بڑھتے سونامی کا اندازہ نہیں ہوتا۔</strong> </p> <p>ایک طرف وزیرِاعظم روزانہ کی بنیاد پر خاندانی اقدار پر درس دینے میں مصروف نظر آتے ہیں جبکہ دوسری طرف ہمارے اوپر مہنگائی کا بوجھ بڑھتا جا رہا ہے، جس دن پیٹرول اور بجلی کی قیمتوں میں اضافوں کا یکجا اثر حکومتی نظام پر پڑا اس دن سلسلہ وار واقعات کا بند ایسا ٹوٹے گا جس سے بڑے سے بڑا 'اسپن ماسٹر' بھی نمٹ نہیں سکے گا۔ اور یہ تو ابھی شروعات ہے۔</p> <p>عالمی مالیاتی ادارے کے ساتھ مذاکرات کیسے چل رہے ہیں، اس حوالے سے کچھ بتایا نہیں جا رہا لیکن اتنا ضرور کہا جاسکتا ہے کہ مذاکراتی عمل میں کوئی خاص پیش رفت نظر نہیں آرہی ہے۔ </p> <p>آنے والے دنوں میں پیٹرول اور بجلی کی قیمتوں میں اضافہ، زیادہ ٹیکسوں کا بوجھ، زرِ مبادلہ کی شرح میں مزید کمی اور سود کی شرح میں اضافہ ہر صورت دیکھنے کو ملے گا، چاہے واشنگٹن ڈی سی میں جیسے تیسے معاہدہ طے پاجائے یا پھر حکومتی نمائندگان مذاکرات جاری رکھنے کے محض عزم کے ساتھ خالی ہاتھ لوٹیں، (ٹھیک جس طرح جون میں ہوا تھا) ۔</p> <p>ان حالات کے پیش نظر مارکیٹ پہلے ہی اپنے تخمینوں میں اضافی رقم جوڑنا شروع ہوچکی ہے۔ اب سوال یہ پیدا ہوتا ہے کہ یہ سلسلہ کب تک جاری رہے گا۔ </p> <p><strong>پڑھیے: <a href="https://web.archive.org/web/20231226114505/https://www.dawnnews.tv/news/1168542/">روپے کی تیزی سے گھٹتی قدر کی کیا وجوہات ہیں؟</a></strong> </p> <p>مالیاتی مارکیٹوں میں کیا کچھ ہو رہا ہے، اس پر غور کیجیے۔ گزشتہ جمعے کو شوکت ترین نے ہمیں بتایا تھا کہ عالمی مالیاتی ادارے سے مذاکرات کا عمل بڑی حد تک مکمل ہوچکا ہے اور وہ نئے اعداد و شمار میں درج 'اعداد کی توثیق' کر رہے ہیں، اور 'چند ہی دنوں' میں مشترکہ اعلامیے کے ذریعے پروگرام کی کامیاب بحالی کا اعلان کردیا جائے گا۔ </p> <p>پیر کے روز سے اب تک بین البینک (Inter Bank) منڈی میں زرِ مبادلہ کی شرح ڈھائی روپے تک گرچکی ہے اور (شہر کے اعتبار سے) اوپن مارکیٹ میں تقریباً 3 روپے تک کی گراوٹ آچکی ہے۔ بدھ کے روز تادمِ تحریر بین البینک تجارتوں میں ڈالر 174 روپے کا ہوچکا ہے۔ چند داخلی ذرائع کے مطابق تیزی سے بدلتی اس صورتحال کے سنبھلنے کے آثار نہ ہونے کے برابر ہیں۔ </p> <p>شرح سود کے ساتھ بھی یہی معاملہ ہے۔ بدھ کے روز ہونے والی <strong><a href="https://web.archive.org/web/20231226114505/https://www.sbp.org.pk/urdu/DFMD/FS-Auc.asp">حکومتی تمسکات کی نیلامی</a></strong> (گورنمنٹ ڈیٹ آکشن) کے نتائج تادمِ تحریر اپ لوڈ نہیں کیے جاسکے تھے، البتہ اتنا ضرور ہے کہ زیادہ تر بولیاں تین ماہ کے لیے سرکاری تمسکات خریدنے کے لیے لگائی گئیں اور اونچے درجے کے منافعے طلب کیے گئے۔ </p> <p>نیلامی کا مقصد 600 ارب روپے کی رقم اکٹھا کرنا تھا جبکہ بولیاں 715 ارب روپے تک کی لگائی گئیں، لہٰذا فیصلہ کرنا مشکل نہیں تھا۔ نصف بولیاں تین مہینوں کی مدت کے تمسکات کے لیے لگائی گئی تھیں جبکہ صرف 6 بولیاں 6 اکتوبر کو ہونے والی گزشتہ نیلامی میں تین ماہ کے تمسکات کے لیے مقررہ یا اس سے کم شرح پر منظور کی گئیں۔ دیگر تمام 95 بولیاں کافی اونچی رہیں۔ </p> <p>نیلامی کی مقررہ شرح کا جب اعلان ہوگا تو صورتحال زیادہ واضح ہوجائے گی مگر ایک بات تو یقینی ہے کہ مارکیٹ ایک بار پھر حکومت سے بھاری منافعوں کا مطالبہ کر رہی ہے ٹھیک جس طرح فروری سے مارچ یا اپریل تک کے عرصے میں کررہی تھی۔ </p> <p>ان دنوں اس بات پر زور دیا گیا کہ افراطِ زر کے محاذ پر کچھ بھی ہوجائے شرح میں اضافہ نہیں ہوگا، اور مارکیٹ یہ بات سن کر مطمئن ہوگئی۔ مگر یہ صورتحال چند ماہ تک ہی برقرار رہ سکی۔ موجودہ کرنٹ اکاؤنٹ خسارے میں مئی سے اب تک زبردست اضافہ ہوا اور اب چونکہ آنے والے مہینوں میں مہنگائی بھی زوروں پر ہوگی اس لیے اسٹیٹ بینک کے پاس مارکیٹوں کے مطالبات ماننے کے علاوہ اور کوئی چارہ نہیں ہوگا، خاص طور پر جب اسے عالمی مالیاتی ادارے کے پروگرام کا حصہ رہنا مقصود ہوگا۔</p> <p><strong>پڑھیے: <a جانتی ہے جس پر حکومت اور اس کے اسپنروں کا بس نہیں چل سکتا۔ مارکیٹ جانتی ہے کہ جشن کا سماں ختم ہونے والا ہے اور جلد ہی حالات کی حقیقت کا اظہار قیمتوں میں کرنا ہوگا۔ اس نئی حقیقت میں فی الحال بجلی اور روپے کی قیمتوں کو ایڈجسٹ کیا جا رہا ہے (جسے زرِمبادلہ کی شرح اور سود کی شرح میں دیکھا جاسکتا ہے)۔ آنے والے مہینوں میں یہ ایڈجسٹمنٹ پوری معیشت میں پھیل جائے گی، اور کھانے پینے کی چیزوں اور دیگر اشیائے ضروریہ میں بھی نظر آنے لگے گی۔ </p> <p>کیا عمران خان ان کی طرف تیزی سے بڑھتی اس حقیقت کا سامنا کرنے کے لیے تیار ہیں؟ ایسی صورتحال کا سامنا کرنے والے حکمران کو چاہیے کہ وہ زیادہ سے زیادہ سیاسی جماعتوں سے رجوع کرے اور صورتحال سے نمٹنے کے لیے ضروری اقدامات پر اتفاق پیدا کرے۔ مشکل گھڑیوں میں حکمرانوں کو زیادہ سے زیادہ تعلقات پیدا کرنے کی ضرورت ہوتی ہے۔ اس کے بعد ایک مربوط پیغام رساں مہم کے ذریعے عوام کو حالات کے لیے تیار کرنے کی ضرورت پڑتی ہے۔ اور تیسرا مطلوبہ کام یہ ہونا چاہیے کہ محروم طبقات کو ممکنہ صورتحال کے سنگین اثرات سے بچانے کے لیے سیفٹی نیٹ ورکس قائم کیے جائیں۔ </p> <p>کیا مذکورہ بالا اقدامات پر عمل ہو رہا ہے؟ بلکہ ذرا یہ بتائیے کہ وزیرِاعظم ان کی طرف بڑھتے چیلنجوں پر کس قدر دھیان دیے ہوئے ہیں؟ انہوں نے زیادہ تعلقات بنانے کے بجائے اس ایک تعلق کو بھی نقصان پہنچا دیا ہے جو ان کے اقتدار کے لیے اہم تصور کیا جاتا تھا۔ </p> <p>جی ہاں یہاں سیکیورٹی اسٹیبلشمنٹ کی بات ہو رہی ہے۔ اسی تعلق کے بل بوتے پر وہ اپنے اقتدار کے اہم سہاروں کے ساتھ 'ایک پیج پر' ہونے کا ثبوت دیتے رہے۔ اپوزیشن کے ساتھ روزِ اوّل سے ان کی محاذ آرائی رہی جبکہ حکومت میں ان کے اتحادیوں کے ساتھ ان کے تعلقات فعال تو ہیں لیکن بہتر ہوگا کہ وہ جام کمال کی وزارتِ اعلیٰ کے انجام پر نظر رکھیں، کہیں ایسا نہ ہو کہ ہیں کہ وہ 'جادو' کے ذریعے فیصلے کرتے ہیں۔ </p> <p>جب ان سے قیمتوں میں اضافے کے باعث لوگوں کی بڑھتی مشکلات کے بارے میں سوال کیا جاتا ہے تو ہمیں صرف یہ دفاعی دلیل سنا دی جاتی ہے کہ 'یہ پوری دنیا کا
