viziwyg-section-7459"> <div class="entry-content"> <p>During the last legislative session, several public school superintendents asked for a rating system that didn’t depend on state STAAR tests. Be careful what you wish for.</p><p>Inserted late in the massive education bill known as House Bill 5 was a requirement for “community and student engagement.”</p><p>The law requires schools and districts to evaluate themselves in nine areas, from fine arts and digital learning to dropout prevention. The possible grades are “exemplary,” “recognized,” “acceptable” and “unacceptable.”</p><p>Every district was charged with appointing a “local committee” to develop its own method for rating schools. But the law did not say who should be on the committee or what factors should be included in each category. Nor did it set any reward or penalty for compliance.</p><p>It required the ratings be issued Aug. 8, the same day as the state’s accountability ratings. The state’s ratings got plenty of attention. The local ratings, not so much.</p><p>Not only was there no ballyhoo, but a parent looking for the overall ratings on some district websites would need patience and persistence. For campus ratings, in some cases, parents are advised to contact the school principals.</p><p>There’s no way at the moment to determine how many districts or schools statewide rated themselves as “exemplary” — or at any other level. Districts are required to send the information to the state, but the results won’t be posted by the state until October. And the Texas Education Agency has no oversight responsibility to check whether the ratings are meaningful.</p><p>Plano ISD Superintendent Richard Matkin said his district took the task seriously, partly because his staff had been discussing ways to internally assess schools beyond the standardized tests.</p><p>For Plano, at least this first year, the standards are more important as an internal tool than for public consumption, Matkin said. “It is a tool to be used from the inside out to grow systems in your organization,” he said.</p><p>His district rated itself as “exemplary” overall, with only fine arts rated as low as “recognized.”</p><p>Mesquite ISD (“recognized” overall) offered the equivalent of a shrug when asked about the importance of the new ratings.</p><p>“We can’t say the process offered a huge benefit; however, it’s always good to evaluate what you are doing and try to do better,” said spokeswoman Laura Jobe. “We looked at some areas that could use some attention and will work to improve them.”</p><p>Richardson ISD (“recognized” overall) followed a detailed evaluation process. Patti Kieker, deputy superintendent for instruction, said there was some value to having schools talk to each other and exchange ideas.</p><p>But was it worth the effort? Should the Legislature retain the mandate? She offered a mixed review.</p><p>“Now that the work is all done and can’t be undone and we will never get those moments back in our lives, it’s not a big deal any more,” she said. “I believe the only benefit was the good communication to our families and our community that it will allow.”</p><p>While lawmakers outlined the grading structure, they provided little advice on how to define, for example, “exemplary” programs for fine arts or talented and gifted students. Some districts, such as Richardson ISD, posted an explanation online of how their ratings were derived.</p><p>Dallas ISD (“recognized” overall) did not post an explanation. “HB 5 is vague in how these reports are created,” DISD spokesman Jon Dahlander said. “In fact, I’ve heard that all of the schools in Austin ISD are rated exemplary.”</p><p>Most DISD schools were rated “exemplary.” Some were rated “recognized” and a few were “acceptable.” None of the 225 campuses is rated “unacceptable.”</p><p>DISD administrators defined the categories and asked principals to check “yes” or “no” for most questions, according to guidelines distributed to principals.</p><p>In the category of “21st century workforce development,” DISD principals were asked whether their schools participated in career day, allowed for students to job shadow or offered mentorships with community groups. The fine arts questions included whether students in art class get at least two opportunities to display their work on or off campus.</p><p>Some of the ratings might be confusing for parents who are trying to assess the quality of programs at different schools.</p><p>For example, Booker T. Washington High School for the Performing and Visual Arts, which is one of the country’s top-rated art schools, is rated “exemplary” in fine arts. But so are the programs at all but two other Dallas ISD high schools.</p><p>The School for Talented and Gifted, a magnet high school for the district’s top students, was rated “recognized” overall. Yet it’s considered to be one of the best public high schools in the nation.</p><p>Parents who want to research a school’s performance have several other places to find information.</p><p>The Texas Education Agency’s academic standards for the 2013-14 school year were released last month.
