح الدين وذكر مصدر امني إن المسلحين, </p> <p>المجهولين هاجموا وبالأسلحة الرشاشة نقطة تفتيش تابعة لقوات الصحوة في قضاء سامراء التابع لمحافظة صلاح الدين وأضاف المصدر إن الهجوم أسفر عن استشهاد اثنين من عناصر النقطة وإصابة آخر بجروح مختلفة نقل على أثرها إلى مستشفى القضاء لتلقي العلاج.</p> <p><strong>استشهاد سكرتير نائب محافظ بغداد </strong></p> <p>أفاد مصدر امني الثلاثاء بأن سكرتير النائب الاداري الاول لمحافظ بغداد استشهد بهجوم مسلح جنوب العاصمة.وقال المصدر إن مسلحين مجهولين أطلقوا مساء أمس النار من مسدسات كاتمة,</p> <p>للصوت باتجاه سكرتير النائب الأول لمحافظ بغداد المدعو حاتم كريم بالقرب من منزله في منطقة حي العامل جنوب بغداد ما ادى الى استشهاده في الحال وأضاف المصدر أن قوة أمنية فرضت طوقا أمنيا على مكان الحادث ونقلت الجثة الى دائرة الطب العدلي فيما فتحت تحقيقا لمعرفة ملابسات الحادث والجهة التي تقف وراءه.</p> <p><strong>اصابة ثلاثة اشخاص بانفجار عبوة ناسفة قرب مكتب رئيس لجنة العلاقات الخارجية </strong></p> <p>انفجرت عبوة ناسفة اليوم قرب مكتب رئيس لجنة العلاقات الخارجية في البرلمان النائب همام حمودي و أسفر الانفجار عن إصابة اثنين من العناصر الامنية وقال مصدر امني ان اجراءات امنية مشددة اتخذت حول مكان الحادث خوفاً من تفجير اخر قد يقع قرب المكان. واوضح المصدران انفجاراً وقع اليوم في منطقة الجادرية وسط بغداد ادى الى اصابة ثلاثة اشخاص بجروح احدهم طفل تم نقلهم الى المستشفى لتلقي العلاج.</p> <p><strong>إصابة ضابط حكومي بانفجار ناسفة غرب بغداد </strong></p> <p>أفاد مصدر امني الثلاثاء بأن ضابطاً واحد عناصر الجيش الحكومي أصيبا بانفجار عبوة ناسفة استهدفت دوريتهما غرب بغداد وقال المصدر ان عبوة ناسفة انفجرت صباح اليوم مستهدفة ,</p> <p>دورية للجيش الحكومي لدى مرورها بسوق أبو غريب الشعبية وسط القضاء (20 كم غرب بغداد) مما أسفر عن إصابة اثنين من عناصرها أحدهما ضابط برتبة ملازم بجروح خطرة وإلحاق أضرار مادية بسيارة الدورية وأضاف المصدر أن قوة أمنية فرضت طوقا أمنيا على مكان الحادث ونقلت المصابين الى مستشفى قريب لتلقي العلاج.</p> <h3><font color="#800000">الصحة</font></h3> <p dir="rtl"><strong>الغموض يكتنف وفاة 14 امرأة بعد عمليات الولادة بديالى </strong></p> <p>اعلن مصدر مطلع عن وفاة 14 امرأة خلال شهر واحد بعد اجراء عمليات ولادة لهن بمستشفى في بعقوبة فيما اكدت صحة المحافظة ان ست نساء فقط توفين لاسباب طبيعية.واوضح المصدر انه ,</p> <p><strong></strong></p> <p>تم تشكيل لجنة من دائرة صحة ديالى لمعرفة اسباب وفاة 14 امرأة بعد اقل من ساعة على اجراء عمليات الولادة لهن في مستشفى البتول الاهلي وسط بعقوبة خلال مدة لا تزيد على الشهر.ورجح ان يكون سبب الوفاة زيادة جرعة التخدير التي تعطى لهن او استعمال ادوية ذات مناشئ رديئة.</p> تكتيكات بسيطة لكنها اثبتت فعاليتها للسيطرة على الطوابق الثلاثة للمجلس بفترة وجيزة للغاية. <br/>شرطي مصاب. <br/>طكوا علينا حزام ناسف وراها سيارة مفخخة واستشهد ضابط <br/>نيازي معمار اوغلو. <br/>المسلحون دخلوا يرتدون ازياء مختلفة . امن.. مراجعين زي عربي وسيطروا على البناية. وصاروا يترامون مع حمايات المجلس وحمايات اعضاء المجلس. <br/>الموت تحرك بسرعة من غرفة الى اخرى داخل المجلس .. بدون تفريق بين موظف علي غيدان / قائد القوات البرية. <br/>الامن داخل المحافظة مسؤولية شرطتها وهناك ضعف وتقصير <br/>اللغز بقي مسيطرا على هذا البناء حتى بعد انتهاء الماساة التي شهدها.. فمصير من تبقى من المسلحين غير الانتحاريين لا يزال مجهولا كذلك تبقى كيفية سيطرت مجموعة محدودة من الاشخاص على مبنى يفترض انه اكثر المباني امنا في عموم المحافظة فقتلت واصابت نحو مائة وسبعين شخصا كانوا موجودين فيه وكان من الممكن ان
