unicode-bidi: bidi-override; direction: ltr"> <p>Iraqi authorities have detained, interrogated, and beaten several protest organizers in Baghdad in recent days, Human Rights Watch said today. Iraqi authorities should stop the attacks and charge or release those being held, Human Rights Watch said.</p> <div style="border-bottom: black 1px solid; border-left: black 1px solid; padding-bottom: 5px; margin: 5px 0px 5px 15px; padding-left: 5px; width: 48%; padding-right: 5px; float: right; border-top: black 1px solid; border-right: black 1px solid; padding-top: 5px"> <p><strong>Background</strong></p> <p>Iraqi authorities have taken several steps to eliminate protests in the capital from public view. On April 13, officials <a href="https://web.archive.org/web/20130206035647/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">issued new regulations</a> barring street protests and allowing them only at three soccer stadiums.</p> <p>In late February, Iraqi police <a href="https://web.archive.org/web/20130206035647/http://www.hrw.org/en/news/2011/02/17/iraq-investigate-protester-deaths" class="external" target="_blank">allowed dozens of assailants</a> to beat and stab peaceful protesters in Baghdad. In the early hours of February 21, dozens of men, some wielding knives and clubs, attacked about 50 protesters who had set up two tents in Tahrir Square. During nationwide February 25 protests, security forces killed at least 12 protesters across the country and injured more than 100. On that day, Human Rights Watch observed Baghdad security forces beating unarmed journalists and protesters, smashing cameras, and confiscating memory cards.</p> <p>Security forces of the Kurdistan Regional Government (KRG) and its ruling parties have used repressive measures against<a href="https://web.archive.org/web/20130206035647/http://www.hrw.org/en/news/2011/05/24/iraqi-kurdistan-growing-effort-silence-media" class="external" target="_blank"> journalists</a> and <a href="https://web.archive.org/web/20130206035647/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">demonstrators</a> since the start of the daily protests in Sulaimaniya on February 17 seeking an end to widespread corruption and greater civil and political rights. On March 6, masked men <a href="https://web.archive.org/web/20130206035647/http://www.hrw.org/en/news/2011/03/07/iraqi-kurdistan-prevent-attacks-protesters" class="external" target="_blank">attacked demonstrators</a> and set their tents on fire in Sulaimaniya. On April 18, security forces seized control of Sara Square, the center of Sulaimaniya’s protests, and have prevented further demonstrations.</p> <p>On April 27, the KRG issued a 19-page report of its investigation into the violence during the previous 60 days of demonstrations. It concluded that violence was committed by both security forces and protesters, and that "the police and security forces were poorly trained in handling it appropriately."</p> <p>Iraq’s constitution guarantees "freedom of assembly and peaceful demonstration." As a state party to the International Covenant on Civil and Political Rights, Iraq is obligated to protect the right to life and security of the person, and the right to freedom of expression, association, and peaceful assembly.</p> </p></div> <p>In Iraqi Kurdistan, a protest organizer, Isma’il Abdullah, was abducted, stabbed, and beaten on May 27, 2011. The Kurdistan government should make sure its promised investigation of the episode is thorough, fair, and transparent, and leads to the prosecution of those responsible, Human Rights Watch said.</p> <p>"Authorities in Baghdad and in Iraqi-Kurdistan are keeping their citizens from demonstrating peacefully," said Joe Stork, deputy Middle East director at Human Rights Watch. "Iraq needs to make sure that security forces and pro-government gangs stop targeting protest organizers, activists, and journalists."</p> <p>Several activists in the capital told Human Rights Watch that they believed that the increased security at Baghdad’s Tahrir Square and the recent arrests were an attempt to head off reinvigoration of public protests, amid efforts by various small protest groups to work together. They said that neighborhood officials had warned them that security forces had made increased inquiries into the activists’ whereabouts and activities over the past two weeks.</p> <h3>Baghdad Arrests</h3> <p>On May 28, soldiers in four Humvees and two other unmarked vehicles approached the offices of the human rights group Where Are My Rights in Baghdad’s Bab al Mu’adham neighborhood, as members met with fellow protest organizers from the February 25 Group. Members of both groups told Human Rights Watch that soldiers raided the building with guns drawn, took away 13 activists in handcuffs and blindfolds, and confiscated mobile phones, computers and documents.</p> <p>One detained activist who was released on May 29 told Human Rights Watch that during the raid a commanding officer introduced himself as "from Brigade 43"of the army’s 11<sup>th</sup> Division and said another officer was "from Baghdad Operation Command."</p> <p>"They did not show any arrest warrants and did not tell us why we were being arrested," this activist said:</p> <p>A female activist complained and asked to see warrants, and they told her to "shut up and get in the car." They blindfolded and handcuffed us, and while they were doing this, they asked, "Why are you having these meetings? Do you really think you can bring down the government?" التلفزيونية الايرانية على الإنترنت تقريرا الاثنين جاء فيه أن مقاتلات عسكرية إسرائيلية تتجمع في قاعدة الاسد الجوية ألاميركية في العراق لشن غارة على ايران. ونسبت القناة الخبر لما وصفته بمصدر قريب من التيار الصدري في العراق. وفي ما لم يتسن التأكد من صحة الخبر على الفور، قالت متحدثة باسم الجيش الاسرائيلي لوكالة رويترز إن ليس لديها علم بهذا التقرير، وأضافت أن الجيش لا يعلقّ على شؤون العمليات الحربية. اما وزارة الدفاع الاميركية البنتاغون فرفضت ما ورد في التقرير الايراني. وقال المتحدث باسم البنتاغون الكولونيل ديف لابان إن التقرير سخيف وغير صحيح. قائد القوات الجوية العراقية الفريق الركن أنور أستشهاد 211 شخصا وإصابة 377 آخرين بجروح جراء أعمال عنف وانفجارات وقعت في مناطق متفرقة </p> <p>من البلاد خلال شهر نيسان المنصرم. وأفادت الحصيلة أعدتها كل من وزارات الدفاع والداخلية والصحة الحاليات "أن Jazeera have a report on the assassination of Faris Jassim al-Jubouri entitled "<a title="Iraq politician shot dead in Mosul" href="https://web.archive.org/web/20130206035647/http://english.aljazeera.net/news/middleeast/2010/06/201065112649147845.html" class="external" target="_blank">Iraq politician shot dead in Mosul</a>" their report is below, from this report and other local reports several things are known:</p> <ul> <li>The murder was committed by men in army uniform (not in police uniforms as al Jazeera’s report says the difference is important for reasons I’ll explain below). </li> <li>The death squad went from house to house in the village claiming to be searching for mortars. </li> <li>Several residents said that the men in uniform sounded "strange" – this is a codeword for saying that they spoke Arabic with a non-Arabic accent. </li> <li>The account given by the family is different from al Jazeera’s — the family say that the death squad dragged him out of the house and shot him down there. </li> </ul> <p>Al Jazeera’s account makes much of the fact that the victim was a replacement candidate for the Iraqiya list headed by Iyad Allawi, and the claim by two Iraqiya politicians Intisar Allawi and  Maysoun Damlouji  that this is part of an ongoing campaign of murder and intimidation against the Iraqiya list, for reasons I explain below I think al-Jazeera have got their coverage of this murder of a relatively unknown politician wrong: </p> <div style="width: 98%;"> <div class="container"> <div class="shadow"> <div class="frame"> <h3>Iraq politician shot dead in Mosul </h3> <blockquote><p>An Iraqi politician from the Iraqiya bloc has been shot dead by armed men in the northern city of Mosul, officials say. <br/>Police say unknown assailants shot Faris Jassim al-Jubouri early on Saturday in his home in Mosul about 350km north of Baghdad.</p> <p>No group has so far claimed responsibility for the attack.</p> <p>The Iraqiya bloc of former Prime Minister Iyad Allawi narrowly won elections in March, beating the coalition led by Nouri Maliki, the incumbent prime minister. <br/>Al-ubouri was a candidate on Iraqiya’s list for parliament but did not win a seat in the 325-seat assembly.</p> <p>Al-Jubouri was the third candidate from the party to be killed in the past two weeks.</p> <h4>Killing ‘political’ </h4> <p>A police source, who asked not to be named, said al-Jubouri was shot dead by gunmen in police uniform.</p> <p>He said the men searched several homes in al-Jubouri’s village saying they were looking for mortars. <br/>On entering his home, "they tied up his brother and when he came downstairs they opened fire and killed him," he told the Reuters news agency. <br/>The Iraqiya party says al-Jubouri was killed for political reasons. <br/>Maysoun Damlouji, the spokeswoman for Iraqiya described the attack as one in a string of killings "clearly targeting the Iraqiya list."</p> <p>Two other Iraqiya candidates were gunned down in February and May. <br/>"Iraqiya was targeted before the election, and the attacks are continuing," Intisar Allawi, a senior Iraqiya official, told Reuters.</p> <p>"We don’t know who we will lose next. We call on the government to provide protection for winning candidates."</p> </blockquote> <p><strong>Source:</strong> <a href="https://web.archive.org/web/20130206035647/http://english.aljazeera.net/news/middleeast/2010/06/201065112649147845.html" class="external" target="_blank">Iraq politician shot dead in Mosul – Middle East – Al Jazeera English</a></p> <p> </div> </p></div> </p></div> </p></div> <p style="margin-top: 12px; padding-top: 10px;">Based on the evidence available to me there is no doubt whatsoever in my mind that Iraqiya list politicians and organisers were targeted prior to the election and that the campaign of murder and intimidation to which they have been subjected is continuing. I do not however believe that the murder of  Faris al-Jubouri was part of that campaign:</p> <ul> <li>The murder was committed by "men in army uniform" not as al-Jazeera’s report has it by men police uniform. The difference is important. It is relatively easy to get army uniforms and relatively difficult to get hold of police uniforms. The army in Mosul consists either of Peshmerga units or of Arab units known to be heavily infiltrated by persons loyal to the Badr brigade and its political sponsors. By contrast the police in that part of Mosul are widely trusted by the populace because they believed to neutral in the performance of their duties. Put plainly that means that they are not politically infiltrated by Kurdish nationalists or by sectarian political parties such as Badr. </p> <p>Moreover the identities of the police are known to the local populace a group of men masquerading as police would be quickly unmasked and attacked. </li> <li>Most importantly of all there is also the matter of al-Jubouri’s past: <p><em><strong> Faris Jassim al-Jubouri had been an airforce pilot under the Ba’athist government overthrown by the American invaders. <br/></strong></em> <br/>Since the American invasion there has been a long-running death-squad campaign against former armed forces commanders and officers. </li> <li>This death squad campaign has in particular targetted former Airforce pilots, especially those who like al-Jubouri flew sorties against the Iranians.</li> </ul> <p>I can understand why Iraqiya list politicians such Intisar Allawi and Maysoun Damlouji, would see al-Jubouri’s murder as part of a campaign against their party. There is no doubt that al-Iraqiya politicians and organisers are being subjected to a campaign of murder and intimidation. This one is located in a tunnel near to the Interior ministry. Details are still sketchy what is known is the following:</p> <ul> <li>The prison is designated "Prison 283".</li> <li>It held 168 prisoners. Many of them former air force and the others "from other Arab countries" – no information as to their nationality or nationalities as yet.</li> </ul> <p>The air force aspect and the location are very troubling. During the height of the "war of the death squads" there was a concerted campaign of assassinations against former army officers. This was even more the case for former air force members — in particular pilots who had flown against Iran during the war with Iran. Many pilots were murdered or were "disappeared", consequently many fled the country or went into hiding. The death squads that targeted former air force members were very often "men in police uniforms" or "men in the uniforms of forces loyal to the interior ministry" as the expression at the time had it. At the time the Interior ministry was heavily infriltrated by members of the Badr brigade and other SIIC (SCIRI) linked militias. Should it transpire that this "secret" prison was run by the Interior Ministry it will be difficult to persuade many former resistance fighters that the days of revenge attacks and ethnic cleansing by <p><strong><font color="#800000">تسجيل اعلى نسبة اغتيالات خلال شهر نيسان منذ مطلع 2010 </font></strong></p> <p>قال مرصد الحقوق والحريات الدستورية، السبت، إن شهر نيسان ابريل الماضي شهد وقوع 2,048 ضحية مع تسجيل اعلى نسبة اغتيالات منذ مطلع 2010. </p> <p>وأوضح المرصد في تقريره الشهري لأعمال العنف في البلاد أنه يتضح أن اعمال العنف لشهر نيسان اتسمت بالشدة في استهدافها مختلف الفئات الاجتماعية والاماكن العامة والمؤسسات الحكومية وغيرها على حد سواء وفي عدة محافظات، إذ وصل عدد ضحايا الانتهاكات لهذا الشهر إلى وقوع مايقارب 2,048 ضحية تباينت بين ضحايا أعمال القتل بمفخخات وعبوات ناسفة احزمة ناسفة، ضحايا الجثث مجهولة الهوية، ضحايا عمليات الاغتيال، ضحايا الإصابات بفعل التفجيرات، ضحايا الخطف. </p> <p>وأشار التقرير إلى استمرار ارتفاع اعداد الضحايا والذي يشير إلى ازدياد أعمال العنف مع مطلع العام الحالي، وتسجيل كل من بغداد – ديالى – نينوى – الانبار – كركوك – صلاح الدين – بابل اعنف محافظات القطر خلال هذا الشهر، كما شهدت كل من البصرة – واسط – ميسان –اربيل – دهوك أعمال عنف نسبية، أما كل من ذي قار – المثنى – القادسية – النجف – كربلاء – السليمانية فكانت خالية من العنف خلال هذا الشهر. </p> <p>وأوضح التقرير أنه بالنسبة للاغتيالات سجلت عمليات الاغتيال خلال هذا الشهر اعلى نسبة ضحايا منذ بدأ العام الحالي 2010 وكذلك اعلى نسبة ضحايا مقارنة بضحايا الاغتيال خلال عامي 2008 و2009 وذلك من حيث عدد الضحايا واسلوب الاغتيال والفئات المستهدفة بالاغتيال والتي طالت الاطفال والنساء أيضا فضلا عن اغتيال عائلات بالكامل داخل منازلها، وغالبا ما تمت الاغتيالات باسحله كاتمة للصوت او الخنق او الذبح واستهدفت كل من الفئات التالية ضباط كبار في الأجهزة الامنية- وزارة الداخلية – الأمن الوطني – المرور بأسلحة كاتمة للصوت – أئمة جوامع – عناصر من الصحوة – عناصر من البيشمركة – رجال اعمال – موظفين – نساء ورجال مدنيين- عوائل عناصر الصحوة ومنتسبي الاجهزة الامنية – فتيات- مدنيين من الاقليات. </p> <p>وحول انفجارات العبوات والمفخخات والأحزمة الناسفة والقنابل والألغام أوضح التقرير أنه تم تفجير عدد من الاماكن العامة والخاصه حيث استهدفت منازل منتسبي الشرطة وقوة مكافحة الإرهاب – منازل عناصر الصحوة – منازل مدنيين ومنهم رجال الاعمال – الأسواق الشعبية – عمارات سكنية ومحلات تجارية – المساجد- سفارات – ابراج الاتصالات – دوريات كل من الشرطة والبيشمركة والصحوة – مواكب عزاء. فضلا عن ازدياد استخدام النساء والاطفال وذوي الاعاقة العقلية كدروع بشرية في التفجيرات. </p> <p>أما عن الجثث المجهولة فقد ذكر التقرير “شهد هذا الشهر العثور على جثث منحورة لنساء وفتيات ورجال ومنها جثث لعناصر الصحوة ومنتسبي الامن رميت في اماكن مهجورة او في الطرق العامة وغيرها”. </p> <p>وفي تفصيله لاحصائية ضحايا القتل والاصابات والخطف خلال الفترة الممتدة من 01/04/2010 – 30/04/2010 بين التقرير أن “ضحايا القتل جراء انفجارات العبوات الناسفة واللاصقة والمفخخات والقنابل وصلت إلى وقوع مالا يقل عن 300 ضحية من المدنيين وكانت أشدها في كل من المحافظات بغداد – نينوى – ديالى – الانبار – صلاح الدين”. </p> <p>وأضاف أن “ضحايا القتل بفعل القوات العراقية وصلت أعدادها إلى وقوع مالا يقل عن 1 ضحية من المدنيين وكانت في محافظة ميسان، فضلا عن وقوع 64 ضحية من أجهزة الشرطة والجيش وكانت أشدها فــي محافظة نينوى- بغداد – الانبار”. </p> <p>وتابع أن “ضحايا القتل بالجثث المجهولة الهوية وصلت اعدادها إلى مالا يقل عن 67 جثة مجهولة الهوية ومن بينها جثث تعود لنساء وكانت أشدها في صلاح الدين – نينوى – بغداد، وأخيرا ضحايا الاغتيالات وصلت إلى مالا يقل عن 110 ضحية وكانت أشدها في بغداد – نينوى – بابل – ديالى – كركوك”. </p> <p>وحول اعداد المصابين جراء اعمال العنف في نيسان ذكر التقرير “وصلت أعداد ضحايا المصابين من الانفجارات إلى وقوع مالا يقل عن 1,500 ضحية وكانت أشدها في كل من المحافظات بغداد – نينوى- ديالى – الانبار – صلاح الدين – بابل”. </p> <p>وعن حالات الخطف قال التقرير “وصلت أعداد ضحايا أعمال الخطف إلى وقوع مالا يقل عن 6 مختطفين وتركزت فـي ديالى – بغداد – الانبار”. </p> <p>اما في تفصيله لاحصائية عمليات الاعتقال – إطلاق السراح – أحكام الإعدام في عموم العراق، فذكر التقرير أنها وصلت إلى 1,955. ولاحظ “استمرار عمليات الاعتقالات مع استمرار أعمال العنف وتزايدها والتي يقع جزء منها بصورة عشوائية وغير قانونية وقد وصلت أعداد المعتقلين خلال هذا الشهر إلى 1,180 معتقلا في عموم محافظات العراق وكانت اشد تلك الاعتقالات في كل من المحافظات البصرة – ديالى – بغداد– نينوى – الانبار- صلاح الدين – كركوك كما سجل هذا اعتقال عددا من النساء يشتبه بقيامهن باعمال ارهابية وتدريب نسوة على حمل الاحزمة الناسفة وتفجيرها”. </p> <p>أما عن عمليات اطلاق السراح فقد ذكر التقرير أنها “وصلت إلى إطلاق سراح مالا يقل عن 769 معتقلا في عموم محافظات العراق وتركزت في بغداد – الانبار”. أما احكام الاعدام فقد “صدر خلال هذا الشهر ستة أحاكم إعدام وذلك في محافظة بابل- نينوى”. </p> <p>وأوصى التقرير بـ”اعداد خطط تستند إلى طبيعة أعمال العنف ووسائلها التي تختلف بين محافظة وأخرى تبعا لمصالح الجهات المسلحة وعدم إهمال تكرار العنف في المحافظات ذاتها في كل شهر و قراءة وسائل العنف فيها للوصول إلى الخطط الكفيلة بوقف العنف فيها ووضع معالجات شاملة مبنية على أسس واقعية للوصول إلى الجهات التي تقف وراء هذه الأعمال فضلا عن اعتماد التقييم السليم لمناطق الضعف والقوة في أداء القوى الامنية”. </p> <p>كما أوصى بـ”رصد وسائل العنف المتبعة في استهداف المدنيين والعسكريين واعداد برامج التوعية بكيفية توفير الحماية الذاتية واتخاذ إجراءات السلامة قدر الإمكان. والعمل بالمادة 29 من الدستور من باب الحقوق والحريات التي تكفل فيها الدولة حماية الأمومة والطفولة وتمنع أشكال العنف والتعسف في الاسرة والمجتمع وتقديم الحماية الكافية للنساء والاطفال من الهجمات المسلحة التي تستهدفهم”.</p> </p></div> <p>قالت الحكومة العراقية ان 328 عراقيا لقوا مصرعهم في شهر نيسان/أبريل الماضي جراء اعمال عنف وقعت على الاراضي العراقية، وهو أدنى مما سُجل في شهر آذار/مارس. <br/>واشارت الحصيلة التي وضعتها وزارات الصحة والداخلية والدفاع وصدرت، السبت، الى ان الهجمات قتلت 274 مدنياً و39 شرطيا و15 عسكرياً في نيسان/ابريل، بمجموع يقل عما سُجل في شهر ذار/مارس الذي شهد مقتل 367 عراقيا. <br/>وأضافت الاحصائية أن
