بإقليم كردستان، امس السبت، عن إصابة نحو &quot;150&quot; شخصاً بمرض الكوليرا، في الوقت الذي تحدثت فيه تقارير صحفية عن وفاة شخصين بسبب الوباء، الذي سبق وان شهدته المحافظة في العام &quot;2007&quot;. <br/>وينتقل المرض عن طريق المياه ويسبب القيء وإسهالاً حاداً ويمكن ان يؤدي الى الوفاة بسرعة بسبب الجفاف إن لم يعالج. <br/>وقال قائمقام مركز السليمانية آوات محمد في مؤتمر &quot;صحفي&quot;، ان السلطات الصحية قامت بتشكيل عدد من اللجان العليا للسيطرة على الوباء من خلال منع إنتاج الخضروات وتعويض اصحاب الحقول لاحقاً. <br/>ولفت ايضاً الى ان السلطات قررت أيضاً منع بيع مياه الشرب عبر السيارات الحوضية، <p>أعلنت دائرة صحة كرميان في محافظة السليمانية اليوم عن تسمم 80 شخصا في قضاء كلار جنوب المحافظة بسبب تناولهم طعاما فاسدا في المطعم. وأوضح مدير الصحة (آكو إبراهيم)إن 80 شخصا تسمموا في قضاء كلاك التابع لمحافظة السليمانية بسبب تناولهم طعاما فاسدا. مبينا أن 80 شخصا تناولوا الطعام الفاسد في مطعم في القضاء المذكور. وأضاف إبراهيم إن المصابين أدخلوا في مستشفى طوارئ القضاء نتيجة إصابتهم بالإسهال مشيرا إلى On April 13, officials <a href="https://web.archive.org/web/20130125071239/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">issued new regulations</a> barring street protests and allowing them only at three soccer stadiums.</p> <p>In late February, Iraqi police <a href="https://web.archive.org/web/20130125071239/http://www.hrw.org/en/news/2011/02/17/iraq-investigate-protester-deaths" class="external" target="_blank">allowed dozens of assailants</a> to beat and stab peaceful protesters in Baghdad. In the early hours of February 21, dozens of men, some wielding knives and clubs, attacked about 50 protesters who had set up two tents in Tahrir Square. During nationwide February 25 protests, security forces killed at least 12 protesters across the country and injured more than 100. On that day, Human Rights Watch observed Baghdad security forces beating unarmed journalists and protesters, smashing cameras, and confiscating memory cards.</p> <p>Security forces of the Kurdistan Regional Government (KRG) and its ruling parties have used repressive measures against<a href="https://web.archive.org/web/20130125071239/http://www.hrw.org/en/news/2011/05/24/iraqi-kurdistan-growing-effort-silence-media" class="external" target="_blank"> journalists</a> and <a href="https://web.archive.org/web/20130125071239/http://www.hrw.org/en/news/2011/04/21/iraq-widening-crackdown-protests" class="external" target="_blank">demonstrators</a> since the start of the daily protests in Sulaimaniya on February 17 seeking an end to widespread corruption and greater civil and political rights. On March 6, masked men <a href="https://web.archive.org/web/20130125071239/http://www.hrw.org/en/news/2011/03/07/iraqi-kurdistan-prevent-attacks-protesters" class="external" target="_blank">attacked demonstrators</a> and set their tents on fire in Sulaimaniya. On April 18, security forces seized control of Sara Square, the center of Sulaimaniya&#8217;s protests, and have prevented further demonstrations.</p> <p>On April 27, the KRG issued a 19-page report of its investigation into the violence during the previous 60 days of demonstrations. It concluded that violence was committed by both security forces and protesters, and that &quot;the police and security forces were poorly trained in handling it appropriately.&quot;</p> <p>Iraq&#8217;s constitution guarantees &quot;freedom of assembly and peaceful demonstration.&quot; As a state party to the International Covenant on Civil and Political Rights, Iraq is obligated to protect the right to life and security of the person, and the right to freedom of expression, association, and peaceful assembly.</p> </p></div> <p>In Iraqi Kurdistan, a protest organizer, Isma&#8217;il Abdullah, was abducted, stabbed, and beaten on May 27, 2011. The Kurdistan government should make sure its promised investigation of the episode is thorough, fair, and transparent, and leads to the prosecution of those responsible, Human Rights Watch said.</p> <p>&quot;Authorities in Baghdad and in Iraqi-Kurdistan are keeping their citizens from demonstrating peacefully,&quot; said Joe Stork, deputy Middle East director at Human Rights Watch. &quot;Iraq needs to make sure that security forces and pro-government gangs stop targeting protest organizers, activists, and journalists.&quot;</p> <p>Several activists in the capital told Human Rights Watch that they believed that the increased security at Baghdad&#8217;s Tahrir Square and the recent arrests were an attempt to head off reinvigoration of public protests, amid efforts by various small protest groups to work together. They said that neighborhood officials had warned them that security forces had made increased inquiries into the activists&#8217; whereabouts and activities over the past two weeks.</p> <h3>Baghdad Arrests</h3> <p>On May 28, soldiers in four Humvees and two other unmarked vehicles approached the offices of the human rights group Where Are My Rights in Baghdad&#8217;s Bab al Mu&#8217;adham neighborhood, as members met with fellow protest organizers from the February 25 Group. Members of both groups told Human Rights Watch that soldiers raided the building with guns drawn, took away 13 activists in handcuffs and blindfolds, and confiscated mobile phones, computers and documents.</p> <p>One detained activist who was released on May 29 told Human Rights Watch that during the raid a commanding officer introduced himself as &quot;from Brigade 43&quot;of the army&#8217;s 11<sup>th</sup> Division and said another officer was &quot;from Baghdad Operation Command.&quot;</p> <p>&quot;They did not show any arrest warrants and did not tell us why we were being arrested,&quot; this activist said:</p> <p>A female activist complained and asked to see warrants, and they told her to &quot;shut up and get in the car.&quot; They blindfolded and handcuffed us, and while they were doing this, they asked, &quot;Why are you having these meetings? المعتصمين السلميين في ساحة الأحرار بالموصل.</p> <p>وقال محافظ نينوى اثيل النجيفي إن المحافظة قررت إيقاف الدوام الرسمي الثلاثاء في كافة دوائرها مبينا أن قرار الإيقاف هو احتجاجا على تعامل القوى الأمنية وقيادة العمليات في نينوى ضد المدنيين والمعتصمين السلميين في ساحة الأحرار بالموصل وأضاف النجيفي نطالب القوات الأمنية بوقف أطلاق النار على المواطنين المعتصمين وفتح ساحة الأحرار لهم للتعبير عن أرائهم خصوصا وان هذا التعبير سلمي ووفقا للقانون والدستور محملا قيادة عمليات نينوى إراقة أي قطرة دم من المعتصمين والمتظاهرين.</p> <p><strong>استقالة ضابطين بعد رفضهم اوامر باطلاق النار على المعتصمين في الموصل </strong></p> <p>قدم ضابطان في استخبارات الفرقة الثانية في الموصل استقالتهم بعد رفضهم لاوامرعسكرية صدرت عن اللواء عبدالناصر</p> <p>الغنام بإطلاق النارعلى المعتصمين.وقال مصدر امني فضل عدم ذكر اسمة &quot;ان أوامر صدرت من اللواء عبد الناصرالغنام قائد الفرقة الثانية باطلاق النارعلى المعتصمين في ساحة الاحرار مما حدى بضابطين من استخبارات الفرقة بتقديم استقالتهم بعد رفضهم اوامر تقضي بتوجيه بنادقهم ضد اخوانهم من ابناء الشعب، يذكر ان احد ضباط الجيش كان قد انظم في وقت سابق الى جموع المتظاهرين في ساحة الاحرارفي الموصل شمال بغداد.</p> <p><strong>التيار الصدري قد يرفع التجميد عن جيش المهدي اذا مدد للقوات الاميركية</strong> </p> <p>في وقت يحتدم فيه الجدل بشان التمديد للقوات الأميركية او عدمه يبدو التيار الصدري قد حسم موقفه بهذا الشأن، إذ اكد أن رفع التجميد عن جيش الامام المهدي. قرار ينفذ في نهاية العام الحالي في حال بقيت القوات الامريكية في العراق، مصعدا بمواقف قال &quot;لا تحمد عقباها&quot; في حال التمديد. <br/>العبيدي لم يكتف فقط بالتحذير من عواقب بقاء القوات الامريكية على الارض العراقية وانما اتهم ايضا جهات لم يسمها بمحاولة تشويه صورة جيش الامام المهدي. <br/>مخاوف البعض من رفع التجميد عن جيش الامام المهدي يبدو انها بعيدة على الاقل عن الحكومة العراقية التي اعتمد الناطق باسمها على ما سماه التزام التيار الصدري بالعملية السياسية وحصر السلاح بيد الدولة. <br/>لكن المواطنين يؤكدون انه بغض النظر عن بقاء القوات الأميركية او جلائها فإن قرار الحرب والسلاح يجب أن يكون بيد الدولة، مبينين ان التهديد بإطلاق جيش المهدي امر مقلق. <br/>ورغم تأكيد الحكومة العراقية التزام التيار الصدري بالعملية السياسية وحصر السلاح بيد الدولة لا يستبعد مراقبون تدخل دول من الجوار العراقي تعتبر وجود جيش المهدي. </p> </p></div> <h3><font color="#800000"><strong>أخبار عالمية</strong></font></h3> <p><strong>أطباء مستقلون بالسليمانية يضربون عن العمل مطالبين بإخراج البيشمركة من المدن </strong></p> <p>نظمت مجموعة الأطباء المستقلين في السليمانية اليوم اضرابا عن العمل للمطالبة برحيل قوات البيشمركة من داخل مدن المحافظة. ونظمت المجموعة إضرابها أمام احد المستشفيات من الساعة الثامنة صباحا وحتى الثانية عشر ظهرا. </p> <p><strong>استنفار أمني في كركوك إثر اشتباكات بين الاستخبارات والشرطة المحلية </strong></p> <p>استنفرت الأجهزة الأمنية قواتها في محافظة كركوك، إثر اشتباكات مسلحة بين قوات تابعة لـ «أسايش» (الاستخبارات) وعناصر</p> <p>من الشرطة المحلية. وأوضح نائب قائد الشرطة اللواء تورهان عبد الرحمن في تصريح صحافي أن تبادلاً لإطلاق النار بين عناصر الشرطة المحلية وعناصر من «الأسايش» في شارع أطلس وسط المدينة أسفر عن مقتل عنصرين من «الأسايش» فيما أصيب مواطن .في غضون، ذلك أغلقت الأسواق أبوابها خشية وقوع اشتباكات جديدة، فيما انتشرت قوات الأمن في المدينة للحيلولة دون استغلال المجموعات المسلحة الوضع. ولم يتسن الحصول على معلومات عن الأسباب التي أدت الى وقوع الاشتباكات، غير أن مصدراً أمنياً أكد أن سيارة تابعة للشرطة فتحت النار على عناصر من «الأسايش» لرفضها التوقف. وتعتبر محافظة كركوك التي يقطنها خليط من العرب والأكراد والتركمان وأقلية مسيحية من أبرز المناطق التي تدور فيها خلافات سياسية وعرقية.</p> <p><strong>التطورات الامنية في كركوك </strong></p> <p>اصيب أربعة أشخاص بجروح بسقوط قذيفتي هاون على مجمع سكني داخل مطار بغداد بعد ظهر اليوم. وتزامن القصف مع اعتزام المالكي مغادرة البلاد الى كوريا الجنوبية. وفي كركوك، انفجرت عبوة ناسفة ظهر اليوم قرب منزل ضابط في الشرطة في منطقة حي السراي وسط قضاء الحويجة، ما أسفر عن مقتل شقيق الضابط وابن أخيه وإصابة ثلاثة من عائلته بجروح. كما استهدفت عبوة ثانية منزل ضابط في الشرطة في منطقة الحي العسكري وسط الحويجة، ما أدى الى إصابته واثنين من أفراد عائلته بجروح. وفي الحويجة ايضا، نجا المسؤول المحلي في مجلس ناحية الرياض حابس العبيدي من انفجار عبوة في منطقة حي القادسية. وعثرت الشرطة على جثة شرطي في حماية شركة نفط الشمال ملقاة على طريق كركوك السليمانية وعليها آثار طلقات نارية في الرأس. </p> <p><strong>تشكيل لجنة تحقيق في الاشتباكات التي وقعت بين الجيش والاسايش في كركوك</strong> </p> <p>لم يسقط هؤلاء جرحى أثناء مطاردتهم للجماعات المسلحة او نتيجة انفجار تعرضوا له إنما جراء اشتباك بين الجيش العراقي وعناصر الامن الكردي في كركوك أدى إلى قتيل من الاسايش وخمسة جرحى حادثة عزتها قيادات الجيش والشرطة الى سوء الفهم بين الطرفين. <br/>قيادة شرطة كركوك اعلنت خلال المؤتمر الصحفي عن تشكيل لجنة مشتركة تضم جميع الاطراف باشراف قضائي لتحديد الجهة المسؤولة عن الحادث، فيما اكدت قيادة الفرقة الثانية عشر ان الاجراءات الامنية التي تقوم بها اثناء التبضع هي لحمايتها من العبوات اللاصقه. <br/>ويبدو ان التهدئة بين الطرفين بعد الاشتباكات كانت حاضرة من خلال التواجد الامريكي الذي يرجح مراقبون أن يؤدي خروجه نهاية العام الحالي من البلاد الى مشاكل بين الاحزاب الكردية والجيش العراقي قد تتعدى الاشتباكات البسيطة خصوصا مع استمرار ازمة المناطق المتنازع عليها وعدم قناعة بغداد واربيل بايجاد حلول لها خلال الفترة المقبلة. </p> <p><strong>استكمال المسودة الأولية لخطة النهوض بواقع حقوق الانسان </strong></p> <p>دخول العراق كعضو في مجلس حقوق الإنسان في العام الفين وعشرة ألزمه بمائة وخمسة وثلاثين بنداً بضمنها إعداد خطة متكاملة للنهوض بواقع حقوق الإنسان في البلاد أعلنت وزارة حقوق الإنسان أنها استكملت المسودة الأولية لها. <br/>وتقول الوزارة أن هذه الخطة تم الأعداد لها من قبل لجنة مختصة شملت عددا من الوزارات منذ العام ألفين وثمانية بالتنسيق مع بعثة الأمم المتحدة فيما يشير معدوها الى إن مجالي الحقوق المدنية والمعتقلين قد أخذا فيها بنظر الاعتبار. <br/>ويؤكد مسؤولو وزارة حقوق الإنسان إن الخطة أرسلت لكافة الوزارات والى الأمانة العامة لمجلس الوزراء لترسل بعد مناقشتها خلال شهر واحد إلى مجلس الوزراء لإقرارها واعلانها بشكل نهائي مطلع حزيران المقبل ومن ثم يتم إرسالها إلى مجلس حقوق الإنسان في جنيف. </p> <p><strong>العثور على جثة طفل جنوب كركوك </strong></p> <p>أفاد مصدر أمني الثلاثاء بأن قوة أمنية عثرت على جثة طفل حديث الولادة جنوب كركوك.وقال المصدر إن دورية حكومية عثرت ظهر اليوم على جثة طفل حديث الولادة لم يتجاوز عمره الشهرين,</p> <p>في العراء بمنطقة حي الواسطي جنوب كركوك وأضاف المصدر أن دورية حكومية عثرت على جثة الطفل ونقلت الجثة إلى دائرة الطب العدلي كما فتحت تحقيقاً لمعرفة أسباب الحادث. </p> <h3><font color="#800000">الاخبار السياسية</font></h3> <p>من اعطاء وجه جديد لبقاء القوات الاميركية المحتلة في البلاد، بحجة الدفاع عن السفارة الامريكية .واضاف الحسناوي: ان&quot;التيار الصدري يرفض بقاء القوات الاميركية بوجه جديدة كحماية السفارة الاميركية او التدريب او اية صيغة اخرى يتم عليها الاتفاق،&quot; محذرا السياسيين العراقيين من اعطاء وجه جديد للاحتلال. وعد النائب الصدري: ان&quot; بقاء القوات ما بعد العام الحالي هو عودة الاحتلال ثانيا، مستغرباً من تعداد منتسبي السفارة الاميركية في بغداد بعد الانسحاب الذي تم إعلانه امس، حيث كشفت الولايات المتحدة الأميركية، أن سفارتها في بغداد ستضم 16 ألف شخص بين دبلوماسي وعامل بعد انسحاب قواتها من العراق.</p> <p><strong>النجيفي يحمّل عمليات نينوى مسؤولية ما يجري للمتظاهرين </strong></p> <p>حمل محافظ نينوى اثيل النجيفي اليوم قيادة عمليات المحافظة المسؤولية عن إسالة دماء المتظاهرين في مدينة الموصل. وقال اثيل النجيفي انه يحمّل قيادة عمليات نينوى مسؤولية دماء المتظاهرين التي سالت من اجل الاعتصام بشكل سلمي والدخول إلى ساحة الاحرار وسط الموصل مطالبا الاجهزة الامنية بالتوقف عن منع المتظاهرين والسماح لهم بالاعتصام داخل ساحة الاحرار بشكل سلمي لا يضر احدا. وكانت القوات الامنية قد منعت المعتصمين من الدخول إلى ساحة الاحرار للاعتصام فيها في يومها السابع عشر وقد اصيب خلال ذلك خمسة من المتظاهرين بجروح.</p> الصحوة في قضاء سامراء التابع لمحافظة صلاح الدين وأضاف المصدر إن الهجوم أسفر عن استشهاد اثنين من عناصر النقطة وإصابة آخر بجروح مختلفة نقل على أثرها إلى مستشفى القضاء لتلقي العلاج.</p> اجراءات امنية مشددة اتخذت حول مكان الحادث خوفاً من تفجير اخر قد يقع قرب المكان. واوضح المصدران انفجاراً وقع اليوم في منطقة الجادرية وسط بغداد ادى الى اصابة ثلاثة اشخاص بجروح احدهم طفل تم نقلهم الى ساعة على اجراء عمليات الولادة لهن في مستشفى البتول الاهلي وسط بعقوبة خلال مدة لا تزيد على الشهر.ورجح ان يكون سبب الوفاة زيادة جرعة التخدير التي تعطى لهن او استعمال ادوية ذات مناشئ رديئة.</p> autonomous Kurdistan region, rocked by months of protests where five people have died, risks losing its hard-won reputation as a haven of safety and freedom within the country, experts said.</p> <p>There was still room for talks between protesters and the government, they added, warning any crackdown by Kurdish authorities would inflict immeasurable damage, even straining relations with Washington.</p> <p>The near-daily demonstrations in the region&#8217;s second-biggest city of Sulaimaniyah initially decried corruption and nepotism, but have since risen in rancour to call for a complete dissolution of the autonomous government.</p> <p>&quot;Politics in Kurdistan is a very emotive topic,&quot; said Ali al-Saffar, an Iraq analyst at the Economist Intelligence Unit in London. &quot;All sides have shown quite a lot of restraint, but if something were to happen it could boil over.&quot;</p> <p>Saffar noted that if protesters in Sulaimaniyah were attacked en masse by security forces, &quot;the reputational damage will be immense.&quot;</p> <p>&quot;Kurdistan has spent millions in Washington lobbying the US government, and if any crackdown were to happen, it would push back relations a great deal,&quot; he said.</p> <p>The three-province region, whose assembly makes decisions independent of Baghdad in most policy areas, is reputed for being markedly safer than the rest of Iraq, where hundreds still die on a monthly basis in insurgent violence.</p> <p>As a result, several foreign firms have invested in the region: the only international chain hotel in Iraq is in the Kurdish capital of Arbil, and several shopping malls have recently been built or are under construction with foreign financing.</p> <p>But high levels of unemployment, graft and nepotism in Kurdistan, which has been ruled by two-parties for decades, sparked street protests in Sulaimaniyah from mid-February, fuelled by uprisings in Tunisia and Egypt.</p> <p>In three straight days of rallies this week more than 100 protesters were wounded when security forces attempted to disperse demonstrations.</p> <p>Kurdish security officials and local non-governmental organisations said more than 300 protesters had been detained since Saturday at the protests.</p> <p>Paris-based watchdog Reporters Without Borders noted in a statement on Thursday that it was &quot;deeply shocked by a spate of arbitrary arrests,&quot; while Human Rights Watch in New York called on Kurdish authorities to &quot;end their widening crackdown on peaceful protests.&quot;</p> <p>&quot;The demonstrations started especially with the young generation,&quot; said Asos Hardi, a Sulaimaniyah-based Kurdish journalist. &quot;The uprisings in Tunisia and Egypt were the main spurs of the protest but, very quickly, a wider section of society joined in.&quot;</p> <p>&quot;If you go back and read reports from international organisations about human rights, freedoms, management and corruption in Kurdistan, you can understand why people are angry with their leaders,&quot; added Hardi, who helped found two of the region&#8217;s biggest independent newspapers.</p> <p>He noted, however, that despite the poisonous views the protesters and government had of each other, there was still hope for dialogue.</p> <p>Sulaimaniyah, reputed as the intellectual capital of the region, has long been a bastion of Iraqi President Jalal Talabani&#8217;s Patriotic Union of Kurdistan. A faction of the PUK, however, split in 2009 and went into opposition.</p> <p>In the regional capital of Arbil, by contrast, the Kurdistan Democratic Party of regional president Massud Barzani retains a tight grip.</p> <p>A poll conducted by the Washington-based International Republican Institute in December offered hints for the causes behind the anger in Sulaimaniyah.</p> <p>Some 62 percent of respondents in Sulaimaniyah said Kurdish MPs were not listening to their needs, and 35 percent said the economic situation in Kurdistan was either &quot;somewhat bad&quot; or &quot;very bad,&quot; both of which were the highest in the region.</p> <p>&quot;The KDP and the PUK must change,&quot; said Mahmud Othman, an independent Kurdish MP in the Iraqi parliament in Baghdad. &quot;They need to change, definitely, but are they capable, are they serious? That is what remains to be seen.&quot;</p> <p>Regardless of possible change, independent journalist Hardi insisted the two months of protests marked a crucial shift in Kurdistan.</p> <p>&quot;Everything in our history has been about protecting our existence as a culture, as a nation, as a people,&quot; Hardi said. &quot;But now, these protests are about changing and improving our authorities should end their widening crackdown on peaceful protests in northern Iraq, Human Rights Watch said today. The authorities should hold accountable those responsible for attacking protesters and journalists in Arbil and Sulaimaniya since April 17, 2011, including opening fire on demonstrators and beating them severely, Human Rights Watch said.</p> <p>Human Rights Watch also called on Iraqi authorities in Baghdad to investigate the detention and torture of a protester, Alaa Nabil, and to charge or release more than two dozen activists held in a prison in Baghdad&#8217;s Old Muthanna Airport. Central government and Kurdistan Regional Government authorities should revoke their recent bans on unlicensed demonstrations in Sulaimaniya province and on street protests in Baghdad, Human Rights Watch said.</p> <p>&quot;Iraqi authorities in Kurdistan and Baghdad need to rein in their security forces and protect the right to protest peacefully,&quot; said Joe Stork, deputy Middle East director at Human Rights Watch. &quot;The Iraqi political authorities need to end their knee-jerk responses and stop banning protests, detaining demonstrators, and beating journalists.&quot;</p> <h3>Repression in Kurdistan</h3> <p>In the afternoon of April 18 in Arbil, the Kurdistan capital, dozens of armed men in civilian clothes attacked students from the Kurdistan region&#8217;s largest university, Salahadin, as they tried to hold a demonstration. Witnesses told Human Rights Watch that the assailants also attacked journalists and at least one member of parliament.</p> <p>A third-year Salahadin student told Human Rights Watch that a large group of organized assailants wearing civilian clothes attacked the protesters with brute force.</p> <p>&quot;We chanted ‘freedom, freedom,&#8217; and then security forces came and abolished the demonstration,&quot; the student said. &quot;They were hitting people by knives and sticks &#8230; and arrested 23 protesters.&quot;</p> <p>The assailants beat Muhamad Kyani, a member of the Iraqi national parliament for the opposition party Goran (Change) List, and his bodyguard while they were walking away from the demonstration. &quot;There was no violence from us, nothing happened from our side to incite them,&quot; Kyani told Human Rights Watch. &quot;I was on my way to the car when the Asayish [the official security agency for the Kurdistan region] threw me to the ground and started to kick and beat me.&quot; Kyani had two black eyes and other minor injuries from the beating. &quot;They just wanted to intimidate and insult me and those with me,&quot; he said. &quot;During the beating they swore at us and called me a traitor.&quot;</p> <p>Reporters without Borders documented attacks on at least 10 journalists covering the April 18 protest. The group said assailants also detained numerous journalists, including Awara Hamid of the newspaper <em>Rozhnam, </em>Bahman Omer of <em>Civil Magazine</em>, Hajar Anwar, bureau chief of the Kurdistan News Network, and Mariwan Mala Hassan, a KNN reporter, as well as two of the station&#8217;s cameramen.</p> <p>Shwan Sidiq of <em>Civil Magazine</em> was hospitalized after the assailants broke his hand. &quot;My hand is broken, my head still hurts,&quot; he told Human Rights Watch. &quot;What I saw was what in 1988 Saddam Hussein did against me and my family.&quot;<strong></strong></p> <p>Security forces of the Kurdistan Regional Government and the two ruling parties there, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, have used repressive measures against journalists since the start of the protests in Iraq on February 17. The local press freedom group Metro Center has documented more than 150 cases of attacks and harassment of Kurdish journalists since February 17. In March, Human Rights Watch interviewed more than 20 journalists covering the protests in Kurdistan.</p> <p>&quot;Time and again we found that security forces and their proxies violate journalists&#8217; freedom of expression through death threats, arbitrary arrests, beatings, harassment, and by confiscating and vandalizing their equipment,&quot; Stork said.</p> <p>In Sulaimaniya, daily clashes since April 17 have injured more than 100 protesters, journalists, and security forces. Witnesses told Human Rights Watch that on April 17 security forces fired live ammunition into the air to clear protesters blocking a road, while others shot into the crowd indiscriminately, wounding at least seven demonstrators.</p> <p>&quot;Police and security forces used everything to attack us,&quot; one protester told Human Rights Watch. &quot;They opened fire, threw stones, used sticks and their Kalashnikovs to keep us from demonstrating.&quot;</p> <p>Protest organizers told Human Rights Watch that on April 18, security forces violently seized control of Sara Square, the center of daily protests in Sulaimaniya since February 17, and demolished the protesters&#8217; podium. Security forces have fanned out across the city and have refused to allow protesters back to the site &#8211; renamed Azadi (Freedom) Square by demonstrators &#8211; resulting in clashes on April 18 and 19.</p> <p>On March 6, <a href="https://web.archive.org/web/20130125071239/http://www.hrw.org/en/news/2011/03/07/iraqi-kurdistan-prevent-attacks-protesters" class="external" target="_blank">masked assailants attacked demonstrators</a> and set their tents on fire but failed to evict protesters from the site.</p> <p>On April 19, protest organizers said, security forces detained dozens of students and others in and around Sulaimaniya, releasing most later in the day. One law undergraduate told Human Rights Watch that security forces attacked her and other protesters at the Dukan checkpoint on their way to Sulaimaniya.</p> <p>&quot;We were forced to get off the buses,&quot; she said. &quot;They threatened if we went [to the protest], we would be killed. A friend of mine asked them not to shoot us because we have pens and not guns, but when he raised his pen security forces opened fire and he was badly injured.&quot;</p> <p>Since then, this student said, she has received anonymous threatening phone calls telling her not to return to Sulaymaniya. Security forces raided Koya University, where she studies, and arrested two students. Their whereabouts remain unknown.</p> <p>The family of a prominent Kurdish writer and activist, Rebin Hardi, told Human Rights Watch that security forces severely beat him during and after his arrest on April 19 for participating in a protest in front of the Sulaimaniya courthouse. Photos taken after his release later that day viewed by Human Rights Watch showed severe swelling up and down the right sight of his body including his eye, arm, and thigh.</p> <p>Since February 17, clashes with security forces have killed at least seven civilians and injured more than 250 demonstrators in Kurdistan, but thousands have continued to protest alleged corruption and the political dominance of the KDP and PUK.</p> <p>On April 19, the government&#8217;s Security Committee for Sulaimaniya Province banned all unlicensed demonstrations. Legislation passed by the Kurdistan Regional Government in December gives authorities wide discretion in deciding whether to approve a license for a protest. The law&#8217;s wording is exceptionally vague and susceptible to abuse, Human Rights Watch said. Under article 3(c) of the law, authorities can reject a request if &quot;the protest will damage the system or public decency.&quot;</p> <h3>Protests in Baghdad</h3> <p>Iraqi security forces in Baghdad are detaining and abusing activists in connection with protests against the chronic lack of basic services and perceived widespread corruption. On April 8, security forces in a vehicle with markings from the 43rd Brigade of the Army&#8217;s 11th Division, arrested Nabil at the end of a peaceful protest at Tahrir Square. He was immediately transferred to other security forces in civilian clothing, and held for a week.</p> <p>Released on April 15, Nabil, an organizer of the February 25 Group &#8211; one of several groups planning demonstrations in the capital &#8211; told Human Rights Watch that he had been beaten repeatedly while his hands were held behind his back with plastic zip-ties, and often while blindfolded. He said his captors also used a stun gun on his arms, chest, and back.</p> <p>&quot;I heard them giving orders to shock us and hit us only below the neck, so there wouldn&#8217;t be any marks. They shocked me and hit me on the arms and back and chest,&quot; he said. &quot;I got a cut on my head that was bleeding, and one of the guards yelled at another who caused it. ‘Why did you make him bleed? He is a son of a bitch and will make a scandal for us. Do not leave any marks. Hit him in places where there will be no marks.&#8217;&quot;</p> <p>Nabil said his captors went through his cell phone and told him, &quot;We know all these numbers, and we are watching and listening to all your calls.&#8217;&quot;</p> <p>Nabil had previously been arrested on March 22, and Human Rights Watch witnessed signs of physical abuse immediately after his release from that detention. Human Rights Watch sent inquiries about Nabil&#8217;s arrest and others to the offices of the prime minister and security officials but has received no response from authorities.</p> <p>On April 13, security forces entered the adjoining offices of the Federation of Workers Councils and Unions in Iraq (FWCUI) and the Organization of Women&#8217;s Freedom in Iraq (OWFI), where the February 25 Group has held meetings in Baghdad. The security forces arrested one of the group&#8217;s members, Firas Ali, who has peacefully participated in several of the Tahrir Square demonstrations.</p> <p>A protester detained in early April for taking part in demonstrations at Tahrir Square told Human Rights Watch upon his release that he saw Ali inside a prison in Baghdad&#8217;s Old Muthanna Airport. The witness said Ali was being held with more than two dozen protesters, 20 of whom were detained on the day of the April 15 demonstration.</p> <p>Human Rights Watch is also concerned about Haydar Shihab Ahmad, also from the February 25 Group, who has been missing since April 1, just after taking part in that day&#8217;s demonstration in Baghdad&#8217;s Tahrir Square. Members of his family told Human Rights Watch that they have made several inquiries at prisons in Baghdad in unsuccessful attempts to locate him, and have received no official reply about whether he has been detained.</p> <p>&quot;Iraqi authorities need to release any peaceful protester held incommunicado and without charge, and account for those it is charging with a criminal offense,&quot; Stork said.</p> <p>Iraqi authorities have taken several steps to eliminate protests in the capital from public view. On April 13, officials issued new regulations barring street protests and allowing them only at three soccer stadiums.</p> <p>&quot;We have specified Al-Shaab, Kashafa and Zawraa stadiums as permitted sites for demonstrations in Baghdad instead of Ferdus or Tahrir squares,&quot; Baghdad&#8217;s security spokesman, Major General Qassim Atta, said at a news conference televised by the state broadcaster, Iraqiyya TV. &quot;Many shop owners and street vendors have called us and complained to us because demonstrations have affected their work and the movement of traffic.&quot;</p> <p>In late February, Iraqi police <a href="https://web.archive.org/web/20130125071239/http://www.hrw.org/en/news/2011/02/17/iraq-investigate-protester-deaths" class="external" target="_blank">allowed dozens of assailants</a> to beat and stab peaceful protesters in Baghdad. In the early hours of February 21, dozens of men, some wielding knives and clubs, attacked about 50 protesters who had set up two tents in Tahrir Square. During nationwide February 25 protests, security forces killed at least 12 protesters across the country and injured more than 100. On that day, Human Rights Watch observed Baghdad security forces beating unarmed journalists and protesters, smashing cameras, and confiscating memory cards.</p> <p>On June 25, 2010, in response to thousands of Iraqis who took to the streets to protest a chronic lack of government services, the Interior Ministry issued onerous regulations that <a href="https://web.archive.org/web/20130125071239/http://www.hrw.org/en/news/2010/09/17/iraq-stop-blocking-demonstrations" class="external" target="_blank">effectively impeded Iraqis from organizing</a> lawful protests. The regulations required organizers to get &quot;written approval of both the minister of interior and the provincial governor&quot; before submitting an application to the relevant police department.</p> <p>Iraq&#8217;s constitution guarantees &quot;freedom of assembly and peaceful demonstration.&quot;As a state party to the International Covenant on Civil and Political Rights, Iraq is obligated to protect the rights to life and security of the person, and the rights to freedom of expression, association, and peaceful assembly. Iraq should also abide by the United Nations Basic Principles on the Use of Force and Firearms, which state that lethal force may only be used when strictly unavoidable to protect life, and must be exercised with restraint and proportionality. The principles also require governments to &quot;ensure that arbitrary or abusive use of force and firearms by law enforcement officials is punished as a criminal offense under their law.&quot;</p> حكومي آخر بجانب سجن اشرف سيء الصيت الذي كان يضم المئات من المعتقلين الأبرياء في المنطقة الخضراء وسط العاصمة بغداد.</p> <p>ونسبت الأنباء الصحفية الى المصدر الذي رفض الكشف عن هويته تأكيده بان المعتقلين في السجن السري الجديد الذي يشرف عليه ما يسمى مكتب مكافحة الإرهاب يتعرضون الى ابشع انواع التعذيب الجسدي والمعنوي من قبل الأجهزة الحكومية المسؤولة عن هذا السجن الذي يضاف الى السجون الحكومية السرية والمعلنة التي يقبع فيها منذ ثماني سنوات عشرات الآلاف من المعتقلين العراقيين الذين لم توجه لهم أي تهم حقيقية .وأوضح المصدر ان وزارة العدل في الحكومة الحالية لديها علم بالسجن السري الحكومي الجديد لكنها the central square of Sulaimaniyah on February 17, to show solidarity with Tunisians and Egyptians as well as to call for reform and an end to corruption in Iraqi Kurdistan, I was just a curious reporter monitoring the situation.</p> <p>But soon after the rally ended, I was faced with the most difficult story of my professional career.</p> <div style="border-right: black 1px solid; demonstrators had left towards Salem Street, the best known part of the city, when for reasons that are still under investigation, some ended up clashing with guards outside the offices of the region’s president Kurdistan Democratic Party, KDP. In the ensuing fight, one person was killed and nearly 60 injured.</p> <p>At this point, I was a few blocks away, but could hear the sounds of gunshots and the sirens of ambulances and security vehicles rushing towards the scene. I knew that I had an assignment and headed straight there.</p> <p>It was the first time I had seen such huge crowds of people demanding reform and jobs and the first time I had witnessed live gunfire against protesters. What I saw that day became part of an IWPR report about the demonstrations that were sweeping Iraq (<a href="https://web.archive.org/web/20130125071239/http://iwpr.net/report-news/protests-sweep-iraq" class="external" target="_blank"><strong>Protests Sweep Iraq</strong></a>), but I felt that I needed to write another story focused on Sulaimaniyah.</p> <p>I kept a close eye on developments after February 17 as the demonstrations gained momentum. I could see that the young protesters were defying the might of the security forces and their use of live ammunition, and asked my editors at IWPR if I could write a follow-up story about the demonstrations.</p> <p>In the ensuing days, hundreds of extra troops were brought to the outskirts of Sulaimaniyah and a curfew put in place. More demonstrators were killed and many more injured, and there were numerous arrests by the security forces as the protests spread to other areas of the province.</p> <p>My biggest challenge in filing the story was the security situation. People were defying the curfew and I had to walk around with my press card always ready to show the security forces. People were demonstrating in several areas of Sulaimaniyah city, so I had to decide which of the protests I needed to cover. In the end, I judged that it was the centre of the city that had become the magnet for demonstrators.</p> <p>The images were shocking; I saw protesters blocking roads and burning tyres as security forces opened fire on them and plainclothes police tried to arrest them. Businesses were all shut down and the usual traffic jams were eased as fewer people were willing to enter the city. The slogans that the demonstrators were chanting &#8211; such as, “Down with corruption” and “People are suffering” &#8211; were all new to me.</p> <p>I carried out several interviews with the protesters, but getting information from officials was difficult. I had to call many of them numerous times before they even picked up the phone. My other challenge was to keep up with the fast-paced developments as casualties increased and more and more people joined the demonstrations.</p> <p>I filed the article <a href="https://web.archive.org/web/20130125071239/http://iwpr.net/report-news/sulaimaniyah-eye-storm" class="external" target="_blank"><strong>Sulaimaniyah in Eye of Storm</strong></a> from an internet café on February 23 but the following day I was still on the phone to sources and out reporting on the demonstrations to make sure that my piece was up to date.</p> <p>What I learned from this story were some very valuable lessons for my career. For example, while I was told by military officials that all reinforcements had been withdrawn from Sulaimaniyah, I could see for myself that many of them were patrolling the streets of the city. This experience was a good reminder of the lessons that I had learned from IWPR – that information has to be checked carefully for accuracy before it could be published.</p> <p>When the story appeared it meant a lot to me. Although the violence has died down, the protesters are still holding daily rallies in Sulaimaniyah’s central square, waiting for the authorities to meet their demands. In the light of all the protests happening in other parts of Iraq and Middle East, I too feel that the demonstrators in Iraqi Kurdistan needed to be heard</p> <p><strong>Source:</strong> <a rel="tag">جمعية الصليب والهلال الاحمر</a></p> <div class="entry" dir="rtl" align="right"> <p>Iraqi women have repeatedly been victims of armed conflict in recent decades. Today, as their dependence on a crumbling social structure grows, many find themselves struggling to make ends meet. The ICRC is helping them get back on their feet.</p> <p>A great many women in Iraq are facing challenges in the task of caring for their families, earning income and taking part in community and professional life. Since widespread violence erupted in 2003, they have been increasingly caught in the crossfire, killed, wounded or driven from their homes. As their menfolk have been killed or taken away in large numbers, the entire burden of running the household has been suddenly thrust upon them.</p> <p>&quot;Regardless of the circumstance of loss, the mere fact that there is no traditional breadwinner directly affects the family&#8217;s financial situation,&quot; said Caroline Douilliez, head of the ICRC&#8217;s Women and War programme in Iraq. &quot;The ICRC&#8217;s observations across Iraq have led us to the distressing conclusion that the lack of regular and sufficient income over the years has cast a huge number of families into severe poverty.&quot;</p> <div style="border-right: black 1px solid; padding-right: 5px; border-top: black 1px solid; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; border-left: black 1px solid; width: 300px; padding-top: 5px; border-bottom: black 1px solid"> <p>30-03-2011 Operational Update </p> <ul> <li><a href="https://web.archive.org/web/20130125071239/http://www.icrc.org/eng/assets/files/2011/iraq-update-01-02-2011-icrc-eng.pdf" target="_blank" class="external"><strong>Download full document: &quot;Iraq: women struggle to make ends meet&quot;</strong></a> PDF 368 KB </li> </ul></div> <p>According to ICRC estimates, between one and two million households in Iraq today are headed by women. This figure includes women whose husbands are either dead, missing (some since as far back as 1980) or detained. Divorced women are also taken into account. All these women were wives at one time, and today remain mothers to their children and daughters to their parents, and sometimes ultimately breadwinners and caregivers for all these people. Without a male relative, they lack economic, physical and social protection and support. Often they struggle with harrowing memories of the circumstance of death or disappearance of their husband. Displaced women face the added challenge of coping with the loss of a home that they had to leave because of threats to their safety, or for lack of income.</p> <p>&quot;With no job opportunities, with no help from relatives themselves too poor to provide it, and with no assistance from the State social-security system, these women&#8217;s daily struggle revolves around putting food on the table and paying for shelter, schooling and medical care,&quot; said Ms Douilliez. &quot;Sometimes their only option is to take their young boys out of school and send them out to earn a few dinars for the family. As a result, future generations pay the price of today&#8217;s difficult times. Without a proper education, today&#8217;s youth will not be equipped to face their own challenges once they have families of their own.&quot;</p> <p>In response to this emergency, the ICRC has launched programmes aimed specifically to assist women heading households alone. Since 2008, the organization has focused on finding ways to help women attain self-sufficiency.</p> <p>At the same time, the ICRC closely monitors the effects of efforts made by the State to improve social-welfare benefits for women facing particular hardship. The ICRC can attest to the struggle required to increase budgetary allocations and other resources for this vulnerable group. Ms Douilliez stresses the scale of the problem and the need for a comprehensive approach by the Iraqi government.</p> <p>The ICRC is engaged in dialogue with parliamentarians and other central and provincial policy-makers to ensure that the social-welfare system for vulnerable women receives the resources it needs.</p> <p><b>Assistance:</b> Between 2009 and 2010 the ICRC assisted around 4,000 women heading households who have been displaced from their homes. Food parcels and hygiene items were distributed to women in Baghdad, Diyala and Ninawa governorates.</p> <p><b>Micro-economic initiatives:</b> The ICRC provides in-kind grants to help finance income-generating projects. The grants are extended to women who are willing and able to run such projects, which are often home-based businesses such as small shops, trade projects or food production. The projects, which have been initiated in Najaf, Basra, Missan and Baghdad since 2009, are conducted in partnership with local NGOs and monitored for several months to ensure sustainability.</p> <p><b>Social welfare benefits:</b> The ICRC, working in partnership with local NGOs, helps women handle the formalities associated with applying for social-welfare benefits. As the cost of travel to gather documents is high, especially for women who have very limited resources, it reimburses the travel expenses incurred by women in Baghdad, Anbar, Basra and Missan who have not previously applied for the allowance. In addition, the ICRC has provided the agency in charge of administering the benefit with technical support.</p> <h4>Bringing aid to people facing hardship</h4> <p>The ICRC has maintained its support for people struggling to earn a living, such as women heading households, people with disabilities and the displaced. During the months of January and February, the ICRC:</p> <ul> <li>provided emergency winter assistance for more than 44,000 displaced people in Ninawa, Kirkuk, Diyala, Baghdad, Wassit, Babil, Anbar, Salah Al-Din, Dohuk and Sulaimaniya; </li> <li>awarded 82 grants to disabled people and women heading households in Baghdad, Kirkuk, Ninawa, Sulaimaniya and Erbil to enable them to start small businesses and regain economic self-sufficiency. Around 900 households headed by women and the disabled have received such assistance since 2008. The grants have benefited over 5,000 people. </li> </ul> <h4>Assisting hospitals and physical rehabilitation centres</h4> <p>Because health-care services in some rural and conflict-prone areas are still struggling to meet the needs of the civilian population, the ICRC continues to help renovate the premises of health-care facilities and train staff. To help disabled people reintegrate into the community, the ICRC also continues to provide limb-fitting and physical rehabilitation services. In January and February:</p> <ul> <li>192 new patients were fitted with prostheses and 1,010 with orthoses at 10 ICRC-supported centres throughout Iraq; </li> <li>17 doctors and 44 nurses took part in a course on emergency services given in Sulaimaniya and Najaf for medical personnel from Koya, Erbil, Dohuk, Khanaqin, Sulaimaniya, Kirkuk, Babil, Muthanna, Diwaniya, Kerbala and Najaf. </li> </ul> <p>In 2010 the ICRC began providing on-site support for eight primary health-care centres in Diyala, Ninawa, Kirkuk, Babil and Diwaniya. By agreement with the local authorities, the ICRC visits the centres on a regular basis to maintain and, where necessary, upgrade water supply networks. The ICRC also provides advice for emergency stabilization and referral services. In addition, it helps local health administrations to ensure that stocks of medicines and vaccines are adequate and that these items are always readily available.</p> <p>Over 280,000 people, including internally displaced people, now have better access to basic health-care and emergency services in the eight primary health-care centres. By mid-2010, the ICRC was providing the centres with enhanced support for various services. Local health authorities appointed additional female doctors to work in some facilities and provided additional ambulances and beds.</p> <h4>Providing clean water and sanitation</h4> <p>Access to clean water remains difficult in much of Iraq. ICRC engineers continue to repair and upgrade water, electrical and sanitary facilities, especially in places where violence remains a concern and in rural areas to improve the quality of services provided in communities and health-care facilities. In January and February, these activities included:</p> <h5>Emergency assistance:</h5> <p>The ICRC delivered water by truck:</p> <ul> <li>to al-Sadr City (sectors 52 and 53), Husseinia and Ma&#8217;amil area in Baghdad governorate to over 4,840 internally displaced people; </li> <li>to al-Zeidan primary health-care centre in Abu Ghraib, Baghdad governorate. </li> </ul> <h5>Support for health-care facilities:</h5> <p>The ICRC completed the following works:</p> <ul> <li>upgrading the water storage capacity in al-Shirqat General Hospital (100-bed capacity) in Salah al-Din governorate; </li> <li>renovation of the sanitary facilities in three buildings (Zainab, al Kindy and al Razi) in al- Rashad Psychiatric Hospital Phase 2 Stage 2 (1,300-bed capacity) in Baghdad governorate; </li> <li>renovation of a primary health-care centre in al-Sadr City (300 patients per day) in Baghdad governorate. The area served by the centre has a population of 50,000; </li> <li>installation of specialized equipment in al-Sadr Teaching Hospital (200 bed capacity), Najaf governorate. </li> </ul> <h5>Drinking-water supply:</h5> <p>The ICRC completed 10 main projects benefiting over 612,250 people throughout the country:</p> <ul> <li>renovation of Qaim water treatment plant in Anbar governorate, serving about 170,000 people; </li> <li>renovation of a compact unit in Za&#8217;faraniya, Baghdad governorate, serving about 200,000 people; </li> <li>transfer and reinstallation of a compact unit from al-Quds to al-Rasheed in Baghdad governorate, serving about 15,000 people; </li> <li>upgrade of five compact units in Abu Ghraib district, Baghdad governorate, serving about 74,000 people; </li> <li>renovation of a compact unit in al-Shirqat, Salah al-Din governorate, serving about 20,000 people; </li> <li>renovation of a compact unit in Diyala governorate serving about 40,000 people; </li> <li>supply of a generator for Mendili and Qaratapa water treatment plants in Diyala governorate, serving about 42,000 people; </li> <li>upgrade of water supply system in Qosh villages, in Ninawa, serving about 45,000 people; </li> <li>upgrade of water supply system in Khanaqin, Diyala governorate, serving about 6,000 people; </li> <li>renovation of a compact unit in Missan governorate serving about 250 people. </li> </ul> <h5>Renovation of infrastructure in places of detention:</h5> <p>● electro-mechanical works completed in Kadhimiya maximum security prison in Baghdad governorate; <br/>● improvement of the women&#8217;s yard in Hilla Prison (No. 2), Babil governorate, serving about 50 detainees.</p> <h4>Visiting detainees</h4> <p>In January and February, ICRC delegates visited detainees held by the Iraqi Correctional Service under the authority of the Ministry of Justice, the Ministry of the Interior, various branches of the Kurdish Regional Government and the United States government in 27 places of detention in 14 governorates. The delegates monitored the conditions in which detainees were being held and the treatment they received.</p> <p>The ICRC shared its observations and recommendations with the detaining authorities with a view to bringing about improvements where needed.</p> <p>In some of the places of detention, the ICRC gave detainees mattresses, blankets and recreational items such as books and games.</p> <p>The ICRC makes a special effort to restore and maintain ties between people held in detention facilities and their loved ones. In January and February over 350 Red Cross messages were exchanged between detainees and their families in Iraq and abroad. The ICRC also responded to over 750 enquiries from families seeking information on detained relatives or requesting other types of information, for instance on missing relatives. In addition, in Iraq, Iran and Kuwait, the ICRC issued close to 1,000 certificates of detention to former detainees and prisoners of war from previous international armed conflicts. The voluntary repatriation of two released detainees took place under the auspices of the ICRC. The organization also issued travel documents to 13 persons, mainly refugees, to enable them to resettle abroad. In February, the ICRC made arrangements for a three-day visit for seven Iraqi families (19 persons) to visit their loved ones detained in Kuwait Central Prison.</p> <h4>Clarifying the fate of missing people</h4> <p>During the months of January and February, the ICRC, in its role as a neutral intermediary, chaired a meeting between Iraq and Iran during which joint field work undertaken with a view to recovering the remains of soldiers killed during the 1980-1988 Iran-Iraq War was discussed. It also chaired one meeting of the Technical Sub-Committee dealing with missing persons from the 1990-1991 Gulf War, and participated in technical meetings with the parties concerned with a view to preparing joint field exhumations.</p> <p>The mortal remains of 38 persons, presumed to be Iraqi soldiers killed during the Iran-Iraq War, were handed over by the Iranian to the Iraqi authorities under ICRC auspices.</p> <p>The ICRC continued to provide the Iraqi Ministry of Human Rights and Baghdad&#8217;s Medical-Legal Institute with the technical support they require to exchange information and build up their capacity in the area of forensics. In January, the ICRC provided training in forensic anthropology for 27 members of the Medico-Legal Institute.</p> <h4>Promoting compliance with international humanitarian law</h4> <p>Reminding parties to a conflict of their obligation to protect civilians is a fundamental part of the ICRC&#8217;s work.
